page response to a half-page complaint. what is insulting to myself, they have arguments that even the deputy city attorney would say are idiotic. they say the task force has a right to refer complaints to the ethics commission for hearing, but they deny their ability to hold a hearing to determine that it needs to be referred. the city are not responsible for following the law because they had this exemption or that exemption. it is 143 pages of evasion, obfuscations, and i was glad last night to attend the public televising of the ethics commission, confronted by all of the people that were denied hearings. unfortunately, i have a very ugly case of domestic violence in 2004. i feel that i was put in jail. i was also poisoned. i was put in the city of san francisco for one year. going back to domestic violence, it seems to be the case for the sheriff's today. that is news for me, but i do not have comments about that issue. my issue is with the san francisco police department. i want you to listen to what i have to say today. every place where i go, i always feel the presence of the san francisco police department. on friday, around 3:50 p.m., when i was in the part in mission, i heard the peculiar noise of the police car. with that in mind, i stopped. i did not see any cars. i proceed walking.

members of the board. my name is david carey. there have been discussions about the san francisco elections about the final round. but the success and legitimacy of an election is not just based on how it handles the final two candidates, but on how it handles the entire contest. having some kind of majority in the final round is a questionable value if the best candidate does not make it to the final round, or you cannot demonstrate that happens. a plurality creates a wasted vote, which were not allowed to help determine the winner. it prevents keep voters from fully participating in the election of representatives. plurality primaries have and will again regularly created more wasted votes, or past san
