them close to spectators on shore for the first time, they need a smaller area. this has provided benefits to our planning process including as you will see leading a channel to the northern end of the golden gate bridge for traffic to continue even during the race time and this was vital to the coast guard and other maritime stakeholders and other transportation opportunities to make sure we do not close this pork for this event but rather they can coexist in commerce and the special side-by-side. moving to the next slide this is the proposed race area. this is a larger potential area. however it continues to leave the northern shipping channel. also some areas that are hard to

see. places that are expected to have a lot of spectators vessels interested in watching the race. the coast guard has been working with those stakeholders to manage traffic. >> we will take you through a couple of the key venues for the events in 2012 as a mansion. the venues will be under construction. it will include things like the international broadcast and media center. it will include a hospitality not only for corporate sponsors and other event gas but also food and drink and other services for the general public. we are continuing to work to plan these ion -- with different regulatory agencies and we will take these to recreation and park commission as well. this has -- is what has been

refined and there is an event staged here. it is not clear if there is special events are after-hours entertainment. the authority is working on its plans but we're making sure we are ready operationally and able to approach it in a way that avoids too many impacts to the park and the area. in 2013, the center of a bent attention will be pier 27 and pier 29. this is the side of the new cruise terminal -- site of the new cruise terminal. that building their, the idea is the city would construct the core and shelled the building and handed over to the event authority to make it a corporate hospitality center and other services relating to the america's cup village. this would open to the public. -- be open to the public. this would have events related

programming and some entertainment or arts programming and we're working with the authority to develop that piece of the plan. in addition, this will be a hub of interest along that beautiful stretch of the embarcadero. we're working hard to make sure the different modes of transport in this area are appropriately reconciled for safety and also for ease of transportation issues. we will get into more of that later. i think the final kia bin location is pier 30 and pier 32. south of the bay bridge. this is the location they will do structural out -- operates -- upgrades. what they found is this is a real attraction for people to see behind the scenes.

basically you can see all the work that makes this possible. this will be under construction. just south of this diagram is the war for which is part of the open space project that was on the books that we will try to bring forward and create another viewing area for this exciting piece of the event activities. this next slide shows a number of implementation plans. the city's obligation to get this event moving forward really centered around a couple of key pillars. the first was to move a ceqa document or environmental review document through the process within a compressed time frame over the past year and i in parallel with that process, what the host menu called for was a series of implementation plans so there is 11 plans listed here. nine of these call for the

agreement and by delivering on those and delivering on the environmental review document, we are able to construct a picture of how we are implementing these events. they have been effective and helpful as we get people to understand what it means to bring the america's cup to san francisco. to walk through these quickly, the advertising and ambush marketing plans are- -- we are working with the authority to spread their message but to make sure their copyrights and trademarks are protected, honoring the agreement between partners. there are a number of these plans that would link to the environmental review and mitigation process. they include the park's operations plan. that was up plan that was -- a plan that was uniting the dialogues between the ceqa process that oversees what happens at the marina green and the federal process as we saw,

extending further and addressing the park plans. the team based operations plan which is another plan and talks about the safe handling of the different team bases and the different materials used relating to the [unintelligible] water from. there are -- there is the management safety plans. the workforce development plan talks about how hiring will go for the event authority and they used involvement plan. i think the people plan really stands out in front of the key ways of how this event will be brought from an idea to an actual success or implementation. it talks about how we will move people around the waterfront in a constricted area. this not only highlights the beauty of the waterfront but allows for a world class

international event to take place. with that as an introduction i will hand it over to peter alpert. >> thank you. >> good afternoon. i will outline before get to the plan, i would like to outline the guiding principles that have helped to shape this plan from its inception in march to its adoption and acceptance by the event authority in september. public safety, the first priority trumps everything and that is understood by everyone working on this, whether it is the police department, communities or the race authority, the event authority itself. resource and efficiency. one of the reasons san francisco did so well getting the events in san francisco was because we had so many great resources to work with at the beginning. in addition to water and wind which makes sealing work, we had a transportation network which is local, well integrated, got

the attention of people who were bidding around the world to host these events. we want to play of these resources and -- play up these resources. and add frequency as needed. one of the goals is even if you're not going to the race, you would still be able to know that your boss will take you to where you want to go. we kept the bus numbers and we kept the routes fairly intact. you will see how we managed to make sure they do double duty when the races are at their peak periods. in addition to the transportation of advantages of transit, getting people out of -- on bikes, we use the network to steer people to the area to view sites where the impact of thousands of people can be sustained by the sight and steer them away from areas that might be environmentally sensitive. there is an overlap between the plan and the venue site

themselves. not every race is going to be the same. we expect there will be interesting to hundreds of thousands of viewers and other races may not attract that. there's a big difference between the weekend and the weekday. we needed agility and adaptability to make sure we could size the response to demand we project. so this is a one size does not fit all plan and is reflected with all the contributions we have got. finally, and not on importantly, the positive legacy. we did so much community out -- outrage. they expect a positive legacy to come out of hosting the america's cup. there might be some steel and concrete improvements or better and more efficient ways we do business and transportation. you'll see some examples of that. this slide is one of the exhibits in the people plan.

it is the transportation network. there is a few lines to carry the crowds of people we think would want to go and spend since we were able to take the 47 line. that goes from fort mason 2 points down south of market. to call a 47 the to the line that will run in between those lines and maintain the regular service but introduce every specific that really shuttles between civic center bart in fort mason, helps everybody. it helps everyone who needs to get their quickly from civic center board. there is a 47 limited. if you are a commuter train to come home all of sudden you have the benefit of a new limited. one of the silver linings in the challenges and planning is we could pilot new ideas and test them for america's cup. the idea of expanding limited is a theme.

if you look at the 38 from the caltrain station to the bart station to south of market to union square, passed a major tourist destinations, that skirts the waterfront from fort mason all the way out to christie field. it is an excellent line to people who want to review waterfront sites. it is also a work force . it is a line that helps the commuter, the person doing the shopping or someone coming to watch the race. a few more comments about the slide. the new line is the e line. it is the waterfront street car line that would go from mission bay along the waterfront to the ferry building but like the light rail transit, the e line continues on the f line tracks. we would like to test it and see if it moves people who are

coming up on caltrain and want to go to the northern waterfront or it helps people who want to get to bar. this is one proposal that sustained planning and it looks like it could have a legacy. the next slide takes the transit level to the region. what is interesting about this slide and some ideas that we're piloting here are that there are current practices right now with regional buses that do not stop and pick up san franciscans and drop-off san franciscan. -- san franciscans. this is to drop of people to their destinations in the city or do the reverse. this is engendering cooperation of the regional bus providers to allow some lines on the golden gate and the ac line to do double duty. to pick up and drop off san

franciscans. because of weak look at the map, one of the lines, the 93 comes in from the golden gate toll plaza and goes to -- close to christie field and goes down van ness ave. this is doing the heavy lifting and there are buses that are already there. they have proposed a service plan and they offered to make a rate comparable to the mini rate. with the fast passage does not matter. you can ride the muni. this goes along the waterfront all the way on the northern waterfront to the battery and comes down the east side of telegraph hill. this is a line that commuters wanting to go to the east side of telegraph hill to bart can ride. it is an opportunity to -- for

something we have been looking at doing. a few more notes. the ferries are offering more services. ac transit is offering of similar service. it would pick up san franciscans at treasure island and take them to the east bay. it is something we have been looking at doing with the treasure island development plan. to make all this piloting easy for people, we were going to use the clipper card in expanded ways. one of the things we're doing is allowing people to pre-load and pre purchased clippers so we're working with mtc so someone could buy a high value card. the boat -- hotels are interested in purchasing them. they would see this as a fantastic marketing device for their hospitality. and let someone who comes to san francisco airport know that you do not have to worry about renting a car.

the card you have received is sure to get on board, muni, and your ticket to the america's cup. this is to brand the clipper card and it is something we are working closely with these other examples. even san diego. we were down there a couple months ago. the idea that we could use this as a commemorative opportunity to celebrate america's cup and link it indelibly with transit has a positive legacy. we're doing a lot more than just transit. we're looking hard at the bike sharing and bicycle rental and path and development. schering is expanding -- bike sharing is expanding. we want to annex enough bite sharing capacity to take us out to christie field. we're working with up to four. there are bright rugs that can be connected. there is the jefferson public

realm. we looked to expedite a couple of those blocks and help people go from the streetcar terminus to the aquatic park. there would be continuous, contiguous bicycle and a connection between the waharf. this has a pedestrian and bicycle path we're working with to have them in place by 2013. export-oriented -- the explor atorium -- we are coordinating to make pedestrian safety higher. this is a sample of one of those projects. we're looking to kick into gear. equally important to avoid having those construction zones

during a marriage -- america's cup, it might be a good thing to hold off on and see we can -- if we can expedite the construction as long as it concludes where people can use it safely a. bringing two blocks into implementation by 2013. parking, people will be driving cars. we know that. we want to intercept them as best we can outside san francisco. there is a lot of anxiety about congestion. what we have done is we worked with the regional providers to see if they can fortify connections. even capitol corridor. the red circles shown here are the stops or the board stations with parking where extra capacity can link those parking

and ride spots. we also show the airport because it is important to remind people that can take transit in from the airport. they do not need to rent a car and have that car in the mix of congestion in san francisco. if we do not intercept and they're our next point would be in san francisco what we are calling the satellite parking realm. it is a bit hard to read the map. here is what i can tell you it shows. parking intercepts that are away from the america's cup event area and close to these transit augmented lines and bicycle sharing facilities. you may know that blocked by the giant ball park, close to caltrain and that will be rolling out. people can parked there and pick up their bike and the train or they can take caltrans to pick up their bike share. these are multi modal, and we're working with two facilities on the west part of san francisco.

we know that a lot of san franciscans to not want to drive downtown only to come back to the presidio. we're looking at this facilities because they are located to some of those transit lines where augmenting. in the last map that you're looking at here is how we handled party that is close in. one of the risks is people think it is easy to park -- no one think it is easy to park at fisherman's wharf but people might have the idea that there is a bunch of available and free parking at christie field and at the whart. they will be used for ada parking. people will want to get to the set-aside view sites. secured parking makes a big difference.

we also might -- want to make sure that if there are tour buses they have a place to park off street. the residence and the merchants of the area are worried about tour buses on the curbs and on street areas. the america's cup authority needs to program some of these parking facilities not for parking but the activation for the entertainment uses, the mechanics are running the races. we see these as a reservoir for real estate that can help us be transmit first and ada and bicycle oriented. there is much more to the plan. we will be back on february 7 to explain more. i am available for questions. chairman nolan: any questions or concerns commissioner brinkman:? >s?

commissioner brinkman: to see these all linked and the effort to take transportation is great and it will be no surprise that the bike share program is most -- of most interest to me at the moment. i have used bike share on in washington, d.c. and i found it incredibly easy to use and useful. i bike almost everywhere. for me to find a bike share useful, not a big shot. -- a big shock. he went to paris and rode bike share. to imagine my brother-in-law to

choose to ride bicycles around the city, he would do anything rather than buy. they rode bikes all over paris for about three or four days. i think the opportunity for the bike share is absolutely massive. my concern with that going forward, i am glad we're going to do a pilot program for the america's cup and we have two opportunities to try it out. the one this year and next year. the expansion of that needs to be considered by s, by the board. i know it is something that the p.a. has expressed interest in. it can help with the overcrowding on the 21 hayes and the 5 fulton. i could be downtown on a bikeshare faster. this is a good opportunity. i am interested to hear what our plans are for by sharing post america's cup.

again, i cannot overestimate what an opportunity by share is to get people who do not bite onto bikes and i see mr. maddox in the audience hopefully agree with me. that is going to be my concern. it looks like this plan is great. i will do everything we can to support the people plan for the america's cup. it is a great opportunity to see how we can move people always -- around without clogging our streets with automobiles. a good presentation, thank you. >> i thought it was a great presentation, well thought out. some where are we going to come up with how taxis can play out in this as well? that will be a major question. >> yes, we are working with the division at mta and some of the areas of sensitivity that are so fine grained there in the people plan include how we're handling the embarcadero design.

one important element is one lane of the embarcadero during the peace will be reserved for bicycles and emergency vehicles. like a wide by clean. cap access is critical. people will need to get two points along the waterfront, maybe they are taking very connections are trying to get to the view sites. that could be used by tavis but can access will be allowed where cars will be steered away by the police officers. we considered cabs to be one of those alternative transportation that helps people feel ok about not bring in a car to the heart of activities. >> think you so much for the presentation. i think judging from the

presentation, a lot of work went into planning and development of this plan. one thing i want to make sure isç we have pilot programs andf being a pilot programs for longer we need them to be. i want post-america's cup access the same way we're trying to do this during the america's cup. i do not get what we can on. i also applaud the use of clippers cards for people wanting to come into sentences go. i think that is a great deal. i think we should give people who purchase high-value clipper

cards and discount for their ride on the muni. i think that will draw more people. i do not know what the capacity is. >> thank you. it is comprehensive and a thorough report. i have attended many of fans worldwide where there are tons of people. the world cup and many others. one of the things about -- besides paychex is the walking paths. people tend to walk more during these events because it is easier and quicker to get to the event. making sure the signage and walking paths are clear from point to point is very important.

it is more important that there is a thorough review for pedestrians. the other thing is accessibility. making sure we have enough accessibility vehicles for this event is important. a lot of people are coming in from various points and i am not sure if some of the ferries will have as much availability for accessibility as they do now. thinking that paster will be very important for the event. if we could think about that point, [inaudible] >> i want to emphasize that all the transit vehicles have to be ada compliant. all the regional partners are prioritizing the accessible vehicles and the accessible ferries and trains, all that. we take that point very seriously.

rex thank you. i appreciate the presentation. your passion shows and it is getting me excited about it. i do not even own a pair of top- sider is. when i talk to folks about this, one of the first things they say is how will this impact me as a regular resident? i do not go to the marina. i do not know what a yacht is really. they see these -- the potential for a lot of money flowing back and forth. it would be very helpful for them to be able to have access to how this opportunity is going to improve certain aspects of regular access to services. in a way that they can distill information quickly so they do not have to shift through and find out there is going to be augmented service or there is

going to be a new bike pilot, bike share pilot. if there is any way we can in our attempts at communication or media, if we can -- if you will consider putting together something that speaks specifically to residents and how will this improve my overall community during and-or [unintelligible] the event would be helpful. just to build off of the director's comments, it would be exciting to see lots of way finding and i hope you will consider in addition to pointing the way for pedestrians but also putting in how much time it will take approximately as a pedestrian so if it is going to take 10 minutes to get to a destination from where an
