he can assist some of the new commissioners in the process of validating this very important commission. i do not think it is an issue where disputes or personal -- this is a matter of efficiency and a matter of providing the right continuity to ensure this commission performs a valuable services and has performed in the past. thank you. >> i am sa 41-year resident of bernal heights. i own my own small business and i have been involved in the community and performing arts especially with the mission district and with the mission

cultural center. with the pickle family circus. i am keenly aware of the need for small businesses to thrive for small restaurants that have entertainment space for nonprofit organizations to have expanded a rehearsal and performance space. it is an important industry. it is a major tourist attraction here. luke o'brien is a recent acquaintance. he has come forward and help me on critical issues in the community of related to real- estate, restaurants, entertainment, and supporting our vibrant arts community. i've also had the pleasure of meeting mark dwight and visiting his establishment on 22nd street. quite an impressive place and i compliment you on your maiden

voyage tonight and the wisdom you applied to many of the items. i think officialdom away too. on this point for continuity in service, i think electing luke o'brien vice-president is a good idea. thinking. -- thank you. >> i am a lawyer in san francisco. i was at fourth avenue and clement for 30 years. a represented many small businesses. i met luke o'brien in this regard a number of years ago. he is very hard worker. i think you all know that. he is pro-small business and he will support a vast array of small businesses, not just one kind. i have found him not to be a partisan person.

president. for small business commission functions as the central point of information and referral. for entrepreneurs and small businesses. you need a strong team. commissioner o'brien brings a perspective and experience through the wide range of different businesses that he has been involved in and currently, in his real estate and development capacity. in addition, he works with other city initiatives, i just named a few. there is the dbi's advisory committee, the community action plan for seismic safety, he is a member of the mayor's task force of the socks story

retrofit program. -- a soft story retrofit program and he worked on the permitting subcommittee where his -- he has demonstrated his vast experience of the permitting processes in dbi and in planning. as i referred earlier i do not know where he gets the time to be with his wife and his two small kids who are at school. we heard some things this evening about the 1.5 million small business revolving fund. it is exciting to know about that. also exciting that the current mayor declares that jobs and economic activity are his priorities. we have seen and he has demonstrated his activity there with the announcements from

zynga, sales force, linkedin, twitter, zendesk, and others all employing. the city needs a strong small business commission trade with commissioner o'brien's rob lowe energy and experience to ask you to vote for him for vice- president. thank you. -- remarkable energy and experience to ask you to vote for him for vice-president. thank you. >> i am the president of the south of market business association. congratulations to commissioner dwight for being on the sustained commission. it is a valuable commission to have in the city for small

businesses and of course, congratulations to janet clyde for the time she has put into this commission and how much work she has done. i have known commissioner o'brien for quite awhile. i have noticed how much work he has done toward helping with the small business commission. i also do now that he has gone out in the association [unintelligible] he is a dedicated person who wants to help small businesses not just for himself. if he does care about himself he would not be on this commission. he is a great person and we do need continuity. i do also see fresh people coming on board by commissioner clyde. it takes awhile to get used to that position and when you first start getting -- is likely to

get into that. and welcome to everyone else. i am supporting luke o'brien to be elected as vice president. thank you. president adams: any of the public comment? seeing one, we have one commissioner. >> i would like to speak to a couple of the issues that were brought up. one is continuity. if we had insisted on continuity of our last election i do not believe commissioner -- our current president would be the president. he was elected vice president at his first meeting with us, i believe. i do not think continuity is an issue. i think diversity is an issue. diversity of political opinion, political is an issue. the current team lacks that diversity. understanding something is not the same as being that person.

understanding the point of view of a latino or african-american or woman or restaurant owner or understanding the point -- i might understand the small builders and the problems of the residential builders but i am not a small residential builder. i'm a restaurant owner. i think it is important that somewhere on the commission we enforce some diversity. and not allow the power of just numbers. it is great to see friends and business partners and people that what has helped to come out and wait through a five hour meeting. that is a testament. i have to say. again, a concern for the commission is the strongest commission and the strongest commission is a diverse commission.

that is the basis of my current concerned with the commission going forward. and again, president adams was elected vice-president and his first meeting. i will say i think a continuances in order. -- continuance is in order. >> can we make a motion for continuance? commissioner riley: one of the reasons why i have stuck to my guns is a fundamental belief that we need to get away from this division that we have in

san francisco. i believe it came round shortly after willie brown stopped being the mayor. we have developed this terrible bipolar society. you're on the side or on that side. i genuinely believe in my heart of hearts that we're entering into a new era where those divisions will start to disappear slowly. one of the indicators i see of that is i think commissioner delonte -- olague, would categorize her as someone who is from the progressive left. i do not like labels. i am stating what people may perceive her to be. mayor lee would have been categorized by most people as probably a moderate. and to see him elect

commissioner delonte -- olague to be commissioner to replace mirkarimi spells a possibility where the cap amortization goes away. that is part of the reason why i wanted to serve as vice president. maybe we will not be having this discussion. it will just be as any other election. the president was president for multiple years and there was no discussion that we have to have someone from a moderate now. president chiu: has been president for two years. some may see him as a progressive. maybe we should not have that. an election is an election. the sooner we get away from having to mandate the results of elections based on some other criterion other than just that, an election where people have the right to vote their conscience, everyone has the right to throw their hat in the

ring. the best man one can accept it and move on. that would be great for this commission. i'm proud of the fact that for most of this year it is interesting. we have been unanimous most of the time. tonight was the first time for me that i voted against the prevailing vote. that is the first time i can remember that happening. certainly for me it is. that is all i want to say. thank you. commissioner dooley: a wanted to make one more comment which is i appreciate commissioner o'brien's comments i am not judging people on progressive, moderate, whenever. i have to say for myself personally, i have been incredibly offended that i have the knowledge, the mayor's office has deliberately told many people to not allow me to become the vice president.

commissioner adams, yes. commissioner o'brien received four votes. we will not have to proceed to the next nominee, the vote was 4-2. >> xm. -- next item. no. 15. directors' report. >> i will be brief. congratulations to commissioner o'brien. i did want to make it a quick note that a former commissioner is now head of our sf china program that we have that is the joint public partner -- public-private partnership. it is exciting we have a former commissioner that will be working with and because we've worked close with that in any in the past. quickly i want to identify that both the office is jointly

sponsoring a workshop on the benefit corporation with small business california on monday, february 27. if you want to come and learn more or if there are business entities you know of that might be interested in this, let them know. limited live performance permit, there have been 11 applications today. 10 have been issued and one still needs to have its hearing. small business week, we have had some discussions. we are in our committee meetings. i wanted to give you a heads up. we're likely not going to do the shopper never heard program again this year. we had a meeting early in december with 13 different merchant organizations. they did not find value in the

program. they wanted the city to be marketing and promoting what they're already doing. that said, i do know there are certain merchant groups that have come to value the opportunity of having that the fee waiver. that does not preclude the office from doing the legislation on the fee waiver. we will likely not be doing all the programmatic stuff to promote the event. they can do their promotion of the event. and whenever they create we can put on the website as an activity for small business week. i wanted to give you a heads up on that. and then quickly, as noted, the charter amendment has been continued to the call of the chair. we will be working closely with the mayor and the board of supervisors on potential other opportunities to achieve the

same results. the license consolidation bill, that legislation had passed. letters are going out now to businesses. you may have received one. from the tax and treasurer's office, itemizing what they have on record are the business licenses that you have registered to your business. should there be a license that business loans -- no longer has, they need to contact the licensing department to have them removed. we do have a year window to be continuing to educate and promote the annual license consolidation project. i wanted you to know the letters have started coming out in case you start getting questions from businesses. supervisor mirkarimi is plastic bag legislation, supervisor olague has picked it up. it was heard at the february board of supervisors meeting.

there are some additional amendments that the department has responsibility for implementing our reach, doing a more robust outreach education to stores and consumers and some clarification on the backs that are exempted from the legislation. one other note. congressman hunter, have made note of this awhile back, introduced a bill, h.r. 881 along the federal ada legislation. the last couple of weeks have been having a conversation with somers -- senator feinstein's office wanting to get more information as to the impact of what has been transpiring around the lawsuits that small businesses have been incurring. we have yet to see whether it's senator feinstein might pick up

something similar to congressman hunter's bill but i will keep you posted as that develops. i'm not going to go through every single detail. a reminder that our retreat is on march 21. we start around 12 or 1:00 p.m. and go through 8:00 p.m.. i have met with commissioner adams and we started to draft an agenda for that retreat. there will likely be other additional items added. we will beginning -- be getting information in preparation for the retreat. with that, unless there is any questions, i will conclude my report.

commissioner o'brien: i went and testified that the first meeting. i've understood there was a second hearing which i could not make it wanted to find out what happened or what you think of the possibilities. >> i think -- what has been communicated is that there is a willingness from the board of supervisors and the mayor to work together to ensure that we have job creation legislation. but at this point in time, the understanding is the charter amendment may not be the best fit for this particular election, the june election cycle. that is not to say it might not be revisited for the november 11 cycle. president adams: thank you. director, next item. >> legislative and policy

new year celebrations. i attended quite a few. one is the year of the dragon. they issued a stamp. it was a very big event. mayor lee was there. we headed dragon dance and a lion dance and i am -- invited scott to go to the meeting because it wants to work with the chinese business owners. -- he wants to work with the small business owners. >> i wanted to report on the status of handler cards. i want to remind the public if anyone watches us at any time of the night or day since we are on a lot, apparently. everyone who works in a bar or restaurant or cafe needs to have a food handler card and it needs to be a certified ansi card. the training is available on-

director, oewd, and our community ambassadors. then with our deputy chief of police. we're all here to make the hard announcement, because this is a soft opening before i knew about it, that dottie's cafe decided to move here. a year ago, this was a passion cafe. i had lunch here with a couple of commissioners and felt very comfortable with it a year ago as we saw the changes that were bringing -- that were in collaboration with business partners, neighbors, business owners, the community benefits districts, and market changes. i think the move here that dottie's cafe has decided to take. from joan street, they grew to twice the square footage. they now have 24 employees to

operate the restaurant. standing next to me is kurt. congratulations for wonderful decision. the lines are already out, and you're twice as big. this is wonderful. i want to make it official. on behalf of the city, behalf of our board and the city working together to make this whole area revitalized with our arts world, with our nonprofits, and then with a lot of tech companies that are moving in and having their employees, even now, we can start the day at dottie's cafe, go through the middle with pearl's burgers, and in the evening a hot dog. then showdown's tavern at the end of the night. you have a complete menu of places to visit.

this is another part of our effort in opening up and supporting the opening of dottie's cafe. i am sure you you will be successful, because i have been trying to variety-ize my breakfast places, and this will be on my agenda. one of early-morning meetings, according to my wife, breakfast is the most important meal. i know this will be here. i also wanted to make sure that you knew that you were here as part of a collaboration of different entities. community ambassadors started showing up right here and along the corridor to help people. over 2700 contacts with residents with visitors, business people already. they have worked hand in hand with our police. in fact, here are a couple of the edo instances, thing that they have done to help residents, visitors,

constituents with the traditionally hard aspects of this area, and have made it more welcoming for everyone. i know that is of tremendous interest for supervisor kim, who is working with me to make sure we have a high level of pedestrian safety all through the sixth street corridor, but also is enjoyed with our collaboration working with companies like twitter. those employees who you will see on a regular basis will come here to enjoy your cuisine. i also know there will be questions about anticipating the sixth street substation here. we made a promise, and i will keep that promise. what we have done in the past few weeks is we work with what we had with our
