working on this project for the last year. we are very grateful to be here today after a lot of long nights. it really has been an amazing experience. including last night's experience at the planning commission for the certification of the eir. the work that planning staff did on that environmental impact report was truly incredible. we are here today to present to you ceqa findings and a mitigation monitoring and reporting program related to the america's cup project, as well as the proposed disposition and development agreement related to the project. we will have a number of speakers who will be addressing you today, and a power point presentation that is fairly lengthy, but includes some late

breaking changes that the mayor just announced with mr. stephen bartlett from the event of authority. there is a lot to digest today -- mr. stephen barkley from the event authority. so there is a lot to digest today. hold on a minute while i load up the slide show. i would like to start by introducing the america's cup project director from the office of economic and workforce development, mr. mike martin. >> good afternoon, commissioners. i am very excited to be here before you to give you a bit of an overview of the america's cup events in the planning we have been doing. first, i want to sort of thank all the hard work from your staff here at the port of san francisco. it has been an enjoyable,

professional experience over the past year to learn how the port and see all the great work that has gone into it. i would like to thank our partners. together, i think we are building a better project with the help of the community engagement that has been so robust. we hope to continue that work with the actions ahead of you as well as going forward. without further ado, let's move into the overview. i am going to give a project overview today talking about the events themselves, when they will be year, the sort of working relationships that have been formed as well as some of the ways we are publicizing and refining our strategy to bring the events here in what everyone calls the san francisco way, which means different things to different people, but i think all of it means bringing forward a set of events that are environmentally responsible. it really highlights the social

and cultural specialness of san francisco, and that is something we are excited about. we will discuss the disposition and development agreement, the financial and economic analysis of the proposed actions before you as well as the policy analysis and recommendations. very quick, i wanted to run through the agencies or entities i just mentioned. america's cup host and a new agreement signed at the end of last year had three parties. the city, which also includes the board of san francisco, the america's cup event authority, which is the project sponsor, and the america's cup organizing committee, the non-profits public benefit corporation charged with fund-raising up to $32 million. it is also serving as a helpful

convene on a lot of our community engagements. the other entities listed here, the america's cup race management organization. they are primarily responsible for the water event management, but they will also be overseeing even logistics on land as well. we have been in close coordination with them and their sister agency. a quick run through the upcoming schedule. as i'm sure you have heard in the past, including at our presentation eight months ago, this america's cup is somewhat unique in that it is being preceded by the america's cup world series, which is a world tour of the same teams that are proposing to enter the america's cup event in 2013. that will head up to 16 cities over the course of this year and next year, leading up to early 2013. as you will see on this slide, there's a first leg of the world series that concludes in june

2012. the second leg commences in august 2012 and right now is planned for two regattas in san francisco. these would use the smaller votes, but that is really a great place. we are looking at that as an opportunity not only to experience the excitement of the america's cup events, but really, to start testing out some of our a implementation strategies to understand what it will take to put on this level of the bed along our waterfront in a way that is not only sensitive to community concerns but also to the environment and also does it in an efficient way so we can use the resources we do have most efficiently when we have a longer duration set of events. moving to 2013, we will start the america's cup events starting with opening ceremonies running through july and august. with the louis vuitton cup, a format where all the challenging

syndicates will face off to see who earns the right to be the challenge that faces the defender in the america's cup final. the america's cup final is currently scheduled for september 7 through 22 for the best five of nine match races. it will be up to nine racing days. obviously, i think that will be the culmination of the most international and local attention on the events. obviously, we are excited that will be a beautiful time of year here. >> can you tell us how many teams at this point, or is that still not finalized? >> it is not finalized. at the current time, i think there are 10 teams -- excuse me, sorry. i believe it is nine teams at this point. there has been a recent entry. it is either nine or 10. we can send teams. my apologies. nine teams? my apologies again.

part of my confusion -- we just went down to san diego for the america's cup event. a new team has been added since then. i think that is the end of the scheduled slide. this is a diagram showing the vessels. to the left is the smaller vessel, the ac-45. if you see them gliding by you, it still a pretty large thing. you can see that it is even larger, even faster, taller, wider. it is going to be a very exciting thing to see these huge, fantastic machines. wanted to put up the slide to show some of the refinements we have been working with our regulatory partners on as well as the refiners showing up in

the final eir. originally, what we proposed was a larger course area, the place in which the actual race course would be laid out. they extended basically all of what you see here, plus north toward richardson bay and angel island. as the america's cup event authority and race management have learned more about the performance capabilities, they really realize that they could really use a smaller area. this has helped us in our work with the u.s. coast guard to work on how vessel traffic will work during the events. the blue lines here are the deep water shipping lanes that will be kept open throughout the events, so that is a consideration we have had in front of us the whole time. we cannot shut down what is such a large and working toward. we're trying to do what we can to manage conflict between different users of the bay.

the smaller or race area closer to the south is where the coast guard would say that they would be able to control traffic, much like they do with the fleet week safety box, but also allowing areas for traffic to proceed in and out in a way that hopefully allows for the events to proceed safely but also allows for other things to happen as they will on these weekends during the fall of 2013. i'm going to take a quick step through and talk about our implementation plans. a number of these were called for under the host and a new agreement. also, we have continued to look at the overall implementation planning process, so we have added a few of these plans as well during our work and developing our strategy. basically, these plans all help us in sort of laying out in greater detail how we plan to bring the events forward on a

range of issues. it includes advertising and and bush marketing. our relationship with the advent authority would be front and center there appeared parks event operations, the people plan, the sustainability plan, the water and air traffic plant and team-based operations are plans that focus on a lot of the ways we are trying to safeguard the environment and make sure the events are carried out safely and effectively. then, we have things like the public safety plan. for obvious reasons, a vital part of this internationally significant event. then, moving on to the work force development and use involvement plans, which are plans being put forward by the event authority to show their commitment to things set forward in the host and a new agreement. the zero waste plan -- we have published a revision to focus on the port venues and, obviously, it will be something we take very seriously as part of managing the environmental impacts of the event.

so i believe that is the full extent of my part of the presentation. i will hand it over to diane to talk about ceqa. >> good afternoon, commissioners. here for the waterfront planning group and the planning and development. similar to the briefing that i just provided you on the cruise terminal project, we have ceqa findings that need to be adopted as well for the project to be approved for america's cup as well. i will tell you that the findings that were included in your package -- there are revisions because of the announcements that have just been made today. i am going to run through what the highlights are of this changes and then perhaps at the end of this presentation, we can take you through the specific changes in the findings. it will be a little tedious, but

we need to make sure we do that for the record. as we have been acknowledged in a number of the prior commons, the final eir was certified last night by the planning commission. i would like to just, on a personal note, acknowledge my teammates. i feel like they are my teammates. with the planning department, who are here today representing the eir team. this was not -- was a really monumental undertaking, and i would like to acknowledge those people sitting in the second row. chris kerns, who has been working with the port as well as the planning department, the eir coordinator for the environment planning unit and the planning department, the ceo for esa associates who was and still is charging through the environmental review

requirements for the project, joy of orion associates, and paul mitchell, who is with esa, which has this management team that really deserves an enormous amount of credit. that said, it could be appealed. there is a 20-day appeal period. if we get one that would be processed through the board of supervisors prior to their actions -- so with respect to the findings themselves, let me just go through those. as i mentioned, there have been project changes. some of them were already recognized in the final eir and were documented in the comments and responses document. layered on top of that are changes that have taken place in

the project since we published the staff report. with respect to those that were covered in the eir already, those were related to changes and refinements in the scheduling for the race events themselves. there were a number of improvements and refinements that the event of authority and race management were able to make on their own in terms of their operations, having learned from all of these world series of events. they have made a green commitment to buy the tier 4 highest efficiency engines for their votes, and that yielded adjustments in the environmental impact analysis from what had been published before. as you know, we have gotten hundreds of commons from the public, and the dialogue that mike martin and his team had been leading with regards to all the implementation plans and the comments that have come in from the various advisory committees and commissions all yielded

either, it's on the draft eir or comments -- comments on the draft eir or that have come through to refine the product further. likewise, the outreach the city is doing with its partners also has yielded some adjustments in these projects that are articulated, and were called out in the project variants, which was described in detail in chapter 11 of the comments and responses document. we tried to get our arms around it as best as we could then. then, it just got better. the process has been very rigorous. it has been open, and it has been fluid. we have been trying to track those changes as best we can along the way. just to highlight more of the specifics -- reduced construction in addition to the

event authority and the race management committee to highest efficiency equipment -- they have scaled down the amount of construction required for the events, which reduces environmental impact. as was just announced by the mayor a few minutes ago, there has been a big change in the view based in impacts that were articulated by the removal of the long-term marina in the open water basin, and shifting back to a location in mission bay, so that was in response to a lot of public comments, but in particular, the policy concerns of our partner agency. there have been changes in the jumbo screen that was proposed for the aquatic park to accommodate the joint uses by swimmers and recreational water users and kayakers in response

to a number of the comments about the traffic concerns on the embarcadero by the proposed closure of all three northbound lanes in the embarcadero, which had been initially described as part of the people plan. the people plan has scaled back and found a way to be able to manage the transportation demand while still keeping lanes of traffic open and keeping our business is able to maintain their activities. -- keeping our businesses able to maintain their activity. there are significant new air quality mitigation measures included in this eir. specifically, with respect to the shoreside power mitigation measures, not only does that provide a total net new electrical off line -- the

shoreside facility that takes the emissions, the diesel emissions offline, but the construction of the facility would start in 2012, so we will be seeing some immediate benefits from the that offset the emissions impacts of having the facility closed down. there is also a mitigation measures included in the new changes that accelerate the return of pier 27 to the port for the cruise terminal operations also so we can get the cruise terminal shoreside power facility back online for the 2014 season. therefore, we are also offsetting some of the emissions that were otherwise assumed. all in all, it has been really a very happy collaboration with eae, with the puc, who has a

role in helping us connect to the city's power grid, and the event authority as well as the city. as it was mentioned previously, the ceqa findings are here to describe the project that we are recommending for your approval. it has a recitation of all the impacts and mitigation measures and refers to a mitigation and monitoring program. it identifies the various alternatives that are in the final eir that are rejected in whole or in part and the reasons for those rejections, and the overriding considerations for approving this project, even though there are still some outstanding significant environmental impacts. with regard to the project

before you, in the eir before you, the project varian had scaled down construction for the events. -- the project variant had scaled down construction. there was an alternative also included, which talked about reduced number of long-term development sites, and, the elimination of the long term marina in the rincon point open water basin. there was also an alternative for a reduced spectator program as well, which also covered the elimination of long-term marina development in the rincon point open water basin. the project we have proposed to you for approval is really sort of a blend of different

components that come from that, but essentially from an environmental impact perspective, it is closest to the reduced development sub- alternative described in chapter 11. with that, we have all of the venue events that have been described for 2012 and 2013 as planned and a summarize for you by mike martin -- as plant and as summarized for you by mike martin. it would include pier 30-32, see what 330, pier 26, 28, and 29 -- seawall what -- sea wall -- seawall lot 330. for the temporary berg,
