2:30 am
saturday night, being a tireless advocate for belgae bt equality -- lgbt equality. we feel very lucky to have her serving there now. one aspect of the career is that she served as the longtime president of the police officers and a vocal advocate for gbt members. we could not be more proud to have our qualified-employee here for recognition -- quasi- employee be here for recognition. congratulations. [applause] >> this is unexpected. director, i have to say that it is my absolute pressure --
2:31 am
pleasure to be a part of this agency. all of you should be extremely proud. we have worked collaborative leading other. i have loved every moment that i have been here. i am very humbled by civil work. i have spent the majority of my time in the police department as an advocate for lgbt officers in the community. i am in all of what they do every day. a -- we -- awe of what they do every day. i am happy and proud to be here. thank you. >> congratulations. [applause] >> a brief clipper card update. i think that i gave you an
2:32 am
update at the last meeting. or the one before. just a few additional items. i think we will come back with a more substantive update in future meetings. as being performed by staff over the next few weeks, finance, internet technology, maintenance and marketing. we are bringing this program into the house now. we are, by far, the biggest users of clipper. or, our writers are. it has been a very successful program, from our standpoint. , we have got some pretty it -- standpoint.
2:33 am
we have gotten some pretty good results. i know that from my own experience, we can significantly improve performance and reliability. we have much fewer incidents of readers not working, when you go to tag them. but it is the software change that increase the reliability significantly on the clipper card. now, just a number of small ones. on st. sky fairing project with launch. we announced an 11 car, on street space with a 6 month trial. we have five locations this month, next month there are six,
2:34 am
spread across the city. we have an agreement with car- share, covering the cost of the space. we have put up cited in and done messages. the idea is to get car sharing, which is one of the vehicles -- excuse the pun -- in which we get people out of their own vehicles. to date, all of the car sharing spaces have been on private property. companies that made parking lot, buildings. but we are recognizing that there are some areas of the city where those spaces are not readily available. when you consider that one vehicle can end it -- hold and
2:35 am
the 15 -- accommodate 10-15, it greatly increases pilot availability. it has been done by -- we will be evaluating it over the course of the six months, whether we want to advance this as a citywide policy. that is good news. along the lines of people getting out of their cars for the next week, bicycle safety and education week. something kodak sponsored by the budget coalition. education and training, something that i think is very important as we listen to these concepts between the two modes. with respect to cyclists, it is
2:36 am
something that is very important in our defensive training policy. we have sent a subway update. we are about ready to proceed. the largest, most significant contract and step forward for us. i think we are close. right on the heels of that, the next big package will be going out, advertised in april. a $200 million construction contract. we completed it on the construction side, north of market. we are just about wrapping up the utility work, the education work. we will get to that before the holidays. we will shut down, but up, opening before the holidays and the moratorium.
2:37 am
-- button up, opening before the holidays and the moratorium. of course, we have been updating various stakeholders and elected officials, other stakeholders, on the progress of the project. in addition to some of the political effects, we have seen positive, factual stories in the paper. i will be traveling to washington in about one month to meet with the delegation. we want to make sure that we are doing everything it needs to get that bad before successful
2:38 am
approval. it will be part of the government oversight committee, before the board of supervisors next week. it was scheduled to be there, but they were not able to hear the civil grand jury reports. things are going well on the central subway. with any confidence, we will be able to get through that grant agreement. capital budget updates, attracting street improvements, we will be doing one of our first shutdowns of this weekend. this will be on the church street portion. we have worked around and shuttle buses for people with disabilities. and some occasional lane closures without reached,
2:39 am
mailing, media. we will be posting alerts at the various stations. news releases, making sure that the word gets out. we will try to minimize disruption as much as possible. i would add that the work we are doing here, and that in the upcoming, is good demonstration for our federal partners. we are pursuing an important expansion, keeping on track with hours in a state of the repair. we are also installing a crosswalk on ocean avenue, at the 280 entrants. right now, there is not a crosswalk.
2:40 am
the high school is not far from city college. a lot of pedestrian traffic, a lot of folks there in the crosswalk, making for a somewhat dangerous situation. that work will start on saturday and run for about one week, until halloween. they will be rerouting the k and 49, as well as a few other traffic alignments and routes. we are working with the p.w. on this. -- dpw on this. it will be a good improvement. one of many that we are undertaking in the balboa park area.
2:41 am
some good news, in terms of service improvements to update you on. starting this tack -- this past weekend, on the church we had a variable headway schedule that left a lot of people confused, frustrated, or both. after taking the hearing to the board of supervisors and members of the public, we adjusted that to get service on a consistent nine minutes schedule, which should help to reduce crowding. on the f line, we have increased service every five minutes. we have had a lot of instances where we've were not able to pick up votes in a car. right now we are supplementing
2:42 am
with bus service as we get our cars restored. that final part of the respiration issue has been fixed and we should have about seven position of vehicles on by the end of the month. we did not want to wait for those vehicles on this important, high demand service. going to the ballpark on weekends, something that we had a lot of demand for, this is kind of done in conjunction with the express bus, which has been a successful pilot. and finally, i think you may have heard -- i do not know if it was the full board or the committee meeting on improvements. we started focusing on one route
2:43 am
to month. ones where there were significant writer concerns, -- risder concerns. the 28, the 28l, both of which had a number of problems. the main changes that were implemented yesterday, redistributed in the running time to account for ingestion on 19th avenue. we were unaware of the reality that the congestion there created. at the same time, we removed a few stops. not being sure where the demand was and what to expect, there was better service on thel than
2:44 am
the 28 -- on the 28l than the 28. finally, our first part-time operators received new contracts to start work on the kirkland yard next monday. clearly, that is where a lot of peak time service runs out. we have the flynn division on deck with part-time operators currently in training. it will be a pretty significant cost savings for us, eliminating the need for standby time, making as much more efficient in dealing with the demand. two more items of note. next, next friday, there is a
2:45 am
community-based effort where a number of community organizations are calling a number of city agencies, mta being prominent amongst them, to discuss street crime and public safety. i've believed that this is regarding the things that happened in the bayview -- i believe that this is regarding the things that happened in the bayview over the last few months. leaders from the apartments will be there. this will be a dialogue on how to improve safety through the bay view. of course, servicing an important part of that community. something of myself and others will be participating in. finally, we want to remind you that one week from tuesday, our the chart dedication event.
2:46 am
-- beach yard yar dedication ev. this is the historic navy yard, where the classic vehicles are housed. we will be putting up signs and a plaque, honoring friends, family, and great service to the city. mr. chairman, that concludes my report. >> a final message there about dedication. several of us were there when the transit association honored the board member of the year. it was a great outpouring of love and support.
2:47 am
[unintelligible] >> the best way to honor him is to hammer the director. [laughter] just kidding. >> [inaudible] [laughter] >> i am glad to hear about the upgrade that is going forward. frankly, from my personal experience, compliments to mr. haley, the issues that we have been experiencing and had experienced over the last few months are getting better. the one thing that we had talked about was some sort of reporting on when there are actually delays, so that the public can tune in and find out why they sat in a bus or train for a certain amount of time, getting some reports on what is being done about it. i think that that is still something that we should pursue.
2:48 am
something that we should continue to pursue. the one issue that i heard a fair amount about, regarding service, and maybe this is something that you can report back on, it had to do with the recent confluence of events in the city. fleet week, the bluegrass festival, and so on. i had heard an enormous amount of concern that those events had not been properly planned for. that some of our lines were very crowded. i do not mean to suggest that there is an entirely new problem, but as we get ready for the america's cup, i wonder if we as a board could get a report back about what we, as an agency, do for this once per
2:49 am
year. we plan for them. perino when they are. we have buses going down there. i wonder if there is something more that be could be doing for these large events that are nevertheless not scheduled as regularly as sports games. such as special cells for the harvest, bluegrass festival. i do not profess to have any of the answers. this is just something that i heard. i have got more feedback about this this year than i usually do. i think it might benefit the board to have a low report on how we plan for these events. >> [inaudible] >> if i may, with regard to the notifications, we started putting that information on our
2:50 am
website. at your request. it should be there, if you go on to the website. it is on the right hand side? >> [inaudible] >> what is the link? >> members of the board, we did put up information about two weeks ago. go to the homepage, on the far right it says the muni-post incident summary. you are able to find out about incidents. >> in addition to that, i know that i do not have to tell you, as you are all fervently following a son twitter, but you have seen the s 78 twitter counts doing ongoing service announcements. particularly during rush hours.
2:51 am
having your eyes glued to your twitter account each day, providing after the theft of information -- after the fact information and whether they might want to consider different paths. >> well, i appreciate that. the good news is, i have no reason to look for the next few weeks. let's just be clear to our fans and detractors alike that out this website we have the ability to check, after the fact, the incident of a delay so that you can know, at the agency, but they are doing about it. and if you are involved in something that was not posted, that is your opportunity to post about what was involved and we can backtrack.
2:52 am
>> all of those in agreement? >> regarding the central subway utility, starting to wrap up and going into shut down, i do not want to miss the opportunity to get more feedback. i remember him saying that he went to an emergency meeting in expecting to be raked over the coals, finding that they were actually quite thrilled. moving into that holiday shutdown, it would be interesting to get that kind of feedback from everyone in that area again. i do not want to lose the opportunity to improve surface conditions on stockton, as we move into central subway construction.
2:53 am
>> i just wanted to make a couple of comments on the improvements you have been working. a couple of comments to build on, with respect to passenger information. first, i agree that the asset and tsa on the twitter feed, i am wondering if there might be a way to create individual lines. there are so many of them. often, we cannot get to the ones that are relevant. there is a man out there who does nkuda, and there might be a way to get a mark down that line. as someone who spent years on
2:54 am
the 28 as a student, repelling up and down that line -- i still take it -- i was there last week. i still feel that it needs a lot of work. without looking at future solutions, i would love to be able to see a breaking out of that route. -- breaking up of that route. perhaps the consolidation of stops. stopping may be at only major transit points. 8:00 at night, 9:00 at night, it feels like it is always busy. it seems that we could do so much more. maybe even looking at a long- term thing, like claims for dedicated lanes on something
2:55 am
like that. a long way off, some improvement can be explored. i think that that is all that i have. yes, extending the hours of the 28l. it feels obtuse, and there is still so much passenger traffic. thank you. >> i would like to thank the staff on the siding that came out of the contract. i think it as -- at it is appropriate to have news for the first time about employees who are converting.
2:56 am
also, the second part of that, coming next monday. >> i believe that all of the operators are completely new to the mta. current, full-time operators are moving, part-time, but i imagine there would have that opportunity, if they would like. the new round that we are training, there is the same question. a crew in training now. we will continue, we have a fair amount of demand. i expect that most of them will be coming from the outside. we will make that opportunity available.
2:57 am
let's all right, thank you. what's been limited to items that were addressed in part d, we >> board members, peter witt. like the trolley, i like to make noise, too. 23-year taxi driver, native san franciscan. i was wondering when taxi drivers are going to be recognized for their value in this city. we work awfully hard. we take dangerous customers as well as little old ladies to the church. i'm not going to talk trash here, but i'm still waiting for my driver's appreciation award. i do surveys of a thousand
2:58 am
customers every year. well, a thousand users every year. taxi users specifically. i get a 93% return rate. 14 years i've been doing this. 500 the first year, a thousand there after. i was wondering if you would wonder how much money that would save you, how much a two surveys will cost you -- i noticed your best proposals -- proposals -- best practices proposals. i was wondering if you knew how much it cost to do two surveys. that's not to mention the data that's stored in these surveys, which is history. if you don't know history, you don't know the future. i was wondering if that's -- it's priceless information, actually. the information is worth far more than the study itself.
2:59 am
the other thing there, the car sharing. cab sharing. hello. subway systems, you need to study how much business that will take away from cab drivers. peak time service. we're still waiting for peak time taxis, peak time rates, or peak time devices. and howls.
