we have not always coordinated it effectively toward serving the same set of students and family. we are we don't expect anythingless than the acceleration we got last spring when we were a few months in. we're thankful to our families. we're going to continue to work with them as they ask the right questions on how to gauge whether their sons and daughters are going to progress because we want them college and career successful. supervisor campos: why don't we open it up to public comment? any member of the public wish to speak, please come up. you each have three minutes.

improvement grants, my main concern especially when i had two young children are water happened to thurgood marshall and bergen high school? i was planning to send my son and daughter there. unfortunately, when i researched it, they had gotten off to such dubious starts that i ended up not going to either school. as far as i could research it, it seems like marshall and bergen achieved the school of being a low high school. i think we're doing a disservice by having one low high school and allowing marshall and bergen to continue to fall behind in achieving the saddest of low high schools. everyone agrees that it's obviously important to have the three r's emphasized. in my opinion, they even need

more emphasis because i think like most kids, growing up in san francisco like myself, once you have the strong foundation under three r's you can basically learn other subjects on your own. you don't have to be taught by any special teachers or persons like that. you can kind of learn it on your own depending on your interest field. i think we should emphasize the three r's and some of the other school prudgets that schools have been working on, could be slightly de-emphasized so at least the kids when they get a strong foundation could actually make up their own mind where they want to go. one of the other things i would like to mention in regards to school improvement grant is why so many kids when they go to college need medial courses. when my son and daughter went to college, it was really

eye-opening to see how many of their incoming freshman had to -- like had to take remedial courses and according to my research, i don't think it's made that much improvement in the sense that as more kids become more incoming freshman, they still need so many remedial courses on the college level. so obviously something isn't working because why wouldn't these kids pass and yet go to college but yet need remeal yeah teaching? if i were one of those kids and someone told me you're at c.s.u., cal poly and you still need remedial course, i would definitely wonder what kind of education i got because when my son was at st. luis obispo it was sad to see how many needed it.

[reading item two] supervisor campos: thank you very much. and i won't belabor this item and i will simply introduce victor coral who is the project manager of the mission promise neighborhood initiative. mr. coral works for the mission economic development agency, metta and we also have in the room a number of district officials who are also working on this. we heard earlier from kevin rowcap and guadalupe guerrero. so we that i turn it over to you mr. coral. >> thank you to you, supervisor

campos and to all of you. my friend invited me to speak about this really kiting initiative called the mission -- really great initiative called the mission promise neighborhood. first thing is what is the promise neighborhood? i think all of you should have a packet. i have the presentation. supervisor campos: i don't know if we have the presentation -- >> yeah, they're right there. supervisor campos: ok. >> so first of all, you know, what is promise neighborhood? it's actually a very simplele but very ambitious goal to create a community of opportunity. and it's based on the very successful children zone model where a community at a very distinct case in this case harlem, the community there is

being provided with social and academic support to ensure that their children and families success academically and then in life. the strategy there is a whole host of cradle to college to career services that are very focused on children and families. one of the key things here is the integration by services that are specifically targeted, similar to what we are trying to establish is to make sure that every child graduates from college. at the harlem children's zone, the thing that they're working for whether they have a kid in the promise academy from 7:00 until 6:00 in the evening or whether they only see a child for after school tutoring once a week. they're all hold the the same level of accountability is to make sure that child graduates

college. so we want to create a similar goal for ourself here. so that talks a little bit about our vision which is to make sure that every child and family excels. we want to make sure that kids are ready to start school and that they are ready to live in the community where they can prosper economically and they with call san francisco their home. so we want to be there. that's part of our vision of what we want to create. related to that is our mission which is to link economic security with ue student achievement. we know that kids have less of an opportunity to suck needs school. the services help them

prosssper and similar circumstances will also it will help them prosper academically. all of the services that we develop economically needs base, i.r.s. evidence. so we really want to lift up what's already working and scale that. as you can see given that space initiative, we want to work block by block to make sure every child and family is reached. like i said, our strategy is to connect these two, leverage existing resources, the main one of which is the school improvement grant as well as all the rich services that are already existing in the mission and all the great work this all the schools are doing.

to really create a seamless continuum of services or the community so this is very important for various reasons are, one of which is economics. we know there are a hole hosts of government funds. fill anthropic funds and vares you other sources of revenue thaw are affecting if our ability to provide sources. this is a really fantastic opportunity to get $30 million over the course of five years. >> before you continue with your presentation, i'm looking at this. maybe it's a good time to make point to my colleagues on the board of supervisors who perhaps may not be aware of this and also to members of the public. how we got this point was a clabs ration that included the

mayor's office, the school district, community based organization an. i'm proud that my office was also involved in that process. and the idea was to figure out how we leveraged additional funding to inject general resources into the mission where we have a lurm of low performance schools. the connection between economic success and academic kick clur and through this process. and metta had the high score in the country. with respect to the planning grant and as we're finalizing the planning grant if this grant then results in the successful funding at the

federal level. you're talking about $30 million which is where this figure comes in. so with that i'll turn it over to mr. coral. you've -- you can bhadge it would mean to the neighborhood. >> thank you but yeah, i was going to zpweet a little bit of the detail as to whereer we are in the process and specifically who has the balls. yeah, the supervisor has been instrumental. as well as a whole host of community partners. this is really hard to read but it's in your packet. and you can see the whole most

of community involvement. the proposal that we submitted to receive the planning grant was submitted in accept of last year. and so we are not in the planning page for the next year. but we will be submitting our proposal in july. >> when the application is available. we have a treasure, commissioner mendoza, the supersbhen dent. timo thee guerrero. the prinpls of four schools which i'll talk about in a little bit. we have a core project team

made up of metta as the legal organizations. several consultants and one of our key partnership, berkley center for latino policy. we're helped to design one of the most critical peaces of this because we want to show what the impact like this would be in the course of the year. so the way na -- at the core is the working groups which is biled at very specific independence yea tors that are going to address as part of the project neighborhoods

institution. >> it affects, achievement. and we have a set of that helps support this work and in that is the data and analysis, communication component and several others key. at the third level you'll see that we are focused on dseesar chavez, don o'connell. throughout the course of the five years going to be ex-patcheding -- exchanging the mission. at the owned of the day we're going to hope turn them. at the leadership we are very

happy toe have the superintendent grant executive direct door kevin for providing us some of the leader zip -- the leadership. you'll see there i am at the project center level that helps the operations gave the day. our executive director at metta as a project direct-to-tor. ultimately the metta board. the final approval and submital of the grant. i really want to emphasize that despite the fact that we are lead agency and we have a whole host of partners throughout

this process, we are all about -- the whole focus on this is the schools. and everybody around that -- you'll see the working groups and the other leadership positions and groups, they're all working together to support the academic achievement and the economic success of the families of each cools in the mission. so that's really ure goal. like i mentioned, i'll just quickly go over there again. we will be expanding to the other schools in the mission and finally we hope to reach every family that goes to mission with the commission. very -- these are the outcome that have been described. what we are currently trying to find the strategy -- the all right existing at the jis to --

and we have to identify those strategies to make sure we meet these specific outcomes that we are required to. under early learning and development. we have to make sure that kids have a flies go that is sick, that is not an reasoning and center bates the formal home base child car around school, student improvement and academic achievement making sure that kids are performing at our above the state assessment, have attendance rights, graduate from college. including things that are healthy and strong and afe --

safe -- that'slies have great credit counts, all d things that tell us that we are underway of prosssperity. i think it's a really important point -- and what is very unique to this -- our specific theory has changed and our grant proposal which is that we want to make sure that all the services we are providing under this grant are culturally and lynn gistically given the population. the mission in our target aid.

we aring with -- making sure that everything we propose is going to work. and final lip and one of the really exciting things about this and i spoken to a lot of the community partners and what they're really excited about is the -- the very strong emphasis on ge -- integrating retreat sources. we have some that are targeting kids and their families but there is somewhat of a lack of integration of those services to make sure that we achieve a certain set of outcomes. we want to build on that frain structure and make it better. there are going to be a lot of resources that are going to be

developed for that. all of our strategy. our goal is to achieve economically and that the families success economically. you can tell so far there is there's a lot of overlap with the school immovement lap. and we are very porch nat to build on some of the new construction. learn from the leadership that is at the table all the time getting their lessons learns. we have the project leadership. we are working very closely with the community school operators. getting off their infra chuck chur -- infrastructure. there's a lot of lessons, and

we are you -- we definitely want their input and want to make sure that the community is a match. as part of the grant we have to get one to one match for all the funds and so we are counting on all of our partners to two. and the other big thing that is very particular is the data and evaluation come poe ten there's a hump emphasis on strong and rigorous. a lot of the resources that will be going to the -- >> why berkley and stanford? >> 6
