any comments by board members? c nine, item l, -- seeing none, item l, special order of business. the subject is appointments on the oversight committee for the 2003, 2006, 200011 program. is there a motion and a second? >> so moved. >> second. >> appointment and reading of the recommendation by the superintendent? >> good evening. this is the first of three special orders of business involving either selling bonds, refinancing bonds, or appointing people to the bond oversight

committee. the first resolution, this is to appoint or reappoint members to the citizens on oversight committee. state law requires a bond measure passed by 55% of the voters is required to have a bond oversight committee in place within 60 days prior to the selling of bonds. we are about to sell bonds. the district currently house of bon -- currently has a bond oversight committee approved by the board, so this resolution does two things. it appoints or reappoint members to the commission, and it makes the current bylaws the citizens

oversight committee also for the bond program. there are two types of membership, a statute to govern by state law, and four were determined and now by the board as additional members, and each one has a particular assignment relative to the category. the majority of members have wished to continue to serve, and we applaud them. it is a great testament to the hard work they do. we have two new members, which i will discuss in a minute. the members of the oversight committee have the task of reporting to the board of education and the public that the bond funds are being spent in accordance with the language of the measure. the principal function is to review and approve an annual

audit and to generally satisfied themselves but the bond funds are being appropriately and legally spent for the language of the bond triggered -- of the bond. the bond oversight committee typically meets every other month, and it is a public notice meeting, so that gives you some basic information. if you looked at the resolution, we asked that six of the statutory positions be appointed and for a sister -- four district's positions are two- year appointments under state law common and and non-dutch to tory are one-your appointments that need to be renewed every year. -- end non district appointments need to be renewed every year.

monica presley is the chief financial officer of the senate francisco foundation -- none of the san francisco foundation and is asking to be reappointed as a member of the business community. a new member of the commission is an architect in san francisco. a child of san francisco public schools and the parent of a child out rooftop. brian is the parent of a child askt leonard flynn. michael is of course the secretary treasurer of the golden trades council. honda for your non-statutory appointments, garcia is an architect and a parent of two children and represents an

2003 bond measure. in simple terms for someone like me, essentially we are refinancing up to $145 million worth of bonds, which will enable us to pass on approximately been million dollars worth of savings to the taxpayers of san francisco -- approximately $16 million worth of savings to the taxpayers of sentences go. similar measures have been slowed -- taxpayers of san francisco. similar measures have foot been put forward to the city. this is a prudent practice. we will be back again several times over the 2003 and 2006 and bonds to do the same thing, so with that compani will read the resolution, which is authorizing

the issuance of san francisco school districts in the end council -- city council who refinancing of bonds in an aggregate principal amount not to exceed $145 million to refinance certain outstanding bonds in the district, authorizing the preparation and delivery of a preliminary official statement, official statements and notice of sale, approving the form and authorizing the execution of the bond purchase agreement, continuing disclosure agreement, providing for the approval of an official statement, and execution of documents relating to certain actions in connection with. it goes on for another 85 pages. >> there are no public comments. any comments?

education code which requires some maintenance and specific class sections. the board of education is asked to approve this for the section which requires participating schools to target the school average for the first three years of funding. finally, the board is requested to approve this waiver by the section which states in the teacher seniority at qeia schools. the details requested are in the table below. you can see the detailed waivers that are listed. the education code sections, the beginning of the period requested annual fiscal impact. you've all been provided a packet with all of the actual waiver applications. these are also going before each

>> hi, thank you so much for having agreed since i listened to some most of today's meeting, i know you have been here a while. i will keep this brief and take any questions that you may have. i have just handed out to you my and took me -- my annual state of the station report, a recent publication we made about the station we are using for the public and also our audit for the past fiscal year. i want to thank you very much. one year ago, when i came and reported to you, the board unanimously approved a short line of credit for our station. that was a huge and vote of confidence for our staff and volunteers at the station, the

mission of the station, and the community that has supported the station. i want to specifically thank those who insisted that i come before you and ask you for that line of credit. he wanted to make sure you fully understood the financial situation of the station. to make us accountable to you and fully reporting to you about where things stood. it is the right way to do things and it has been beneficial for the station area one year on, i think that the confidence that you placed in the station and in the community that supports it has really proven out. we had a remarkable year of listener support. just in the last two quarters of the fiscal year, six months after the line of credit was approved, we saw a huge outpouring of listener support that meant that we ended the year in a 100 days -- a $160,000

a better cast position -- cash position. as a result, looking forward, we have been reporting to you on an ongoing basis, but we are in a position to not need the line of credit extended when it expires on june tertius. we remain really focused on our development efforts. even though we are no longer in a negative cash flow situation, we do not have the kind of financial reserves we need to have a. we are still focused on that. but i want to say that the news is very good about the station's finances. it is really -- you give us some breathing room but it was really in this community that came through for the station. there are so many people here who understand the value of independent, local, non- commercial media. and who understand that an

institution like klw, which has been around for 70 years, the first fm station west of the mississippi, because we had the foresight to say, let's invest in this, bring students into this emerging technology and use it as an educational resource for the community and. that could have easily not been done. somewhere along the way, the station might no longer exist. because the district has stayed behind the station and because the community has been here for the station, i'm excited to say that i think the vitality of the station is great. we are excited about it. there are many things outlined in the state of the station report that i gave you about programming, community outreach, public events. i want to talk about the work we're doing with use of radio. -- youth radio and the training program we have begun at burton

high. every time i come to talk to you, i say, what are you doing in the educational mission? i believe that at our station, we play a special role. i am excited that now we are in the position to have an ongoing training project for students burton high. in december, our first stephen l. -- who has worked on the air, a junior, had one of her news commentaries on our station, we are expanding that partnership step by step in partnership with youth radio. to me, that is very exciting, because i think that what makes her community radio important and valuable is that it is open to many voices from the community and finds ways to leverage the relationships it has to make something great that

many people want to listen to. that is what i think we're starting to build at burton and the partnership with euphoria. -- with youth radio. the one that i cannot put on paper, but if any of you want to come and visit the station, or at a pledge drive if you like to answer the phones, is just how live the station is right now. i came in as a producer over 10 years ago. i can tell you that now, oftentimes, i have to say, could you be quiet? is getting too loud in here. there are too many people coming and going. there is so much energy from our news department, on our local public sh -- our local public affairs show, our local music and cultural programs, a lot of energy in the station and a lot of creative projects that are coming to the air.
