the captain's newsletters already have many resources attached. we are in the process of coming up with a newsletter that would be a department newsletter. we do not want to let it be a vehicle for advertisement, if you will. we wanted to be a vehicle to the captains that have a working knowledge of the folks in their places, when i was at bayview, i had a significant back couple pages of my newsletter that were resources and events and things that community could avail themselves of. it would be the community relations department. >> it is localized with the district rather than department late organized.

i know that people in the occupied movement have talked about going into some other stage versus the 24 hour thing that require such a heavy commitment of police resources. those officers would be better placed doing violence prevention and working in the neighborhood which we still do. this has been a tremendous drain on resources. >> thank you. >> one of the speakers was commenting on the language access. it was from ap. some of the things she mentioned being not accurately reported or weapons or also to the victim and to language access so there is a double with me. i am wondering if you have the caucus you are talking about

that perhaps you include her office to get some ideas of what discrepancies or issues they're having. there might be a training issue. to remind them of the bulletin. and find out what it is. we do not want not taking weapons and i do not think that is what she is saying. there is some discrepancy. it would be nice to look at that and include her. and to see whether we can rectify if anything that is occurring. >> it is on my list. commander beale is the chair of the asian pacific islander forum. it should be up his alley to address that. >> you are going to -- i have to go back to the occupy raid.

i understand it two months notice. between the mayor and the department and has been. negotiations and could sit down meetings between san francisco and the mayor's office. it has been heartening to know that was going on. why have a raid at 1:00 a.m. when you have other -- if you cannot camp, you cannot -- to have a lot of roles. maybe people feel betrayed, all that good will it have put in were spent over the raid. >> the reason it happened is negotiations stopped. the point person in the negotiation, much of the

leadership he was talking to was not there anymore. e-mail was going on returned. the olive branch, less than half the camp was going to general assembly. even the half that were there could not reach consensus on any sort of agreement. and there was this attack on the officers. one officer was hurt. there was a situation where the folks in the encampment were doing this. having negotiations bay ongoing i do not think we would have moved last night. because the communication as you said there was so good, had stopped and muhamed who has been unbelievable in his devotion to this group and want to work this thing out, it was he that said

in the late afternoon meeting that he believed negotiations have stalled. and something had happened because the situation was deteriorating. commissioner dejesus: that does seem -- people are upset. >> we have to wait until they are in violation of the law if that is the section that we will enforce. commissioner dejesus: they are during the daytime. >> they are. commissioner dejesus: the other thing, people were pushed and injured, they said. i appreciate that the officers that were injured are doing well. or any of the occupiers taken to the hospital, where there is serious injuries? >> not that i am aware of.

the sheriff's department -- a few were rearrested and engaged in further stuff. one tillman said i had a medical but he had played that twice. commissioner dejesus: imagine resources. we have when it comes to the budget, one of the things that the board -- a this is over time. i wondered if you could let the public know how much the overtime we have used in terms of resources in this case and whether -- if we have gone over our limit, if we were close to it. >> up to last night we spend $400,000. it has tax hour overtime budget. that is over time i had hoped to spend on violence reduction and other means. i think we're making headway in

the issue. we're trying to recognize that work. i want to thank the community groups that have been donating an immense amount of time to get this b.i.t. training out. -- cit turning out. we have the co-chair of the advisory board. itis good to know that parts are being implemented. i would like to hear more. it was not clear to me when i mentioned it would be included in the newsletter that will come out. i thought with the way it is written it would be its own manual. >> another restores manual but the research guide. it would tell people where they might get language resources. >> would that be on the web?

>> the guide would be resource manual on community policing would be on community stations. resources other people might avail themselves of, we can point them to, that would be online. >> did you let us know what the timeline is for that? >> it has already been drafted. the committee resources and the manual, is that being done in conjunction with the community policing group, they worked hard to put together this general order. >> the manual? >> the menu and the resources. -- manuel and the resources. it is the best practice on meetings. the best practice on softball leagues for kids. things like that. anybody that wants to say this

might be additions would be vetted. anyone who wants to suggest a resource could do that. >> i would encourage further working. there is a lot of people who spoke in support. i would encourage further working with the very invested community members. >> anybody can have a copy. >> in terms of the community policing, there might be training included for advanced officer training. there is a piece in here, that is something you would work on. we will hear about that.

lastly, occupy. i wanted to ask about the barricades. a lot of people are puzzled by that. >> a naked occupier started a woman as he ran down the camp. the deterioration in the camp suggested by the occupiers was our own business that we had taking care of. since it was impacting passers- by, the thinking was if they could put a fence around it. at least people could not accost people that had nothing to do with occupy. if there was objection we would not do it. nobody foresaw there would be an attack or the barricades would be turned into weapons or the

break out the spokes of the barricade and use them as sticks or they would build the sculpture in the middle of the place using the barricades. nobody saw that. on that night, the officers stood down because there was never any plan to go into the egg kamen. it was the occupiers that initiated the attack. >> was there -- what i have seen, it appears there was a lot of confusion. was there any communication? this could mean a lot of different things. was there any communication, did they explain the plan? >> there is a youtube video where an officer is trying to stock of barricade and an occupier comes up man punches him in the face. it was an ugly situation last thursday. >> what is the plan now that justin herman has been cleared?

even if they're taking a position that there were no attempts allowed, it is still a public space. they have an absolute right to use their first amendment rights. is there plan moving forward to draw that line? >> right now the environmentally -- that site is not habitable. it is being repeated by park and rec. it had been declared a public health hazard. they are turning the soil and power washing. park and rec has the park itself closed. we do it as well or better than anybody. we continue to do it. it is not me or the mayor that decided it was unlawful to have the tents over night. that is a city statute that is the law here in san francisco. >> the public comment folks

explained concerns about high level of police presence there today. what they described as an overreaction and assure force. that is being moderated. it is true with facilitating some of the -- being at the federal building. >> they can be in front of 101 market. >>commissioner terman: i wanteda couple of follow-ups on the occupy sf. i am able to view the site, and it is a going through a remediation process. it is being cleaned. if the planned -- the plan is that occupy sf will be able to protest during the day, on market street, in front of the

federal reserve building, there would be no camping or overnight presence. is -- is that what i am to understand? >> everything, the rules apply. the issue all along is the permanent presence and overnight camping. once it is cleaned up, much like has been the case. it is more sent to the next phase, that is more of a daytime operation. we have facilitated marches and traffic interruption and everything all day today. i think right now. >> thank you. could you call item 3b. >> a director's report, review of recent activities. >> i attended a department head

meeting yesterday. as did the chief where the mayor outlined in a preliminary budget direction for next year's budget for 2012 and 2013 and 2013-2014. up until now the enterprise departments have been operating with a two-year budget and now general fund departments will be required to submit a two-year budget as well. the reduction target is 5%, each of the two years. in addition, a 2.5% contingency which carries forward to the second year as well. in addition, a 1% staff reduction per year for five

years. at the end of five years, a 5% staff reduction. there will be specific budget instruction provided to the department's. i think within the next few weeks. in addition to that, the occ will participate in outrage december 14. project homeless connect. we will staff a table there as we have done in the past. the event will take place between 10:00 a.m. and 2:00 p.m. and that concludes my remarks. >> thank you. any questions or comments? thank you. you had a very detailed report last week. thank you. >> you're welcome.

around and focused on certain issues that your respective departments " like to share around the budget. and distinguishing this last year. we address the budget in two different meetings. it was up to the deadline. if we could have some discussion at our january 4 in a preliminary way, i would find it helpful and wonder how other commissioners feel about that. is this something that would find helpful as well? >> we were not prepared to give a thorough analysis of the budget. we really punted it. i would like us to understand what is going on with the budget. >> i agree. >> i see heads nodding positively. chief and director, that is ok with you in terms of the time frame, to get some preliminary

thoughts? >> yes. whenever preliminary information i have, our first meeting in january i will provide to the commission. >> thank you. the second item and would like to address. our meetings in the community. we had a number this year but a limited number in terms of regular community meetings. we had several meetings in connection with the hiring of the new chief of police. i would find it helpful if we as a body addressed the meetings in the community on january 4 or perhaps for the entire year, taking into consideration what it takes to put on the meeting

and the effort but to have them scheduled out over the year so they do not get pushed aside and said the captains have plenty of time to prepare the presentation. also get prepared materials to the commissioners ahead of this meeting so we're able to review them and come to those meetings a little more prepared as well. >> we also have a suggestion -- [unintelligible] and i have thought about that. all that is up for discussion.

even though it was to the general public. i want to talk about community policing. one that is near and dear to my heart. about four years ago and a couple of weeks. three young men were shot in front of my house. and it was a turning point for me in my connection to the community. and it was one of the best things that ever happened to me. i started reading my neighbors. i formed a bloc group that has turned into one of the greatest blocks in the mission i think. that year we had zero people show up after we formed our

group. we had about three or 400 kids show up for halloween. it was a profound change and i became more active in the community. community policing is this -- a significant issue. i witnessed various levels of incredible policing by police and community members in my neighborhood. i have also witnessed a fair amount of mistrust between community and police. so that cause to promote trust between police and community is important. this is significant and a step in that direction. and support guidelines. the knicks steps are important to me. while there are guidelines, i am interested to see how that changes the behavior in the

community and changes the behavior in the police force. rynex questions in that direction are, how will the implementation of the dgo manifest in changes in officers? what are the goals? what are the goals that this can provide tomatoes? when your team is charged with implementing those goals? what to individual officers know exactly what they can do specifically to change their behavior, to me your general order so they can follow that order. i will continue to work on this. i was one of the writers of it. i'm eager to continue working with you on that. thank you.
