4:30 am
done a good job of our reaching to their parents. applying for college is a daunting process and a crazy process, quite frankly. it may be unfamiliar to many of our immigrants to this, and particularly our students who want to give a lot of encouragement to students to attend the college university. i have met once today who said to me that she could not go because she was not documented. i'm hoping for some feedback of how we can better meet the needs of our ad540 students. >> i will take that into account when we write a report. we will definitely get back to you. president mendoza: other questions or comments? in i am curious, just in terms
4:31 am
of the survey results, what your next step is with the youth? will you continue to connect with them? and will you do this again next year? >> i am the director of the youth commission. your second question remains to be seen. the youth commission, by charter, turns over every year. and we also have 17 new commissioners to train. it remains to be seen whether or not we will do this next year. it depends on the direction of the commissioners. we know that in january -- commissioner yang spoke of coming back here. we want to do the same with the mayor and the board. we also like to do school
4:32 am
specific presentations. one of the things, from the cursory look of the surveys we have looked at, president mendoza, is that those seven schools, more individualized attention. we would like to give more specific presentations admission, lincoln, washington, etc. maybe we could do that three president mendoza: thank you for. if any other comments? congratulations on a wonderful day. i know that you worked closely with the sec as well. a really great by becoming from everyone. -- vibe coming from everyone. [applause] we move on to public comment on consent items.
4:33 am
i have no speakers on consent items. just as a reminder to the public, in accordance to 11.2, and individual wishing to address the board on an agenda item can call the board at 4 ko'd 30 on the day of the meeting or by completing one of the speaker cards on the evening of the meeting prior to the item being called. if the car is turning at the same time of the item, it will not be accepted. item g is the consent calendar. i need a motion and a second. thank you. any items to be drawn or corrected by the superintendent? >> wii one correction. the first paragraph of the
4:34 am
program description should be stricken. the service description should start with the second paragraph that starts off with the sentence "with the goal of increasing student education and increasing the climate." it should start there. president mendoza: any items severed by the board for discussion tonight? seeing none, i would actually like to pull k1. thank you. roll call police. -- roll call please. i have a couple of speakers. how item j. when i call your name, please come on up.
4:35 am
cardoza, hernandez, jackson, enkel, samiyoua, flanagan. come on up. you have two minutes each. >> the reason why i am here is i got involved in paul revere middle school. there is an obvious problem between the parents and the prince of bel -- principal.
4:36 am
in the year 2011, the problems that are going at paul revere are happening where we have police reports of kids being tied up in the basement and reports of psychologists that are seeing our children because they have been affected by the principle. we had a demonstration about one month ago. what i am trying to voice here, in this meeting, is that hopefully you will take this matter into consideration because a lot of kids have been affected. i know that as a school board, you have to defend your principals, that is part of your duties. please take a look at what the parents and children are saying is an issue. there is going to be a lot of
4:37 am
denial back and forth, but it is a serious issue where, i know a mother who, on a daily basis, she has watched the underwear of for son because there is a policy that they are not allowed to go to the bathroom. on a daily basis, this child comes home with soil and underwear. that is one of the issues that i am aware of that is going on. obviously, there is a major disruption of education going on at paul revere because of the issue with the new principal. hopefully, before you approve for new contract, which is coming up in december, but that all the petitions that are coming out from parents involving this -- involving these issues. thank you for the opportunity. >> could you tell us what ace stands for?
4:38 am
>> the alliance of californians for empowerment. >> i am a parent of five children at paul revere elementary. first, i would like to say that i brought my police report in regards to the incident with the principle grabbing my son and i have a witness. here is the police report, if i could and that in. second, i want to speak in regards to the education of my children that is being handled by this principle. in the spanish immersion program -- there is supposed to be a certain percentage of children taught in spanish cree and that is not happening with my kids. they're being taught more in english than in spanish. i can give an example. my daughter is being taught two hours per day in spanish. the rest is in english. this is supposed to be a spanish immersion program. when i approached a teacher had
4:39 am
asked her why there is only two hours of spanish, she said, let me talk to the principal and get back to you in. i have not heard anything since. another thing i would like to bring up is that they are doing the mediation's at the school. they are a waste of time. they do not working. they tell parents the war -- that of parents that want to work with community and everything, but as soon as the meeting is out, it is the same thing. they do not follow sig, there has been no change since these meetings have been going on. there have been two presently, and i have not seen anything. there was an incident with my son this week and i was not called. they stated in the meeting that the principle is irresponsible -- the principal is responsible
4:40 am
for issues with our kids. i did not get a phone call. i stand strong saying that i think the principle should be removed from the school. that is for the community at our school. thank you. president mendoza: thank you. >> i have four kids at all revere. -- at paul revere. i have had several incidents with the school staff and i have talked to the principle. one of them is that they send the kids to silence once and
4:41 am
recessed. -- to silent lunch and recess. every time i have a meeting about this, she says that it is a lie. she sends some letters for the kids that they have not used their uniforms at school and that they come late. also, they are being suspended from the school. there was another incident that happened with the security guard at the school.
4:42 am
the security guard, i told him that he was mistreating a boy as he was taking him a. i told him and he said that if i said something, he was going to hit me. then i called the police. also, i have the police report with me. i talked to the principal and he said that he was going to talk to the security guard, but i have not heard anything from her. that is why i am here and i have
4:43 am
with me all the letters, all of the proof. i am here with all of the parents also. i am asking you for help. because the principle is not teaching spanish to the kids. all the glasses are in english. i could take my kids and go somewhere else.
4:44 am
i picked that school especially for their immersion program, because i wanted them to speak spanish. when they speak spanish, we do not understand them very well. thank you for your time. >> good evening, everybody. i have three kids at paul revere.
4:45 am
i have the same problem that all the parents have. the principal knows that i am here and i'm coming with other parents to let you know that my kids have been traumatized with all of the punishment that he is receiving. the principal is complaining that we do not go to the meetings, but when we go to the
4:46 am
meetings, she does not listen to us and sometimes we want to shake her hand and she does not shake our hands. i would ask that you do something about it to resolve this problem, not just for the parents or the teachers, but for the kids. [speaking spanish]
4:47 am
i do not think it is fair that she told my kid that if you do not behavior self, you should leave and go somewhere else. we tried to talk to her and make an appointment but we haven't been able to. [speaking spanish] i would like that you do something about it, maybe replace her with somebody else or talk to her or try to resolve the problem. thank you so much and i hope to hear from you with some answers for the problems we're going through.
4:48 am
>> hello, my name is jamie. [speaking spanish] i am here for the same reason. my child is in fourth grade. my son is very scared. he is taking medication. my problem is the therapist went
4:49 am
to school to talk to the principle. the principal said she called cps. every time that my child -- he hides himself. that is a big concern for me. i am worried about him. my son cries at tonight and he is taking medication. i did not bring collector but the doctor gave him a medication and treatment because he is suffering from panic attacks. [speaking spanish]
4:50 am
i gave the letter to the principal so she would know what is going on with my son. [speaking spanish] i think they did not understand this issue because i have taken my son several times from the classroom because he was crying. [speaking spanish] also, i asked the teacher to give him a different kind of punishment because he is so afraid and he starts to steep -- see things at home. i don't want to have any problems.
4:51 am
i want to stay in the school. [speaking spanish] i would like that you do something or at least remove the silent lunch because i don't like that. [speaking spanish] i know that maybe my child is missed devious -- mischeivious but they should find another way to punish him. so far that they have not said anything about my son being punished but i know he is being punished. [speaking spanish]
4:52 am
so i would like to know what kind of answers you can give me. i am very concerned. thank you. >> hello, my name is john flanagan. i live in the missing -- mission district. i'm here to bring attention to your -- a traffic situation in mission. at the beginning of the school year, the school emerged with a horseman to occupy the school where horseman was. at that time, no plan was put in
4:53 am
place for a drop-off zone and pick-up zone. there has been concern from the neighbors, dangerous cars pulling up and parking in the middle of the street, leaving their cars. this is at night time when it is dark. double parking without any sort of warning. it is matt chaos, to put it politely. the neighbors all long are blocked banded together -- along our block banded together. shortly after, a drop of the zone was put in place. there is no enforcement of the
4:54 am
drop-off zone and it continues to be a mess. to quote a parent, it is a nightmare. what i'm here to do, i am speaking for a number of residents. i am asking for some sort of short-term -- >> go ahead and finish your sentence. >> a remedy of enforcement, making sure that the drop off and that there is a policeman to enforce the drop-off zone and policy and no parking or leaving your vehicle. or moving a pick-up zone to valencia street. >> i'm going to suggest that
4:55 am
perhaps we coordinate with the police department. this is not an uncommon. we have many schools or their parents pick them up and they do get out of the car. we do not condone that. the board does not condone the you triple park your car and leave it. obviously we do not have control over all the parents and cars. i have even done that myself. i think that we should coordinate with traffic safety and probably the captain of the mission station so that we can work together to make it a more free-flowing -- as street is narrow. there is a lot of traffic. it is not well lit. maybe we can work on that together.
4:56 am
>> press the button, please. >> my name is dana. i am here to bring to your awareness the issue we're dealing with on the part which street block -- bartlett street block. this is a rough estimate, but it has grown from 200 to 260 kids. that means there are a lot of young kids. when you have a bunch of abandoned cars and you have a ups truck trying to get through, you have regular people trying to get through and they cannot get through. they're doing it at accelerated it speeds and they have road rage because they have been sitting in traffic. there have been four instances of cars getting sideswiped.
4:57 am
to the point about enforcement, a it is something that you cannot make the parents behave the way you want them to. when there is nobody out there in forcing any type of slow, there is nobody in forcing anything, we have asked larry who committed a security guard. the security guard gets pulled away. larry does not have the resources to manage the situation. we have been patient with him. asking for his support and i do not think he has the resources. we're looking to the school board to support him in getting this situation under control because it is also dangerous for the kids when you have people flying through their, frustrated and upset because there are parents abandoning their cars. >> thank you.
4:58 am
we will make a phone call tomorrow to work with the city to have some kind of policing. sometimes it just takes a meter maid to come by for the first couple of times and then people start to get it. >> i think it is like the airport where you're not supposed to pull up to the curb. somebody has to be watching every day. there are three drop-off times. all three are chaos. >> the next item is item k, the report to the committee by board members. are there any appointments by the board? the next item is a special order of business.
4:59 am
a consent calendar resolution for second reading in action. there are none tonight. the vote on the consent calendar. it was moved and seconded already. commissioner fewer: yes. commissioner murase: yes. commissioner yee: yes. >> those items are retroactive. >> the consent calendar resolution sent for discussion. there was one item, item k1. this is a video that the high school is going to be doing.
