deferred maintenance projects and increase the project funding from the open space defined contingency reserve in an amount not to exceed $450,126. in july, your approved the use of the entire fiscal year 2011 that trundle 12 allocation through the open space on a contingency reserve which is allocated for annual preferred means to the replacement of the kezar pavilion gym floor and a correction of water intrusion problems. at that time of that commission action, we committed to come back to the commission with a more detailed project scope once it was known, falling excavation, investigation, and inspection of the sub-flooring condition and watertight integrity. over the past several months, in partnership with the contractor hy flooring, to his work on this

floor for the last 30 years, we have undertaken an in-depth inspection of the condition of the floor and excavated the south exterior. we have come up with the following findings. the water intrusion into the gym is calling the floor slats to warp and generate mold. water intrusion is caused by a broken roof system, leaking gutters, compromised integrity of this out a section of the pavilion group, which allows water to see into the walls, and a training system which is undersized for the amount of runoff water that must be diverted away from the pavilion exterior. the existing floor does not have a moisture protection barrier, and significantly, none can be installed at the replacement for replicates the existing floor design. this is due to the structural limitation that the existing two feet by four feet support dresses underneath that supports

the current floor. we found that those are actually embedded in the concrete sub-floor. that was the original pavilion design at the time, and they either have to be used or abandoned in place. additionally, the existing gym florez bill with two and one- quarter inch wide floorboards. the standard is for a narrow, one and one-half inch floorboard. this is the most dimensionally stable floorboard around, and it is less likely to cup or warp during the cold weather and the wet season. commissioners, as a result of these findings, we recommend that the scope of this deferred maintenance project be amended for the following vietor to waterproof the pavilion building foundation, install paid training system along the pavilion's south perimeter,

exterior. it drains into a new 10-inch pan drain line peter replace a 10- foot section of the existing drain line leading up to frederick street. repave the south perimeter what way and pave over the foundation planting strip for water in permeability, for water that would come down off the building exterior. reform the concrete steps. reroof the south roof section to replace the better system. once that work is done, on the the gym floor, replace it with a permaflex system, including a vapor there your installation. that floor system is recommended for the following reasons, it is the industry standard now for plate ability and durability. significantly, from the research we have done, there's no organization that currently would install the existing floor design today. the durability and strength of

the new floor would be able to support activities on the floor other than courts boards, such as a roller derby or other evens, not that we're recommending that, but it does happen. the new floor can be installed with the vapor guard, which will protect the floor from any water intrusion or humidity damage in the future. it is slightly less expensive than replicating and recreating the existing kesar for design. the prermaflex floor is now the stanford university field house. it is the floor system at the usf field house on golden gate, and the usf gym on the usf campus on parker. ahmadi the one in the tractor to the floor design is that it has

less inflexion. back in july, we said we would replace the current four because of its bouncy field. that is a necessary element of the floor design for durability and maintain ability. however, i would want to point out that the extraordinary degree of inflection or bounciness that the existing floor has has also been linked to increased at least injury. if you have been on the floor, you can dunk and that kind of thing. the balance of the floor is giving the player who is dunking, but for the other players, the floor is literally coming up, and that an increase injury because of that unplanned inflexion. you would anticipate a stable for, but it is literally coming

up while you're coming down. the estimated cost of the total cost and a detailed project scope for this entire scope that i have just described to you is $950,126. the detail on that entire program budget is in the attachment on your package broken out. previously, in july, your approved $500,000, which with the full deferred maintenance allocation. again, you allocated that with the provision that we may come back with a request for additional funds once we knew the true detailed project scope. as a result, we need an additional $450,126 to complete the scope by have described. the current fund balances in the open space contingency reserve are in the u.n. designated contingency, $1,191,289.

department. i have a bittersweet task today of presenting this item to the commission, and i am sure we're all aware, warren hellman passed away last year. the department has been working with don holiday and the long- term promoters and producers of the partly strictly bluegrass festival and hosting a celebration of warren hellman's in golden gate park next month, on february 19. obviously, this has been a fast- moving project over the last couple of weeks, and we have not been able to finalize all of the details. so we are presenting to you road closures and permits for two locations. both the hellman hollow and ocean beach parking lot. we are requesting that you approve both those closures and sound permit approvals. and delegating to the general manager, the final decision

making authority, and we will work with the celebration planners over the coming weeks to determine the final location. obviously in those conversations, we will be working with our operations staff and the fire department and police department and mta and all the relevant agencies to develop the proper id operating and site plans for the final location of the celebration. a word about the celebration itself, regardless of location. it is planned to feature many of the musicians who, over the last 11 years, have performed at the bluegrass festivals. the anticipated attendance is approximately 8000 people. we will obviously work with the promoter and police to ensure there're opprobrious security plans in place. there will be two stages for the

performers to perform, operating at alternating times. at any given time, there will be one stage program, and it will switch back and forth between the two stages. if the event were held in hellman hollow, which is obviously the preference of everybody, but unfortunately at that time of year, we're having even in the park and it can be challenging. the road closures would be portions of john f. kennedy drive, as well as overlooked and middle drive. the road closure would be the great highway vitrine fulton street and link in -- lincoln way. the sound permit will be between 11:00 a.m. and 5:00 p.m., with the sound check beginning at 10:00 a.m.

with that said, i am a available to any questions. commissioner bonilla: i take it this is going to be a public event. and if such, you're talking about attendance of 8000 individuals. how will you regulate or control who participates in this event? are there going to be tickets? are we looking at fees or will it be a free event, as usual? i am concerned, because i do not have that information about how the attendance will be regulated. >> absolutely. i think that this is one of the details that we're still working out. it is likely, due to the time of year that the event will be in a tent rather than open air, so

that will be one of the controlling mechanisms, the size of the tent. and it will certainly be free and open to the public. over the next few weeks, we will be working on developing a security plan that will allow for people to gain access to the site, an appropriate amount of people. i think that is a conversation we look forward to having with the police department. and should it be a tent facility, we will work with the fire department to make sure we are in compliance with code and make sure we're moving forward with a safe event. commissioner bonilla: yes, my main concern is that, because of the popularity of this event, we may say and anticipate that 8000 people will go, but the popularity of this type of event and the individual that we are honoring may create a

situation where we have a lot more attendance that we planned for, and that may cause problems for us. so i want to make sure that we really do get a good handle on that participation. >> we absolutely share that concern, and i think we have begun talking about a few various techniques to mitigate that. that is sending we will be paying a lot of attention to over the next few weeks. commissioner buell: commissioner bonilla raises some very valid points. we will keep the commission apprised of how this is moving. >> i think we could offer an update on the planning at the operations committee meeting. and a final update, if necessary, on february 16.

the family and the event producers -- obviously, this is a very emotional thing for them. they wanted to do something that was civic. there was a memorial for mr. hellman that was, although widely attended, it was a private memorial. this was an attempt to celebrate his life. they understand some of the occupancy restraints, and i think they're working on some strategies, including live streaming and other techniques to monitor attendance. commissioner buell: given the fact that the private service was overflowing as well, i think it is an indication that the sentiment of the community around that extraordinary man. thank you. >> any public comment on this item? please come forward. >> good morning, commissioners, general manager. i thought i would come over this

morning after thinking about mr. f. warren hellman after all the people talking highly of him. the mere thought highly of him. others talked very highly of him. hear i am, just try to talk a little bit about him. i never met him in person, but i had assignments were i would be on the drug task force, the mayor's office, and know about the free clinic. i was one of the students at uc berkeley, participated in drug abuse seminars training speed up that is why i kind of like the part about the free clinic, and being a native san franciscan, for a long time we have excessive amounts of drug problems in the county. i wanted to make note of mr. warren hellman's contribution to such a free clinic.

another clinical aspect is, i do not think that he is going to be remembered too much in a few years, so i was thinking maybe we can try to bring up something that has to do with his character. things like horseback, equestrian. when you had the name changed to hollow, and right away and thought about washington irving, sleepy hollow, i thought that somewhere along the line, we should be able to direct a very nice memorial for him, such as a horseman or have a plaque, something like that, because he contributed so much to the county of san francisco. with that said, i do not know whether or not it is doable. then i was playing a little bit on, would it be a headless horseman? been going on in a mclaren park over the past two weeks. two weeks ago to become one of the employees was served with a ticket which involved a $1,000 fine. the employee exploded and turned up at mclaren park at 10:00 in the morning in a fury and in pajamas. there was a lot of yelling, shouting, name-calling, and accusations. there were threats, including threats to life. the police were called. this employee does not want to accept responsibility for her own actions and accused of the people of causing the problem of talking. the crime was not that the law was broken. the crime was that the crime was found out. there is a perception in the area and among park users that this employee is close to the area manager. this would explain the cover-up which followed immediately. the local supervisor began a process of rooting out anybody who was accused of talking.

if you were accused, you are guilty and dealt with accordingly. one gardiner is being transferred out of the park, and one volunteered that has been working in the maintenance yard for two and half years, at the root quest of rec and park, was ordered to not return under the threat of arrest. san francisco animal care and control, san francisco animal welfare commission, and the san francisco spca try to protect the project on which she had been working, but the local supervisor just broke it up and seriously damaged the project. so it stands. the lawbreaker has been shouldered but not vindicated, and the innocent have been punished. commissioners, i have come to suggest, through management, to the general manager, that one way to avoid such further incidents is to nip it in the bud. replace the area manager.

i have known him for many years and have gotten along with them, but i think his authority has been compromised. that is one of the serious basis of all that has been going on in the park. the area manager is not part of the solution. please remit -- replace the area manager. thank you. commissioner buell: i would like to ask the general manager if we can get a report on this from his perspective privately in the future days or weeks. >> please come forward, richard. >> good morning again. i recently tried to address the issue of what animal " -- animal control welfare has done and the humane acquisition program, so what i am trying to look ahead is a the same type of issue. i spoke of at the last commission.

that it would be adopt versus a breeding. the commission has been talking about the sophistications, but one thing i never got too much of is, what are you going to do with the problem in san francisco county? to many animals, over excessive, that type of language. too many dogs, too many cats. so addressing the issue, they tried to speak with the commissioner, who is an officer with the dogs. he wanted to focus more on the problem, rather than just reading -- breeding mills. i wanted to try to bring in

paratransit is specialized transportation for seniors and people with disabilities who are unable to use the muni system. in san francisco, we're proud that we've had a paratransit program since 1978 long before it was mandated by the americans with disabilities act in 1990. san francisco is a unique city and our paratransit program reflects this. we have a network of services, including sf access van service, paratransit taxi, including wheelchair accessible ramp taxi and group van which serves groups of individuals going to a single location like a senior center. years because six years ago i had to start dialysis treatments at cpmc. so i'm very dependent on paratransit three times a week, coming and going.. my current driver is brian berquist.; he's just such a friendly, sort of a teddy bear kind of a guy. i don't know what it is about brian, but all of us old ladies want to feed brian.
