i'm resident over in the valley at 775 [unintelligible] and over where we live it is mainly residential. there many students and schools there. we don't hope any of the antennas or equipment will be installed right there and we ask sincerely of the support and help of the supervisors.
4:36 pm
i strongly oppose the installation of the antenna is right there because there are three schools and because it is not appropriate and we really just continue urging the opposition of the antennas in the area and she emphasized that this is a low income district, you think we're low income and your coming into us, that is not fair. we have families, low income folks that are living there trying to make a living and keep us alive. president chiu: thank you. next speaker. if we could please line up speakers on the right hand side, i think it would help.
4:37 pm
>>president chiu: if you could please pull the microphone closer to her. thank you. >> [speaking foreign language] i have lived in leland street for the last 30-something years. at&t install those antennas on leland street is not necessary because the signal in our area is very stable.
4:38 pm
for the better signal in the 101 highway, i think those equipment should install more on highway 101 but not in our area. so i hope, i really hope supervisors can disagree with this installation project. thank you very much. absecon risers can help us to solve this problem. thank you. -- i hope supervisors can help us to solve this problem. thank you. >> [speaking foreign language]

supervisors. i have been living in the valley for over 20 years. in the case of a national -- natural disaster, the functions of at&t's antennas will become useless. in 2008, san francisco conducted an emergency report and it indicated during the case of an emergency, the usability and functions of cell phones are greatly reduced.
4:51 pm

4:52 pm
this report has suggested several other more reliable suggestions of improvement. including the use of government emergency hot lines, city emergency hot lines, and also, using satellite communications. also using the traditional land line phones. there is no need for at&t to install the antennas at 199
4:53 pm
leland straight. under these circumstances, it would not be useful. we ask that the supervisors oppose the approval of the permits for construction at the site. [bell] i also want to emphasize that in the area there are many libraries and also schools in the vicinity. thank you and we hope that we get your support. >> good afternoon, supervisors,
4:54 pm
my name is jessica. i am here to try to ask for supervisors against these -- this project. in your exhibit c, at&t used to distribute [unintelligible] the real purpose of this equipment is enhancing the signal on highway 101 and 280.
4:55 pm
if at&t really want to enhance the signal on 101 and 280 to help those drivers have a good telephone signal, why don't they just ask caltrans and the transportation agency to install those containers right at the highway? we do not have any documented proof. at&t has contact -- contacted the transportation agency to install this equipment.
4:56 pm
at&t can satisfy the burden of proof. at&t also can prove that 199 leland street is the only possible point to install those equipments. so once again, i hope the board of supervisors can help us to against this project. thank you very much. hello, i am angela king -- angelo king. at the heart of the matter here is whether this stuff is safe.

when we get down to it, if it is dangerous, if you put it there or somewhere else, someone else is going to complain. we have had two of these things because of the delegation agreement that was recently one proposed and there was some concern about it. for me, whether it is at leland or splinter at&t or mobile, this is not just about the decision about at&t, it is the decision that people will point to about sprint, to t-mobile and everything else. for me, we need clear guidance. i have been a part of disagreements between community members were people are saying something was so unsafe that we needed to stop it completely. on one hand, and the reason why we need clear guidance from you guys is on one hand, people are touting all these things that
