that will be one of the controlling mechanisms, the size of the tent. and it will certainly be free and open to the public. over the next few weeks, we will be working on developing a security plan that will allow for people to gain access to the site, an appropriate amount of people. i think that is a conversation we look forward to having with the police department. and should it be a tent facility, we will work with the fire department to make sure we are in compliance with code and make sure we're moving forward with a safe event. commissioner bonilla: yes, my main concern is that, because of the popularity of this event, we may say and anticipate that 8000 people will go, but the popularity of this type of event and the individual that we

are honoring may create a situation where we have a lot more attendance that we planned for, and that may cause problems for us. so i want to make sure that we really do get a good handle on that participation. >> we absolutely share that concern, and i think we have begun talking about a few various techniques to mitigate that. that is sending we will be paying a lot of attention to over the next few weeks. commissioner buell: commissioner bonilla raises some very valid points. we will keep the commission apprised of how this is moving. >> i think we could offer an update on the planning at the operations committee meeting. and a final update, if necessary, on february 16.

the family and the event producers -- obviously, this is a very emotional thing for them. they wanted to do something that was civic. there was a memorial for mr. hellman that was, although widely attended, it was a private memorial. this was an attempt to celebrate his life. they understand some of the occupancy restraints, and i think they're working on some strategies, including live streaming and other techniques to monitor attendance. commissioner buell: given the fact that the private service was overflowing as well, i think it is an indication that the sentiment of the community around that extraordinary man. thank you. >> any public comment on this item? please come forward. >> good morning, commissioners, general manager.

i thought i would come over this morning after thinking about mr. f. warren hellman after all the people talking highly of him. the mere thought highly of him. others talked very highly of him. hear i am, just try to talk a little bit about him. i never met him in person, but i had assignments were i would be on the drug task force, the mayor's office, and know about the free clinic. i was one of the students at uc berkeley, participated in drug abuse seminars training speed up that is why i kind of like the part about the free clinic, and being a native san franciscan, for a long time we have excessive amounts of drug problems in the county. i wanted to make note of mr. warren hellman's contribution to such a free clinic.

another clinical aspect is, i do not think that he is going to be remembered too much in a few years, so i was thinking maybe we can try to bring up something that has to do with his character. things like horseback, equestrian. when you had the name changed to hollow, and right away and thought about washington irving, sleepy hollow, i thought that somewhere along the line, we should be able to direct a very nice memorial for him, such as a horseman or have a plaque, something like that, because he contributed so much to the county of san francisco. with that said, i do not know whether or not it is doable. then i was playing a little bit on, would it be a headless horseman? some of the things that have been going on in a mclaren park over the past two weeks. two weeks ago to become one of the employees was served with a ticket which involved a $1,000 fine. the employee exploded and turned up at mclaren park at 10:00 in the morning in a fury and in pajamas. there was a lot of yelling, shouting, name-calling, and accusations. there were threats, including threats to life. the police were called. this employee does not want to accept responsibility for her own actions and accused of the people of causing the problem of talking. the crime was not that the law was broken. the crime was that the crime was found out. there is a perception in the area and among park users that this employee is close to the area manager. this would explain the cover-up which followed immediately. the local supervisor began a process of rooting out anybody

who was accused of talking. if you were accused, you are guilty and dealt with accordingly. one gardiner is being transferred out of the park, and one volunteered that has been working in the maintenance yard for two and half years, at the root quest of rec and park, was ordered to not return under the threat of arrest. san francisco animal care and control, san francisco animal welfare commission, and the san francisco spca try to protect the project on which she had been working, but the local supervisor just broke it up and seriously damaged the project. so it stands. the lawbreaker has been shouldered but not vindicated, and the innocent have been punished. commissioners, i have come to suggest, through management, to the general manager, that one way to avoid such further incidents is to nip it in the bud.

replace the area manager. i have known him for many years and have gotten along with them, but i think his authority has been compromised. that is one of the serious basis of all that has been going on in the park. the area manager is not part of the solution. please remit -- replace the area manager. thank you. commissioner buell: i would like to ask the general manager if we can get a report on this from his perspective privately in the future days or weeks. >> please come forward, richard. >> good morning again. i recently tried to address the issue of what animal " -- animal control welfare has done and the humane acquisition program, so what i am trying to look ahead is a the same type of issue.

i spoke of at the last commission. that it would be adopt versus a breeding. the commission has been talking about the sophistications, but one thing i never got too much of is, what are you going to do with the problem in san francisco county? to many animals, over excessive, that type of language. too many dogs, too many cats. so addressing the issue, they tried to speak with the commissioner, who is an officer with the dogs. he wanted to focus more on the problem, rather than just reading -- breeding mills. i wanted to try to bring in
