it rights to flood a million streams of emotion. ♪ bring on the appointment like an ocean. supervisor kim>> this is an intg appointment because it deals with bond oversight. in my opinion, i feel the example shows you need to have independence between certain parts of the bureaucracy that oversight's the whole system. since this is an oversight the point, that becomes even more important given that the water system is undergoing a lot of changes and might be going for more changes of certain people pass the initiative.

i feel some of the qualifications for the position as a person that is independent and without political influences. i get hesitant when i see people go from one side of the aisle and crossed to the other side of the aisle and say it is a different position and i will not be unduly influenced. it's like me seeing politicians becoming lobbyists and that they say we are independent. this needs a person that is truly independent and if there is any suspicion of too cozy a relationship than it should be discussed publicly. thank you. >> good afternoon. spoke at the last hearing. regardless of which applicant

and mrs. donovan. this is one of those situations where we have to applicants that are incredibly well qualified and we would be lucky to have either one. i don't know who comes out here but i will actively pushed for whoever is not appointed today to be on whatever other committee want to be part of, for sure. i have had a number of people contact me on your behalf, both of you, and we have a lot connection's i've seen for your application. hicka lot of folks i trust in a great way, so we will be in great shape. there is no motion right now. i want to see what my colleagues have to say. supervisor campos: thank you very much. i am probably in the same predicament as supervisor farrell.

i think both candidates are excellent. it's one of those things where you wish you had two seats to fill. i don't know which way to go. i'm wondering if you can tell me about the differing makeup of the body in terms of who is on it to make sure we have a diverse group of individuals as we can. >> i'm the assistant general manager for the san francisco public utilities commission. this is comprised of seven numbers and is only one vacant board seats. there is also one vacant seat appointed by the comptroller. the qualifications are diverse.

with waste water experience and financial experience in particular. this is one where we have a lot of very talented people and experience diversity. we also have a very active citizens advisory committee. we are blessed with many good candidates. supervisor campos: are there any openings right now? >> there are or there will be soon. the focus is on waste water, power and water. there is many opportunities. >>supervisor campos: mrs. donovn

is on the committee right now? >> she has been in the past but this would be a new exposure for her. i don't know if the other candidates have been involved but it would be a wonderful opportunity. supervisor kim: thank you for being here. do you know when the other board seat expires? >> you had previously appointed larry lieberman and that expires on january 12, 2013. supervisor farrell: the controllers peck -- that has to be someone with a heavier financial background? could you say of one of the two applicants today had that qualification?

>> i could not, but the controller has to have that specific background in experience in auditing and product -- project finance. >supervisor kim: are there any further questions? we often find ourselves in a situation where we have more than one qualified applicant for this seat. i am incredibly impressed by both candidates because water is not necessarily an issue the average citizen understands very well so i'm impressed we have such highly qualified candidates who care about the system and have detailed knowledge and want to serve on the revenue bond oversight committee which can be an esoteric subject for many community residents.

diversity is something that is important to me and but we have two equally qualified candidates, that is often my tie breaker. we only have two women serving on this committee today, so with all things being equal, i will provide support behind karen donovan, but i think mr. sheehy, you are qualified and i'm impressed by the amount of work you have done and your background in chemistry is a huge asset and i look forward to you applying again and hopefully there will be a position on the advisory committee. if there are strong thoughts on the committee, i will consider. >> -- supervisor farrell: i know you have been an attorney for east bay mud -- could you squeezed herself into those qualifications?

>> i wish i could say that i could, but having heard the way they were recited, i do not believe i could purport to have that experience. supervisor kim: not hearing from my colleagues, i will make the motion to move karen donovan with recommendation by the board of supervisors, acknowledging how tremendously difficult that was considering we had two great candidates. >> i will be supportive of that motion. if the motion had been the other way, i would be supportive as well. i am being very -- i will be very happy to support her and oppressed by the level of knowledge and the specificity with which mr. sheehy spoke about the issues here.

i would ask the public utilities commission to let this committee know if you can follow up by sending information about when some of these openings may be coming up because it would be a shame not to take advantage of the kind of knowledge he brings to the table. i would like to get to know that information so that when there is an opening, we can expeditiously move and try to get him appointed. supervisor farrell: i have a pick coming up -- if that is of interest, i am happy to push you forward as a way to get involved and have a role. i agree that these situations are brutal for us for many different reasons that i have strong connections with both candidates and picking is not a fun choice here by we have to

to the s r o tax force. -- sri task force. -- s. r. o task force. supervisor kim: i skipped ahead of myself. we have both candidates here. >> good afternoon, supervisors. i am a community organizer for the collaborative that dolores street. i have been working as a community organizer for the past four years. i have been going into hotels and doing direct outreach in the mission for the past four years and i've attended the task force, although i have not been

an official member with voting power. i have gone just to be part of the discussion and contribute during the meetings and i am really hopeful that i can be part of the body and address the issues i see in the mission and provide some perspective as to how that fits into the situation in the city generally. i have lived in many different neighborhoods in assam francisco. i have had -- i have been moving quite a bit. i've lived in that mission, have lived in the tenderloin and i have lived on the edge of chinatown, which are neighborhoods with the highest concentration of the sorrows. i think i am qualified to sit on this body and i'm happy to

when she came -- i did not know her that well and her voice was kind of shaky but she would always stand up real firm and she laid in to me but she just died appointed to coordinator and she has a keen eye and she has a vision. she's always bringing people from city hall and bringing resources we might not even know. the latest one was a lifesaver. i've been at the mission itself for seven years and what she does is does workshops and i'm 48 years old at all of these different things, you might not be aware of them but if you go

my co-worker. most of us are familiar with his work around bedbugs. that comes with a drawback. he is the defacto expert and has seen more bug bites then he cares to but i just want to speak in support of him. i respect his work and i think it is a great leadership development for him. he is a great leader and will make a significant contribution to the task force. >> of all of those people who just spoke, i don't think any of them have attended for my remembrance, ever attended a task force meeting. the other thing is there's a problem because you did speak about the bedbug ordinance.

they create that ordnance and there was conversation regarding the owners about how they were being excluded. the other thing is just as the monitoring committee has to provide a quarterly report, this body needs to provide some sort of annual report as well. i am still frustrated with this committee because the people, their voices not being represented. the people who are supposed to represent us, they have nothing to say. if they do say something, it's not of any relevance. it is almost rambling. i don't think there is any thing that's going to be new or innovative coming from this body.

supervisor kim: thank you. is there any other public comment at this time? seeing none, public comment is closed. we have to applicants for this seat. i want to acknowledge them for their service and their work on behalf of our tenants in the s r zero. i know there are other members of the task force that did not come and i did not see you in the audience. as somebody who represents many of the sro hotels in the city, what a tremendous relief is to see organized the members are and how dedicated the staff members are and i cannot imagine where we would be today

without the task force and without the collaborative in the mission, chinatown, and the central city. it is such an important legend -- such an important thing that we obsolete and into lebanese hotel rooms and without your advocacy and diligence, i'm not sure what the condition of these buildings would be today and what services we would be able to provide too many folks in need the hotels. both candidates have been working closely with our office and the department of health arawn bedbug abatement and we want to introduce the next couple of months. we have been working with the collaborative. even before our office became involved, the tents that have been researching this for years, i'm glad we have -- the tenants that have been researching this for years.

bedbugs, it's a huge issue, an emotional issue for many tenants impacted by bedbugs. i want to acknowledge that, so thank you. we do have to applicants for these seats. supervisor campos: i would like to thank the to applicants. when we have had hearings before on the issues of sro's, the people we have before us are two people have been very important to addressing the problems that face sro's, so i'm proud to make a motion to move the two applicants for a positive recommendation and to provide a residency waiver for each one of them. i am proud to make that motion. supervisor kim: we have a

reports of the fiscal year. the first report is from july to september 2011. i will run down them briefly and if you have any questions, i will be happy to answer. in the first quarterly report, 21 -- there was 73% and each site had an occupancy rate of 100 or more and there are four sites not inspected in that quarter. there were 59 standard of care complaints and the committee conducted only one investigation and afforded to the department of health for investigation with standard of care violations. best committee continue to have challenges with and it 10 days

allotted, which we are getting better on. we are increasing the pool of people who can conduct inspections, so that is making our numbers better for the next quarter. i'm going to go to the second quarterly report and talk about the policy recommendations because they are the same. during the second quarter which is october through december, the inspections team conducted 22 of 31 assigned of visits which is 71%. this quarter right now call we are at 80% of where we should be and we continue to exceed the legislation. this is remarkable because the it
