holiday weekend. and we were taking friday off. i didn't even notice this until sunday and i tried to get the word out to people. even more important, it is as the mayor's office and the redevelopment agency knew that this legislation was going to be coming forward and this oversight body was going to be -- every person that has commented on the trans bay terminal, hunters point, and i guess also treasure island, everyone that had contact information should have been immediately notified of this process so that we can have a real public hearing. i checked with other people that had comments on some of these developments. no one was notified, that is a serious problem.

we'll be lucky if we get a full public hearing on this. as to this oversight body itself, the key is that we need to -- we were told that we don't have to decide until may. we need to wait if least a month or until we can get some good public hearing on this body. i am sure a lot of people would rather have strong community representatives from the mission bay or bayview hunters point instead of a bunch of insiders. it is crucial and we have to have a full public hearing in and of itself. supervisor kim: is there any more public comment on this item? seeing none, public comment is now closed. i had a question about the public comment that was just made. were the pac's informed o

campos: i have a basic question for ms. young, and i appreciate the work that has been done around this. we talked earlier about the need to move quickly on the underlying resolution, so we do not lose any of the affordable housing assets that are at play here. in terms of actual action, what is the harm in waiting to partial the provide public process -- in waiting to provide public process? i wonder if you have any thoughts. >> from our perspective, the redevelopment agency is the agency that manages dozens if

not hundreds of contracts in any number of areas. those actions, to a large extent, need to be overseen by the bodies to which the agency is accountable. we feel very strongly that it is important for us to get past everyone with an oversight board. we want to make sure, in case there are critical decisions that need to be made with regards to the enforceable obligations outstanding, if those critical decisions need to be made before an oversight board, we are in a position to do that right away. we are at a critical juncture right now with regards to the redevelopment agency and the major -- the major projects and affordable housing pieces that fall within the jurisdiction. we do not want to jeopardize any of those by not being ready in terms of having to make decisions. that is why we are moving so

quickly on the oversight board and feel it is appropriate to do so. chairperson kim: thank you. are there other further comments? i do want to acknowledge some of the public anxiety concern over the haste the city is taking in regards to insuring redevelopment agency activities are transferred to a successor. i want to clarify there is still a lot left in that process of redevelopment that the public will be able to engage with the board of supervisors on. the oversight body will have a narrow jurisdiction over a narrow spectrum of projects that redevelopment currently does, around housing and the land use designation. we still have many other area plants where we have made promises to neighborhoods around economic development,

workforce development, and infrastructure needs that are not being addressed, either in the legislation that came to us at budget yesterday, or in the powers to the oversight board. given the narrow spectrum of authority that we are looking at today, if you feel comfortable moving this forward, i think it makes sense to do that by february 4. but i acknowledge it there are concerns of people wanting to understand what it is we are doing. i think what we are proposing is fairly complicated. the transfer of these authorities is not easy at all. i really would like to hear from members of the committee on how we would like to move forward with this item. supervisor campos: i do not know where the rest of my colleagues are. i think i understand what supervisor kim is saying, and

appreciate what mr. young is saying. my preference would be to continue this in committee. i think, however, if there is a desire by the majority to move it forward, i would ask, if that is where the rest of the committee is, that we do it without recommendation, not necessarily because of anything specific. clearly, you have ms. sesay, mr. lee, and mr. rahaim, who have stellar capabilities. but there is an overall question about the overall level of involvement by the community and whether or not as a matter of policy, notwithstanding the technical requirements, it makes sense for someone in the administration to be in this oversight body.

with respect to mr. muscat, not to say anything negative about the other nominees, i think that makes a great deal of sense. i think it is important for us to be collaborative in how we approach this. i do think my preference would be to continue. but if that is not where the rest of the committee is, i would certainly be ok with going forward without a recommendation. chairperson kim: i will say that i am calling a special rules committee meeting on january 26 to hear all the charter amendments that have been proposed by members of our board. we can send that forward as a report on j. newberry 31, which is the final vote for the resolution pending before budget committee. >> it is a resolution, so there will only be one reading.

the resolution is on the agenda for tuesday. supervisor farrell: i am kind of in the middle. i do not as a surly have a strong opinion one way or another. i will say the nominees here are three of my favorite people i have encountered in city government, in multiple capacities. if that works for you, absolutely get the discussion and dialogue. why don't we move forward without recommendation? we can hear it at the full board, if that becomes an issue. i think i am going to be very comfortable appointing these, moving forward. however, and get the discussion. at this point, i would be comfortable doing that. i would make that motion. supervisor campos: i am ok with that. i would support that. one thing i would say again -- it is nothing against the individuals. there are some of my favorite people in city government, and we have worked very well

together. but we all that discussion -- in some cases, there is a benefit to having that discussion at the full board. these are issues that impact the entire city. it makes sense, in some respects, that something like this is discussed by all 11 supervisors, not just the three of us here. i would look into the issue of the authority of this oversight body. even though the powers are prescribed by state law, the resolution does go beyond what state law provides. there are good reasons for that, but we need to make sure we talk about that. the second point is the level of involvement by the community's that have been part of redevelopment and have been impacted by redevelopment, making sure that we have a full discussion on that, including a

discussion that not only books at the powers and the authority, but also the makeup of the body relative to the community. i think that having that discussion at the full board makes sense. i would encourage all of us to make sure that we spread the word that this is taking place. the more people that know, the better. chairperson kim: thank you for those comments. i definitely agree. i hope all of our projects are informed. stakeholders for these three area plants -- i believe they have been out reached to. i want to thank mr. lee, mr. rahaim, and mr. muscat for being here. i thank you for your service to the city. one of the reasons i feel comfortable with this is your technical expertise, versus may

be some of the politics that can go behind the oversight bodies. i do completely understand the anxiety in questions of the members of the public have. i want to respect that. unfortunately, we have a state deadline. i do think we need to report the best we can. i have been briefed on a daily basis on redevelopment, so i am comfortable moving forward, having a clear understanding of what i think this oversight body will have the authority to do. i think we should have a larger discussion at the full board. i am almost certain that other members of this board and will want to discuss this. supervisor campos: i want to thank the mayor's office and mr. young. i know a lot of work had to be put together to come here. i appreciate that, and i look forward to working with you as this matter moves forward. chairperson kim: thank everyone

for working so quickly on this. i know there were weekends and nights spent on this. there were moves toward protecting affordable housing in the city. one of our priorities here is insuring more residents can afford to live here in san francisco. prior to that, there are a number of amendments the mayor's office would like to make on the motion to clarify that these appointments become effective only upon appointment of a supervising body. do we have a motion to move these appointments forward without recommendation, as a committee report? we have that motion in a second. we can do that without opposition. can you please call item no. 5? >> item number 6, hearing to consider appointing one member,

>> welcome to today's event. this is the 15th anniversary, celebrating the chinese lunar new year. the lunar new year is a 14-year cycle. this year is the year of the dragon. i would like to introduce and acknowledge some guests today. first off, mayor ed lee. [applause] police chief sur and the command staff of the police department. [applause] president of the board of

supervisors, david chiu. [applause] server book -- supervisor eric mar. [applause] police commissioner angela chan. [applause] president of the police commission, thomas mazuko. [applause] representing san francisco state, our host today, the program director, irena. [applause] i would be remiss if i did not mention in david chan, who really is the glue that put this all together. [applause] robert from the department of adult probation and parole. [applause] do we have a representative from the chinese chamber today? thank you for being here today. [applause]

>> testing, ok. thank you, everyone, for coming today. i am very enthusiastic about -- this microphone. [laughter] and about joining with all these people behind me, our board, our chief, our commissioners, all of our community partners. this is an opportunity as we begin the new lunar new year to signal a very important program that was adopted many years ago but that has been growing year after year. and that is a relationship with our community. i and lunar new year, what we have seen in the past is that, you know, things happen, some criminal activities might occur because of the prosperity and

the success of the lunar new year, and we have had to always be reactive. the chief and die and the commission, we know, working with community programs, and our family associations are also here, and the merchants, and if we are ahead of it, we will continue this fantastic record that our chief is really helping us do, and that is lower the crime rate. we have been successful. in fact, this year we are down 6% in our overall crime. and we want to keep it that way and keep the statistics from ever overwhelming us. one of the most important things that we can do in evens like this that last for a good amount of time is work with our public safety officers and all of their efforts in making sure that everyone is safe, they all enjoyed the prosperity this event offers, and that we be competent in the way that we

carry this out. so i want to signal, with the support of our supervisors, commissioners, and police officers on the ground -- there are many of them here but you will see them a lot. if anything, our officers enjoy our new year's here in san francisco. they enjoy being part of it. they also enjoy helping our residents, whether they're seniors, kids, or merchants in chinatown, to make sure that they enjoy every aspect of this. i know, working in the past in all the other positions that i have had, that sometimes people, particularly in the chinese community, consider something or they say that somebody is asking for some money and they asked for it or they actually probably did not use the word extort, but they did things that were not appropriate. and it was a hassle for people

to report it. but, at the same time, what they did not realize, one thing leads to the other. one incident leads to the other. suddenly, you have an accepted practice that is not acceptable to anybody. we want to make sure that does not happen. and it continues that there is a trust built with our police department, with community leaders on the ground that say no one is going to take advantage of a senior or of a kid who has a red envelope or the merchants who are just trying to enjoy and be prosperous like everyone else. that will not be tolerated. we will work very closely to make sure that the lunar new year ended attendees are enjoyed by the full list, by everybody, and no one takes advantage of the situation. i also recognize george gascón, our new district attorney. thank you for being here to help us celebrate this new year. we're here at the gate and

chinatown. we are here to signal that our lunar year, the year of the dragon, will be enjoyed by everybody without exception, and that everyone should feel safe. but also that, you know, there is education. if there is anything that they are teaching us, it is to prevent ourselves from being victims. so that there is less problems for everybody and that we recognize that the greatest hassle is for us to be victims of circumstances that we could actually prevent. so, watching out for each other, working with our officers, knowing that there is a great captain at our local police station that has command of everybody here that is competent, can speak different languages, that can get to any signal that there is something that is wrong is going on. and then, most importantly, that we do celebrate this wonderful occasion in the most positive

way with everybody. we want people to come into our city and come to chinatown. come into all the chinatowns in san francisco, including this great one here, and celebrate with us and be very positive about it and make sure there is no hesitation that our safety and the safety of everybody here is our number one concern. and we keep that as the highest priority. as to celebrate all the different divisions, we want to signal that we have a very close knit family of everybody working together, sharing information, sharing our knowledge and our successes, from our youth to our seniors to everybody in between, and to all of our merchants. i want to make sure it happens in that we celebrate it. success to everyone. thank you to everyone in our official city family for coming together and being part of this very culturally, successful, happy time.

happy chinese lunar new year. [speaks foreign language] [applause] >> thank you, mayor lee. my next speaker is an honor to introduce, chief of police, greg sur. [applause] >> thank you. first of all, i want to echo what the mayor said and wish everyone a happy new year. i am told that the year of the dragon is the luckiest year. so, here we go. with a little bit of luck, we can follow up on last year. crime was down last year, violent crime, and we want to keep that trend going. the crimes that surrounded the lunar new year last year were down over 50%. we have 11 reports of extortion in 2010, and we only had five reported from the gang task force. it would be great if this year, the year of the dragon, we have none. we can do that through cooperation, working together, and everyone giving us the information we need to make sure everyone is safe and no one has

to give up anything that works so hard for. when that language assistance available. if anyone speak another language from english. many, many languages are represented. please, please, use these resources to work with the police department. be as a community. we are all in this together. it's at the very safest year of the dragon as we can.
