[applause] >> thank you very much. thank you. i really appreciate that. commissioner miguel: during the past couple of weeks i have met with people regarding the sell tower matter on richmond -- cell tower matter in richmond on the soccer fields. there was a forum on understanding 68 ft buildings, which i thought was an interesting title, but actually the forum itself was even more interesting, and it was very well attended. the market street design

advisory group held their monthly meeting this week. that is coming along very well. a lot of help from excellent consultants, and the other night our director introduced a program regarding central corridor, also very well attended. don can probably give you more details on that. i'd met with some people regarding the kaiser medical office building and housing project on 16th and 17th streets. >> thank you. couple of things. first of all, congratulations to the football teams from mission, sacred heart, cathedral fighting irish, and wildcats. as you probably know, the

mission bears won their first aaa football title on turkey day game since 1954, and that is really heartening to hear, because that program was in danger of being discontinued a couple of years ago, and they have managed to win the city title. congratulations to sacred heart and st. ignatius the end of that meeting each other in the finals of the football finals for their particular division. it will be held this saturday night. it will be the first game ever played at at&t. a really good thing for those programs. happy to hear they are doing well. on a less bright note, another tragic fire in the mission district. i believe it happened to be belligerent and the mission. it was last night. -- between vilencia and the

mission. the brings to mind we are fortunate to have a great stock of wood frame homes, but the fact is most of them are in need of upgrades for electrical and plumbing and seismic. i have asked in the past, and i will see if i can interest of members of the board of supervisors in some sort of legislation that would incentivize and make it possible for owners to realize returns that would allow these buildings to be made safer and more habitable. and in return the owners would contribute to affordable housing, much as we do with new housing. we have to have the same concept for older housing. we have to find a way to get these made in two states and functional dwelling units for the people that are there.

finally, in regards to how to -- i had an inquiry from people about the parking situation in the south beach area. i have made a few phone calls to stop. that is a discussion we had in the past, and that was concerning some of the existing garage parking in surface lots and what their status is, and maybe i can take it upon my own to talk to staff and find out exactly what the difference restrictions are as far as surface parking there for garage parking and be able to respond to people about concerns on whether it will be lost or not. commissioner borden: i notice there is a request for proposals for parklands, and one of the things i thought about when i walked by a residential hotel where there are a lot of people

milling about, because they do not have an open space to hang out in. i was wondering if we might look at how we can work with the affordable housing providers about having sparklets at residential hotels. these are people that do not want to stay in their small room all day long, but they do not have anywhere else to be. and sometimes they are obstructing the sidewalk because that is the only place they can be. why not look at a pilot program of during park with ioing parklf these buildings to make sure that people who need open space have access to it. tomorrow i am talking to regroup from the lakeland economic development council. there is a group of executives better coming to not on the sentences go, but silicon valley to look the best practices.

and they're looking to stretch their tech university from the ground up, and there really to come a look at mission bay in sales force -- and sales force and the campus. they are here to study best practices. i wanted you to know people do still think we have best practices. obviously they have a different economic situation. it is more of a smaller city, but they do are really pro- active job of looking at how they can create jobs for people by focusing a lot on education, which i think is a smart approach, and when we are having these conversations about housing and jobs and looking at how we can help facilitate that, working with city college or with state to figure out how we can work across ecosystems, because i think the key to people being able to afford housing is obviously having a good jobs. to the extent we can support

possible additions to the central corridor plan. we prepared alternative scenarios and ask the public to give us feedback on those. those will be on line today or tomorrow. we are asking for public feedback on the various developments and zoning scenarios for the central corridor, which reminds everyone that is roughly between the third and fifth streets. secondly, i wanted to mention there is an upcoming community meeting related to the landmark district. a proposal that is next wednesday at the harvey milk center for the arts, 6:30 2/ o'clock 30t to 7:30. i wanted to let the commission know that commission and stop is invited to the memorial for scott daughertowdy, that will be

saturday the third. the service will begin at noon, reception to follow at 1:00. it is at 100 diamond street. noon on saturday the third. that concludes my report. thank you. >> good afternoon, commissioners. planning department staff here to tell you about the board of supervisors activity. there was no full board hearing tuesday, but there was something last tuesday i wanted to share with you. this week on monday the land use committee heard a couple of ordinances that are related to the project for the museum of modern art and the related fire station relocation project. this commission heard the ordnances and recommended approval on november 10. this week the land use committee heard the general plan amendment. the rezoning ordinance would resume public to downtown support district. a portion of the second person from mixed use residential to

public. the general plan amendment would make minor conforming changes. the planning director and the deputy fire chief and acting director were all at the hearing to explain the project. the hotel w was they're expressing concerns. city staff responded that they would need to preserve access to the loading dock and to the valet parking for the hotel w when there is slated project permits considered in the new year. the project sponsor also offered to negotiate a license agreement to guarantee access to the hotel w. the other speakers expressed support for the project, and the committee recommended approval of both ordnances to the board of supervisors. we did hear from the clerk of the board yesterday. it looks like there was the sequel of appeal that has been filed on the project, but we have not on official word it is

a valid appeal. we're waiting to hear more on that. right before thanksgiving the full board of supervisors heard an appeal of wireless antennas -- a conditional use authorization of wireless of tennis at noun -- 199 cleveland avenue. -- leeland avenue. the hearing departments that presented the material that had already been presented to you because the appellate raised no further information. you unanimously granted approval on october 6. this was a preferred site type 5. and the proposed antenna would be located on a mixed use building in a commercial district building. and at the board hearing last week many community members came to the hearing saying the antenna should be disputing the need for any new antennas at all. and supervisor carmen chiu

requested the department of public health request analysis. for closing comments, supervisor cohen stated she believes it is appropriate, and that the outpouring of sentiment at the hearing demonstrates the city's framework for a evaluating where antennas and should possibly be overhauled. she further stated the citizens are concerned about health and taxation contact the federal government and lobby them for changes. with those comments, the board voted 10-1 to uphold the conditional use authorization. also at that hearing, there with three items introduced i want to share with you. one was introduced by supervisor mar. this would be along portions of gary boulevard.

the second one is unfortunate -- ordnance introduced by supervisor cohen. this would be established to facilitate the continued operation of the california college of art and provide a regulatory scheme for future possible expansion of the campus. supervisor mar also introduced a hearing request which we expect will happen this coming monday on the growth of four miller retail ward chain stores within san francisco. we are preparing for that now. >> who was the one bvote against the wireless? supervisor mar? >> that is correct. supervisor antonini: could you go over the retail. who was the supervisor in the context -- >> the hearing request says they want to hear about the growth of

retail formula stores in san francisco and the impact on small businesses and the economy. we have shared with them the report we provided to this commission earlier this summer. the department will be prepared to present that. we're creating with a small business commission to talk about the efforts we're trying to courtney between this commission and the small business commission to address the issue. >> informational at this point? to go that is correct. >> i wanted to mention most people have noticed this are ready better here for the beach item, but that will not start until 5:00. there is a special time for that item to be heard today. >> there were no appeals last night. >> of the historic fort preservation committee did not meet this week. that takes you to your 15 minutes general public category.

at this time members of the public may introduce you -- may talk to you about items with the exception of agenda items. they may only be approached at items on the calendar. with respect to this category from each member of the public may address you for up to three minutes. i do not have any speaker cards. president olague? : any comments at this time? >> linda chapman from nob hill. i want to raise the subject of people that negotiate conditions with the department of developers, conditions you approved without the knowledge of people in the neighborhood at all. i want to put this in perspective, because you will be have lied nation coming before you again before long. you received a letter from the nob hill association, which is a

legitimate organization that was not involved in the negotiations last year. what they have tried to do is research and layout as best they could find what were the actual kinds of conditions that existed in the past four evens so that since the judge are rolled up the kind of use that was done in the past but they could show you the use. in contrast, the year before, a little group of people who were not at that time an organized group who had no meetings, no members, who had no way of receiving any kind of input, no way for anyone in the neighborhood to know what they were doing come down -- came down and negotiated with the department and with the mayor's office in supervisors. they call themselves the nob hill coalition.

i discovered there were people that seem to be trying to protect nob hill out there, and i wanted to help, so i tried to find out who they were last year before they came to you. and i actually used all my investigative skills, and i managed investigations in the federal service for a three-star general spirit that i could not find out who they were, although i lived on nob hill and was once a community organizer. i checked with staff. i checked with newspaper reporters who were reporting on the events with people in the neighborhood. our executive director who knows people there. everyone i could find. it could not discover who they were. and finally told me -- finally someone told me to contact the manager and address. he gave me the name of mr. gomez. he sent me these emails. i now receive all the emails

that everyone else in the neighborhood who communicated with you at that time got. they're still getting e-mail and communicating with you, because they believe they have an organization working for them here again that is what all of the evils that went out and the neighbor heard work. -- that went out in the neighborhood were. please send us your e-mail addresses. please sign as our petition. please communicate with the petition, and that is what people did i will assume that perhaps since they said there were 3000, there were. there were not 3000 people that were supporting the conditions that they were negotiating. they knew nothing about it. the coalition for san francisco neighborhoods entertained these people who said they were opposing the project and then
