they moved onto other things, but they deserve some credit, as well. president mazzucco: i agree? any public comment on any of these line items? i bet you want to talk about patrol specials? ok. >> i just want to follow up with some items with chief suhr. >> i talked with you the day after i was arrested. again. it turned out to be a false arrest. you have now had over 60 weeks.

criminal acts that they have perpetrated. this is what i was told. as a humanitarian gesture, police force him, this man who works for an illegally operated beach, -- beat, as the attorney porter mentioned. it has been shown that he will violate the law. the entire beat has been

illegally operated. we are not sure for how long but for some time. apparently the only people who can stop him, we need to be stopped. i should not be arrested. i am an innocent person. this is the third time they have done this to me. this is the first time they have absolutely no made up evidence to use as a cause, so they had to let me go. it took $50,000 of my money, soon to be your money, city of san francisco, but a long story short, you have had weeks to consider this. i have seen you do nothing. i should take that back. they are marching a little more tightly, but they are still committing crimes. please do your duty. thank you. president mazzucco: next

speaker. with reference to a, b, c, and d. >> public comments on item number two? would you make a special exception? occupy sf. let me fourth say that i am the council for -- let me say first that i am council for -- counsel for occupy sf. there was a problem with unilateral initiative by police officers. we were told at that time with his last comment that he was the

one you gave the orders, and there would be no unilateral -- by the police force. that we would be given notice and a chance to cure any default or any problem that there was. i know that the police chief, greg suhr, were not there. two officers took down a tent. one officer did not know who her supervisor was. when her partner came up, saying things like, "i hope i am not causing a problem drinking a starbucks coffee year because it was a corporation," he did know who the supervisor was. a lieutenant has on its own initiative done this more than once. today's breaking of the agreement to work together should be addressed by this

>> i'm melissa griffin, i write about city politics and a member of the league of women voters. i am here to discuss a proposition g, voters will be faced with on november's valid. -- ballot. proposition g would increase the sales tax rate by 0.5% for a total tax rate of 9%.

this would only happen if the state does not increase the sales tax by either 1% before november 30, 2011 or 0.75% before january 1, 2015. the city would pass a tax increase to pay for public safety programs and the other half for programs for children and seniors. the city will start collecting this additional sales tax on april 1, 2012. it would apply for 10 years. prior to july 1, san francisco had the sales tax rate of 9.5%. the city decreased by 1% when it allowed to expire. san francisco only gets a fraction of this 8.5% sales tax. 7.25% goes to this day, the city receiving about 1%.

-- goes to the state, the city receiving about 1%. i'm here with -- thank you for being here. please tell us why you are in favor of proposition g. >> i believe the low income children, seniors, firefighters, and police officers are worth half a cent. it will restore funding that was cut from these programs. proposition g " restore $30 million so the children will have a better start in life and a better chance of succeeding in high school and college. >> san francisco has one of the

highest sales tax rates. are you concerned that the passage will affect our tourism or adversely affect the economics? >> i am not concerned with that at all. tourism accounts for 40% of the revenue. it will still be lower than the sales tax prior to july 1 of this year. >> my understanding is that it will be eliminated if the state raise the sales tax within the next year. in light of that, palace of the city is able to plan, budget, and expect those revenues if it passes. >> that's a good question. it is about local control. they can decide where their tax dollars go, in light of lack of leadership of politicians in sacramento, but we are not counting on that type of leadership occurring any time soon.

it would be helpful that the politicians will listen to the need of san franciscans and act accordingly when they enacted the next sales tax. up next, we will be talking with an opponent. i'm here with howard, former chairman of the san francisco republican party. he is an opponent of proposition g. thank you for being here. why should voters vote against proposition g? >> in this age of high unemployment and high high unemployment -- of high unemployment, a regressive sales tax will hurt everyone. just to give you an idea, in

2000, the budget was $4.2 billion. in 2010, the 2011 budget is 6.8 $3 billion. that is more than the budget -- $6.83 billion. that is more than the budget of any other states. if you look at the way city hall is, there is over 100 commissions, boards, advisory boards, so on and so forth that overlap. they can combine a lot of them and save a lot of money. >> in light of the fact that this tax has already been proposed, it recently expired. how can you see consequences as a result of increasing the sales tax just .5%.

>> it takes money away from the people that needed them most. if you are an upper-middle-class person, it won't harm you. but on lower end, it does harm you. that is why we should not pass if. >> proponents say that we have to do this to offset the tax at the state level. how do you propose that the city deal with the extraordinary budget cuts that i've come from the state? >> proponent to are mostly public employees and employees of nonprofits will have you believe the sky is falling if they don't get this raised. if they go back to 0 base budgeting, do good budgeting, good management, they have plenty of money to run the city.

for our city. last october 19, while driving her daughter to school very early in the morning, she saw a crash, a very horrible crash. she decided she would stop. she decided to take a look at what occurred. as she saw the flames and the truck overturned and noticed there was somebody in the street, she stopped her car and got out. she did not hesitate. she went out and pulled somebody out. in danger to herself and she had no hesitation. as a result, she saved somebody's life. in fact, she saved a life of mike, who is here today. thank you. [applause] we have invited her here today,

not only to praise her, but we ask that she bring her whole family. one of the things i have been thinking about, personally, we not only wanted to recognize her with our fire commissioners better here today, fire managers caught fire chiefs, police chief, and his command staff. they all know what heroes look like and feel like. they wanted to join me in this celebration. i also wanted to tell you -- not only did she act selflessly, but there is something there where you are trying to figure out whether or not you would have done the same thing. to know that she did this by instinct almost, as reported, without concern for her own safety and saving somebody's life, i have to say that i

wanted her here. i wanted her family here. a lot of times it's not that you learn this in school or friends. instinct, sometimes, is a reflection of your family. thank you very much. [applause] i know you're very proud of your family. when instinct comes -- you look at who brought them up. i think it's a reflection of the family, the values, things they are talked. -- things they are taught.

growing up, you learn things that are instinct of character. i wanted to make sure the family got the recognition here today to you are part of her heroism. it takes a family to raise somebody who has the right instincts to do what it is. thank you to mike and the royal trucking company for their support. this is the first time you have been able to meet each other. it's a great union. it is what we in san francisco have been so proud of learning and understanding. on behalf of the city and county of san francisco, i want to present to you are signal of being a hero for us and even to

our own heroes in our fire department and police department. i want to present to you, on behalf of the city, a signal for us. if i could then present to you -- [applause] this award. it is titled, "the city and county of san francisco goods american award presented to kena williams in recognition of your heroism on december 19, 2011." "your city and your mayor is grateful for your courage and bestows this good samaritan award to you today, october 17, 2011." [applause] i present this to you, as well.

[laughter] >> thank you very much, mr. mayeor. after we in formally acknowledged last week, a lot of people from the media came up. if i could echo what i said last week -- what you did was phenomenal. it made a huge difference. mike is with us today. i know you two will always have a special bond because of what you did last week.

like i said to you, you played a special role, too. you did exactly what your mom told you to do. you state in the car so she could go out and do what she needed to do. a lot of people would not have done that. especially having your daughter in the car -- like the mayor said, you did not hesitate. it was instinctive. for that, all of us that where the uniform and have the training are in complete awe of what you did last week. at 22 years old with a 5-year- old daughter, it has got to make you feel good. i can tell what a special bond you have got. you have got your daughter here agree you have your mother, your grandmother, your aunt, and other relatives. i know mike had a chance to talk to you yesterday prove he probably wants to say a few words, as well. i know he loves you. the media will want to talk to

you, as well. people were inspired by your story. it's incredible. thank you very much, on behalf of the members of the san francisco fire department. we really appreciate it. the chief appreciate it, as well. we are tr training or the equipment. you did it. it's an honor to know you.
