supervisor kim: i needed all the first five names. monday, james, linda, events, and ramon. we will begin with two minutes. we have a number of speakers, so please be brief. if somebody has already articulated a point that has already been made, a kind of say ditto. thank you, reverend. >> madam chair, members of the committee, all of these personalities from all walks of life came here this afternoon to speak affirmatively to the mayor's nomination of ms. kelley, because she embodies seven attributes. first of all, she is educated. trained and at the best institutions of learning.

secondly, she has had exposure to the best practices of administration in city government could issue has acquired it from observing other cities across this nation. third, she has experience. four, she is of such ethical behavior that in all of her practices commission will not exclude anybody. all will mean all. we live in a city where, unfortunately, some folks have been excluded. next, she will be excellent. she has proven that in her present office. next, i would like to remind you that she will be efficient, and what she says she will do, she will do it. it will be done with dispatch. and finally, she has the energy

to do it. these are the seven attributes, and in hebrew numerology, the number 7 means completeness, totality, fulfillment, the total thing, and you cannot fail with the approval of ms. naomi kelly. i invite your support of her. such an amazing thing, and i am here with the perspective of a collie, a fellow department- head, but also as someone who is here on the first day that the omi came in to the city as a college graduate, and it has been such an amazing experience to watch her grow through the city's own policies and practices, to now be a mother of two taking on the top job, the top-appointed job in the city of san francisco. and one of the comments she made is how important it is that that legacy move forward for the next generation, her generation of children, and i cannot be more proud of her, and she is someone who knows how to do it because she has done it herself. so i sincerely hope you will confirm her nomination today. thank you. >> good afternoon, supervisors. vince courtney, here on behalf of ramon hernandez and oscar

dilatory, laborers union. 30,000 members in northern california. 3000 members in san francisco, the majority of which live in our communities here today. it is with great enthusiasm that we are here today. we are excited about the tone of this administration. we clearly support ms. kelly, i think the best words to describe the labor position is that we are absolutely fired up for her. please move her forward. [applause] supervisor kim: thank you. >> good afternoon, supervisors. monday -- a sudden the from bayview/hunters point community. this is a great day for nato mike kelly -- nighy ahmadinejad kelly and her family. we have over-representation of all the people in san francisco from the african-american community, asian american committee, hispanic committee, rights, labor, they are all

represented. it is highly unusual to have the kind of confirmation and to have everybody come out. this is a testament to naomi kelly and the excellent work she has done in san francisco. i first met her almost over a decade ago when she was working with robinson. as supervisor campos said, she's not only responsive, she's very innovative. when i served on the human rights commission, the issues of prompt payments and giving assets to small businesses, she is the one we had to work with, and she did very well. i think, because of her efforts, this city today hess innovative programs that will be implemenshe knows san franciscoy well. there is no question that her relationship with the broad section of san francisco is going to come through. so we are very proud to be here.

we have a fine person, and thank you mayor lee for appointing her. thank you for your support. supervisor kim: thank you. >> board members, today is a special day. to date is a day -- today it is a day that san francisco has moved to one of the most important positions. not only that, many years ago we had a mayor, willie brown, who became the first major of color. we now already have two mayors of color. san francisco is a progressive town, and someday we will

probably have all of our ethnicities, you know, represent us as mayors and other key positions. but today is a first. this will be the first african american, not just african- americans, but african-american women to hold such an esteemed position. this is the lady that will carry our city, that will hold our city accountable, that will make our city richard, that will make our city better. i do not have a whole lot of words to say about her qualities, because i know you all know what naomi's qualities are. unquestionable. [bell rings] i want to thank the mayor for making the nomination, and i ask that you will support something

thank you. supervisor kim: thank you, mr. hernandez. >> good afternoon, a board of supervisors. my name is sulu palego, here to represent the pacific-islanders. i have had the pleasure of working with naomi kelly for the last 12 years, and she has always been very available to the samoan community, a little community that gets lost until there is a program. the committee in the southeast corridor and throughout the city. she has reached out and work with us. i know that supervisor campos talked a little bit about the population but i am here to say she has not only dealt with the known population, but the hidden population. that is us, and we're really blessed today to be here to support her. being a chief in my community, i can speak for all my people in saying to you, she is strong in the person we would like to see as the city manager peter thank

you for your time. supervisor kim: thank you. >> hello, and terry is so with the laborers local 261. i am excited, awful, and i pray that naomi kelly becomes the first female administrator. thank you. >> david with local 261 peter just want to reiterate what my brothers and sisters said. we adamantly support naomi kelly's confirmation for city administrator. as one of the few unions that supported the local hiring ordinance, i had the opportunity to sit down with her. we talked about how we can implement this ordinance. and she gets it. she understands. not only does she understand ordinances like this and powering and elevating communities, but she is sensitive to the fact that the

union's view with regard to hiring procedures and everything. so it was a pleasure. i look forward to working with her in the future. thank you. supervisor kim: thank you. >> good afternoon, supervisors. my name is larry, and i am not with local 261. [laughter] i am on the board of directors of the booker t. washington center. and our community is very excited about the nomination of naomi kelly. as a native san franciscan at the grew up in this town also, to see a woman and an african- american woman rise to the level of being the chief administrative officer of the city is just huge. it is not just huge for the african-american community. it is huge for the city as a whole. she is, i think, more than

qualified for the position. i hope you approve this nomination. thank you. supervisor kim: thank you, mr. griffin. >> good afternoon, supervisors, and happy new year's to those of you have not seen it. i am dr. annette shelton, vice president of the san francisco branch naacp. i am a member of the ingleside community. as a member of the ingleside community and a business owner, having a business in that area 40 years, i am here to ask you to confirm naomi kelly as city administrator. naomi kelly has proven that she is an asset to the city and county of san francisco, and i know she will continue to do so. so thank you for confirming her, and remember, when you do right, you cannot be wrong. thank you. supervisor kim: thank you, dr.

shelton. next, richard, gus, shelly bell. i think this is al williams. and tiffany. >> i do not know why i walked all the way i run. so the vice president of the i.t. chapter for local 21. when i worked with naomi kelly as a purchaser, we had some issues aboutomputer store was being used for personal services in i.t. we went to ms. kelly. she listened to us, worked with us, addressed the issues, and gave as mechanisms to review. the use of the computer store for personal services. she was very insightful, understood our problems, i think she would be terrific as the

city administrator. thank you. supervisor kim: thank you. >> supervisors, my name is gus, president of the i.t. chapter, local 21. as richard said, we had the opportunity to work with naomi kelly a number of times on contracting and purchasing issues. she was great to work with. i also had the opportunity to work with her on something called the union city partnership, which was a working group that looked to fight a collaborative way to find savings for the city. i found her to be someone who knew how to listen and listening to new ideas. it was always accessible and willing to try something new. so we support her 100%. thank you very much. supervisor kim: thank you. >> good afternoon. i am shelly. i want to address and then that was only briefly mentioned in

some of the comments about naomi kelly, and that really is hurt empathy and understanding of the needs of all people in that the city. i am working with her now on a project with oxfam to talk about hunger in the world but mostly in this city. she is working with the schools in working with several organizations. this is in addition to all the things you have heard people here say. she understands the connection of family to business and having successful lives. i just wanted to make sure that we kind of highlight, again, the fact that as she does her daily jobs as it relates to the business and the business of the city, she is also thinking about the needs and concerns of the families that are counting on us to run the city on their behalf. so i strongly support naomi kelly. i know that, from our poorest child to our richest resident, they will give consideration,

and i hope she will get your nomination. thank you. supervisor kim: thank you, ms. bell. >> good afternoon peter i am president of the san francisco african american historical and cultural society. i am delighted to be here this afternoon on behalf of the society to express our unqualified support for this nomination and to encourage you to move it forward. and to be sure that naomi kelly does become the city administrator. we had the privilege of working with naomi kelly and then- administrator ed lee for the adoption of the slavery disclosure ordinance that the board adopted several years ago. we were extraordinarily impressed with her energy, commitment, dedication, and the hard work she put inducing that that ordinance was effectively implemented. the theme for the 2012 black history month, which will occur

next week is black women in american history and culture, so it is highly inappropriate that this nomination occur during this time. the society had the foresight of providing ms. naomi kelly to be our keynote speaker on that occasion, and she will be our keynote speaker next friday at noon here at city hall, and we encourage all of you to come out and listen to her words of wisdom on the subject. we encourage you to move this nomination forward. we fully support it. thank you very much. supervisor kim: thank you. next, we have ace, rosario, inga, shamen, and we will take ms. bree. >> executive director of the african-american art and culture complex. thank you for this opportunity. i have known naomi kelly from

when i first started as an intern in the mayor's office. we're pretty much the same age. in our early 20's, i was an intern. she was the liaison for district 5. she was this incredible force to be reckoned with at that time. that is why this is so appropriate, for someone like her who has demonstrated her ability as early on that she is capable, qualified, committed. she is involved with the community, and she does so much to help people, but she does it very quietly, in addition to making sure that she dots the i's and crosses the t's. we cannot have a better candidate for this position. i am proud of all the work she has done. she has been an incredible mentor, even though, like i said, we're the same age. she has been a great example, a great mentor, and a great

friend to me. i think she deserves this. thank you for this opportunity. supervisor kim: thank you. >> ladies and gentlemen, it keeps me great honor to come here for something a support totally, 100% pure i am tickled black, not pink, that she's going to be our ceo. let me say this for the record, this is the most important position in the city and county that oversees a lot of the department heads. that has to be accountable to the mayor. also, we are in this stage of the african-american out migration report. well, she will be over that peter i am so happy about that peter because we have someone that has the ability and the qualifications to deal with all the department heads, making sure that they're here, too. i want to say congratulations i have been in her office recently. she said, ace, you're the only person that has been in my

office this many times but she has done a lot of things. thank you very much. thank you much. i have been put out of so many offices here at silly hall. but maybe you can help change it back to city hall, because right now it is silly hall. i have been trying to tell you because i have been up and in it. i am happy to see that we have someone on top that will represent the whole san francisco, as well as the african-american. i would just like to say to a very much. ed, where you are listening, this is a wonderful selection peter i am so happy to see african-americans in the chambers here. thank you. supervisor kim: thank you. >> good afternoon, supervisors. i am and native san franciscan, resident here in san francisco, executive director of your own community developers in the southeast sector. i definitely wanted to come and state publicly my support of the nomination and confirmation of ms. naomi kelly for city administrator. having the opportunity to work with her over this past year as the executive director at ycd, i have come to understand the issues very receptive. she is available, and she makes the time to sit down and have the conversations that need to be head so that we can move our community forward. i am proud of the fact that she is a woman in this is something that is groundbreaking for my city, and i really appreciate

mayor lee for this appointment. i just wanted to express my support and just say that i hope that you move this confirmation forward. thank you. supervisor kim: thank you, mr. walton. >> good afternoon, supervisors. i am businessman in the western addition, fillmore. i am also a member of the african american democratic club peter i am here to support the nomination of naomi kelly and also make sure that the african- american democratic club's endorsement is known. the mayor has selected a character with three qualities, in my opinion. i have known her for the last three administrations. i think he pick someone that has incredible skills and managerial abilities. he picked someone that has an ability of political leadership and somebody who has a full understanding of diplomacy.

and that requires, in my mind, honor. i am one person that i have to be honest, i did not vote for the current mayor. but to know that he could see and select someone kibble, not because she is black, but to see to it that he looked selected someone like naomi kelly, he can depend on, he can count on the next sittime around. an excellent professional selection. thank you very much. supervisor kim: thank you. that is it for the speaker cards. if you would like to come up and speak on behalf of ms. naomi kelly, come on up. mr. yepp. >> good afternoon. douglas yepp, a native san franciscan, living here 59 years. i would like to speak in support of this nomination. it makes me feel good when you see people with real ability get

appointed here in city hall. i would also like to thank everyone sitting here, because i think when there is full participation in whatever happens in city hall, there will be an eventual end of nepotism and true evil administrators will take over here at city hall, so this is a perfect example where there are so many watchful eyes here at city hall that only the besable will be appointed. i do thank mayor lee for this nomination. i also think he should follow up by doing the right thing and staying neutral in this sheriff debate. people must be judged fairly on their abilities, and please, no more cronyism. the only way to is he going to end is when we have full hearings, like today, and like for gao across the hallway. this way there will be no more

nepotism in san francisco and everybody, and i mean everybody, will be treated fairly. thank you. supervisor kim: thank you, mr. yepp. >> good afternoon. my name is beatrice jackson henry. and i totally support naomi kelly. i have known her. i have forced her grow up, become a young lady, mother, married and all that. i would also like to congratulate her mother, maria. she had an awful lot to do with that. [applause] supervisor kim: thank you. >> thank you. reverend arnold townshend. enough has been said, and i hate to trouble you. but i wanted to point out one thing. as we move into a new administration, new supervisors on the board, obviously we come with hopefulness and optimism that there will be some changes

in the city. in the city where we have lost close to somewhere near 100,000 african-americans in the last 15 or 20 years, it is absolutely urgent if we're going to talk about changing that that that change begins at the top of the first thing you have got to do is change the image of san francisco. you may not know this. i know where you travel, you run into people that want to live in san francisco. when we travel as african- americans, we do not hear that a lot. when i have gone places to preach or to conferences -- i have some creatures here that can agree. when people ask where i am from and i say san francisco, i do not have anyone telling me, ooh, i would love to live there. it is the reality of where this city has come to when it comes to its african-american citizens. obviously, he appointed someone who is absolutely competent, but also the fact she is african- american, and i know that was taken into consideration, it

suggests that perhaps we're going to start looking at things a little differently in this town and make the kind of adjustments in this city that will make a difference to the african-american citizens, and people can start looking to this with optimism as well. thank you. i know you're going to do the right thing. supervisor kim: thank you, reverend thompson. thank you for being here. >> good afternoon. my name is catherine sneed, at their work for the san francisco sheriff's department and director of the garden project peter i am here today, like so many people, to say that naomi kelly has made a big difference to young people. i brought three people who naomi kelly brought to me. i would love for them to step over to me, please.

what naomi kelly did is probably what she does all the time. i have never met her before. but she called. she said that she had some young people who had not been able to get in a job-training program, because they were full. she said, i have some young men -- this is charles, demarieh, and jeremy. she said that these young men worked really hard and impressed me. it impressed me that this person would make this effort for these young people. at the half to tell you, jeremy held this to the four miles of road at hetch hetchy. he has been a real asset to the team. demarieh as been working very hard to get his diploma. charles is getting his driver's license. naomi kelly believe in them. this is a real statement of where we're g
