2:15 pm
one of these items back to committee? >> correct. >> motion to continue one item back to committee. if we can do this without objection, one of the duplicate items will be sent to committee. >> of like to reiterate the position of the coalition that has been working on this matter and we appreciate the effort and understand that there is a good intent behind it but this legislation does not close the loophole and i appreciate that an additional item has been sent to committee but this is a recognition of the fact that much more work needs to be done. we should not be acting on this legislation today which is why i will be voting against it.

2:20 pm
is something within the scope and jurisdiction of the board of supervisors. on the issues of clean energy 0 renewable energy investment, this would mirror the exercise relating to public power. that is the kind of bonding that is before us and i don't see anyone here padding and i whatsoever when we see something with the issuance of new energy bonds not to exceed $6.6 million of course by our colleague here and the budget share -- chair. if we have any kind of bonding,
2:21 pm
as relates to our decision. >> this is an issue where the city had undertaking an investment in our buildings. this is to add whether proofing and paneling. this is not completely new and this is where the distinction lies. >> any further discussion? can we take this item same house, same call. item 19. >> ordinance amending the environment code to extend restrictions on check out bags to all retail establishments and food establishments.
2:22 pm
>> i will introduce some amendments and a motion to continue this. what we just circulated around to you are what the amendments are. on the double line, a categorical is tension and determination for the proposed amendment under the guidelines.
2:23 pm
the board adopts the categorical examination. next amendments will be on page 5 highlighted line 6. number one is 100% recyclable using the standards for san francisco. the collection program continues no old-growth fiber. skipping to line 13, in a highly visible manner on the outside of the bag and is labeled with the name of the manufacturers location, country where manufactured. skipping to page 7, the last amendment. that is on line 16 of the comptroller's report after january, 2012 and not later than 2014, they shall perform the
2:24 pm
assessment and the impact on businesses. the comptroller sell submit a analysis to the board of supervisors and they shall be based on criteria deemed relevant by the comptroller which will include a survey on how the change has impacted business profits and losses. that is the end of the amendment. thank you to the city attorney's office, to the chamber of commerce, to the big and small business representatives who have worked with us. the department of the impairment. -- of the environment. i think there is enough to noodle over and we will like to
2:25 pm
have a motion for a continuance after a motion for these amendments to be excepted. >> is there second? seconded by supervisor campos. >> i would like to thank the sponsor for these amendments. i think the address some of the issues that have been raised. i'm concerned about the amount of the pricing for the paper bags and i have a request either for the sponsor at the department of the environment between now and when we consider this updated information about what other cities charge. it seems to indicate that other
2:26 pm
cities charge of between 3 cents and 5 cents for bags whether it is plastic or paper. i have been informed that that information might be out of date. i would like to know what the cities are charging because 25 cents seems quite high to me. i did ask safeway what their cost was. in the next few weeks we have some time to make sure we're getting very accurate information. >> thank you. i would like to thank supervisor mirkarimi for bringing this forward.
2:27 pm
i have been appreciative of supervisor mirkarimi's leadership in reducing the number of plastic bags. when i leave san francisco, i feel it is very backwards when i get all the plastic containers from other stores. why were we limiting the amount of days that they can give away the bags? i don't want to discourage stores from giving away bags sold i just question the restriction. >> i want to say thank you. good feedback and i think that we have borrowed a lot of time. we will be more than happy to
2:28 pm
review the information because we are not alone even though san francisco is not only the first city in the country but the first to do this. many took our example and it has been done with much more vigorous laws. the ft assessments are minimally 25 cents on average. it is good that san francisco try to keep pace with what is happening. >> i want to appreciate the extra time that we will have to evaluate this item. there is the use of reusable plastic bags. we have seen these pop up in response to the previous ban on
2:29 pm
plastic bags. just a question about what we are seeing for that trend. >> thank you. i would like to thank supervisor mirkarimi for his leadership. i want to say that their strong outreach to the immigrant communities. we want to make sure that these businesses are up to speed on the intricacy of the new law. i appreciate how you of work with the golden gate association and the chamber in listening and i know that there are many recommendations that have been taken into consideration. >> any additional discussion? on the motion to amend, can we take that without objection? the motion to amend passes. the motion to continue
