11:00 pm
rotating commager's throughout the month, -- rotating throughout the months. we thought about restricting apartment 24's hours. the captain did not think it would be fair for them to close at 1:00. if we can stop the people from going in, they might be getting their girlfriend or a couple of drinks. we want things winding down. not to leave one club and get the last two at the new club and start ramping up. and that was our justification. >> i have a question. the applicant had a concern about other people picking up
11:01 pm
friends. are you ok with maybe 1:15 or 1:30? >> we live like to hold it to 1:00. they have last call at 1:25. they start kicking people out about 1:45. what we don't want is a rush to get to the pub to get the last drinks in. >> ok. >> do you see, if we say 1:00, at 12:59 there won't be a rush? >> i don't think so. if most people are at the club, they will be enjoying it. i don't think they will think it is 1:15, let's run over ot.
11:02 pm
or you would have moved earlier. president newlin: anybody from the public wish to respond to this permit application? mark? are you ok with 14 days holding tapes? you have no problem with that. the only thing we have in this issue is the 1:00 that amendments -- admittance. >> and, you know, i think i would like to see more community outreach also. this is going to be granted for a short amount of time and they will be reporting back. how is that what is going on here? this is just how is going to be? they don't have to report back?
11:03 pm
of like to see them report back in three months and think we should grant a conditionally. but i would like to see them come back and have met with at least a couple more neighborhood groups. president newlin: three months or six months? >> in meeting with groups can happen -- they will start operating. president newlin: i have no problem with that, i am just trying to establish a valentine to oversee the operation. -- a valid time to oversee the operation. if three months it too short, six months may be better. either way. >> it is certainly possible for the commission to request a
11:04 pm
recport in whatever time frame you're comfortable with. it is also completely reasonable to request a six month reporting or asking the applicant to come addressed the commission after six months as well. that is within the realm of the conditions that you can attach to this conditional grant. it won't be something we tag in writing on the permit itself because it's expiration driven. we can put them on the record and in the file, make sure that these things come back to you. president newlin: i assume we could support of the police department on the knowledge of the tents -- no admittance after 1:00 am and have that be part of the report and see if it
11:05 pm
is working or have the club report back to demonstrate to us where specific problems lie with that. >> can we split them? have the neighborhood of region done in three months -- outreach done in three months? president newlin: you deal with these. >> three months sounds like more than enough time. it is short enough so that if the business owners feel like it is restricting business, they can appeal. president newlin: do we have a motion? >> i would move to approve as amended. is that what i say. >> i'm glad we have the clearly
11:06 pm
on a -- that clearly on it. >> second. >> we are about to vote on conditionally granting the permit, adopting all of the recommendations fromc central station. at the same time, saying on the first meeting in february, which will come back to reevaluate once the outbreak has been done to not just merchant groups but resident groups in the neighborhood. to be conditioned nobody be admitted after 1:00 a.m. >> nailed it. president newlincommissioner pe. commissioner hyde: aye. commissioner cavellini: aye. president newlin: aye. good luck.
11:07 pm
all right. item d. amendment to place of entertainment. >> this should not be on the agenda because we got word from the city attorney. i will try to be short about this. there is something going on between the applicant and planning. the applicant is appealing the planning decision. that stays anything we would have done. we cna't take -- can't take action. president newlin: any public comment on the passing? last action item, e. nakahara, aaron. playland japan, music device. >> this is an application for a
11:08 pm
mechanical amusement devices otherwise known as a video game between two and four of them. a fairly small number given the size of the space in japantown near peace plaza. the space will be used for birthday parties, especially those with kids. retail sales and in order to apply for this, the applicant had to go to the planning department for a conditional use which happened on thursday. you have the full 45-page report from planning in your packet. and the end time for operations i believe our 8:00 p.m. sunday through thursday and friday and saturday 10:00. he can speak more. >> good evening, commissioners.
11:09 pm
i am applying for a mechanical amusement devices permit to open a japanese-style music store with games, prizes, selling confection and anime goods. i feel that my store fills a specific need in japan town to provide children and families in place to interact. there is a significant opportunity to bring families with young children because it lacks these types of activities. the customers are key to longevity and development. music centers are different from those you might imagine in the united states. before i get to those differences, let me tell you a story about how i came up with the idea. i have three boys and we visited once a week for groceries. my sons and i mill about the candy aisle.
11:10 pm
it gets boring quickly. the malls in japan are geared towards having something for everyone. especially families and children. if the children are happy, parents will shop longer. the mall will also see them as future customers. japanese family amusement stores are different from the dark lit u.s. arcades. they are filled with violent games. in japan, they are bright and colorful family-oriented spaces with games that a cute, musical, funny. prizes are cute, silly anime merchandise. like totoro and pokemon. i have examples. >> toys!
11:11 pm
yay! >> pokemon. [laughter] all right? little girls' pencil cases. things like that. >> sanrio? >> not sanrio, but it would be the boys or other kids' version of sanrio. remember when you were a child and visited fao schwartz. my sons are excited to go with us to go to the music store. think of where your children are excited to go shopping with you. why can't we have this? it can be brought to san francisco's japantown. when i started doing outreach, everyone agreed that it needs
11:12 pm
family oriented activities. other organizations indicated a strong desire to have more families at the mall. they offer a unique cultural experience that is very contemporary to japan town and in line with designs for japantown. those that have been in japan will find it extremely missed out. the games will be prize- oriented. nothing mature or gory. prizes will be changed every couple of weeks, and it iwlwill offer retail goods and snacks. target range is 3-12, anime fans, couples on dates. i store will have a father is applying for or with their children.
11:13 pm
imagine the joy you will get from winning a hello kitty for your daughter. here are examples. these are some stores in japan. very j-pop. i don't know if you're familiar with the building but it is contemporary and up-and-coming. it will represent the store's image. this is tomo and yiu. -- yui. they will be representatives of the store. check this out, i'll have one here that says sorry, out of order. maybe pictures like this, this will be on the machines, on the
11:14 pm
walls. someplace that you will feel comfortable to bring your five- year-old. the characters will be on the walls, think of as a hell of katy -- hello kitty store. it offers a refreshening and new attraction to japantown. i have been to little tokyo, they don't have anything similar to this. san francisco who will be the first. rather than retail space and think that primarily represents a cultural experience. from a business standpoint, i imagine it being more of a hub, the other merchant arespokes on a -- are spokes on a wheel. if you have to wait 30 minutes for a meal, you can spend some
11:15 pm
time at the store over dinner and a movi or for dinner and a y can stay. the children get bored, they want to go home. my store will incentivized families to spend more time in japan and spend more money in the mall. there is a correlation the amount of time they spend in the amount of money. i can see this as raising revenue and employment. you can imagine how children will be excited to visit with their families. i have talked with community groups and nonprofits who have endorsed my prop -- project. the awful sausage -- they offers
11:16 pm
social -- >> we have a list of them. >> the planning committee, the merchants association, and representatives of the police department. all of these organizations have endorsed my project. the planning department has also approved the project. i would like to say i appreciate your time. >> any questions? >> i am excited about your project. >> anybody from the community? ok. we have a three minute time maximum. >> president and commissioners, i will make this fast. i am the executive director of the task force.
11:17 pm
we are a nonprofit -- nonprofit focused on the planning and promotion of japantown. we provide assistance to small businesses. i also served on the organizing committee of the better neighborhood plan. he is a client of our program and i'm here to support his application. in this outreach he is referring to, i was organizing that for him. in any event, it was very clear that strong support from the community. it is an authentic japanese business which we need more of. it is family-oriented. it is not another restaurant or fast food. we have too many of those. it is in the hands of a professional. experienced in financing and
11:18 pm
accounting. a discipline which is often lacking in small businesses today. it is in the hands of someone who has been transparent with all of us. he has followed the process, done his homework, and the games to cun community supports his business. president newlin: do we have a motion? ok. very good. you are approved and good luck. >> hopefully maybe february. president newlin: all right.
11:19 pm
>> i always go there. there is always a weight. -- wait. president newlin: item number6. >> i have a question to staff. the officer comes to report all the time. is this report given to us in a document that we can review and cross reference? he mentioned something about ipala, it was one of those permits that was important for us. he mentioned -- does that to get red flagged to you? >> everything that was mentioned by the officer is in the list that i give you.
11:20 pm
all of those reports aren't there. -- are there. he then goes through them and hits the things of interest. something like that comes to us, it is a red flag which then he gets discussed by the strategy'ies to deal with. work with. >> we have nothing to look at. it would be nice to have a hard copy of it. >> what he is doing is going back over police reports. we cannot give you a police report but the same incidences are reported to you in a different form that gives you --
11:21 pm
under categories with violent crime or a nuisance violation, did we warn them? you do actually have them. if you have questions on specific details, information about the incident, you can use those to talk sunni about more information regarding those. -- talk to me about more information regarding those. that is how we best can make clubs come into compliance. the minute we read these reports and they hit a level where we say there is a breach of some kind, we get right to witte. then we reports to you.
11:22 pm
many times you will see reports of property crimes which are abc issues. they're not something we can do much about. as part tim parcel of broadway, he continues to tell you about them. whether they did nothing more the wrong thing. >> you will get a heads up. >> absolutely. >> most times they have done something about. >> good to know. president newlin: new business request for future agenda items? >> i was wondering what was happening with the task force coming to talk to us. >> i'm waiting for direction from the president as to when that should be on our calendar.
11:23 pm
it is up to you. president newlin: i would like to get the final commission on board so when wie bring people and we have a full complement of commissioners. i have no problem in the next couple of meetings. >> i just know the eia r is coming out and it is going before planning. i feel like it would be important for us to hear from them. >> i agree. it together with commissioner hyde and cigarettes a date. >> we have one meeting in december. would that be your target? president newlin: sounds good. >> i want to remind people that on the 16th there is a at hoc meeting 00 and a-- ad hoc meeti.
11:24 pm
this is a neighborhood outreach. president newlin: that concludes the november 8 meeting of the entertainment condition -- commission for the city and county air sacramento -- san francisco. thank you.
