neighboring business called the republic was granted an entertainment permit and it has a much larger capacity. this been you has operated in a stellar matter for the five months it has been opened. there have been no incidents and the reports. in the last few days, there have been a flurry of e-mails about the security issue. shaw security management also owns the republican -- the republic and has been hired to do the security for reed and greenough. he was not longer doing the security, but that was a misunderstanding and that has been worked out and he is back on board. there will be to security personnel, one in and one out.

the people we have reached out to include the neighbors in action and stafno -- stefano has had direct contact with her. she is [unintelligible] and 12 midnight saturday and sunday and 130 am daily providing it is not amplified. her other concerns were reasonable. the rain at community association is a supporter of the permit on weekends only but not during the week and has indicated she has concerns about other clubs and bars and restaurants in the area during the week. we informed her we were seeking 1:30 a.m. during the week and the necessary safeguards were in place. individuals who wrote, there was a man named john millar. we sent him a letter back and

have heard nothing from him. i met with the merchants association and they were satisfied with the outreach and conditions and supportive of this project. also, the police department is supportive of this project with the closing hour of 1:30 a.m. the ownership of reed and greenough accepts. they installed the surveillance cameras that were requested by the police department and will keep the tapes and the data for police review should be needed. -- should it be needed. i would like to add that i feel it is a great shame to hold a business accountable for the sins of a previous business ownership. i know there have been issues, personality issues in this case.

i do not think there are any justification for restrictions of hours. you can see from the photographs, this is a serious financial investment. we have many letters, under 10, but several from people across the street. businesses across the street adjoining them who also have long term vested interests in the marina. people who have owned property there or who have owned businesses there for almost 30 years who are supportive of mr. allen's. thank you. -- supportive of mr. owens. thank you. >> this commission never takes previous ownership. we always give someone a new start. we do not take into consideration the previous owner what we're granting a new permit. i understand from people who have contacted me personally

this is a lovely place, a great place. they're really like it. however, i appreciate any work you have done for this business. i am concerned about the fact that mr. owens went to a community meeting prior to hiring you and said to the people in that meeting i am here because i have to. my concern is he will not be a good community partner with the neighbors and the neighborhood in general. because his attitude is he had to do it for this permit. do you want to address that? >> he has a short fuse, perhaps. he is extremely frustrated because he felt he took something that was in the drugs and made something beautiful out of it and nobody appreciate his efforts -- nobody is appreciated his efforts. we have had a lot of the e-mail exchanges. we have tried to counsel him and

my concern is paul owens. i love the concept, i love the design. some things have happened. whe met with immediate neighbors at my insistence. let's start this and start on the right track. he told them it was not going to be an entertainment license. we found out at the last meeting he had applied to months before he talked to us. i am concerned about the fact that you gave him instructions to bring back drawings of where the equipment was going to be, specs' rental -- insulation, -- specs for insulation and location, and it has not shown

up in the file. i have not heard of a compromise in hours. i am standing here late at night at 9:00 p.m. and no one has come back to me with compromise on hours. there are three apartment houses around. we gave them a very good set of conditions of approval. concerning curtains, no parties in the alleys, no parties in the backyard. the planning commission told them not to ever have anything upstairs so we included that. i have some concerns. the big thing is the neighbors want to -- a liaison other than paul ownesens -- owens to them

9:00 p.m. president newlin: thank you. are there any other members of the public who wish to address this permit? >> good evening. i am the attorney for reed and greenough. prior to hiring garland, i attended the same outreach meeting. it was not just through the public relations firm that community are breach occurred but it was also through mr. owens himself. i wanted to chat about what he has put into this establishment. we raised $1.40 million and every penny went into the renovation and build out of this place. there has been a lot of love and money and effort put into it. he has hired an experienced staff.

he has on his own from the one imposed a dress code. i believe that martha pointed out is controversy. no one asked him to do it. he did it. i asked him why and he said i want a certain kind of clientele and a certain kind of bar and this will help me get there. there have been a couple of comments this evening about him not reaching out to the community. i would like to point out that since reed and greenough has been open, he has made sure they have posted community events. he has an fundraiser -- done fundraisers on his own because this is the type of the establishment he wants to own. there was a misunderstanding between friday and yesterday but that has been resolved. where gorda have to be a security guards, one in the front and one in the back.

i want to say that we felt the most of her conditions were very fair and reasonable and customary. the only point of difference were the hours of operation. we felt we did not want to hamper the revenue stream nor was there indications that this kind of place would need restrictions that would hamper the revenue source. the reason being is there are surveillance cameras installed and they would be shared with the no. station upon their request. also you have two security guards. one of the guys across the street mentioned, i asked what is the difference between what was there before and now? he owns a small pizzeria. he said i do not get the the impact or the volume of people but i get good quality. people come in, they're nice and polite and i am cool with that. i said this is an opportunity,

where place can complement another place and there is a synergy effects. he said by all means kehoe i am happy and during the months of construction when there was nobody there, i suffered. i almost one out of business. i said that is great. i went to people in the community and asked what they thought. they said this is the gold standard of lounges. what was there was a nightclub. they used outside promoters and invited people in who were not respect oil -- respectful. i know the shot that neighbors had. when there was a homicide and a new guy comes in, there was an initial shock. the ship hit the rocks a little bit. he felt how can you be upset with this? the process is the process and that is for everyone. now the ship is out to sea and is sailing along. we need to be supporting this

guy. he has put $1.40 million investment capital in the community. i do not think there should be any restrictions on the hours. 1:30 a.m. is in the spirit of staggered closing. if by chance there is, we can come back here. what i would like for you to do is if there is not compromise on the hours, have a rollback in three months with no incidents or report, he can go to another level automatically. >> i have a point of information. i need to ask you some questions. we heard from the applicant and from other merchants. every president -- precedent and a resident association we got has a different story. i appreciate his investment. something good should be there.
