5:30 am
-- the youth. i would like to share with you how we got started area i came to the united states two years ago. when i first came here, i did not speak a lot of english. i had to translate for my parents and i got disconnected from this new life. i did not know where to turn to for help. after i served on the u.s. commission -- on the youth commission, i realize there were a lot of education and political opportunities in san francisco. i hope that i can connect these opportunities to other immigrant youth. i formed the committee with a student advisory council member, with commissioners, and
5:31 am
we decided -- we hope to use this summit to connect with these opportunities with the use and raise awareness of our needs with city officials, you guys and the board of supervisors and the mayor, we are going to also present to them we also hope to gather data through interaction with students to make policy recommendations to better serve the youth. this is just a preliminary presentation. i hope you understand our needs and support us. next, i want to share with you about what happened on the day of the summit and what we learned. the summit happened october 28
5:32 am
and we had exciting speakers, such as president mendoza, rep from the assembly, supervisor campos and supervisor avalos, and we also had a resource fair for immigrant youth. we learned a lot of things from the meeting. first, many immigrant youth are not well informed of the existing resources, programs, services. second, there is an inconsistent quality of experiences and resources offered to youth the heading on where they go to school in grid for example, students from washington shared that their school provides specific sites to cater to the needs of esl students, but
5:33 am
students from other schools did not mention that. third, for documented youth, teachers and counselors should know more about the resources and programs that affect their lives, such as the ad540. we hope to work hard to have more cooperation with schools and teachers to ensure a quality experience for our students. after the event, last wednesday our committee met and decided a series of actions that we want to do, which are first, we are now working on a student stairways and a small group discussions to create a report with action steps so that we can
5:34 am
make a more comprehensive policy recommendations. second, we want to continue to inform students of resources available to them. lastly, we go to schedule another meeting sometime with the board of education, teachers, officials such as the board of supervisors or mayor to make sure we include more comprehensive plans about how specifically we want to recommend you to help the youth. finally, we want to identify a date for our next summit. that concludes my presentation. i look forward to any questions. [applause] president mendoza: thank you. are there any questions? >> thank you for your presentation and congratulations on a wonderful event.
5:35 am
i would like to know what country some of the students came from? >> a lot of them were from china, vietnam, mexico. those are the main ones. after we tally up our survey, we all know -- we also asked about their ethnicity so we can give you a more comprehensive report when we come back. >> thank you. president mendoza: commissioner fewer. commissioner fewer: thank you for your presentation. it was so interesting. what i would like to hear back is some feedback on how we are serving our esl students. are they given academic counseling, are they kept up-to- date on the new opportunities? what kind of opportunities, employment opportunities might
5:36 am
they have for other services -- where other sources of financial aid might be available to them? and many about our counseling department and whether our academic counselors are meeting the needs of our students in terms of talking about opportunities to go to four-year universities or colleges. and their parents, we have also done a good job of our reaching to their parents. applying for college is a daunting process and a crazy process, quite frankly. it may be unfamiliar to many of our immigrants to this, and particularly our students who want to give a lot of encouragement to students to attend the college university. i have met once today who said to me that she could not go because she was not documented.
5:37 am
i'm hoping for some feedback of how we can better meet the needs of our ad540 students. >> i will take that into account when we write a report. we will definitely get back to you. president mendoza: other questions or comments? in i am curious, just in terms of the survey results, what your next step is with the youth? will you continue to connect with them? and will you do this again next year? >> i am the director of the youth commission. your second question remains to be seen. the youth commission, by charter, turns over every year. and we also have 17 new commissioners to train.
5:38 am
it remains to be seen whether or not we will do this next year. it depends on the direction of the commissioners. we know that in january -- commissioner yang spoke of coming back here. we want to do the same with the mayor and the board. we also like to do school specific presentations. one of the things, from the cursory look of the surveys we have looked at, president mendoza, is that those seven schools, more individualized attention. we would like to give more specific presentations admission, lincoln, washington, etc. maybe we could do that three president mendoza: thank you for. if any other comments? congratulations on a wonderful day. i know that you worked closely with the sec as well. a really great by becoming from
5:39 am
everyone. -- vibe coming from everyone. [applause] we move on to public comment on consent items. i have no speakers on consent items. just as a reminder to the public, in accordance to 11.2, and individual wishing to address the board on an agenda item can call the board at 4 ko'd 30 on the day of the meeting or by completing one of the speaker cards on the evening of the meeting prior to the item being called.
5:40 am
if the car is turning at the same time of the item, it will not be accepted. item g is the consent calendar. i need a motion and a second. thank you. any items to be drawn or corrected by the superintendent? >> wii one correction. the first paragraph of the program description should be stricken. the service description should start with the second paragraph that starts off with the sentence "with the goal of increasing student education and increasing the climate." it should start there. president mendoza: any items severed by the board for discussion tonight? seeing none, i would actually like to pull k1. thank you.
5:41 am
roll call police. -- roll call please. i have a couple of speakers. how item j. when i call your name, please come on up. cardoza, hernandez, jackson, enkel, samiyoua, flanagan. come on up. you have two minutes each.
5:42 am
>> the reason why i am here is i got involved in paul revere middle school. there is an obvious problem between the parents and the prince of bel -- principal. in the year 2011, the problems that are going at paul revere are happening where we have police reports of kids being tied up in the basement and reports of psychologists that are seeing our children because they have been affected by the principle. we had a demonstration about one month ago. what i am trying to voice here, in this meeting, is that
5:43 am
hopefully you will take this matter into consideration because a lot of kids have been affected. i know that as a school board, you have to defend your principals, that is part of your duties. please take a look at what the parents and children are saying is an issue. there is going to be a lot of denial back and forth, but it is a serious issue where, i know a mother who, on a daily basis, she has watched the underwear of for son because there is a policy that they are not allowed to go to the bathroom. on a daily basis, this child comes home with soil and underwear. that is one of the issues that i am aware of that is going on. obviously, there is a major disruption of education going on at paul revere because of the issue with the new principal.
5:44 am
hopefully, before you approve for new contract, which is coming up in december, but that all the petitions that are coming out from parents involving this -- involving these issues. thank you for the opportunity. >> could you tell us what ace stands for? >> the alliance of californians for empowerment. >> i am a parent of five children at paul revere elementary. first, i would like to say that i brought my police report in regards to the incident with the principle grabbing my son and i have a witness. here is the police report, if i could and that in. second, i want to speak in regards to the education of my children that is being handled by this principle. in the spanish immersion program -- there is supposed to be a
5:45 am
certain percentage of children taught in spanish cree and that is not happening with my kids. they're being taught more in english than in spanish. i can give an example. my daughter is being taught two hours per day in spanish. the rest is in english. this is supposed to be a spanish immersion program. when i approached a teacher had asked her why there is only two hours of spanish, she said, let me talk to the principal and get back to you in. i have not heard anything since. another thing i would like to bring up is that they are doing the mediation's at the school. they are a waste of time. they do not working. they tell parents the war -- that of parents that want to work with community and everything, but as soon as the meeting is out, it is the same thing. they do not follow sig, there
5:46 am
has been no change since these meetings have been going on. there have been two presently, and i have not seen anything. there was an incident with my son this week and i was not called. they stated in the meeting that the principle is irresponsible -- the principal is responsible for issues with our kids. i did not get a phone call. i stand strong saying that i think the principle should be removed from the school. that is for the community at our school. thank you. president mendoza: thank you. >> i have four kids at all
5:47 am
revere. -- at paul revere. i have had several incidents with the school staff and i have talked to the principle. one of them is that they send the kids to silence once and recessed. -- to silent lunch and recess. every time i have a meeting about this, she says that it is a lie. she sends some letters for the kids that they have not used their uniforms at school and that they come late.
5:48 am
also, they are being suspended from the school. there was another incident that happened with the security guard at the school. the security guard, i told him that he was mistreating a boy as he was taking him a. i told him and he said that if i said something, he was going to hit me. then i called the police. also, i have the police report with me.
5:49 am
i talked to the principal and he said that he was going to talk to the security guard, but i have not heard anything from her. that is why i am here and i have with me all the letters, all of the proof. i am here with all of the parents also. i am asking you for help. because the principle is not teaching spanish to the kids. all the glasses are in english.
5:50 am
i could take my kids and go somewhere else. i picked that school especially for their immersion program, because i wanted them to speak spanish. when they speak spanish, we do not understand them very well. thank you for your time.
5:51 am
>> good evening, everybody. i have three kids at paul revere. i have the same problem that all the parents have. the principal knows that i am here and i'm coming with other parents to let you know that my kids have been traumatized with all of the punishment that he is receiving.
5:52 am
the principal is complaining that we do not go to the meetings, but when we go to the meetings, she does not listen to us and sometimes we want to shake her hand and she does not shake our hands. i would ask that you do something about it to resolve this problem, not just for the parents or the teachers, but for the kids.
5:53 am
[speaking spanish] i do not think it is fair that she told my kid that if you do not behavior self, you should leave and go somewhere else. we tried to talk to her and make an appointment but we haven't been able to. [speaking spanish] i would like that you do
5:54 am
something about it, maybe replace her with somebody else or talk to her or try to resolve the problem. thank you so much and i hope to hear from you with some answers for the problems we're going through. >> hello, my name is jamie. [speaking spanish] i am here for the same reason. my child is in fourth grade. my son is very scared. he is taking medication.
5:55 am
my problem is the therapist went to school to talk to the principle. the principal said she called cps. every time that my child -- he hides himself. that is a big concern for me. i am worried about him. my son cries at tonight and he
5:56 am
is taking medication. i did not bring collector but the doctor gave him a medication and treatment because he is suffering from panic attacks. [speaking spanish] i gave the letter to the principal so she would know what is going on with my son. [speaking spanish] i think they did not understand this issue because i have taken my son several times from the classroom because he was crying. [speaking spanish]
5:57 am
also, i asked the teacher to give him a different kind of punishment because he is so afraid and he starts to steep -- see things at home. i don't want to have any problems. i want to stay in the school. [speaking spanish] i would like that you do something or at least remove the silent lunch because i don't like that. [speaking spanish] i know that maybe my child is missed devious -- mischeivious
5:58 am
but they should find another way to punish him. so far that they have not said anything about my son being punished but i know he is being punished. [speaking spanish] so i would like to know what kind of answers you can give me. i am very concerned. thank you. >> hello, my name is john flanagan. i live in the missing -- mission district. i'm here to bring attention to your -- a traffic situation in mission.
5:59 am
at the beginning of the school year, the school emerged with a horseman to occupy the school where horseman was. at that time, no plan was put in place for a drop-off zone and pick-up zone. there has been concern from the neighbors, dangerous cars pulling up and parking in the middle of the street, leaving their cars. this is at night time when it is dark. double parking without any sort of
