the chair of the hayes valley neighborhood associations planning committee. i am very involved in a lot of development issues within the neighborhood and plan area. i am on the board of a neighborhood association. i have been involved with the planning and implementation of the market octavia plan for eight years. i know the plan very well. there are a bunch of moving parts that are coming about to be laid out on the ground, which will have impact on the plan area and i am very familiar with what does impact will be. my interesting is in using the community benefits as part of the matching funds and really trying to coordinate the bus rapid transit, the implementation of the transit

effectiveness project. we just had a really good project approved, but it still needs funding to improve transit capacity on the 71 and the six. there are thousands of new housing units that peter just mentioned. those housing units are going to affect traffic patterns in the market and octavia area. i am very familiar with that. i also teach a land use planning at san francisco state university. i do have a citywide view, i am thinking about not just how the developments in the neighborhood but also how it affects the housing element of the general plan, and how and pour into this plan is in introducing the side of the policy.

those are just a handful of reasons ha about how you can consider me to reappointment of the citizen's advisory committee. supervisor kim: than kyouk you,. henderson. >> good afternoon, supervisor wiener and supervisor kim. i am a real estate consultant specializing in affordable housing and community facilities. i was a project manager of 40lgbt -- for the lgbt community center. i am also the project manager for college track, which is a college preparatory program being built on third street to help high-school students in the district and the area.

i have worked in affordable housing for more than 20 years. i have a master's in business administration from berkeley with an emphasis on real estate and planning. as a parent raising three children, i am very interested in the citizen's advisory committee and how the plan is implemented, including open space, affordable housing, streets, and intersections. i believe i bring a three valuable skills. first, much of my work has been in the western addition creating and renovating affordable housing. i feel a responsibility to the community and i would like to see more focus of the plan in that area such as other areas in the plan. i feel the western addition is overlooked. as a real-estate developer, i bring the technical expertise to

the -- i believe i bring a perspective and understanding for the impact of the plan and policies from the developers site. and as a parent that uses open space to navigate with strollers and children on bicycles, i want to bring a perspective for making the plan more family friendly. finally, you know, i think part of this wonderful site about living in this city, where i have lived for over 25 years isn't averse urban fabric. i think our public open space is really important, that we do more in areas such as the market a word park and the other under-utilized areas in the city under areas of the neighborhood that have not been paid attention to to create and

bring this diversity. supervisor kim: thank you very much. supervisor wiener? supervisor wiener: first of all, before we get to any individual seats, i want to thank everyone who applied and all the members of the cac. i think that the future is bright for this. we formed in and the financial markets promptly disintegrated, so there are even project that have been entitled that are not moving forward, there was no money for developers fees, and we are finally out seeing some of these projects come back to life and building permits data pulled -- get upholeld. the market area, particularly

pedestrian safety improvement is one of my top priorities. i intend to remain engaged and working in partnership. i am very optimistic, and it is a really important thing. i look forward to continuing to work with everyone. supervisor kim: at this time, we will be opening up for public comment. i do have several cards. when i first started getting involved it was because a bar in the neighborhood was being an incredible nuisance and violating all sorts of conditions of use and rules. i was quite angry and not approaching it in the right way. dennis taught me all the steps that i needed to know and he taught me about coming out with compromise, collaboration, and working positively towards a solution rather than being indignant and angry about a situation. he is a thoughtful leader, he always thinks about the big picture, and is quite a death that taking his own personal opinions of the situation and thinking about what is best for the neighborhood. i also know peter cohen. i have known him since i was a teenager in neighborhood involvement and i worked a great

deal on expanding the market octavia plant and worked a great deal together. a dozen of the exact address, but i learned a great deal from him. he is incredibly smart. gosh and the sustainability director for the seven it is schools. i am here to speak to k on behalfrute -- on behalf of kurte rute singa. she has taken the lead on getting information out to 22 of our schools which has involved a

ton of stakeholder meetings, she has managed that out -- and to manage a team of adult helpers of god and helped people sign up for that. she is also a transportation planner and understands the issues around making our communities safer. what she has done for the school program i would love to see her do for the market area which is not only her home, but my home as well. supervisor kim: i heard that you just got appointed to something. >> i am a board member for the san francisco bicycle coalition. supervisor kim: congratulations. it is there any other public comment at this time? mr. eicher? >> my name is tim eicher.. i wanted to say a few words in report -- in support of dennis richards. the thing i have been really

impressed with the best is that he is very passionate about land use issues, but he brings a very balanced approach to that. he is not an obstructionist. his approach is to work with developers and residents to create a better project that furthers the plan objectives while keeping the needs of the neighborhood and mind. -- in mind. supervisor kim: is there any other public comment at this time? public comment is now close. at this time, we have six seats and 11 applicants for seats won, 2, 3, 4, 5, and six. a will open it up for comment and discussion. >> let me also thank everyone for coming out, this is one where we will probably end up

leaving water to out that i think spoke, so we would love to see other ways for those folks to serve if it is not today. for seat 1, i was very impressed by krute. if i am announcing that right. i am really impressed and we would be glad to see you on board. i will make the motion to approve miss singa for seat one. supervisor wiener: i second. supervisor kim: without opposition. thank you, miss singa. i was also very impressed and i think you can bring a lot of expertise. i think there is only one woman on this committee, so it will be great to get more women on this committee.

we can do that without opposition. supervisor wiener: for seat two, i did confirm ahead of time with of the clerk and also with the city attorney that we have the discretion to appoint anyone to any see that they are qualified for regardless of what number of seats they listed. there are few situations where people applied for some seats but not others, but my understanding is that does not by us as long as they are qualified for the seat. for c two, this is a tough one. i don't know carmela gold very well, but i have heard positive things about her. tom owens, he approached me about being more involved in the

neighborhood and i did recommend him for the community benefit district board which he serves on now and i have gotten terrific reports. i think that we should avoid -- appointed michael simmons to se no. 2at -- to seat number two. i got to know michael originally when he was a project manager at the lgbt center. we have gone back more than a decade now, and he did a tremendous job than. in addition, as an affordable housing developer, he understands development which is going to be a key part to the future of the market octavia plan area. michael lives in the upper hayes valley western addition area and

does affordable housing work in the western addition. it is under-represented on this. i think it would be appropriate to appoint mr. simmons. i move that we appoint or recommend michael simmons for seat number two. supervisor kim: maybe we should move ahead and do a number of the seats. we have only one applicant for seat four. maybe we can do that without opposition. i think there'll be some moving parts in this. if we can do all the seats together. i would prefer to do these seats together. i know carmela gold. and now she has been serving on this committee, some of like to continue to support her.

i and appreciate that michael comes from a neighborhood that is not represented and i want to get a sense of the blend that will be having, so i prefer to do this together. let's move ken. we have krute for seat one and kenneth wingard for seat four. >> let me make one other suggestion. mr. coehen, you're in seat three. we don't have applicants for seat 3, and w. very well but we were impressed with what you had to say. i would be happy to forward you back to see three if that is ok with you. otherwise, it will be vacant. that is something i would like to do unless there is any objection.

supervisor kim: the you feel comfortable representing the low-income seat? >> thank you, supervisor. in the perspective, and understand the dynamics of community development and particularly that we have low- income members of the community. for me, the value standpoint and a prospective lybrand, sometimes with a certain level of push, i get it. if it was up to you in how appropriate it is, there are other people who are more low- income that i am. i am not a high-income, but i respect that as one option. supervisor kim: i actually would like to see low and come in the seat because there are several

supervisor wiener, i was impressed by everyone who came, in particular,r. henderson who sits on seat 6, i am open to mr. simmons going to seat two. your work in the affordable housing community, it is very impressive. supervisor kim: i live in the market octavia plans i have a ton of interest in this as well. i know jason henderson quite well and i would support mr. henderson also moving forward. which leads us back to see to. we can take a vote on c two. for me, it is my experience working with carmela. she spoke to me about leaving the country wanting to continue

her work on this committee. supervisor wiener: for mr. henderson, i am very supportive of that. one of the lucky things is that we have to major neighborhood associations, both trying go and hayes valley that understand the importance of development and being able to accept a density hawn transit corridors and not just automatically say no and working with developers and focusing on good planning and transportation. i respect mr. henderson's work and i support his appointment to see no. 6. supervisor kim: we can do that without opposition as well. seat two, there is a motion to move forward michael simmons. >> i'll second that. supervisor kim: i think in -- i

wish i had a chance to speak with mr. simmons prior, acknowledging the diversity of neighborhoods, i will go forward and support that as well. i am sad to see carmela not on this cac. i will see if there are other appointments for her. will be moving krute singa, michael simmons, peter cohen, kennethw ingar -- kenneth wingard, dennis richards and jason henderson. i plan to be more actively involved in this since i live in the area and i have the time of interest in what we can do our route transit and development. many of you have already been serving.

unique artist residency programs. we are here to learn more from one of the resident artists. welcome to the show, deborah. tell us how this program began 20 years ago. >> the program began 20 years ago. our founder was an environmentalist and an activist and an artist in the 1970's. she started these street sweeping campaigns in the city. she started with kids. they had an exhibition at city hall. city officials heard about her efforts and they invited her to this facility. we thought it would coincide with our efforts to get folks to recycle, it is a great educational tool. since then, we have had 95 professional artists come through. >> how has the program changed over the years? how has the program -- what can

the public has an artist engage with? >> for the most part, we worked with metal and wood, what you would expect from a program like ours. over the years, we tried to include artists and all types of mediums. conceptual artists, at installation, photographers, videographers. >> that has really expanded the program out. it is becoming so dynamic right now with your vision of interesting artists in gauging here. why would an artist when to come here? >> mainly, access to the materials. we also give them a lot of support. when they start, it is an empty studio. they go out to the public area and -- we call it the big store. they go out shopping, take the materials that, and get to work. it is kind of like a reprieve, so they can really focus on their body of work. >> when you are talking about

recology, do you have the only sculpture garden at the top? >> it is based on work that was done many years ago in new york. it is the only kind of structured, artist program. weit is beautiful. a lot of the plants you see were pulled out of the garbage, and we use our compost to transplant them. the pathway is lined with rubble from the earthquake from the freeways we tour about 5000 people a year to our facility, adults and children. we talk about recycling and conservation. they can meet the artists. >> fantastic. let's go meet some of your current artists. here we are with lauren. can you tell us how long have

been here so far and what you're working on? >> we started our residency on june 1, so we came into the studio then and spent most of the first couple weeks just digging around in the trash. i am continuing my body of work, kind of making these hand- embroidered objects from our day-to-day life. >> can you describe some of the things you have been making here? this is amazing. >> i think i started a lot of my work about the qualities of light is in the weight. i have been thinking a lot about things floating through the air. it is also very windy down here. there is a piece of sheet music up there that i have embroidered third. there is a pamphlet about hearing dea -- nearing death. this is a dead rabbit. this is what i am working on now.

this is a greeting card that i found, making it embroidered. it is for a very special friend. >> while we were looking at this, i glanced down and this is amazing, and it is on top of a book, it is ridiculous and amazing. >> i am interested in the serendipity of these still life compositions. when he got to the garbage and to see the arrangement of objects that is completely spontaneous. it is probably one of the least thought of compositions. people are getting rid of this stuff. it holds no real value to them, because they're disposing of it. >> we're here in another recology studio with abel. what attracted you to apply for this special program? >> who would not want to come to the dump? but is the first question. for me, being in a situation that you're not comfortable in has always been the best.

>> what materials were you immediately attracted to when you started and so what was available here? >> there are a lot of books. that is one of the thing that hits me the most. books are good for understanding, language, and art in general. also being a graphic designer, going straight to the magazines and seeing all this printed material being discarded has also been part of my work. of course, always wood or any kind of plastic form or anything like that. >> job mr. some of the pieces you have made while you have been here. -- taught me through some of the pieces you have made while you have been here. >> the first thing that attracted me to this was the printed surface. it was actually a poster. it was a silk screen watercolor, about 8 feet long. in terms of the flatwork, i work with a lot of cloddish. so being able to cut into it come at into it, removed parts,

it is part of the process of negotiating the final form. >> how do you jump from the two dimensional work that you create to the three-dimensional? maybe going back from the 3f to 2d. >> everything is in the process of becoming. things are never said or settled. the sculptures are being made while i am doing the collages, and vice versa. it becomes a part of something else. there's always this figuring out of where things belong or where they could parapets something else. at the end goal is to possibly see one of these collage plans be built out and create a structure that reflects back into the flat work. >> thank you so much for allowing "culturewire" to visit this amazing facility and to learn more about the artiin
