you have a quorum. also with us tonight, the chief of police and the director of o.c.c. president mazzucco: thank you very much. welcome to the february 29 at meeting. it is a leap year meeting. i want to welcome you to this meeting. what we normally do is to get to note the commissioners, we will tell you about what we do in our day jobs. this is a part-time jobs, but it really is not. we do have day jobs. i have to tell you, this is the best part of being on the commission, the last wednesday of the month we go out in the community. we go through the city. is a great experience and get a chance to hear and see from the

communities. the district captain will do our presentation about the issues in the district. you can make recommendations and thought is up to the captain and chief. the director is here to tell you what her organization can do for you. without further ado, i will start with commissioner dejusus. commissioner dejsus: i have been on the commission 5.5 years now. i was appointed by the board of supervisors, and it is the best time to be in the community. we hear a lot of good stuff and that stuff. it it is within the realm of our jurisdiction we try to look into it and work on it.

a native san franciscan, but i have been here so long i might as well be. and i have been on the commission for about eight years now. and my name is angela chenan. i was staff attorney at the asian law office now located near chinatown. i am quite familiar with coal valley. i am happy to be here. i lived in the neighborhood twice. first on frederick. i am happy to see the turnout. i would be glad to talk with anyone after the meeting. and commissioner kingsley: good afternoon. my name is carol kinglsey.

i would like to thank the elementary school for hosting us, and also to the residence and people work in the district. i am and an attorney and a mediator and a parent of a college at son who is a native of san francisco. and sfpd breaks the city into 10 districts, and i have beaver live or work in half of those -- either lived or worked in half of those. i have never lived or worked in the park district. i am looking forward to learning more about this district tonight, and i am looking forward to hearing from you about how safe you feel in the district and any other comments you may have it. i have previously served on the ethics commission in san francisco and have been on the police commission for just about

president them mazzuccmazzucco:l start with the chief's report. >> i love this particular neighborhood. from 1978-1981 i was your grocery delivery guy. i was one of the clerks, but i was the only one that could get up and down the stairs around here. it is a great neighborhood. i love of being back. it recently in san francisco, or at least since the beginning of the year, the downward trend in crime continues.

violent crime is down 3% year- to-date. property crime also down for an overall reduction in the major crimes of 3 percent across the city. we have had eight homicides, which is nothing to smile about, yet it is when you realize last year we ran at 15 year to date, and in the third year of record low of record low homicides. we appreciate the partnership and information. we appreciate the trust and support. i think we can continue this and make it the new normal. we were busy the last couple of weeks around town, although i will defer most of my time to

the good captain. we were working hard at the schools to try to impacts young people to grow the trend and build the trust. we were at balboa and galileo. according to the city beats the breakfast, we enjoy a 72 percent support rate within the community, which is great, except for we will work hard to see how many of the other 28 percent we can turn into believers. with that, i think we will conclude the report and answer any questions when we get to the end of the evening and deferred the rest of it to your new capt.. >> line item 2b. >> good evening, director. >> good evening.

members of the park community. and i am joysticks, director of office of citizen complaints. also here in office is the senior investigator who will be available to answer any questions you might have a leader in the evening. it is my pleasure to be here this evening to address you about the functions of office of citizen complaint. we are the third largest civilian oversight of law enforcement agency in the united states. we're only surpassed in size by new york and chicago. office was created by a board of supervisors, and it became operational in 1983. we're nearly 30 years old. we were originally an office of the police department, but it was later placed under the

direct oversight of the police commission. we are separate from the police department. the police commission is also a civilian body. the function of office of citizen complaint is to investigate civilian complaints against san francisco police officers and make policy recommendations on san francisco police department policies. in california law enforcement agencies must have a procedure to investigate complaints by members of the public against peace officers. the office of citizen complaints serbs that purpose for the san francisco police department. we are staffed by the first group of citizens who have never been police officers. we have a 35 member staff. the majority are investigators. the balance consists of attorney and support staff. the goal is to increase the public trust in law enforcement

by being the bridge between the public and the police in matters of police misconduct and matters of police policy. our mission is to ensure police accountability by conducting fair, timely, and unbiased investigations in making investigations on police policy and practices. when conducting an investigation, we do so to find out what happened. we follow the evidence come to interview the person who brought the complaint, sometimes in person, sometimes by phone. the involved police officers are also interviewed in civilian witnesses are interviewed. we have subpoena power to obtain evidence. we obtained additional -- we obtain additional information from the police department. the investigators visit the site of the alleged occurrence and maintain photographs of the person or places.

we aim to complete our investigations within nine months, and with limited exceptions we must complete them within one year. once we complete an investigation, we make a finding of whether the complaint of officer violated local or state federal law. a standard -- the standard of proof is the preponderant of evidence. that means the probability the fact it occurred was more likely than not. it after an investigation we find an officer violated our role, we forward the report to chief search for further action. he can impose discipline up to a 10 days suspension. the police jurisdiction has authority over this. another way to we serve is to provide mediation as an alternative to discipline.

last year our office this of the dated 68 mediations. -- facilitated 68 mediations. it allows complains to resolve issues with the accused officer in person. the goal of our mediation program is to bring the involved parties together in an effort to achieve mutual understanding. we have a partnership with community boards in the sand and cisco part -- board association. we are able to cry -- provide neutral mediators. our mediators can conduct the mediation in languages other than english. participation is voluntary, and then complains it enplaned of officer must agreed to mediate before it can go forward. i am proud to report that eligible officer participation last year was 92%.

that mediation participation rate is the highest per capita of similar mediation programs in the united states. now i would like to share a few statistics about the complete we received in 2011, and how we resolve in them. in 2011 we received 784 complaints. this represents an 8% reduction we received over -- in 2010 when we received 854 complaints. last year we sustained allegations and 7% of the cases we closed. we found a proper conduct and 25%, and we found 04 percent of the allegations were not true. the largest percentage of allegations we received were for unwarranted action. allegations of unnecessary force only comprise 10 percent of the entire allegation. in 2011, approximately 28

percent of the complaints were african americans. caucasians with 35%. 18% decline in nation. native americans and pacific islanders 1%. the office of citizen complaints is located on the seventh floor of 25 van ness avenue near the quarter of van ness and market. we are easily accessible by public transportation. we also take complaints over the phone, and we also have an answering service on the weekends and in the evenings when we are closed. we can received complaints by e- mail and fax. you can file a complaint by your district police station and personnel will forward the

complete to us. the staff is quite diverse, and they speak several languages including cantonese, amanda needed -- mandarin in spanish. two of our investigators are spanish speakers, which are important because the largest number of non-english interviews are in spanish. four languages other than we mentioned, we will obtain services. last year we conducted 28 cases in spanish, 5 in cantonese come in one in mandarin. and as i said earlier this evening, if anyone would like additional information, see your investigator reaching the senior investigator is here to answer your questions. thank you very much. that concludes my remarks. >> we will give an opportunity to ask questions. 2c, commission reports.

john feeney, to address you in the police commission on activities in the park district. >president mazzucco: good evening. >> honorable mentimembers of the commission, and members of the part community, welcome to the park district. i probably stand before you as a commanding officer -- i probably stand before you as commanding officer of the park district. it is an honor to lead the men and women of the park we station and to work hand in hand with the community with that outstanding and highly-engaged community of the park district. tonight i have a brief power point presentation and we will speak about the issues we face. my policing philosophy and my plan. i appreciate the opportunity to present tonight. thank you.

the park district covers an area bordered by gary boulevard, market, and upper market to the south. seventh avenue to the west. it is u a three-square area mil originally the station was built in 1910. it serves the community of coal valley, western addition, 26, the bows and parts of the castro areas. it also has a major parks. golden gate park, albert lake and to tho dubose park. during the previous extraction

times, one that just ended, robberies are down 60% this time this year. a trend that the city is falling as well, overall reduction in the robberies. however, burglaries, as many of you have read, burglaries have been on the increase, specifically with regard to the deaths of bicycles from multi unit apartment buildings. the flip side of having this is also the burglary arrests are of 220% year to date from last year, as evidenced by outstanding address -- addrrress about a guy scratching off the number of a bicycle handle the other day and the search showed that of the things in his

possession were stolen. he is going to be going back to jail. his probation is being held and revoked. excellent arrest. we have made several since i have become the commanding officer of bicycle thieves. we look forward to serving more. the focus of my newsletter is awareness and getting your neighbors and building owners to take measures into securing the entrances. usually it is coming in through the back, and also garage doors that people are sneaking in. we pulled out an automatic garage door. in there was an incident just the other night where the burglar did that same thing. the person's neck and behind them with the garage door and

went into the building install a bike. -- the person lifted the door and the person went in right behind them. auto burglaries. they are down slightly this last time, however it is much higher of a number then i would like to see. again come awareness. do not leave anything in plain sight in your vehicles. a lot of the burglaries are from the east end. golden gate park burglaries as well. leading items in the car. if we could make people more aware about not leaving things out, we could further reduce

this as well. we're coming up on the one-year anniversary of the implementation of the sidewalks. in the previous 12 months we issued 76 warnings come at 188 citations and 14 arrests, and that is predominantly among the corridor. one of the great tools, and i will come across this later on when i speak about the neighborhood courts, the efforts of our recently departed rebecca brokeham, helped with regard to the major offenders. rebecca has been replaced by another neighborhood the dada, y

hernandez. i realize this is rather long, and i wanted to -- this is something that has served as of my personal philosophy for policing, and that's the police of the public in the public are the police. however, with us said, the police being only members of the public better paid to get full- time attention to the duties that are incumbent on every citizen. community engaged policing. it is, as many of you have heard and seen in the news letter coming is the community becoming involved and engaged in the policing of their own communities, as well as engaged with the police department, as well as the police department becoming a engaged with the communities they serve. something i want to a party --
