inserted the structure into the site, the real payoff is the eye level along howard where they have carefully revealed the contents and light of the museum to pedestrians by a beautifully orchestrated in the at -- vignette. most of my peers from around the country have seen the design and asked me, why is the third street presents so quiet? my answer is that it deliberately preserved and amplifies the icon and qualities of the building architecturally, and dramatically improves the experience of that. no longer will visitors wait on a narrow sidewalk in the rain to buy tickets to enter. instead, the lobby is finally allowed to deliver on its promise of serving as a graceful and dramatic receiving space

and expertise to this project, to strengthen and enrich the life of the city. i have a followed their work and admire it. i have noticed a remarkable skill in making community space and integrating cultural institutions into the life of the community in ways that brought in the more rich and diverse set of patrons, if you will. people that use those institutions. [unintelligible] imagine and project the way people will use public space. as i understand, they did so by making community weddings, sometimes indoors and sometimes outdoors. i think it is a combination of the two that worked at the scale

of the city but welcome to the individual. that is what i think they are doing here, they are doing it in a way that is keeping with the character of the site. whereas in oslo, the site might be a harborside site. as you know, san francisco has many charming alleys. theilr project is building on the familiar but the first character of the city. in the development of the project as it has moved along, their response to the progress of sculpting to bring it closer and closer to an ideal response to the condition, the movement of light, the relation to

media and visitors throughout the world and help us retain our competitive edge. in terms of design, the plans are thoughtful and incorporate the iconic design beautifully while taking into a new level of accessibility. we expect to garner much media coverage and as you can imagine, this will be great news for hotels, cultural destinations, and the tax base. opening will disney concert hall in 2003 and working within the team of architects, from what i have been exposed to so far, the team has been incredibly thoughtful and mindful about not only the light of the building but how it will be experienced by visitors. we are here to show our support for the expansion and the design plan. president miguel: is there additional public comment?

if not, public comment is closed. just a couple of preliminary comments. i don't believe that when the planning department embarked a number of years ago in chinatown, north beach, on their program of the valley, that they necessarily have a project such as this in mind. this is sort of pushing it over the top. i am very impressed with the progress that was made regarding the building, it is coming along beautifully. the way they have been working, i am sure they will continue to push those designs. i have expressed to the museum, i had a problem with the design because when i walked into the building, i had no idea i was in

limitations apply only to the upper portion, and is building does not take full advantage of height limitations. in terms of an aggregate volume, this project is far below that, and the last thing i would add, although the project does do a lot of things says are expected, but it should be kept in mind the bolten limitations are really geared toward controlling a residential or office tower, and we do not anticipate something like a museum. with respect to window seeking, the planning code requires a

request for exception if you are not only creating new antecedents, but even if the building does not limit all exceeded cents, and quite honestly, it is relatively common to upset -- to request an exception. with that said, this building does make ground level substantially different from what it is today. >> there was also a slight floating thing we have to include in our approvals. >> that deals with size and dimensions, and it is not

rounded. good in terms of the variants, i absolutely would support because this museum has unique delivery, so it would require something that is not conceived of in our planning code, which looks at loadings' basis. -- and loading spaces. we might want to look at the code for why it says we have to reduce current ones, because it is not possible for a single building to deal with, so that is perhaps something we should look at in a future time. this building is so creative,

that having the openness of all a rounded -- all around it, because i have gone to art shows, and it is a cluster in that lobby area when there is a major exhibits, and you are bumping into people in the lobby, so it would be a much needed amenity, so i move to approve it with conditions. >> second. comissioner moore: this is the building you want to linger, and if you do not have the ability to cause, but what it really is, the building delivers itself as ours.

is pretty flat. that might be ok in terms of the context of the design, but at the moment it seems all little abrupt to mame. if you are standing on the street and looking at that elevation, so maybe a little more stock could go into that. with respect to the building itself, we should all thanks to people who fought the building and the presidio to preserve the historic character of the parade ground and resulting in a gift that did come to the museum of modern art, so that being part of the reason we are here now,

and redevelopment, i have to disagree slightly. they did of the thousands of people from this area. its demolish thousands of units of low income and moderate income housing, and if it were not for people who did find redevelopment, we would not even have the projects that currently exist. i understand it has been 30 or 40 years since the original demolition, and it has evolved into this, but if that had taken place faster, people could be pointing their fingers and

saying this is why jerry brown is right. you eliminated social services and everything else, and you build hotels in their place. comissioner moore: there is a much more interesting story if this had been built fast. there were many architects who early on fought hard for the cultural component, the residential component, and for the open space component, because this building offers so much ability to go into open spaces and create a network that totally revitalizes the area. did you say the sculpture would become part of the public art?

facilities as well as for the expansion of permited conditional use, and the zoning administrator would also be considering several variants requests. first of project would result in expansion that does not comply with the rear yard requirements. the third story does not comply with rear yard requirements. goothe project does not include four new parking spaces that would be required. i should note there are four existing parking spaces medicated for use by a club staff in the edgy since parking center. staff has received opposition to the project, primarily addressing an increase shadow to the alley, which is narrow, and to adjacent properties.

the staff has received substantial communication praising the mission of providing after-school opportunities for children in the neighborhood. staff does recommend approval of authorization and also agrees it will promote the ongoing viability of an organization that provides programs for children in the vicinity, and as a third story of trade are compatible redesigned for the neighborhood. i am available for any questions. thank you very much. >> project sponsor? >> good evening, and thank you for getting our project to the commission today. >> those of you who are

goal was to include girls. this came into fruition in 1994. once a relatively small organization whose purpose was to serve underprivileged boys, it is now and nonprofit news organization that serves children from every walk of life today it has approximately 800 members. the children pay $10 a year membership. the bulk of our budget is raised by direct appeals, fund raising of venice, -- fund raising, and grants. we established an endowment for needy families when applying for schools. i am happy to announce the school now house and endowments and was able to award over

$120,000 in financial assistance to deserving members. we are open every day except sunday from 2:00 in the afternoon until 7:00 in the evening and during the summer months and school holidays. we hold a multitude of activities throughout the year, including team sports, and soccer, basketball, and baseball. the club also offers a martial arts program, an annual summer camp and ski trip, and in an addition to our programs, the club has an extensive after- school study program, music lessons in
