and community engaged policing philosophies is back to basics of policing. people were responsible for the policing of their own communities. as we move forward in policing across this nation, many resources are being diminished, and therefore the responsibility for those in the community rest still with their communities. it is very easy here in the park district to talk about community-and gauge policing come up because it is such a highly-engaged community. i was very fortunate to be sent here to have a community as a gauge as they are. what we need to do, and part of the process is to engage back.

have officers engaged and to get out of the cars, talk to people more, engage in conversations. driving around. those things -- when policing first started, there were no radio cars. people were out there walking the beat. you get to know people and see people and interact. you develop the trust and relationship. as we move further along, that is how things are going to get done. and i will cover that later about the networking and relationship building. the park community is engaged. in gauge community is a safer community. a police force in gauge embodies the true essence of policing.

the large component now it is especially here at the park district is the community police advisory board, which is made up of diverse representation of various community groups within the district. collaborative working group committed to coming up with sustainable solutions to the complex problems. when i say complex problems, what i mean by that is police issues in police problems come and other issues we're dealing with about issues are still remaining here. albert lake was an issue then and remains an issue now. in order for us to have long- term sustainable solutions come it will require more than a police response. it will require collaborative work together to find out what

we can do to have long-term solutions to the issues so it is not always an issue. aking get to the points where it is controlled so to speak. the community police advisory board is a sounding board that brings an information and take it back to members of their community group. it is with the district wide focus as well. it is not just about that community groups, it is about working in concert with other groups to make the entire district better. that is the goal. i spoke earlier in mentioned about neighborhood courts. they give residents a chance to resolve non-filing crimes in their neighborhood. the residents themselves hear cases in neighborhood settings using the court of justice procedures. assistant district attorney tony

hernandez is assigned. there is also an assistant district attorney that is assigned to the mission and gave you. we're very fortunate to have the services at the station. the district attorney is there for hours a day in the afternoons, and we're very fortunate. it helps our officers to develop long-term -- more sustainable solutions with the police end that there is answering of a person's crime. the cases that are there, they are sizable offenses. they are not local. not something that the d.a. office will prosecute in the court. these are cases that were not prosecuted at all and the community felt someone got off without anything.

now they are held to answer by the community members themselves. park police districts. and as i mentioned before, albert waklake, carry swords -- very fortunate to have the use of the honda unit. they have great access to the areas of the park in the panhandle and one of this parwhf buena vista park. we of six members assigned to the station. we will be able to do better work with their services. homeless our reach in the albert lake area. bringing in social services, it's expanding beyond the police rome -- from.

-- realm. we need to have the transient population that are the criminal population that are dealing drugs and assaulting other people. we need to have them think about who they are asking to buy drugs as they're walking by. we want to put sense in their mind that perhaps that may be an undercover police officer. we can actually make them feel uncomfortable and hopefully lead this area. he street itself. we have coverage with the foot beat officers. we have officers that will be on bike. we will have approximately 15 hours of coverageof the week. the haight street beat will

concentrate their efforts as well. the mcdonald some entrants to albert lake and albert lake itself. i am going to skip this next one. we talked about bicycle thefts and burglaries. campbell playground is another issue and the issues there with the homeless -- homeless population in members that frequent the clinic close by. we have a mix of student population there from the high school and the school that is right there and lunchtime crowd. it is a mix that our officers received an e-mail today and responded for a large group of people. that is something that we're going to focus on and to make that area safer for the residents who go there, as well as the students that have launched their.

we talked about the mcdonald situation, and target enforcement. any of our target enforcement, whether it is a decoy operation for a pedestrian officer coming in across rock -- crosswalk or other issues we're dealing with, it is all meant to get people to comply with traffic laws, and criminal activity that needs to be taken elsewhere. it is not just moving it around the city, is just that if we can get them out of san francisco, the more, the better. going back to traffic safety. little did i know when i took over park station come i never knew what the way goal waiggle .

as i tell people and have written about and have the opportunity speak of the sanford says go bike advisory committee and members of the bicycle coalition, the whittiggle is hee to stay. we will not include any of the hills for flatlands. the increase in bicycle traffic is planned to increase substantially. therefore we must anticipate the further issues and develop solutions so we can make the streets safer for everyone to travel. one of the quotes is the fact that we are not waging war at park station against bicyclist, pedestrians, skateboarders or

motorists. we're waging war on behalf of traffic safety for all in the community. that is something that is near and dear to my heart, as well as many people in this room. it should be almost everybody, because we're all one of those at one party or another, and traffic safety should be important to all of us. park station plan. some of the things that i would like to try and do at park station, as the captain being my first command, first thing i told them when i got there is expected to change. if we're not changing, we are not improving. and if we're not improving, we are not getting better. i am not a status quo type of person. that is something i hope officer see and members of the station see, because there are so many

more things we need to move forward on with regards to policing. policing in this dynamic city should be equally as dynamic. there are things we're going to try a little bit differently. just like the members of the community are the foundation of the community, the officers and sergeants at a police district station are the foundation. the captains are transients with regard to district stations. we come and go. we are commissioned officers. we have no transfer rights. therefore what i want to build as a strong foundation. park station has a strong foundation of officers right now. what i want to do with the council is actually and all of them more and how the stations run. it is much like the council and getting to do -- actually have

decision making abilities. improvements around the station in the way things are done. when you go on a cruise, they do not change the cruise every time they change the captain. the captain goes on to the ship as it is. they have to rely on the ship itself. therefore, i am relying on the ship itself and the members of the station to be the strong foundation for the community. what i try to do is enhance the experience, enhance the foundation and make sure it is strong, something we can leave a legacy for, just like in the police department. we are a legacy business. years from now the cheap and myself and others in the room will be retired and gone.

we need to learn as we learn from those before us and make the city as a visit can possibly be. we have our estimate annual signups take effect this saturday. shortly after we will have nominations and elections for the part council. moving on, it is great we have community meetings. one major thing missing in the meetings is having a park station used council. nowadays being the father of a 20-year-old daughter and young adults have a distinct ideas on how things should be, and i think in this community is specially, it would be great to bring together kids, young

adults come a teenager's, teenas know how they would like their district police. some of the things i have mentioned is providing them with the voice. also, second saturdays. there is volunteer programs, especially in high schools right now. my son volunteers of the school for autistic kids. there are other things we can do. giving them the ability to develop projects on their own to make their own neighborhoods more livable and save come in for themselves to grow up in. second saturdays is an idea i thought about and written by myself -- grant by my son by bringing the group together for volunteer project. that is something moving forward we will be looking into. i of spoke to -- i spoke to one

of the people last week at the community meeting. the park volunteer program. this is something that' if we're going to talk the talk, we need to walk the walk. i am a firm believer in that. i have already talked to the human resources director to see what we have to do. having police officers actually volunteer to not just -- there is volunteering and outside the job, but there are lots of needs in the community. one thing close to mind is the children's playground. maybe have an officer come in an hour or two hours early and go out there and in iraq and be there, because we do not have the personnel to put in at a

city park because of the calls for service and other staffing levels. this is something of us here at the station giving back to the people we serve and making a -- i know it is all about the kids. we talked earlier about the legacy, the legacy of policing. it is the type of imaging we give to the community so that way when they grow up they're more apt to be supportive of us and the communities. when they have that access to us, it provides great benefits. as i talk about community engagement in defense, i am not talking about replacing a program or anything like that with things that are normally paid for, but officers going out if there is a community event, maybe an officer can go out there before or after a shift in just be there and be an extension of what they will

normally do. there was one other thing with regards to the volunteer policing. it is also something we talk about what officers, and this is part of the idea with a parked station in council. i want the counsel to figure out how they would like to do it and whether or not it is a good idea. all it takes is a few people. once the toe dippers find that it is not a bad idea, they will dive right in the next time. that is part of the plan. there is a few things -- i know many of you have read the newsletters and been to the meetings. there is probably a lot more we will do as we come across it in time. i appreciate your time.

well, to get people out there that are able to do that. others already volunteer in their communities, things like that -- >> understood. >> if it is a couple of hours a week we could add, it would be more than what we have currently. sometimes we are precluded from hanging out at the park with the kids because of calls for service. it is just a matter of -- sometimes there is time to spend in between court, other events. quite honestly, for us, i feel like a business owner. i feel like i've invested in park station. there are no hours on the clock now. it is a matter of putting the time in. we will all reap the rewards.

>> to thank you for giving me an opportunity to make two points. i like this never very much, i live in the neighborhood. suggestions for the new leader of our station. the intersection of 17th and cole, there is a stop sign at the bottom of the hill. i reminded the police years ago that that would be a great way to balance the budget. if they would periodically and in a non-predictable way have an officer a couple of cars back, they could ring up tickets like there is no tomorrow and increase our safety. the second issue, the idea of having a speed bump -- or in other areas as i see now, at a speed hump -- on 17th, right after we get flat. we see a lot of acceleration, a lot of fast cars.

one of the great things about this community is an ever growing baby and youth population here. there are many reasons for public safety to consider that. as things have changed around the city, the traffic flow on 17 has gone up and up. i just have my observation, so i cannot pull any numbers out of there. i would love to see those things considered and would be happy to participate, if that is what you need, as community volunteers. >> hello. my name is christian einfeld. i live in the western addition, work downtown. i wanted to thank sgt yamaguchi about addressing an issue of gambling on the muni.

gamblers surrounding a victim. it is a shell game. he engages the victim and then there are two enforcers who surround the victim on either side. i have seen them take hundreds of dollars from the victim. once they are engaged in the game, all the others continue to egg them on, and in some cases, intimidate them if they want to withdraw. it is difficult to catch them. in the past, i have called a dispatch when i see a game going on. i quietly call dispatch and oftentimes they say it is difficult for us to get an officer of there in time to interrupt the game. i came here tonight to talk about that. fortunately, in the hall, i met officer yamaguchi, and perhaps we can go forward from there.

i just wanted to bring that to your attention. visitors to our city are losing money. ice saw one woman blew $600 -- i saw one woman lose $600. i have seen this typically on the two buses i ride, the 38th and van ness. typically does not happen during commuting hours because they need a lot of space. that is the sum of my comments. >> thank you. next speaker. >> as always, a new wrinkle in san francisco. all of the park station officers here tonight, captain, thank you for bringing the commission meeting to park district. i am the chair of the steering

committee of the blend of vista neighborhood committee. we serve 4500 households around the area. we have about 400 paying members of the time. i'm also honored to serve on park station's community advisory board, and to be the representative on the city-wide cpab, part of the department of community relations you did. barry police captain feeney has been assigned to the park station. excited about the many fresh ideas that he is bringing. you saw a summary of them tonight. and that is just within a few -- a few weeks. especially his focus on the equal approach to enforcement of rules and behavior among vehicles, pedestrians, and

bicycles. what a novel concept. equal enforcement of all those in the mix. also pleased with the reassignment which happened before captain feeney. the recipient -- reassignment of the honda unit to be based at park station. while they serve the whole city, the local presence coming and going from park station through our neighborhood where they happen to be assigned is really benefiting golden gate park -- my favorite come when of this the part -- buena vista park, and other areas. i have become acquainted with some of the raw officers that make a regular effort to cross through the park. the interest and ownership they have taken in the park is very
