higher. this is a sample of one of those projects. we're looking to kick into gear. equally important to avoid having those construction zones during a marriage -- america's cup, it might be a good thing to hold off on and see we can -- if we can expedite the construction as long as it concludes where people can use it safely a. bringing two blocks into implementation by 2013. parking, people will be driving cars. we know that. we want to intercept them as best we can outside san francisco. there is a lot of anxiety about congestion. what we have done is we worked with the regional providers to see if they can fortify
11:19 am
connections. even capitol corridor. the red circles shown here are the stops or the board stations with parking where extra capacity can link those parking and ride spots. we also show the airport because it is important to remind people that can take transit in from the airport. they do not need to rent a car and have that car in the mix of congestion in san francisco. if we do not intercept and they're our next point would be in san francisco what we are calling the satellite parking realm. it is a bit hard to read the map. here is what i can tell you it shows. parking intercepts that are away from the america's cup event area and close to these transit augmented lines and bicycle sharing facilities. you may know that blocked by the giant ball park, close to caltrain and that will be rolling out.
11:20 am
people can parked there and pick up their bike and the train or they can take caltrans to pick up their bike share. these are multi modal, and we're working with two facilities on the west part of san francisco. we know that a lot of san franciscans to not want to drive downtown only to come back to the presidio. we're looking at this facilities because they are located to some of those transit lines where augmenting. in the last map that you're looking at here is how we handled party that is close in. one of the risks is people think it is easy to park -- no one think it is easy to park at fisherman's wharf but people might have the idea that there is a bunch of available and free parking at christie field and at the whart. they will be used for ada
11:21 am
parking. people will want to get to the set-aside view sites. secured parking makes a big difference. we also might -- want to make sure that if there are tour buses they have a place to park off street. the residence and the merchants of the area are worried about tour buses on the curbs and on street areas. the america's cup authority needs to program some of these parking facilities not for parking but the activation for the entertainment uses, the mechanics are running the races. we see these as a reservoir for real estate that can help us be transmit first and ada and bicycle oriented. there is much more to the plan.
11:22 am
we will be back on february 7 to explain more. i am available for questions. chairman nolan: any questions or concerns commissioner brinkman:? >s? commissioner brinkman: to see these all linked and the effort to take transportation is great and it will be no surprise that the bike share program is most -- of most interest to me at the moment. i have used bike share on in washington, d.c. and i found it incredibly easy to use and useful. i bike almost everywhere. for me to find a bike share useful, not a big shot.
11:23 am
-- a big shock. he went to paris and rode bike share. to imagine my brother-in-law to choose to ride bicycles around the city, he would do anything rather than buy. they rode bikes all over paris for about three or four days. i think the opportunity for the bike share is absolutely massive. my concern with that going forward, i am glad we're going to do a pilot program for the america's cup and we have two opportunities to try it out. the one this year and next year. the expansion of that needs to be considered by s, by the board. i know it is something that the p.a. has expressed interest in. it can help with the overcrowding on the 21 hayes and the 5 fulton.
11:24 am
i could be downtown on a bikeshare faster. this is a good opportunity. i am interested to hear what our plans are for by sharing post america's cup. again, i cannot overestimate what an opportunity by share is to get people who do not bite onto bikes and i see mr. maddox in the audience hopefully agree with me. that is going to be my concern. it looks like this plan is great. i will do everything we can to support the people plan for the america's cup. it is a great opportunity to see how we can move people always -- around without clogging our streets with automobiles. a good presentation, thank you. >> i thought it was a great presentation, well thought out. some where are we going to come up with how taxis can play out in this as well?
11:25 am
that will be a major question. >> yes, we are working with the division at mta and some of the areas of sensitivity that are so fine grained there in the people plan include how we're handling the embarcadero design. one important element is one lane of the embarcadero during the peace will be reserved for bicycles and emergency vehicles. like a wide by clean. cap access is critical. people will need to get two points along the waterfront, maybe they are taking very connections are trying to get to the view sites. that could be used by tavis but can access will be allowed where cars will be steered away by the police officers. we considered cabs to be one of those alternative transportation that helps people feel ok about not bring in a car to the heart of activities.
11:26 am
>> think you so much for the presentation. i think judging from the presentation, a lot of work went into planning and development of this plan. one thing i want to make sure isç we have pilot programs andf being a pilot programs for longer we need them to be. i want post-america's cup access the same way we're trying to do this during the america's cup. i do not get what we can on. i also applaud the use of
11:27 am
clippers cards for people wanting to come into sentences go. i think that is a great deal. i think we should give people who purchase high-value clipper cards and discount for their ride on the muni. i think that will draw more people. i do not know what the capacity is. >> thank you. it is comprehensive and a thorough report. i have attended many of fans worldwide where there are tons of people. the world cup and many others. one of the things about --
11:28 am
besides paychex is the walking paths. people tend to walk more during these events because it is easier and quicker to get to the event. making sure the signage and walking paths are clear from point to point is very important. it is more important that there is a thorough review for pedestrians. the other thing is accessibility. making sure we have enough accessibility vehicles for this event is important. a lot of people are coming in from various points and i am not sure if some of the ferries will have as much availability for accessibility as they do now. thinking that paster will be very important for the event. if we could think about that point, [inaudible] >> i want to emphasize that all the transit vehicles have to be ada compliant.
11:29 am
all the regional partners are prioritizing the accessible vehicles and the accessible ferries and trains, all that. we take that point very seriously. rex thank you. i appreciate the presentation. your passion shows and it is getting me excited about it. i do not even own a pair of top- sider is. when i talk to folks about this, one of the first things they say is how will this impact me as a regular resident? i do not go to the marina. i do not know what a yacht is really. they see these -- the potential for a lot of money flowing back and forth. it would be very helpful for them to be able to have access to how this opportunity is
11:30 am
going to improve certain aspects of regular access to services. in a way that they can distill information quickly so they do not have to shift through and find out there is going to be augmented service or there is going to be a new bike pilot, bike share pilot. if there is any way we can in our attempts at communication or media, if we can -- if you will consider putting together something that speaks specifically to residents and how will this improve my overall community during and-or [unintelligible] the event would be helpful. just to build off of the director's comments, it would be exciting to see lots of way finding and i hope you will
11:31 am
consider in addition to pointing the way for pedestrians but also putting in how much time it will take approximately as a pedestrian so if it is going to take 10 minutes to get to a destination from where a sign is marked, it would be good to know that. when people are making decisions and they see the next bus will take 10 minutes for the vehicle to get there and they think, the sign says i could walk there in 10. i need the exercise and it will be good for us and everyone would benefit. if you will take those things into consideration. chairman nolan: members of the public? >> andy is the last person. >> good afternoon, directors. from the sf bicycle coalition. we have been working with the
11:32 am
team now for several months. it is gratifying. people said bikes will be important and not just as an ornament. it will be important as to how this event comes off and the bicycle coalition is eager to take advantage of this to help more people moved around by bike. lots of great programmatic stuff. let me speak to how we move people around and we're very keen on making sure we take advantage of this next couple of events to try some great stuff. and build on that. to the director oka's comment. let's take advantage of an embarcadero that most people beyond just these events -- moves people beyond just these events. we have to make sure that the event day is really wonderful and shows the potential and takes us on to an embarcadero
11:33 am
that is a great-great straight for breaking. a great street -- a street we have been talking about compulsory. looking at the parking map you see that we have the civic center that is in a prominent location. people will buy canned park there. how we get them up the street matters. polk street is key. we want to make sure we can take people on the shared paychex upholstery. you will hear us talk more about trials and moving people. it is a bicycle priorities straight. accomplishments i.n.s. -- van ness. we love the idea of combining that. the team is talking about this. when i walk up to sign there are many choices. let's give people some good information and they will what can buy. >> our next two speakers.
11:34 am
>> board of directors, i was in auckland where tehe last america's cup was. i reviewed the environmental impact reports. very familiar with ceqa. what i would like to impress upon the city is that we have four rooms in the various neighborhoods so that the people understand exactly what this all means to all san franciscans. what is happening here is in 18 months, we're trying to fast
11:35 am
track allot. i hear you are saying somehow that you understand this. but when we talk to the engineers and the people who are involved with construction, they find it difficult how all this is going to be fast-tracked. we have to do it somehow. we do have some impediments. if you watch the planning department and they're talking about this building or on washington street, the condominium, coming at the same time as our construction on the wall that will be done, all these things have to be taken into account. as has been stated today, we need to get people quickly to the events.
11:36 am
and again, i am encouraging whoever is -- to bring the people and explain to them the logistics' think you -- the logistics'. thank you. a one thing i have noticed with sunday streets, it comes up public transportation. it took me an hour to get to a destination where it normally took 30 minutes. and what i am wondering about is if this event is not going to inconvenience people who are not participating in watching the america's cup event. how is it going to affect other public transportation lines? are people going to be really inconvenienced? will people be able to get
11:37 am
downtown if they are conducting business? what will happen to the president's surrounding this area? this really has to be factored in. in respect to the bicycles, the bicycle traffic is going to increase heavily. that means there is also increased concern -- there should be increased concern about pedestrians. i remember where a pedestrian was run over by a bicycle italy on the embarcadero. i do not want to see this event repeated again. the chances of repeating this again occur with greater bicycle traffic. what is going to be done to address pedestrian safety? these are really concerns we have to look into. this is, it will raise money for the city and it may be approved -- a blueprint for bicycles in
11:38 am
the city and the rest of it but you have a responsibility to the citizens of san francisco and the pedestrian to walk the streets. this is not a utopia. these are hard questions that have to be answered. i think the residents of the neighborhoods definitely have a stake in this. thank you. >> last person who turned in a speaker card. >> i assume the presentation is on the mta board website or will be? great. although i have avoided being involved in america's cup and intend to continue to avoid being in its planning, i have a brief comment. i sort of agree with mr. winer on this one. to the extent that there is additional muni service added to this event, i very much hope it will not take away from their
11:39 am
existing service elsewhere in town. this event is primarily corporate much in the northeast quadrant. the other three quadrants should not suffer less service as the results -- as a result. other lines should not lives service. i hope in the planning and implementation of this, john haley and the operations group will continue to provide service elsewhere in town because this clearly will not be the only event happening. one of the reasons i have not been involved in planning here is there is capable and competent staff from mta and other city departments and planning. thank you. chairman nolan: anyone else here? just the board. this is informational today. >> this item will be coming back in february 7. chairman nolan: this will be the
11:40 am
ceqa report. thank you very much. >> it would be appropriate as you move into closed session whether to do so. chairman nolan: any further discussion? we're in closed session. thank you. >> 10 minutes. >> public comment on closed session. >> once again i note that one of the closed session matters involves an employee in a settlement. i would hope that the board in closed session would be asking careful questions about the hr policies and practices and management and supervisory training as to avoid such settlements for employees.
11:41 am
this is the fourth settlement that i am aware of. it seems to me there is additional management and supervisory training that would be warranted so as to avoid these situations. i hope the board would consider that in your closed session discussion. chairman nolan: we do have a motion and second. we're -- we have a request. we will be back at five >> the question when i started 11 years ago when i started doing resolution work is can anything be presented on a really low resolution device where it is potentially a digital image? can anything be presented that way? or will it feel cold and electronic?
11:42 am
>> the imagery will change. there will be four different sets. it is a two dimensional image. it is stretched out into three dimensions. the device is part of the experience. you cannot experience the image without the device as being part of what you are seeing. whereas with the tv you end up ignoring it. i make gallery work more self and budget and public art work where i have to drop this of indulgence and think about how people will respond. and one of the things i was
11:43 am
interested in the work and also a little fearful of, it is not until you get to the first and second floor were the work is recognizable as an image. it is an exploration and perception is what it is. what are you seeing when you look at this image? one of the things that happens with really low resolution images like this one is you never get the details, so it is always kind of pulling you in kind of thing. you can keep watching it. i think this work is kind of experience in a more analytical way. in other words, we look at an image and there is an alice going on.
11:44 am
-- and there is an analysis going on. good morning, everybody. i am the director of the mayor's office of housing. i want to welcome everybody to what will be a spectacular affordable housing development, yet another spectacular affordable housing development in san francisco. on this occasion, i have the pleasure of introducing a variety of people who will talk to you about this particular project and to acknowledge the wonderful people who are contributing to the creation of this housing for formerly
11:45 am
homeless veterans. in san francisco, we have tried very hard to provide housing for all those who need housing and provide it not just with bricks and mortar but with wraparound supportive services. this is another example of that. we have on this special occasion a special guest, a person who has been a great supporter of affordable housing, the assistant secretary. before we have heard speak, i would like to ask the mayor for a few remarks at this time. thank you. [applause] >> good morning. we have a very dedicated team. this is a very special occasion. we get to welcome in our secretary of hud who has been a wonderful partner along with the
11:46 am
local hud office. they have been great partners with the city of san francisco. decades. this is a very special project to us. it focuses on our veterans and what we're doing to help our veterans. that has been one of the most important goals and reflections of the values of the city. we want to emphasize every opportunity we can where we say that our veterans deserve all of the help when they come back and are adjusting in life. i know of no greater partnership and with our high offices -- down with our hud offices -- i know of no greater partnership them with our head of block -- hud offices. we had a chance to meet with president obama at the conference of mayors. he had our cabinet members meet with us.
11:47 am
we let him know that mayors across the country are struggling with how we deliver services and deliver on the promises made by this country to take care of our struggling families, low income families. he has delivered with the kind of programs that hud has any kind of programs we have with our local talent. i want to thank reverend fong and others. we have a new director of the mayor's office of housing opportunities, partnership, an engagement. that is bevan dufty. the veterans, the contractors, nicole from our local offices. we have assembled contractors and a marvelous design team.
