the person who has 8 dogs can do in taking care of them. that is a controversial statement because there are many people that walk dogs in high numbers and feel they have a competency in doing that and a lot of them probably do. i think that we have a lot of impact that we see on a daily basis. a daily basis, when i walk my kids to school and we have to avoid where we stop all around the playground. we have a problem in this city. i don't think that this number of dogs per walker is really a good redress. supervisor wiener: i appreciate your remarks since the beginning of this debate. we have never had regulations. i think it makes sense to come up with the most restrictive that take place but i understand and respect your point of view. there is a very small amendment

that i need to make that resulted from an oversight on my part in committee. when we amended the legislation to reduce it, this is section 39.07. this is page seven, line four. it currently states that the permit he may not walk at one time more than 8 dogs per consideration. the words for consideration should be stricken because this is intended to be a hard cap. that was inadvertently left in there during land use. i have consulted with the city attorney and i have seen this in the first reading. president chiu: key supervisor

money was going to be used and allocated. the appropriation, 74 $7 million, it did not say how much it was going for any particular place field. -- the appropriation for $7.7 million. there is some controversy about one of the place feels. we would do our due diligence to see more detail before deciding on the appropriation and spending. it does not hold up. that is imbedded in this ordinance. it gives us the oversight to release those funds when we have a plan about how those will be spent. i think that that is just the board of supervisors during its due diligence and responding to some consent of the public in terms of what is the best use of our play fields. i think that that is something that we have the responsibility to pursue as members of the board of supervisors and we will

million. supervisor avalos: i would like to ask someone from the department of public works to come up. >> thank you. i am supportive of this item. i wanted to get some information for the benefit of members of the public who are aware they supported a straight bond in this past election and there are a number of questions i have received as i am sure many supervisors have received. i was wondering if you could give us some information about the process that you are following for deciding what streets become priorities and the timing of those repaving.

there are streets like mission street and others that are of real concern in terms of the condition of the street. just for the benefit of the public, if you could say a little bit about that. >> as everybody remembers and anybody who drives on the streets knows, about half of all the streets, the block segments in san francisco are candidates for repaving. with this general obligation bond, we were only able to do a fraction. this is a 15 or 20 year program. there are streets that we would like to paid immediately but we

are not going to able to get to them. -- pave immediately but we will not able to get to them. this has been discussed about a series of things we look at in order to make sure come in order to choose the streets. the number one issue is we want to make sure that we have utility clearances, primarily from the sewers and so we are coordinating through our five- year plan with the puc to make sure that no street that we repave is within the next five years going to be cut into or dug up again either by the puc, pg&e or the telecoms or those kinds of things. we're looking to balance the second issue we look at. we want to do a variety of different treatments. some of the streets need major repair. the base underneath is damaged.

they're very expensive. and so we want to address some of those streets but we want to address streets that are on the verge of falling apart when they are much cheaper. that is a major criteria. we look at many rights and bicycle routes and we give priority to those routes because safety issues and comfort of our transit riders in the city. and we look at the geographic equity. as you look at the maps that we show what the candidates are, we are doing arterials, collectors, residential streets for every district. all this is part of our five- year plan, this criteria has already been applied to streets and so candidates when the bond was proposed, we had maps on our

website and all during the campaign when we were -- when people were inquiring asking this question, we were able to point to this maps and that is the criteria we used. >> for members of the public who have an opinion about whether or not a specific street in the neighborhood or district is a priority, what is the process that -- how can they have their feedback heard, if you will? >> one of the criteria i did not mention, there are streets we mr. all this. we have 850 miles of streets in the city. we do take complaints about certain streets and if there are safety issues or certain needs, we send inspectors out. and there is room in the program for adding streets from time to

time. people can call 311, they can contact the dpw director's office or the bureau of engineering. all these complaints are treated in the same way. we encourage people to let us know. >> i am sure that district 9 will be a priority. that is why i make sure we are equitable and how we allocate those resources. every president has an opportunity to be heard. thank you very much. >> thank you. supervisor wiener: just backing up a bit. i hope the can remind ourselves how exciting this is. we have not been able to pass a straight -- streets bond in san francisco for decades. they keep failing.

supervisor campos and i had a meeting and our colleagues who were elected in parts of the bay area were just asking us how did you do it? i have not been able to do it. this is amazing that we have this funding. not as much as we like. we're going to be able to get a lot of great work done with this bond. i also -- i know that dpw will coordinate well with other agencies including mta. there are projects we want to do and coordinate with dpw. there's a lot of synergy we can create among the departments for coordination. supervisor avalos: i want to thank the voters for approving this. supervisor wiener did a lot of work to see this go through. thank you for that effort. a lot of benefits to this measure. one of the things i want to know

meeting on thursday, january 19. board without recommendation. a motion confirming the mayor's apartmentappointments to the redevelopment successor agency supervisor board. supervisor kim: thank you for being so assertive on moving our agenda for. i also want to take a moment to thank you for your support in considering this item so quickly. i also want to knowledge the members that sit on the finance and rules committee. i heard your comments and heard comments from the public. i am proposing some amendments to address some of the comments and concerns we have heard from many of you. that is pretty exciting. as i mentioned last week, the recent supreme court decision to dissolve the redevelopment agency has had a significant impact on san francisco and a severe impact on communities

such as district 10 and district 6. the resolution before you today does a number of things which are necessary for the city to comply with the supreme court's ruling as well as to allow the city to continue to implement a redevelopment projects that will continue. this does five simple things. it transfers the redevelopment agency affordable assets to the mayor's office. it also transfers the redevelopment agency's non- housing assets to the departments of the city and administrative services. it provides for the required payments of enforceable obligations to a successor entity. it authorizes and new oversight board which is required by the state legislation to oversee the fiscal management and assets of the former redevelopment agency including issuing new bonds to -- and to exercise land use authority for projects that will

continue. it removes the redevelopment authority from the treasure island development of -- authority. as a result of issues raised on both committee meetings, i also have a number of men -- amendments for which many of your -- i have provided copies. there are four amendments. to clarify that land use is granted to the oversight board consistent with the previous authority granted by the board of supervisors and redevelopment commission. second, clarifying the board of supervisors will still need to approve any amendments to the redevelopment plan. acknowledging, third, i need to work with the agency staff and labor representatives through this transition and fourth, establishing term limits for members of the oversight board so we can -- we will have an opportunity to ensure a diverse

representation and expertise among our board members. as we begin to work through the impact of the supreme court ruling, it is essential that we have a centralized entity that is responsible for implementing these projects that can be accountable to the state. as i mentioned previously and i know that supervisor kim is in support of this, she has stated we have of very short amount of time to complete these actions and to form an oversight board. in fact, the state has asked the city to -- and the oversight board to finalize a schedule of enforceable obligations by february 4. however, this is only the beginning of the process for this transition. there will be continued discussion with the public members and members of the board in the coming months as we begin to move forward with this new structure. thank you for your support and

consideration on this item. the city attorney's office is here to answer any questions and we also have staff members as well to answer any questions. thank you. president chiu: you have offered an amendment for items 25 and item 34. supervisor chucohen: there are number of changes. adding a two-year term for john ram, director of the planning department and bob muscat and a four year term for the director of prominent -- public finance. in addition, a clause has been included to stipulate these appointees will be effective

once the resolution creating oversight board is adopted and signed. also as a mentioned earlier, we are under a limited time from by which the city needs to form this board. additionally, all the members that the mayor has selected are exceptionally qualified and fully vetted. given the short time frame and the technical nature of the board and the board's obligation i am comfortable with these appointees that they will be able to make decisions necessary to keep the project moving forward. additionally, with the inclusion of staggering terms, we will be able to ensure that there is ample opportunity to include representation from the affected communities. thank you. that is it from b president chiu:. -- that is it from me. president chiu: is there a second?

why don't we have discussion on the amendments? can we take this without objection? without objection, that shall be the case. supervisor campos: let me begin by thanking supervisor cohen and her staff for all the work they have done on this item which is a very important and significant item. i also want to thank the mayor's office for all the work that they have done. i see malcolm young who is here and i had a couple of questions i raised at the rules committee. not so much with respect to the underlying resolution, because as was noted during that meeting, our hands are tied in terms of what we can do and even the time when we have to follow. we want to take action. we want to make sure that the affordable housing assets are transferred.

the concern had to do more with the oversight body and the makeup of that body. and between the time of that meeting and this meeting, i have had an opportunity to speak to a number of members of the community who have been working on this and who are impacted by this. i think that the changes that have been introduced by supervisor cohen are very good changes that address those concerns. i appreciate the response of this with which the supervisor cohen's office approach this as well as the mayor's office. i think that what we have before us is something that strikes the right balance and i will be supporting the amendments. i know that beside supervisor cohen, a number of colleagues including supervisor olague have spent time thinking about this. i want to thank them. the last thing i would say though is that it is important that this board of supervisors

continued to be watchful as we go forward. one of the things i like about the amendments, especially with the inclusion of term limits and staggered terms is it allows us to look back and see how things are going. the redevelopment agency played an important role in the lives of so many communities and i think the four individuals the mayor has appointed are individuals who bring a very unique expertise. i know that they will go out of their way to reach out to the community where that is needed. we need to be mindful that i know we will continue to be involved. i want to thank everyone involved in the mayor's office and supervisor cohen's office and i will be happy to support this. >>
