to thank you for an amazing effort because it was a lot of work. i think it is a pretty great plan considering that i do think it is not too late to look at a few elements that are not in this plan that would hopefully make it a much better plan. i would like to address the fact that entertainment and news are important, an important element in the fabric of our city. they are important for the tourism industry and for youth. they are generators of tax revenues and they are also great generators of entry-level jobs. i first moved to south ofarket in 1974. i lived on the corner of eighth and howard from 1974 to 1990.

right across the street from a sort of a disco and an interesting car on the corner of eighth and howard. a lot of these places are problematic today because they do leaked noise. and the sound systems are much stronger and much more powerful. specifically, the rawhide on seventh street, the former space that is just a tin shed next to what was a gas station and became a swimming pool. a lot of the venues need to be rebuilt. i would like to see the plan changed to allow a sunset on these entertainment and non- conforming uses. and also allow them to be torn down and rebuilt. given the fact ti that they weren sheds, -- were tin sheds --given the fact that they were

tin sheds, i would like to see something in the plan to allow that. once they are gone, if you don't allow this, if you look now, paradise loue is dark, there are a lot of dark avenues south of market and we would like to see these rebuilt. >> i am a member of the taskforce. i would like to immediately respond to -- i believe that we have put in a thing where essentially, what happened was the guy from rawhide came and

said that we would like to build something new here. but we would like to put entertainment in the bottom. right now, we can't do that. once we tear it down, it goes away. i believe we put in a plan that we will allow, if they care this down and rebuilt, it can still be an entertainment use. my basic thing is that we really have talked about entertainment allot, and maybe some people have gotten a little bit frustrated because we have been doing this for six years and we talked about it, the 66 meetings and had discussions about entertainment in them. at the same time, i think that it is important that we actually, for the people that came later, they should get their say, too.

at the same time, hopefully make big changes to this, we will have to do a supplemental eir. as it is, it is an improvement. if you go south of harrison street, you can build entertainment there. we do loosen it up a bit. i think there is a the thing where if they want to tear it down and rebuild its or build something on top of it and have entertainment on the ground floor, they don't lose their entertainment permit. it is hard to keep track of this thing. essentially, personally, we have talked about it a lot.

learning a tremendous amount on the background of the neighborhood and what has gone on in city planning. i believe most of us are satisfied with the plan. we're trying to have a few of the problems go ironed out. when it came to the issue of entertainment, i believe we reached an impasse where it was recommended that if there were any concerns around eleventh street, to approach them with the entertainment commission. this is the appropriate body as far as i was informed, as we had not been able to come up with a consensus about the best solutions to reach, specifically in regards to the eir. hearing that it means we can't discuss them further would be contrary to the discussions that happened previously at the taskforce level. eleventh street is the hub of entertainment in the

neighborhood and i don't believe it goes far enough to protect or acknowledge the usages that were there. the live performance permit, we have many restrictions that still remain in the plan concerning a permit that has been struck. i am hoping they will adopt the citywide implementation of the limits of live performance plan. i am looking forward to further discussions on this. i believe that we will be able to come up with the best solutions there. i would like to see the western plan continue, and i hope that the neighbors come back to the table. we will come up with the best solutions and hopefully everybody will be happy moving forward. it is extremely restrictive and we are trying to undo the damage at that point. there are things far beyond entertainment that are restricting housing that is

further. i don't want to disrespect the years that have gone into this. planning is tough, you're talking about housing, entertainment, industry, transportation, and all of these competing -- competing interests. i am new to the commission, but not a planning. there are things we can agree on, wanting to sustain housing and support the growth of affordable housing. how that conflicts with entertainment i am not totally sure, i think there is a way that housing can live side by side with entertainment. i am looking forward to the subcommittee, we have maps here now that i am not sure how well equipped everyone was with the understanding that on this particular commission, but i am happy to lend my expertise and knowledge to the rest of the commission. >> are there any other comments

on this? >> i have a quick one. i was at the meeting for the first time. as a club owner, obviously, we're far away from it. i have a pizza place for four years,so i am very familiar with the neighborhood and i am familiar with a lot of my people on the street. in my district, close to the middle, we have a lot of new projects. and the task force has done a great job and they are really close. ithink eyeed alittle bit more tweaking, i think you guys ve to released tethe once it leaves here, it will go to another department and it will only another thing. i am hoping with the subcommittee and with more input, maybe a more detailed

the planning commission general comment from november 3. you will hear him and his tenant and me describing what it is like a bear. this is because in this district that is supposed to be retail for the residential district and restaurants and retail stores, they have been allowed to turn into bars and venues for entertainment. even places permitted by the city. this is the result. he if he would listen to that, there would be a lot more of its. on this particular block, this is the 1200 block. you have jurisdiction over at least two places.

we're working now with the city attorney, mothers against drunk driving,tryi to shut down the places that are a public nuisance. on this particular block, it is permitted as a restaurant by the city. the conditional use authorizes them to have a piano bar for diners. but thereis a dance floor. a dance floor? there is nothing here that says they can dance. the result is that is on level. who and i live one block over and n't walk down that street in order to get home from the movies before midnight. people are moving out of the building where he has been the resident manager. the reason he is not here is that while he was waiting for

business owners and residents. i appreciate the thoughtful discussions and i hope that hy commissionersde and -- commissioners hyde and lee -- i want to thank the of the search for his work and the police advisory board. including the bar owners that are across the street from the jack in the box in question later on the agenda. my goals have been to create a stronger community safety plan the advisory board has been useful. the police department staff has been wonderful. i am strongly supportive of my neighborhood and my residence calling for you to really consider their voices and tonot allow the jack in the box to continue between 2:00 and 4:00 a.m..

i will stand with my neighborhood this day, please don't let them operate between 2:00 and 4:00 a.m.. i will of knowledge that in the time the issue has come up since e thanksgiving violence and other issues, many of our residents have raise their voice, but it is a historic issue that has occurred around e jack in the box for decades where many residents are very frustrated about not only the noise, but also the cleanliness and othe ises. but i appreciate mr. con and bathi and theirefforts to listen to the residents to create a stronger safety plan. i know that the former captain has given his recommendation that you have accepted and i think he has also accepted. i also read into the record to

increase security protection fo the business at ck in the box. also that there be a second security guard on fridays and saturdays to better control the parking lot. and also that shift managers also participate with the securi. i believe it was a police recommendation to let customers know the parking lot is off- limits to loitering. the last things really important -- it limits the noise of many of the residents directly around the jack in the box. lighting and monitoring them

know there is a lot of stuff still on the agenda. since i didn't get a chance last meeting, i am far behind on these reports. quickly, as you know and as you can tell, the appointments as of thursdya, the -- thursday, the enterinment commissionis fully staffed, sworn, and seated. this is commissioner lee's first meeting. i want to welcome him to the commission. hopefully we will cease the urnove i want to update you on the study of san francisco night life supervisor wiener asked a study be done to measure the

economic value of the night life industry. it looks at the vendor and consumer side. the consumer interviews were completed at the tail end of last year, the venue surveys are still being collected. staff is assisting in making sure the quantity and representation of all kinds of nighttime businesses are surveyed and the comptroller has indicated the results show the complete and ready for distribution by march of this year. super wi buzzerener -- supervisor wiener will be announcing the results in april. i included a listing regarding the update on the fiscal year 12-13 budget plan. however, the meeting of the general services administration and thecoissionisart of keep getting continued and

hopefully by the next meeting, we have been able to meet with the city administrator which is also a new position. and remind you of those from e may's office a how we plan to meet those in the next budget year. also, i wanted to remind all e commissioners, almost all of whom i got responses from, we'll be doing the first quarter retreat. we're preparing it as a review for the current mission. the processes we use and where to go in the future. this is a retreat for the new commissioners, but it's helpful
