i have had several incidents with the school staff and i have talked to the principle. one of them is that they send the kids to silence once and recessed. -- to silent lunch and recess. every time i have a meeting about this, she says that it is a lie. she sends some letters for the kids that they have not used their uniforms at school and that they come late. also, they are being suspended from the school. there was another incident that happened with the security guard

at the school. the security guard, i told him that he was mistreating a boy as he was taking him a. i told him and he said that if i said something, he was going to hit me. then i called the police. also, i have the police report with me. i talked to the principal and he said that he was going to talk to the security guard, but i have not heard anything from her.

that is why i am here and i have with me all the letters, all of the proof. i am here with all of the parents also. i am asking you for help. because the principle is not teaching spanish to the kids. all the glasses are in english. i could take my kids and go somewhere else.

i picked that school especially for their immersion program, because i wanted them to speak spanish. when they speak spanish, we do not understand them very well. thank you for your time. >> good evening, everybody.

i have three kids at paul revere. i have the same problem that all the parents have. the principal knows that i am here and i'm coming with other parents to let you know that my kids have been traumatized with all of the punishment that he is receiving.

the principal is complaining that we do not go to the meetings, but when we go to the meetings, she does not listen to us and sometimes we want to shake her hand and she does not shake our hands. i would ask that you do something about it to resolve this problem, not just for the parents or the teachers, but for the kids. at that time, no plan was put in place for a drop-off zone and pick-up zone. there has been concern from the neighbors, dangerous cars pulling up and parking in the middle of the street, leaving their cars. this is at night time when it is dark. double parking without any sort of warning. it is matt chaos, to put it politely. the neighbors all long are blocked banded together -- along our block banded together.

shortly after, a drop of the zone was put in place. there is no enforcement of the drop-off zone and it continues to be a mess. to quote a parent, it is a nightmare. what i'm here to do, i am speaking for a number of residents. i am asking for some sort of short-term -- >> go ahead and finish your sentence. >> a remedy of enforcement, making sure that the drop off and that there is a policeman to enforce the drop-off zone and policy and no parking or leaving your vehicle. or moving a pick-up zone to valencia street.

>> i'm going to suggest that perhaps we coordinate with the police department. this is not an uncommon. we have many schools or their parents pick them up and they do get out of the car. we do not condone that. the board does not condone the you triple park your car and leave it. obviously we do not have control over all the parents and cars. i have even done that myself. i think that we should coordinate with traffic safety and probably the captain of the mission station so that we can work together to make it a more free-flowing -- as street is narrow. there is a lot of traffic.

it is not well lit. maybe we can work on that together. >> press the button, please. >> my name is dana. i am here to bring to your awareness the issue we're dealing with on the part which street block -- bartlett street block. this is a rough estimate, but it has grown from 200 to 260 kids. that means there are a lot of young kids. when you have a bunch of abandoned cars and you have a ups truck trying to get through, you have regular people trying to get through and they cannot get through. they're doing it at accelerated it speeds and they have road rage because they have been

sitting in traffic. there have been four instances of cars getting sideswiped. to the point about enforcement, a it is something that you cannot make the parents behave the way you want them to. when there is nobody out there in forcing any type of slow, there is nobody in forcing anything, we have asked larry who committed a security guard. the security guard gets pulled away. larry does not have the resources to manage the situation. we have been patient with him. asking for his support and i do not think he has the resources. we're looking to the school board to support him in getting this situation under control because it is also dangerous for the kids when you have people flying through their, frustrated

its participation and success. >> thank you. a report from the budget and business commission? commissioner fewer: the budget and business committee met on october 27. we heard an update on the state's budget, are there any updates about this budget? i think it was pretty much the same we have gotten. >> yes, it was pretty consistent with previous reports. staff gave an update about state revenue collection. the key question is whether the state will project there will be

a large enough shortfall compared to the assumptions for this year to create midyear cuts. that is the major question. we have more information that has come in a sense which we -- come in sinse which we look forward to reporting. >> i believe that at the board meeting there was a question about the trigger being pulled and whether not transportation was included. would you mind reporting on that? >> but question was, after the 2 billion mark is reached, does that trigger an all at once cut to statewide funding for transportation? the answer appears to be yes.

>> we also had a budget overview of the department and we looked at a couple of budgets. our next meeting will be held on tuesday, november 29 which is different than our regularly scheduled meeting which is usually on a thursday. this will be on a tuesday evening at 5:30 in the afternoon. >> a report from the curriculum. commissioner norton? commissioner norton: we met on november 7. we heard three informational items. the first was a report of the academic and professionals on the continuing implementation. there has been a lot of the painstaking, thankless work to get all of the catalog corrected

and clean. they gave us an update on that and it is really not find work but really important and they have made great progress. we also heard a report from richard and the principle of mission high school on the early warning indicators. you may recall we discussed in these last year. we can predict with good certainty when a student has poor attendance and a poor grade point average in the eighth grade, those students are more likely to not complete high school. the question that we asked was, what are we doing with this knowledge now that we can pinpoint these students? what we doing to support them and a change that predictive power? we got an interesting report. i believe all board members got

this chart which shows the% of students who received a d or an f. having a gpa of 2.0 or less. it invites some study. i want to commend mission for all of the support they have put in place. they have done a wonderful job. partly through the help of the money which we know we do not have it all of our high schools. there are some promising practices. i want to commend them for their work. we heard a report from kevin true it and staff about school health education. we got an overview of all the different efforts of the department.

some alarming information about our follow through on board policy. it seems like we are not following our own policy and giving students required health education according to board policy. our overall health education policy needs to be updated to reflect changes in the standards. the committee did ask that we begin to look at that and update those standards. but also that we need to look at why students and don't seem to be receiving the required lessons for things like hiv awareness. anything you can think of that is connected to health. it requires 20 health lessons

and only 11% teachers taught education lessons during the 2010 school year. that is a problem. we need to continue to monitor that. the committee will meet again on december 5. that is the kickoff to the celebration and the focus. they've focus will be special education a year after our review. what still needs to be done. it will be augmented and invite everyone to attend. >> i have a question. in regards to the chart, i was looking at it but i did not understand it, especially the last column of each year. it would indicate that there is

a% of the students sit have to indicators. that did not make sense to me. >> what the chart is showing you a, a district-wide, the percentage of students who received a d or f, dropped by 13%. in comparing year over year 2010 obverses 2011, the percentage of students receiving an grade in math course who had those indicators dropped by 2%. it was a little bit complicated. if you still have questions, he is the best person to explain it. not me. that is how i am understand it. you can see this somesc
