the board of supervisors for review and approval. >> good afternoon. i am the deputy chief financial officer. i have a few slides, mr. secretary. we have two requests before you today bundled as one item. we have to capital financing requests for green-related projects within the enterprise. we have project budgets that have been improved over the past couple of years. they require financing at this time. it has been about three years since we last shared with you capital financing. the last one was in 2008. we'll just go on. we have about 14 $29 million in project expenditures that will be funded with these two transactions. we have what are called

qualified energy conservation bonds and 6.6 5 million in clean, renewable energy bonds. these actually result from a federal tax credit allocations provided to this city for green- related projects, specifically those of these provide a tax credit similar to what you may recall from our water financing with the build america bonds. it is a similar concept. the interest subsidy brings the overall borrowing costs under 2%. if we were able to pull the trigger today, they would be closer to about 1.2%. very, very low borrowing costs for us. we do anticipate these transactions to occur. the qualified energy bonds of december and the financing will occur in the spring.

this is to fund the green components of our new headquarters building. solar, wind, the living machine, which is the water treatment, solar to control temperature and lighting within the structure. three projects will be funded with these moneys. the in line of micro hydro, which is a small generation plant placed within the water distribution system as well as to traditional solar projects. in terms of vendor outrage, we can best pretty much every firm that does this sort of financing. six of them responded and bank of america came in at the lowest cost. bank of america was the provider three years ago.

they are familiar with us. i can appreciate that the doctor -- the documents are low-volume this. but keep in mind there are two sets of documents for the two transactions. but if i could quickly walk through what has been provided, the purchase agreements describes the equipment pledge and repayment terms. the acquisition fund agreements describe how the bond proceeds will be held and how reimbursement will be claimed for project expenditures. the filing agreements describes the relationship in terms of filing the appropriate documentation with the irs so we get our subsidy that we absolutely need to bring our net costs down. for the financing terms, we are aiming for 16-years and borrowing costs under 2%. we will more than likely be in

on that type of model. what i am pleading on behalf of the 99, because i and advocate, you know. we have the 1% and i belong to the 99. we do not have too much money, but hopefully we have a good heart and hopefully we can speak the truth, and hopefully we can do some good action so that when we leave this world, we leave a better place. when you say bank of america, i kind of get a heart attack. you know the bank of italy and their headquarters was in san francisco and now they are in north carolina. i know how the takeover took place.

and to finalize the agreement. the agreement before you will commit the project sponsor to providing affordable rental housing on site. typically affordable housing requirement for this area would be a fee equal to 20% at the cost of the units. this agreement will allow a reduction to 17% inclusion every requirement and a $1 fee per gross square foot waiver of the eastern neighbor and public benefit feet, in exchange for a 30-year commitment to affordable housing. before you consider this agreement, i like to describe the project in the context of the zoning which sets the rules for this project. the project site on the overhead is this through lot right here. bounded by third street, illinois, 18, and 19th streets in the pretrip real real neighborhoods. it would demolish existing commercial fueling facilities, merged two lots into one, and

constructed approximately 65 but all residential building with 106 new units from 80 off-street parking spaces. all of these units, 18 will contend affordable rental units with eight studios, 31-bedrooms, and seven two-bedroom units. that is a little bit about the project. here is the picture. i would like to tell you a little bit about the content. the eastern neighborhoods plant recently rezone much a boat -- much of the city's industrial land. the goals were reflecting local values, increasing housing, maintaining some supply of industrial land, and improving the quality of all existing areas with future development. the eastern neighbor the plan rezoned this site as urban mixed use district of this district is intended to promote a mix of uses while maintaining the

physical characteristics of this formerly an industrial area this area is intended to serve as a buffer between the residential and -- districts that the more industrial production industrialpdr districts. within the umu, allowable uses include pdr, retail, educational facilities, and citi and entertainment. housing is permit but subject to the higher affordability requirement. the proposed product fulfills the goals of the umu nicely. with that, that is the project and the context. again, before you is a resolution that would slightly reduce the inclusion carry requirement, but it is done so with a 30-year commitment for on-site affordable rental housing instead of payment to the fee. i am available for any questions. supervisor mar: i see no

>> i am the director of visual arts programming at intersection for the arts. intersection for the arts is based in san francisco and has always been an organization that looks at larger social political issues through the lens of practice, and we are here today at our exhibition of "chico and chang." the original inspiration was

drawn from a restaurant chain in new york city. half of their menu is -- what struck me was the graphic pictures and a man in a hat on a rig truck carrying take that time is containers and in the black sea to representation of a mexican guy wearing a sombrero and caring a somali horn. it struck me that these two large, very subversive complex cultures could be boiled down to such simple representations. chico and chang primarily looks at four topic areas. one of the man was is whose stories are being told and how. one of the artisans in the show has created an amazing body of work working with young adults calling themselves the dreamers.

another piece of the exhibition talks about whose stories of exhibition are actually being told. one artist created a magnificent sculpture that sits right in the center of the exhibition. >> these pieces are the physical manifestation of a narrative of a child in memory. an important family friend give us a dining table, very important, and we are excited about it. my little brother and i were 11, 14. we were realizing that they were kind of hand prints everywhere on the bottom where no one would really see, and it became this kind of a weakening of what child labor is. it was almost like an exercise to show a stranger that feeling we had at that moment.

>> the second thing the exhibition covers is how the allocation is defined, a great example on the theme, sculpture called mexicali culture. another bay area artist who has done residencies in china and also to what, mexico. where immigrant communities really helped define how businesses look of a business' sign age and interior decoration, her sculptural piece kind of mismatches the two communities together, creating this wonderful, fantastical future look at what the present is today. first topic is where we can see where the two communities are intersecting and where they start colliding. teresa fernandez did a sculptural installation, utilizing the ubiquitous blue, white, and read patterns of a

rayon bag that many communities used to transport laundry and laundromats to buy groceries and such. she created a little installation kind of mucking up the interior of a household, covering up as many objects that are familiar to the i and the fabric. fourth area of investigation that the exhibition looks at is the larger concerns of the asian and latin communities intersecting with popular cultur one best example -- when he's exemplified is what you see when you enter into the culture. >> this piece refers to restaurants in tijuana. when you are driving, to speak

chinese and you read chinese characters. you see these signs. i was trying to play with the idea of what you see and the direction you read. when you start mixing these different groups of people, different cultures, i like the idea. you can comment on somebody else's culture or someone else's understanding about culture. >> one of the hopes we have for visitors is that they go away taking a better understanding with the broadest and the breadth of issues impacting both the asian and latin communities here in california and how they spell out into the larger fabric of the communities we live and work in. >> you can see that it is

amazing. you can hear that it is refreshing. you reach for it because it is irresistible. and the taste. simply delicious. san francisco tap water. it engages the senses. 311 is an important resource for all san franciscans. shouldld
