aggregation asking the state of california to institute it. the reason we started this program is not to just give consumers a choice of where they purchase electricity from and what kind of electricity, the reason we started the program was because global warming was clearly looming, and the purpose of the program and the purpose ever since and advocates have never wavered from this, is to do a huge buildup of hundreds of megawatts of renewable and efficiency capacity in the first five years of the program, such that likely by the end of the decade we get to 51% clean electricity in san francisco that is localize clean electricity, that comes from here in the city. that is absolutely vital. when i was walking to city hall today to come to the hearing, i passed by the new building. it is a model, lead platinum,

renewable energy, efficiency, and that is the model we need to adopt for this whole program, and to do that we need to have a plan for the build out done before we begin with the purchasing contract with shell. that means we're looking at more like signing the contract around earth day, and not next month or the month after that. i would add as i passed by the new building, the main thing i noticed were a lot of local workers and workers in hard hats. that is what this is about, putting people to work to build a green new deal and sentences go. supervisor campos: thank you. >> good afternoon, supervisors. i am one of the many residents that will benefit from this program. there has been such a long, successful history in supplying

essential public services. i commend their work to date, and look forward to being able to have 100% clean energy and the local jobs. thank you. >> good afternoon, supervisors. jeremiah dean, san francisco bay chapter club. i would like to thank you for having this meeting today, and thank everyone for the hard work they have put into it over the years. i have only been involved with this for approximately a year, but everyone else has been doing this for years and years. i am going to talk today, because i think we need to really make sure we offer a program to all san francisco customers that is very attractive price-wise. the price point has to be low, competitive with pg&e, because that will be a way we can really attract the highest amount of

customers into this program. just for sake of comparison, i know that clean power sf is a much larger program than green energy, but in many ways the onlycc cca up and running. i would like to compare the rates they have seen in the program. morin offers a light green and deep green option. when you -- you do not opt in to the program. when your roll in, you are in the light green program. you have the ability to bump up to the deep green option. that would be 100% renewable energy with 5-$10 approximately more for the customer energy bill. they believed that 20% of their customers would opt in to the

program, and they have only seen five% of the customers in the deep green. in san francisco with seen there's only one option, 100%. it may be a good idea to think about having different options for customers, something that is more competitive with pg&e. go back to the meet or beat 2007 ordinance. that would be very important. the opt out rate. they thought they would have a 20% rate. it has been 19.6. san francisco is thinking there will be between 40-70% in the initial public offering to the 229 customers. about is -- once the folks are

on it will be difficult to get them back once prices are competitive. that is why we believe the information gleaned from the in depth analysis of local bill that will help really seek renewal board resources and prices drop. supervisor campos: next speaker. >> my name is al wind row inero. i wanted to echo what everyone has said about appreciation to the people that and and all for so long. what i would like to address here is we think that the program as outlined in the terms and she, that we could do better. we could do better that -- in that term sheet. in terms of the things people spoke to about having a program

that really builds local renewable power in town sooner and quicker, that provides the jobs that we need sooner and quicker, that provides a local renewable power and reduction in greenhouse gases quicker, and one in which we can actually hold on to ratepayers and not have them off out, because we find better price points. i think that depends on having somewhat of a longer-term plan than phase one, which is what is advertised in the term sheets. all of these things and the ability to do better than what we've been talking about are based on a study that is about to take place. it is a detailed study for the potential for energy efficiency and new development in town.

it will project a deployment plan for local renewable resources. our sense is what can be learned from that city -- study could have a significant impact on bettering the plan that has been put forth for that is embodied in the term sheet. what we're calling for is to try to give that study some time to inform the process as we are moving ahead. we feel it could have a big impact on the terms of the contract, and that would advance much quicker timetable, the types of things we have been talking about as mutual goals, both on the part of the sfpcu and advocate community. thank you very much. i think we could go into more discussion about these details and possible trade-offs and possible ways of addressing them. thank you very much. supervisor campos: any other

member of the public that would like to comment on that. seeing none, public comment is closed. i have a follow-up question for whoever. can you say a little bit about where we are with the build out. it is important for us to make sure the bill that is moving forward quickly on parallel tracks. i am wondering if you could give us an update on where things are right now. >> we have completed all contract negotiations. there was table work to be done, and that has been done as far as i know. i think we're still signing a few things, but they have basically been issued. that contractor ration is projected to be 11 months. supervisor campos: thank you.

like i said at the beginning, this is the beginning of this discussion, and i think it is important for us to have a meaningful opportunity to ask all the right questions, so there will be a follow-up discussion, and if there are specific suggestions as to when that can take place, we're happy to hear from members of the committee on that, and there are still a couple of issues that need to be addressed before the contract actually comes before the board. we need to have a discussion and decision around the scope of the program. the issues around the build out, we need to make sure that the progress around the build out continues. i am also happy to report that the sfpuc is working with the public california commission to

vote please. >> now for the board of education superintendent's report. welcome back, dr. garcia. >> thank you. i just got back from china, so a little bit of jet lag her it how to start off by mentioning that this month is a busy month for everybody. i wanted to thank 3 -- i wanted to thank everyone who worked in the enrollment there. our school communities are really active. i want to especially thank the staff at the educational placement center for coordinating this great event. we have over 10,000 attendees for dissipates. that is a lot of people. as usual, this fair kicks off

the enrollment process of. we have modified some of the things, so it is in full swing. do not forget that the enrollment applications are due january 27 of 2012. i know that seems pretty far. but it will be on us before you know it. since the board adopted the new guidelines, i want to remind everybody that we are still falling through. i know that the ballot initiative or whatever. we have already moved forward on what we are doing for the coming year. we want to encourage parents to follow that process and encourage people to read through all of the different guidelines. if you are interested in more information, go to www.sfusd.edu

and get more information. we are so blessed to live in san francisco. in these tough times, we almost got a 71% vote from the public to pass proposition 8. that is just incredible. congratulations. i know our board president was active. all of the board members, it was a team effort. i do not think we would have had a chance if not for the great work that our facilities department did. they have done such a good job in building schools and bringing projects in line. just a class act. world development when you look at how good our schools look. now we have our last third to

get through to fix the facilities so they look as good as the ones where the previous bonds were passing. it is great to be in a community -- think about it. 80% of people in san francisco do not have children. yet, when there is not a single item on the ballot this last election that got more votes than this. even if you do not have children, it is good that you are good stewards of the future. the children our our future. it is great that this community has rallied behind them. we are great to have that. we are going to build a state of the art school. that is pretty darned exciting. i am excited about that. i want to congratulate our new mayor, ed lee. it is a tough campaign, but we

are looking forward to the school district and the county and city. we have always had a great relationship and want to maintain that relationship area we are ready to roll up our sleeves and continue the great work that we have been doing as a city and county, together with the school district. another item i want to mention is this will be the last board meeting for our legal counsel. get that smile off your face. [laughter] we want to wish her well. she is going to a private practice down south. thank you for your service in the school district. almost four years now. time flies when you're having fun. she did a lot of great work for us, saved us a lot of money, and we want to thank you for all of your work. thank you carian -- thank you. the focus of this session is high school leaders, what is needed for education in san francisco. each group of students will meet with a small group of leadership san francisco participants to discuss issues such as what works and what does not work in san francisco's education system. in will also make an active action recommendation to our group suggesting how we can actively improve the san francisco education system. additionally, yesterday, we had a meeting and -- in which we continue to work on our bathroom policy. president mendoza: thank you. item e is our parental advisory board.

i am the youth fellowship leader for the use summit. i want to give a big thank-you to you for supporting the youth summit. president mendoza, with your help, we were able to hold a meeting including 99 students from seven public high schools, including mission, ifa, third marshall, washington, linkedin to their first-ever youth summit on friday, october 28 to. i want to thank president mendoza for supporting the use -- the youth. i would like to share with you how we got started area i came to the united states two years

ago. when i first came here, i did not speak a lot of english. i had to translate for my parents and i got disconnected from this new life. i did not know where to turn to for help. after i served on the u.s. commission -- on the youth commission, i realize there were a lot of education and political opportunities in san francisco. i hope that i can connect these opportunities to other immigrant youth. i formed the committee with a student advisory council member, with commissioners, and we decided -- we hope to use this summit to connect with these opportunities with the use

and raise awareness of our needs with city officials, you guys and the board of supervisors and the mayor, we are going to also present to them we also hope to gather data through interaction with students to make policy recommendations to better serve the youth. this is just a preliminary presentation. i hope you understand our needs and support us. next, i want to share with you about what happened on the day of the summit and what we learned. the summit happened october 28 and we had exciting speakers, such as president mendoza, rep from the assembly, supervisor

campos and supervisor avalos, and we also had a resource fair for immigrant youth. we learned a lot of things from the meeting. first, many immigrant youth are not well informed of the existing resources, programs, services. second, there is an inconsistent quality of experiences and resources offered to youth the heading on where they go to school in grid for example, students from washington shared that their school provides specific sites to cater to the needs of esl students, but students from other schools did not mention that. third, for documented youth,

teachers and counselors should know more about the resources and programs that affect their lives, such as the ad540. we hope to work hard to have more cooperation with schools and teachers to ensure a quality experience for our students. after the event, last wednesday our committee met and decided a series of actions that we want to do, which are first, we are now working on a student stairways and a small group discussions to create a report with action steps so that we can make a more comprehensive policy recommendations. second, we want to continue to inform students of resources available to them.

lastly, we go to schedule another meeting sometime with the board of education, teachers, officials such as the board of supervisors or mayor to make sure we include more comprehensive plans about how specifically we want to recommend you to help the youth. finally, we want to identify a date for our next summit. that concludes my presentation. i look forward to any questions.
