brought up in the scoping section have not been addressed or sidestepped. like the information on lighting. the views provided from 48 to lincoln was at st. high. the houses have living areas on the second and fourth floors exclusively. the 50-foot lights will be blindingly visible. there is no consideration for fog except supported by specifics. mrs. hobby a majority of nights. it's substantially changes lie about and is not addressed. i think it is called golden gate height. it is that right? they have a clear and unobstructed view of the life of every right -- every night.
1:01 am
it was brought up in the scoping session about it was not addressed as well. there is the lack of definition of a shrub. they said there is no set definition home anywhere in any of the literature. shrubs are included in removal of a 40 feet tall or more. the damage was not really true fully considered and sand is an enormous issue. on the location of the tree- truck replacement, replacement of the park land was not specified. there will be issues that way. there were only two visits for bird surveys and one of those two days was done in february. there are tons of people that have more adequate and more thorough byrd surveys and i did not see any of that in there.
1:02 am
if there is no additional -- i am sure there are other things to be discussed, i am a public schoolteacher and i don't have very much time. if there isn't going to be more time for additional review to go through this, i would like this very in e completeir -- incomplete eir to be rejected and sent back to the drawing board. president olague: if your name was called, please start -- >> good evening. this is filipe rodriguez. we represent the 50 and older. we pretty much have 32 years since the open. we have been playing for that long. we're the ones, we always play up there. the beach chalet because they,
1:03 am
they did to children first, -- they accomodate the children fist. -- first. he broke ihis leg twice. we pay insurance everyour commug enough to pay such insurance. we tried to ask for help, and sometimes it comes, and sometimes it does not. and we also have the right. we would be grateful for
1:04 am
everybody who practices soccer and all ages. >> andrew, brandy, john rizzo, roland campos. i know i said some names. thank you. >> good evening supervisors. it has been a long night. i have been a longtime resident. a couple things i want to talk about. the d i r does not address dangerous associated with
1:05 am
synthetic turf. i wanted to make sure it was brought up. people have talked about serious injuries caused by synthetic turf. i wanted to talk about it causing 400 tons of debris that would need to go directly into our landfills. it is not currently recyclable, and there are no standards for recycling this material. the only thing mentioned about this 400 tons of material is
1:06 am
that manufacturers will look into what they can do about it. for me that is not a good enough. the other thing i wanted to talk about is they agreed to increase hours per year. however, a small traffic study concludes traffic will be unchanged on many streets, decrees on others, and increased 5.1% on other streets. that is impossible, so i request of further traffic study be concluded and that is the by carbon per street. -- that is fby car per street.
1:07 am
we want kids to play on a soccer field, and the west sunset playground, it met all of the requirements. the secret code says that because an eir must identify a significant effect if it meets alternatives -- >> thank you. you can always submit your comments in writing.
1:08 am
>> good evening, commissioners. i believe the renovation and project alternatives are thoroughly analyzed. i asked that you remove this without delay. i have to say the biggest impact is what happens to disadvantaged children when they do not have recreational opportunities. the least expensive recreation always relates to some kind of athletic field. athletic fields in san francisco is what we have been short of ever since i co-founded the youth soccer league in 1993. i have been beating my head over lack of proper maintenance since then. the impetus for my spending a
1:09 am
lot of my free time and money on you soccer -- youth soccer was having 20 children try to beat me to death with baseball bats. that is the impact of not providing adequate recreational opportunities for youth. it is important we understand that viscerally. most of you do not have that experience. i am only here because i am a private investigator and i'd jump in -- and i dropped teargas on street gangs. as long as i am still walking and talking and breathing, i am going to speak out in favor of recreational opportunities for children. maybe birds are a little bit important, but we are human beings, and we are supposed to take care of our children first. children are supposed to be
1:10 am
first. birds, i am sorry. i am a republican. i eat birds. we do not eat our children. we eat birds. this is basic. we have to understand what we are talking about here. children are supposed to come first. is your name for the record? >> and andrew solo. >> my name is anastasia. i am not prepared to speak. i am not a speaker. this project is a crime. they mean to put not toxic waste in golden gate park, which is a crime, but i look it up yesterday on wikipedia, and i do not know why anybody would want their children to play with it.
1:11 am
it seems to be best for everybody. i am kind of excited. basically they have recently criticized, but it may create injuries. the american team manager called for this. now i do not know why the city is installing toxic waste all over the city, because it seems to be completely awful. somebody seems to be making money off this thing. the heavy metals may leach into the water.
1:12 am
it needs to be replaced every seven or eight years, and the city does not have any money. the project is a complete mystery. if you do not maintain something, of course it will be ruined. petroleum use, toxic chemicals, and some heightened health and safety concerns. the biggest impact is on the player. it caused more wear and tear on these and lower back -- on knees and lower back.
1:13 am
the same goes for soccer. thank you. >> hello, good evening. my name is terry russell, and i am a native san franciscan. i live in inner richmond. i also played in many soccer leagues and coached high school soccer and also played as a child. i am opposed to the project. i grew up now practicing field hockey and soccer, and i want to address the attitude of this project, the impact of the attitude on children now and in the future. i grew up practicing there. that taught me the thrill of physical exertion in a natural setting. i believe sports and physical activity is one of the most important things we can
1:14 am
cultivate in our children. an instrument appreciation and experience of natural environment is equally important. it seems vital that a child connection with nature is born in finding speed, running full tilt after a fall, plunging through mud puddles, and playing on their stomachs. it was for me anyway. i would like to encourage a closer look at some of alternatives that use natural grass. it seems a natural extension of leadership. i love the suggestion of getting kids out there with shovels. what a great way to instill values in our children. >> good evening, commissioners. my name is roland campos.
1:15 am
i have been almost a lifetime resident of san francisco, particularly of the sunset park's area, as i feel fortunate to have such a beautiful park close by. the eir talks about the environment. what are we talking about? we are talking about the environment of golden gate park. i would like to point out some passages in the master plan on section 4, page 5. it says it is particularly important to maintain their rural character in the western part. i do not think the stadium lights would be considered rural character.
1:16 am
also, section 6, page one says demand for recreation needs to be balanced with the and check this -- with the objectives of preserving the original intent of the park as a retreat. i do not thing a stadium of whites qualifies as that. also, section 9 -- i do not think a stadium of life'ghts qualifies. also, section nine common and do not -- section 9, i do not think the individual who conceived the project took into account these elements, so i urge you to extend comments and oppose the project as its current state of
1:17 am
design. thank you. >> good evening. my name is janet clark, and i know how important is active and -- physical activity is for kids, and i am a physical education teacher at lincoln high school, so are really nknow the importance of keeping kids active. i am 6 blocks from south sunset, and people come up here and say the lighting would not
1:18 am
have an impact. i am 6 blocks away, and i could look out my back window, and i could see those linesghts, so tt is why i felt it was really important to come here and express my concern. golden gate park is their playground. we have a beautiful coastline, and golden gate park should not have artificial turf, and it should not have those licensghts shining. i just feel like i know the city has shortages of playing fields, but it is not just soccer. it is also a baseball. it is also girls softball games that it rained out, too.
1:19 am
it is kind of a learning a lesson. it is not like you're going to be disappointed. we have to learn how to be disappointed. are we more worried about having one more soccer field with those magnificent lives in such a sacred place as golden gate park? i am not opposed to having it somewhere else, but i just oppose the project, and i would ask the commission to expand public comments. >> i work with the san francisco unified school district. i applaud your ability to sit here this evening.
1:20 am
we build a school on the edge of the park, and there was great outrage, but we did it because we were focused on children. it was important. what about the children? thousands of young children, they're learning experience will go somewhere else. that young lady who spoke tonight was great. she loved san francisco. she played on beautiful turf fields. they are beautiful. she is smart for not mentioning that. whatever the choices, young
1:21 am
people need, and old people's needs. please think about the children. you cannot walk across the field without tripping and falling. it is a disaster, and our children need a great stir fields. i appreciate your time. >> i will keep reading names. kelly watts, raymond hollins, jim lazarus, tom,. >> can i chime in for a second? we have a lot of testimony from people about the project and kids and stuff. that has nothing to do with the environmental report, and this commission has no approval
1:22 am
rating aside from the environment report. if you're urging to reject or approve, i cannot prevent you from testifying and express your opinions, but you should keep in mind this commission is not the one that ultimately approves this particular project. i know we have the power to reject or except the environmental report, but the actual report lies with the environmental commission. >> people can focus on the report, we would all appreciate it. >> i am an advocate for children soccer. now the beach chalet project and
1:23 am
its alternative had tires that were found to contain over 50 chemicals and heavy metals. the most extreme impact seems completely inadequate in light of what has been found daily in these fields. over 400 volatile organic compounds were detected, and among the chemicals identified, at eighth appear on the proposition 65 list of chemicals known to cause cancer. the material contains carbon black, which makes up 60%. it is an industrial chemical composed of nano particles. the international agency for research on cancer conducted a comprehensive review and concluded there was sufficient evidence of carcinogens in
1:24 am
laboratory animals, so even in the early stages of resources, they have classified it as a carcinogen. research shows intake of nano call the coast -- nano particles damaged lungs. it enters the human body in a variety of ways. this does not address the complexities of the human body. today medical science cannot accurately predict the long-term health consequences of repeated exposure to these children that we want to encourage to play sports and lose weight through other means than coming up with cancer. investigate of science regarding the impact on organs of developing children is in its infancy. the eir is based almost totally
1:25 am
on reports that cannibalize other industry reports. the eir does not address transmissions, and yet it states virtually 0 disinfectants will be used on the fields. it also makes a claim it will not break down into nano particular its. there is no basis in science. there is nothing in the er to support this conclusion based on i guess. -- on a guess. >> i will keep reading. >> my name is in there. now i have not gotten called yet, but he needs to go to bed. my name is edward. we are on the tv.
1:26 am
i know. a lot of people are saying we are doing this renovation projects for the kids, and we do not let kids play with toys that have led in a. most artificial turf fields have way beyond the amount of lead we would allow children to have in their toys. children should not be on these fields. adults should not be in these fields. certainly children when their brains are developing should not be around these heavy metals or other chemicals. tires were designed to be tires. they were not designed to be of playing surface, and people mentioned this is the use of taxpayer money. because these fields have to been thrown away every 10 years, we as taxpayers are going to have to pay to have these
1:27 am
replaced every 10 years, yet san francisco claims to be an environmentally friendly city, and we have a goal of no landfill waste by 2013, and somebody told me they were going to exclude rec and park, but taxpayers are going to have to comply with that and pay for the replacement of these fields every 10 years. if you look at studies, the fact is maintenance on artificial turf and natural grass, the same if you look over time. i live near the playground on an artificial turf field. it is not maintained properly. the city does not have money to maintain any field properly, but artificial turf does require water to cool it down and clean it. there have been instances of people who have gotten staph infections from artificial turf,
1:28 am
because things cannot biodegrade naturally on it, so i would recommend we have a longer time to comment on the address eir and that the eir we have now been rejected. >> thank you. >> bye-bye. [laughter] >> san francisco prides itself on being a green city. we are getting ready to ban every plastic site. we are going to also banned paper bags, but we are ready to put the rubber and plastic and every fake product underneath us everywhere else in play areas. that does not jive in my mind.
1:29 am
i think all of my learned colleagues have given you plenty of reason to extend comments of this study. there are too many things that have been left and vector, skipped over, and tonight. it sounds like a lobbyist have entered the halls, and i think it is time we really get down to the nitty gritty of this. why is this such a big push? is it because it is such an important organization that it can bully its way into this? this is going to be decided. the last several years i would say the rec and park department was about making money. can you see the money coming in from the stadium project?
