they are really well done, a tremendous amount of interest and tremendously well attended. this commission does not often get kudos but you will remember that a short time back we had actually three medical cannabis dispensaries in front of us, two were in the far our mission and i received in the mail the 5 page monthly bulletin from the cayuga improvement association and the planning commission received a rare notice actually commending us and the entire publication is devoted to that subject. one last goldstar to the members of the planning commission.

column. in fact, they have in meeting this evening and i might go out and say thank you. the other thing that i wanted to mention was that the commission president fong has asked me to be the representative to the arts commission. the idea came up in a discussion this week that perhaps the biggest impact that the planning commission could have on the arts commission is in the civic design review section and i met with them during the long break today and i will be going to those meetings where the actual design, not just part of the project, but the design of

public buildings interact with planning and it was a very positive concept. >> i thank you for doing that. we pumped into the arts commission meeting to introduce ourselves had a little bit of understanding on how they work. thank you very much for serving. >> if there are no other matters, we can move on to directors reports, directors announcements. >> just a couple of announcements. just to announce a couple of public meetings this weekend. one is for the green connections project. this is a project that we are sponsoring several agencies including the parks and wrecked apartment -- rec department.

they are having a walk this weekend. this is from 1:00 until 3:00. this starts at the veeco center at heron's head park. -- the eco center at heron's head park. there is a project at 17th and folsom, we are proud of what we've done with rec and park. we are reviewing the concept designs for the park. that is sunday at 3:00 p.m. >> that is getting rid of a parking lot. >> that is getting rid of a parking lot that is owed by the puc. this is a very interesting project that was identified in the neighborhoods plan and is now being carried out by the department implementation team.

study of nightlife entertainment in san francisco. this presentation by the comptroller and the entertainment commission's staff was requested by supervisor wiener and the focus was an economic impact study of nightlife entertainment including a number of jobs generated by the sector, the amount of taxes paid, the number of visitors drawn to san francisco as a result of the entertainment sector, and also to assess the results and to discuss potential legislation which would support the sector and ensure that remains a contributor to san francisco as economic and cultural environment. the second item was the public art fee which was summarized for you last week. this was sponsored by the mayor and board president chu. it would allow certain projects to pay into a new fund.

the planning commission considered the ordinance october 27th of this year and he made a number of recommendations which can be summarized as three major issues, the first was insuring the continued production of prominent and monumental art, that it be balanced with the new possibility of the ephemeral art. this should apply to all large developments, not just within the redistrict. also making sure that the public open spaces are activated and identified as physical works of art. since the commission action, the board president and the mayor's office has conducted further out of reach with interested parties and developers and this has been amended more than once to address the commission concerns. the primary outstanding topic is how the environment should be responds -- expanded.

the item was continued to march 21st -- march 26th. at the full board of supervisors, car sales and rental was on the agenda and the legislation sponsored by supervisor elsbernd would allow car rentals in the district by conditional use authorization. the planning commission recommended approval as did the land use committee and it was passed on its first reading. i wanted to include, there was a resolution regarding the state assembly bill 1678 regarding restrictions on food trucks proximity to schools. that was a resolution sponsored by supervisors wiener, olague, and campos regarding the

proximity to schools. they have proposed continuing that resolution to march 13th. there is a similar piece that has been introduced by supervisor wiener that would extend the areas where mobil facilities are permitted within san francisco city limits and that is scheduled to be considered by this commission for a recommendation to the full board do not on 19th -- full board on april 19th. it looks like despite the bill which would technically override the city proposed ordinance, this is still scheduled to be heard here april 19th. that concludes my presentation. if you have any questions, i am happy to answer them. >> i want to thank you for

>> the board of appeals did not meet this week. the historic preservation commission did this week. the commission reviewed at the landmark designation program for the year bonds. we have been working on the two landmark districts. these are buildings that are discontinuous. we are on schedule to bring both of these districts to both the planning commission and the hpc this summer. there are several proposed

individual designations we have been working with with various owners. we do have owner support for several of them. they will be going through the hbc. one fo them is the owner of sam jordan bar and then the cowell house which is an early example of a house that goes back to the frank lloyd wright style. there was a discussion with the commission about now that article 10 and 11 seem to be moving along and some of the other work items has been nailed down, we would have a broader

>> good afternoon, commissioners. it is interesting, you are talking about turning a parking lot into a park. i am always here talking about the fact we are turning part of lden gate park into a parking lot which is the artificial turf we have someone who agrees with us and this was published in the -- the soccer fields should be grass and i would like to read a few excerpts from his editorial. "the soccer fields should be the city's premier location for playing in four games like middle and high school championships. they should be the best the city should produce and they should be grass. there are two premier baseball locations.

the city has a stadium where the high school football championship is played. these fields are all grass and they are in great condition because the city invested resources, money, and gardeners to keep them that way. the city's premier soccer field should be like all of these other spots, made of grass. last year, the fines for paving over from europe have increased from $100 per day to $250 a day. this continues until the home under brings their home into compliance. if the soccer fields are converted into artificial turf, it would be the equivalent of hundreds of thousands of homes have in their yards paved over. there are proposals to have the gardners take care of this." we hope that this alternative to

destination. many are taking a position of next bus technology now in use around the city. updated at regular intervals from the comfort of their home or workplace. next bus uses satellite technology and advanced computer modeling to track buses and trains, estimating are bought stocks with a high degree of accuracy. the bus and train our arrival information can be accessed from your computer and even on your cellular phone or personal digital assistant. knowing their arrival time of the bus allows riders the choice of waiting for it or perhaps doing some shopping locally or getting a cup of coffee. it also gives a greater sense that they can count on you to get to their destination on time. the next bus our arrival information is also transmitted to bus shelters around the city equipped with the next bus sign. riders are updated strictly

about arrival times. to make this information available, muni has tested push to talk buttons at trial shelters. rider when pushes the button, the text is displayed -- when a rider pushes the button. >> the success of these tests led to the expansion of the program to all stations on the light rail and is part of the new shelter contract, push to talk will be installed. check out the new technology making your right easier every day

i am not aware of any. item number four, board of directors new and old business. supervisor kim: any new announcements? to go item number five, executive director's report. -- >> item number five, executive directors report. >> we will give you the quarterly report and various updates and a construction update. first, i want to mention in may we will be putting out a bid for a package that is coming up soon. secondly, i did want to mention we are going to be having the first-ever groundbreaking for a new development in the transbay neighborhood coming up soon. we have a date tentatively set for september 2. this would be blocked 1 11a. the project is a mid-rise. it is 120 units.

it is going to have 108 studios. 121-bedrooms. there will be up to three retail spaces, a community room and outdoor space. the presidents of the building will be formally homeless individuals that are referred by the department of public health that are offered subsidy and funding for services and the project. a joint program of ucf will provide on-site clinic calls in support of services for the residence. it will offer treatment, supportive counseling their peak and vocational training, etc.. we will be sending the board an invitation would we have confirmed details. tentatively we have it for april 2. our first-ever ground rate for the first development of the neighborhood, and i am happy it is a home for formerly homeless

individual. that is the update. now i would like asked sarah to please come up and present quarterly reports. >> good morning. sarah gillate. >> the first report shows expenditures are within budget through the second quarter of this fiscal year we of spent approximately 67 million. about 467,000 and operating expenditures and 172,000 going into operating reserves. the second report is the contract status report showing that all contracts are within their authorized amount. it shows the percentages for each contract. we are at 15% dbe awards.

the third report is our investment and interest earnings report. you might notice the format has changed. it is related to the block 11 supportive housing that was just mentioned, the groundbreaking. it is now invested in u.s. treasury notes. of that will give an update on the project labor agreement. -- bob beck. >> thank you, members of the board. the board in november, and we

have taken a number of steps implementing this. most significantly, we have the first quarterly meeting of the joint administrative meeting, which is including two representatives of the of tpj and two representatives of the labor union. their representatives from turner construction from the project -- program management team, and the project. that meeting went very well, and recovered a number of items there. and -- we covered a number of items there. the key terms are covering work stoppages. we have not had work stoppages or disputes with the union at this point. the unions are reporting they do not have any problems meeting its labor demands for the project. we did have one of safety

incident this past quarter, which was a sprained ankle. the employee in question went for treatment and returned to decide the next dthe site the n in december the executive directors, members of the labor union, the contractor, turner construction attended the opening of the new vocational training carpenter shop and john o'connell high school. the carpenters coming out of that session agreed to donate textbooks for the program, and the general contractor's donated a number of pieces of equipment, several toolboxes and other equipment to the facility. more recently last week the remembers of our team went to

john busraharah burton high schd presented to groups of ninth graders on engineering and construction trades in the importance of math and science curriculum. we are also looking to carry forward our high school internship program this summer, both with program management team and tpja for what will be our fifth year. earlier last month we meant with the executive director of the of hellman's for hard hats director. he met with representatives of the labor union to give us details on the program, how they identify prospective candidates who ardee leaving the military r recently left the military and

trades they would be interested in, so those can be dovetailed with apprenticeships programs at local unions. upcoming in august there is going to be a job fair on the uss hornet that we will be attending to look to connect with potential candidates as well. there was also a job fair at the veterans building march 2 that dog holly from the program management team attended to distribute information on our project and the hellman's for hard hats program. in terms of updates on apprenticeships opportunities in utilization, carpenters have reported to us they have nine apprentices currently working on the project. operating engineers have reported they have for apprentices and city build graduates working on the project, and a labor union has

just recruited ninth graders? >> no. there was an opportunity at the school for people to come and speak. we have established dialogue with the district office, and we are trying to match up -- match up whenever there is an interest from one of the schools for presentation, and speaking opportunities or site-visit opportunities. we're making that wide open. we tend to focus more on juniors and seniors, people who are making decisions about college. supervisor kim: are you looking for specific backgrounds or skill sets you have a criteria to pick from? >>
