through and approximately 20 prime sub-consultant attended the walk-through. we also advertised at the san francisco chronicle, examiner, bayview, tsing tao daily, and a small business exchange. it was also distributed to certify and disadvantaged small businesses in the area, the cultural chamber of commerce, and small business council. 2012, we received two appraisals -- proposals. the review panel consisted of authority staff and based on the proposals technical management gender capabilities and experience, the panel recommended that the award go to the top-ranked firm of rossi brothers inc.. they were better in terms of

qualification, cost, with a proven track record and plenty of improvements -- improvement experience in the san francisco market. in addition, we also asked that the firm meet a 25% disadvantaged local business enterprise goal of 25%. with that, they came back with a proposal and said that they could expect to meet 49.9% of the contract. we also incorporated local hiring requirements with 28% participation by local residents with 28% by the advantage workers and the role of the apprenticed partnership by local residents without 20% performance by disadvantaged workers. we were briefed on the item at the february 22 meeting and adopted a motion but six members voting in one member abstaining. in terms of fiscal impact, the

and conditions. supervisor wiener: thank you. for the record, commissioner david chiu will be joining us for the last item in commissioner mar is now present. >> good morning. i am a principal engineer in the capital group, with authority, and i am here to present to you item #4 of the agenda, which begins on page 13 of your packet, beginning with a memorandum of agreement on page 13. in the past, the authority and office of workforce development have collaborated to track local lock -- local opportunities within the city and county of san francisco. as a matter of fact, they were one of the main proponents of supporters of the city build program, which had been active and effective in reaching neighborhood groups through

outreach in training programs, developing for what local residents located within upcoming construction prague -- projects. we will provide local outreach and develop skills for -- still for force for residents to become aware and qualified for construction jobs related to face and replacement of the dual drive. you are well-informed about this project through presentations by my supervisor as one of the most prominent participants in the city and this project is being delivered through a public- private partnerships that will design, construct, operate the project for 30 years, for about $1.4 billion. it is due to open in 2015. the city build as a primary

relationship with ongoing training programs and can insure the work force has required skills that become available in a timely manner to benefit the employable work force. they may also be able to identify and inform the skilled workers available that would meet the contract is needs. this will further the collaborative relationship between the authority and oewd and provide a structure where the employment specialist can work directly canglc, with glc,o screen potential workers and assess them for referral for the project and facility local hires. we have taken this item to them on february 22. we are authorizing the executive director to execute and not exceed $157,000 for city build

>> thank you, michael. i with the department of public works. sorry about that. i have a brief power point presentation today, to give you a brief update on the project status and the background behind the request. briefly, the goal of the project is to revitalize the market street through the embarcadero and established market street as the premier destination in san francisco. there are three rolls around

mobility and economic development, which is part of the study. we have a very large project team on the city side and consultant team side to ensure that the technical studies are robust enough to inform the work going forward. the overview of the project's schedule right now, we are in phase one, the concept development phase. we're hoping to move quickly into phase two, the environmental review from 2012 to 2013, at which point we will answer detailed designs with a goal of a construction start in 2015. the current schedule is phase one and we held the first public outreach last year in 2011. we have been working since then on gathering information around existing conditions and the best practices. we are currently looking at the world of alternatives for market

streets. through it -- although a study of this nature is complex and complicated, there are many pieces to the project. we have a diverse group of stakeholders with varied interests, working hard on coordinating with other projects and programs city-wide and things adjacent to market street. transit affective best projects and the work happening in the transkei. the budget that the team started with was fairly tight in terms of what we were attempting to accomplish. the city team has really taken a step back on the work moving forward and how we can best utilize the consultant team to get the best product. we're looking at places where we can gain efficiencies in the city team structure and are ready to move forward on all of that.

$790,000 in prop k funds to support the $990,000 original budget and the current request is to increase the budget to a total not to exceed $1,160,000. we have also secured additional grants in funding, stationery planning grants to support the work of the study, and there will be no additional needed to complete this. with that, we are seeking a recommendation to increase the amount of professional service contracts by $170,000 and i am happy to answer any questions you might have. supervisor wiener: thank you. commissioner mark? supervisor mar: why did the

budget increase, out of curiosity? >> mainly it is the complexity of the project. when we started initially, we determine what was needed, but as we entered into the work we realize there was more work to be done and we had originally anticipated. we worked hard to define what it looks like and there is an additional cost to that. and >> can you talk more about the substance of what has been happening? i have heard that this has been a difficult exercise without much progress. we do not have anything in the presentation that lays out anything around concepts and ideas. can you talk about that and give us a sense of what is happening? >> we got a lot of feedback from the community in terms of what the community would like to see in the project. we were working toward concept

development at that time and we realized that we had to take a look at the contract and what we were requiring of the team to get this final concept developed. we took the time to look at the consultant team and how best to utilize their team and what we needed to do to bring those concepts to bear within the community. we took about six months to do that. our work slowdown in that period of time. in getting to the concept development that we had a originally envisioned, we are six months of schedule. supervisor mar: i understand why the city project team requires four agencies, but there is a design team with three entities

and six or five specialists with several storm water management studies. >> very similar to the debt on the city side of the team, the report -- required skills on the consultant side are similar and to have the best technical skills, we need a consultant teams to build a team in order to address all of the issues being outlined. for example, one of the things that we heard early on about the project was a way to address it in any meaningful way. that is the reason behind the size of the team. >> several -- supervisor mar: several months ago we authorized something that was passed that asked for this project to involve near-term pilot projects in test for the

diversions of automobiles and figure out how we reduced delays and approved safety on market street and supported the business and cultural environment. can you talk about pilot programs that will be embodied in what it is you are doing? >> there are two separate ones that exist on market street. the first is more of a citywide pilot in terms of testing things that may or may not be good interventions. some of them are not associated with this project, specifically. we are in the process of determining what pilots can inform this project, and that is basically necessary for environmental review, if we determine that we want to place an innovative bicycle facilities or want to work on certain other interventions, we need to define what that means for this project as we move forward. we are working on those

definitions right now. supervisor mar: is one of those options to close down market street to cars? >> currently, no. we do not have that option at this time. we are contemplating that as part of the study and to meet the goals of the project overall, but we have currently not identified a pilot project. not yet. we will know more about that in the next few months. as i said, we are still working on meeting the goals of the project. supervisor mar: given the feedback about this being mired in bureaucracy, how can we make sure that this project stays on track? the fact that we are behind already is not a good sign.

the fact that we are over- staffed and, obviously there might be a difference of agreement on this, but this project is not seem to be going in the right direction. what is your suggestion on how we can better monitor this to get it back on track? >> i think we have made great strides on the initial agreement and coming back to the community, because the progress is not -- processes are ready for us to bring out. that said, i and we're headed for that shortly in the next couple months. there will be a lot to show soon. to keep it on track in the long term, it is about time we securing of funds. we started with an initial budget that was low for the project. we attempted to move forward on

an aggressive timeline and this is what brought us to where we are now. to keep the funding coming for the project, it but helpless to keep on schedule. supervisor mar: obviously, i appreciate that. a bit of funding has already been committed. i am not exactly sure if it is the budget so much as -- i know there are a lot of cuts in the kitchen. if i want to get a status update on this, can you tell me how to do that? i do not want to spend the rest of this committee's time on that, but it is something i am interested in. >> absolutely, i would be happily -- happy to schedule that with your office. >> to add on to that response, we are happy to bring the item back.

in addition, i know that the director of the agency has been working on closer oversight of the project. there has been closer recognition in the fact that there needs to be stronger recognition for the team and for the project. supervisor mar: is there a shared vision on what the project should entail amongst shared agencies? >> i think we do have a vision on what was meant to be accomplished. ways of doing the project management to recover that time in a gain efficiency. chris already spoke to the strategies that are renegotiating the contract on the city's side, and i think that these are inherently large and complex projects that need special management to get

through the process. supervisor mar: such as? >> well, be might have -- when we did the major projects, like the embarcadero or the f line tracks on market street, we created special purpose entities to help deliver these projects. this is very early in the planning stage, but we should be early to creating that sense for a spotlight in capacity in delivering those kinds of projects. supervisor mar: the idea of limiting the number of private automobiles is something that i think many folks are excited to think about experimenting with. frankly, i was surprised with the suggestion in one of the contemplated pilots. can you address that?
