the proposed resolution for the authorizing of the redevelopment agency. renne casanave apartments, for 75 years, to develop housing for low-income formerly homeless residents. >> this is the ground lease for 25 essex street. and there is a non-substantive agreement. >> i am the acting director at the developing agency, and we have the ground lease for 25 essex street. this is the first project in the redevelopment to move forward.

this is on the corner of fulsome and essex street, with 120 units of supported housing, with the department of public health and the housing program. and the ground-floor retail around fulsom. they were jointly selected by the department of public health. city-wide case management. they have worked hard to bring this to this point, to start construction, with the multi- family housing. the equity in the redevelopment funds, and we have reached this exciting place of approving the ground lease. the ground lease will continue

in november. the board is required to consider the approval of the ground lease with the standard terms of the deal of the structure. this is 100% supportive housing, with the funds for these extremely low income individuals. the crown leases only $1 per year, with a minimum 75-year term. and is structured this way to ensure the long-term affordability for the site, to make certain that this remains affordable housing. i would like to ask to the board to consider the amendment, with additional language to be added to clarify the fact that the crowd -- the lease was entered into and executed before the redevelopment activities, and this is considered enforceable

obligation. this concludes my presentation but we have staff from the community housing partnership and i am here to answer any questions as well. >> and are there any questions? can i ask the district -- district supervisor if there are any comments to make. otherwise we will go to public comment. -- >> i know that this happened before my time on the board of supervisors but this is one of the first residential buildings to go up under this plan. this will be 119 units of supportive housing for the most low-income individuals, with the support of services as well with the ground retail, and this is something the public really wanted to see with more activity at the ground-floor level.

thank you very much. [applause] thank you for being here this afternoon to do something that is a great, great celebration for our city. last october 19, while driving her daughter to school very early in the morning, she saw a crash, a very horrible crash. she decided she would stop. she decided to take a look at what occurred. as she saw the flames and the truck overturned and noticed there was somebody in the street, she stopped her car and got out. she did not hesitate. she went out and pulled somebody out. in danger to herself and she had no hesitation. as a result, she saved somebody's life. in fact, she saved a life of

mike, who is here today. thank you. [applause] we have invited her here today, not only to praise her, but we ask that she bring her whole family. one of the things i have been thinking about, personally, we not only wanted to recognize her with our fire commissioners better here today, fire managers caught fire chiefs, police chief, and his command staff. they all know what heroes look like and feel like. they wanted to join me in this celebration. i also wanted to tell you -- not only did she act selflessly, but there is something there where you are trying to figure out whether or not you would have done the same thing.

to know that she did this by instinct almost, as reported, without concern for her own safety and saving somebody's life, i have to say that i wanted her here. i wanted her family here. a lot of times it's not that you learn this in school or friends. instinct, sometimes, is a reflection of your family. thank you very much. [applause] i know you're very proud of your family. when instinct comes -- you look

at who brought them up. i think it's a reflection of the family, the values, things they are talked. -- things they are taught. growing up, you learn things that are instinct of character. i wanted to make sure the family got the recognition here today to you are part of her heroism. it takes a family to raise somebody who has the right instincts to do what it is. thank you to mike and the royal trucking company for their support. this is the first time you have been able to meet each other. it's a great union. it is what we in san francisco have been so proud of learning and understanding.

on behalf of the city and county of san francisco, i want to present to you are signal of being a hero for us and even to our own heroes in our fire department and police department. i want to present to you, on behalf of the city, a signal for us. if i could then present to you -- [applause] this award. it is titled, "the city and county of san francisco goods american award presented to kena williams in recognition of your heroism on december 19, 2011." "your city and your mayor is grateful for your courage and

[laughter] >> thank you very much, mr. mayeor. after we in formally acknowledged last week, a lot of people from the media came up. if i could echo what i said last

week -- what you did was phenomenal. it made a huge difference. mike is with us today. i know you two will always have a special bond because of what you did last week. like i said to you, you played a special role, too. you did exactly what your mom told you to do. you state in the car so she could go out and do what she needed to do. a lot of people would not have done that. especially having your daughter in the car -- like the mayor said, you did not hesitate. it was instinctive. for that, all of us that where the uniform and have the training are in complete awe of what you did last week. at 22 years old with a 5-year- old daughter, it has got to make you feel good. i can tell what a special bond you have got. you have got your daughter here agree you have your mother, your grandmother, your aunt, and other relatives. i know mike had a chance to talk

to you yesterday prove he probably wants to say a few words, as well. i know he loves you. the media will want to talk to you, as well. people were inspired by your story. it's incredible. thank you very much, on behalf of the members of the san francisco fire department. we really appreciate it. the chief appreciate it, as well. we are tr training or the equipment. you did it. it's an honor to know you. i will be chairing today's committee. we want to enologist at -- acknowledge the staff at sfgov tv. madame clerk, are there any announcements? >> the items recommended will go to the full board on tuesday, november 15 unless otherwise indicated. item number one, hearing to consider appointing to members for january 31, 2013 s january 31, 2014. supervisor kim: unhook all the applicants are here today. we will be asking the same for the four of you to talk about your background briefly and your interest in serving on this commission.

>> afternoon. thank you for your time and consideration. i am a san francisco native, my birthday is november 11, this friday. i have lived in annapolis, maryland. i was on staff at the u.s. naval academy where i attended school years ago. i enlisted in the navy after high school and have the opportunity to go to the naval academy. my military service and to my staff has been very useful to me throughout my career. now i will be 52. my wife and i returned to san francisco this last year and are

excited to be back in the community. we made the decision that we wanted to get more active in our community and do things that we thought were, leverage the benefits and experiences we have had in our life to the benefit of those that have not necessarily been so privileged. i have seen that with the veterans that i know. others have struggled for various reasons with the simulation -- but with assimilation back to the world. health care and substance abuse issues, lots of things like that. i learned of this commission and immediately turned in my application. i am excited about the opportunity, i think this is an interesting group. i appreciate that the board of supervisors and the mayor take this kind of council from folks that come from different perspectives.

supervisor kim: think you for your interest and also in getting real engaged with the san francisco community. what are some of your interests? have you attended any of the meetings? >> i have not. as i looked through their web page, i have primary interests. i am a development officer at st. mary's college. we have 31 veterans, and many did check on that today. one is career services. i have seen a lot of my friends come out and have trouble leveraging their experiences and communicating the value of their experiences to the civilian world. and the second is education. i had the benefit of the gi bill that allowed me to get my master's degree, but i have seen

others struggle with that. it is not as simple as having those benefits available. how do you take advantage of that, how do you deal with family life and work life and to stay committed to that cause? there were hot to specific areas where i have not been helped. >> you said you applied a year ago? >> as soon as i came back. >> there was an open seat a year ago, but this is the first contact have had with the city. supervisor kim: jordan towers. >> good afternoon, a supervisor. i am in the iraq war veteran. i served in the united states marine corps in the infantry. i returned home and moved to the

bay area, started a veterans group at the city college of san francisco and became the most successful program in the country. the only school the offers a program just for veterans. it was the first school in the country to bring in on campus to serve veterans. we also built a state of the arctic veteran center specifically for the needs of returning veterans. i have always been a part of veterans activities within the city. i am also the founder of returning veterans in san francisco, a couple months ago the board of supervisors unanimously passed support of a job fair, that is strong. i was contacted to get this started and i contacted the

other vets that i know, high net worked with veterans from all of the campuses in the bay area. and we were able to make that happen. i am also a veteran advocate of the organization that has been helping out veterans since 1974. i work on the institute for veteran policy and under the resources and development, there i have been for the ring emission and helping out veterans. i hope to do that here. one question, have you attended any previous meetings? i have been active in the community and i have attended meetings and lent a helping hand wherever possible. >supervisor kim: what are your

interests have your wanting to pursue as commissioner? >> one way that my generation communicates is on line. i would like to establish whether three. shows that we can establish about reached of veterans. second is jobs, jobs, jobs. veterans are desperately struggling and i believe in setting up a data base within the city to give veterans employed. supervisor kim: thank you. next is dorothy guy. jou tseng cannot make it today. >> i move in to sentences go for -- and i moved to san francisco in june of 2007.

in 2003, i went to iraq as military police to serve in baghdad. i would love to be part of this commission, because i feel with the amount of debt coming back -- vets coming back, there are no issues that are unique, like unemployment and women's care. we have a good understanding of how to treat these issues. supervisor kim: same question that i asked to the other applicants, did you attend meetings and you already mentioned that you want to outreach to the current generation of veterans. are there specific goals he would like to accomplish as commissioner? >> i have not attended the meetings as of yet, but i am very interested. my goal, this war was the first
