campos. supervisor mar? supervisor mar: thank you, madam clerk. colleagues, and of a number of items, and the first is about the economic impact on the music industry. san francisco has an incredible music legacy. some of the artists who are here are one of the reasons i came to the city and many tourists come, and many of us live here. a part of the attraction is the difference styles of music which the right here. my resolution that is coming up, item 31, that reference is the national academy of recording arts, their decision to eliminate from the grammy awards 31 music categories was driven by a concern expressed to me by many musicians who felt that many working artists, especially many of our neighborhoods are overlooked, and their cultural styles are not respected to the value they bring to the neighborhoods and the city, so this decision puts

their economic livelihood kind of on shaky ground, though i am withdrawing item 31 later, and i will explain that in a moment, the issue is how we as a city can support all sectors of the music industry in the tough economic times that remain. so i am calling today for a hearing with the support of our president, supervisor david chiu, and i hope i can get supervisors kim and wiener, but this is in the land use and economic development committee about the role they play as an economic driver in san francisco and what the city can do to support local artists, menus, and others. since i brought the issue of the upcoming resolution that we will hear in a moment, i just wanted to set that i have been working with a number of local musicians and arts commissioners, and i

have been in discussions also with the national academy of arts and sciences, and the director of the recording academy, as well, but it has been a good process to understand our local artists and how they are struggling today. i just want to add that while i am supportive of other resolutions that we have before us, or, for cybill, on today's agenda, we have the obama summer jobs. resolution, or a resolution on the supreme court decision of the right for corporations, or a resolution from last week's in support of a restaurant, i think that the grammys resolution was a very important issue, but it was a distraction from many of our other issues that i and the other colleagues are working on, but i wanted to thank the introductions to think a jazz artist in another and also world renowned artists, like carlos fontenot -- santana, herbie

hancock, paul simon, and many others, and arts groups that happen working for diversity in the grammys and throughout the music industry. i am also appreciative that various leaders in the san francisco music industry, like michael wiener, and others, they have come to the conclusion that serious issues raised in the resolution could be addressed in a more comprehensive matter, so that is why i am calling for the hearing today, and i would appreciate support from my colleagues. thank you. the rest, i will submit. secretary: thank you, supervisor mar. supervisor olague? supervisor olague: supervisors mar and campos are co-sponsors for this. for the unified school district and the board of trustees to

report on the status and progress of current carrier technology education and vocational programs focusing on student job readiness. we would like to explore more partnerships with the city and other private agencies to supporting the ongoing work to ensure that our young people are prepared for the work force and are adults, i believe, as well. -- and our adults. i am also calling for a hearing on shovels and buses. the san francisco municipal transportation authority and the san francisco police department regarding impacts and suggestions to mitigate destruction of commercial tour buses and shuttles, and then finally, i have a couple of in memoriam mentions. one, i would like us to close this meeting in memory of susan and dr. robert, dedicated members of the san francisco

public health team who were both killed last weekend in oakland. this is a tragic loss to our community. susan was a physician assistant with the housing and urban health clinic and will always be remembered for her sense of humor and deep compassion for the city's disenfranchised population. the doctor was a psychologist with the haight-ashbury free clinics, working with the jail health. he was committed to mental health treatment for the san francisco inmates. we are thankful for their years of service and share our condolences with their colleagues and loved ones, and finally, along with supervisor campos, would like to close in memoriam of the redevelopment agency. tomorrow will mark the end of the san francisco redevelopment agency. chartered in 1948, the intent was to improve the city and

create better urban living conditions through the removal of blight, or as some people have mentioned, urban removal, in revitalization projects. though they were responsible for a number of improvements, such as in my own district, district 5, with the revival of a jazz district, preservation efforts or japan anddown, and funding for job training and permanent affordable housing, we must also be clear that there is a checkered past. some of our historic populations, particularly african-american population, were completely upgraded and displaced by these projects. méndez be reminded of the long- lasting effects this will continue to have on our community and the struggle we will continue in order to keep families and working people in our city. we also want to acknowledge the work of advocates and leaders that were proactive and attempting to assure community

involvement to mitigate these impacts. the fallout from the displacement continues until today. so we did the redevelopment agency farewell but commit to assuring sustainable resources and community engagement for the future of san francisco in the former rebel and the areas. i would also request the court to send the in memoriam to governor jerry brown. secretary: thank you, supervisor olague. supervisor avalos: the treasurer had discussed moving forward with a request for proposals for our cash management banking services, and those are typically run by in the past by

bank of america, wells fargo, and union bank. now these projects are putting that out to bid, and i have actually been very pleased with his effort of reaching out to the community for making sure that we can leverage will begin in this process to assure that we are getting information on the banks with their efforts around social responsibility as well as looking at how to minimize foreclosures and putting steps in place to support property owners against default or foreclosure. the work is requesting information about what they are doing to try to minimize foreclosures and defaults, and so i have a resolution today, introducing today, supporting the treasurer's efforts, and it is important to note that the treasurer has also been involved in a lot of work around payday loans, also supporting emigrant

communities, having bank accounts for the first time for their children, the kindergarten to college program. these guys are experienced doing this kind of work. i just think it is important to do this. the work to be done by whoever wins the rfp is worth about $1.50 million to $2 million. that is not a lot to leverage. i will be looking later at investment strategies that we can get banks to invest our public dollars to be much more supportive of the public economy. that is something i am still committed to working on. but in the meantime, this is a step in that process. i'd think it is important to note that there are many people in the bay area who have expressed concerns about the banking industry, and while this could be a forum, and we will hopefully do this in budget finance, what we had in october,

this could be a forum to express concerns. this resolution is going to be narrowly focused on the rfp process itself, making sure that we can support the treasury's efforts in putting out an rfp that helps us to get information from banks about to protect homeowners against foreclosure, so that will be my one introduction, and that is it for me. thanks. secretary: thank you, supervisor avalos. that includes the roll call for introductions. supervisor chu just put your name back on the roster. supervisor chu: by introducing a number of items that put this in a position to understand what the city budget looks like in addition to wear departments are thinking in terms of their budget in the upcoming years. this is pointed firs time that

people, very nice and very hero, and i would like to tell you, you can see here in my hand $1 american. $1 american here gives us $7 in egypt. the money back to my country. thank you. >> good afternoon, supervisors, stop the corporate rape of the public library. do not give money to the friends foundation or accept money from the friends foundation. when i get up here to talk about the library, it is about what happens to our institutions when they are run by our increasingly government by private partnership world. the library is interesting because it is presumed to be the most democratic of our institutions. the right of the public to be informed is essential to any exercise of democracy. for that reason, the public

library is also the worst example of what happens when our public institutions are dedicated to the purpose of maintaining class barriers and promoting the influence of private money. in the library, there is no accountability for the money that is spent on it, no accountability for the private money that is raised for it, and there is no accountability for where the private money goes, even though how little is used for the public benefit is a matter of public record. most of all, there is no accountability for the sunshine and ethics violations that allow them to operate with impunity and in secret. there have been no repercussions in city hall because city hall itself is unswayed by private money. are you prepared for a city hall where citizens cannot criticize corporations because the corporations paid for the chairs? that is what they do in the san francisco public library, and they will tell you sent to your face.

increasingly, city hall politicians and bureaucrats and corporate interests see themselves as the only ones in the lifeboat, and the only ethics is lifeboat ethics. there is a difference between running society primarily for the rich and running society only for the rich to this extent, and the greatest harm of all, of course, is that the allies cost more than the money. -- the allies -- lies cost more than the money. >> i am a -- church -- registered voter in san francisco and have been for over 20 years. i am here on an issue of voting. in our democracy, i am really concerned about appointments. i consider myself to be a feminist. however, i voted on the recommendation, and i expect him

public branch. and has for 30 years, since it was created in 1980 to 1982. the destruction of the mural is imminent unless you and other san franciscans act very soon to say it. i would like to discuss the closed and semi secret process that was created to pronounced this death sentence. let's look at this. one person appointed a leader- facilitator. that one leader appointed everyone of the dozen members of the so-called community group. meetings occurred without being publicly announced in the man's -- in advance, so the public was not invited. the agendas and music -- and minutes of any meetings both formally through public records or quests, and we have found none.

using this tabulation explicitly recognizes be exhaustive votes. voters where people the correctly filled out their ballots are prevented from fully participating in the decision of the winners are. the repeal proposal uses -- in its first round. since there are two winners in that first round whenever there are four or more candidates, there will be exhaustive votes. it is ironic that be repealed does not repeal it. instead, it restricts rcd 21 choice, making elections wars, not better. under the appeal proposal, similar to the recent mayor's contest, the percentage of voters who did not fully participate because they cast -- ballots would have risen from 60% to 39%.

likewise, in a contest similar to the most recent district 10 contest for supervisor, the percentage would have risen to 26% to 64%. in contrast, keeping this and using voting equipment that allowed right and file cabinets would have reduced those percentages to 0. this illustrates the point that while rank choice of voting may not be perfect, and no voting system is, it can be improved, and it is very difficult to find something else that is better. thank you. >> good afternoon, president chiu, commissioners. i am the president of the

veterans affairs commission. i want to say thank you very much. in the past few weeks, i have met with most of your staff and has scheduled quite a few meetings already. i would like to thank supervisor campos, who has already taken a meeting with us. commissioners have met with him or in his district, and, president chiu, thank you for setting up the meeting this week. we need and the veterans building right across the street. our commission is about to become homeless next year, and i want to bring that to the forefront to you, and i will time and time again, because not justice commission but every veterans' organization that meets in the veterans building, whether it is veterans for peace, every post of the american legion, veterans of foreign wars, every veterans' organization that meets there has yet to find a place to call home
