governor commoso i know senatorn now is looking to bring these forward again a. -- senator leno is looking to bring these forward again. gothere would be a strong nexus for the use of the sea, but until the government signs it common it is not an option but is available to us, so we are looking at ways to continue to close the structural gap. i will spend a minute on the capital adjusbudget. the big picture from an unconstrained perspective is a $25 billion need over the next 20 years. a big part of that is repair, and there is also an expansion

and other supporting projects. this relates back to those assets identified in the first slide. our funding sources are a mix of federal, state, local. the federal picture is very much in play as we speak. the current transportation bill expires this saturday. there is not a reauthorization or an extension. it may not come back until after the elections. goowe are more or less sure that our funds will continue. the things i will point out, you just saw the capital plan presentation and the city's nine

plan, something i will be proposing, should there be space within policy constraints would be of bonds to implement the program. i mention we would be proposing to do some of the design work. the implementation is what we would need funds for, so $150 million is an estimate of the need to address the first set of projects in the network of would be clear through the process. this would find expanded according platforms, replacing stop signs. there could be some wayside infrastructure, such as ticket

vending machines and expanded swinish richard --- expanded signage, that might be a good candidate for voter approval. the other new addition to the capital plan from a revenue perspective our revenue bonds that are authorized to issue. this would be coming into the budget committee in the week. a third and would-be old debt. that is more or less the capital

budget picture. these are the priorities and we are using, given that our needs are greater than resources. good eveninin allocating funds,t of what the board will be presented with. this is the final form, which is about $400 million each year in capital spending. that includes carry forward from previous years. we hope to get agreement within the next three months, but a dose allow you to achieve -- but

public comment? >> i am with power, and we are organizing transit-dependent bus roads. we have been supporting the staff, trying to deal with problems, and we have been very encouraged our willingness to reach out to the community, and beyond that, we are part of monthe youth coalition. one reason we got involved is because of the cuts to school buses to reagan many of our members are feeling scared -- cuts to school buses. many of our members are feeling scared. the budget eliminates all funding for school

transportation, so we feel the time is now we have to move forward, and partly because this came out of access to public school is why i asked for free knew before on -- free muni for all youth. it is not free if you have to pay to get to school. we do have some other concerns that it would leave out many working families, that now there could be problems with documentation, so we want to make sure all those concerns are addressed. we also share your concerns about whether that would be able to be raised. we are committed to finding the full permanent funding beyond the pilot. supervisor campos is committed to black. we have met with the mayor. he islam -- supervisor campos is

very committed to that. >> i am the community organizer, so part of the coalition working on free muni for youth. i appreciate you working with low income folks. although our focus has mostly been on that, we truly believe it needs to be free for all youth. i know we are very concerned about family flight and the families leaving san francisco. it is not just low income families but middle income families as well. and know there has been a lot of talk about creating affordable housing for middle income families, and this is an investment in our families that is relatively cheap in

maintaining residents of all incomes. i also wanted to say if we really want to start getting people out of our cars, one of the things in a presentation that was surprising is the 60% signeof travel is still done in, and if we cannot start to move our young people out of their cars to other modes of public transportation, we are not going to be a transit city. it allows for the 16-year-old whose family might buy them a car when they turn 16, they will continue to use new the past the age of 16, and when they become adults they will have become accustomed to using new nikomuni

the program than the effort and we are trying to do. i wanted to address supervisor wiener's concerns about when the funds go away, the ability to replace those. that is something we would like to address, but if we looked at some of the projects and programs identified and a transportation plans, it is often the case those projects are started without funds being available, and sometimes we are not able to identify fineunds to keep those routes going, so that is a concern, but i do not think it should be a barrier to getting the program done. this gives those regional funds. we think there is human capital

investment, particularly the size is unique. often with transportation, whether it is through funds, we cannot not show the public what this has been. this has a clear benefit we can show the public how we invest funds and get a clearer outlook. in terms of structural deficit, that goes beyond anything we can throdo, and that is going to ree new revenue. there are lots of ways to improve muni. thank you. >> good afternoon. i would like to say thank you

scar is this ugly highway. that was built in 1936 at the same time as the bridge and at that time the presidio was an army and they didn't want civilians on their turf. and the road was built high. >> we need access and you have a 70 year-old facility that's inadequate for today's transportation needs. and in addition to that, you have the problem that it wasn't for site extenders. >> the rating for the high viaduct is a higher rating than that collapsed. and it was sapped quite a while before used and it was rusty

before installed. >> a state highway through a federal national park connecting an independently managed bridge to city streets. this is a prescription for complication. >> it became clear unless there was one catalyst organization that took it on as a challenge, it wouldn't happen and we did that and for people to advocate. and the project has a structural rating of 2 out of 100. >> you can see the rusting reinforcing in the concrete when you look at the edges now. the deck has steel reinforcing that's corroded and lost 2/3's

of its strength. >> this was accelerated in 1989 when the earthquake hit and cal came in and strengthened but can't bring to standards. to fix this road will cost more than to replace. and for the last 18 years, we have been working on a design to replace the road way, but to do in a way that makes it appropriate to be in a national park and not army post. >> i would say it's one of the most ugly structure, and it's a barrier between the mar sh and presidio. and this is a place and i

brought my dogs and grandchildren and had a picnic lunch and it was memorable to use them when we come here. what would it look like when the design and development is completed. and we are not sure we want an eight lane highway going through this town. and it's a beautiful area in a national seaport area on the planet. >> the road is going to be so different. it's really a park way, and it's a parkway through the national park. and they make the road disapeer to the national park. >> and the road is about 20 feet lower, normally midday, you go through it in two

minutes. looking back from the golden gate bridge to presidio, you are more aware of the park land and less of the roads. and the viaduct will parallel the existing one and to the south and can be built while the existing one remains in operation. and the two bridges there with open space between them and your views constantly change and not aware of the traffic in the opposite direction and notice the views more. and the lanes of course are a foot wider than they are today. and they will be shoulders and if your car is disabled, you can pull off to the edge. and the next area, the tunnel portal will have a view centered on the palace of fine arts and as you come out, you

can see alkatrez island and bay. and the next area is about 1,000 feet long. and when you come into one, you can see through the other end. it's almost like driving through a building than through a tunnel. and noise from the roadway will be sheltered. and the traffic will be out of view. >> when you come out of the last sort tunnel and as you look forward, you see the golden dome of the palace of fine arts and what more perfect way to come to san francisco through that gateway. >> it will be an amazing transformation. now you read it as one section, the road is a major barrier and then a wonderful strip along the water. all of those things are going

to mesh together. >> right now the road really cuts off this area from public access. and with the new road, we will be able to open up the opportunity in a new way. >> this bunker that we see now is out of access for the general public. we are excited to completely rework this side and to open up the magnificent views. and what we want to do is add to this wonderful amenity and restore this coastal bluff area and respect its military history and the doyle drive project is allowing us to do that recorrection. and this area is not splintered

off. >> and we can see how dramatic a change it will be when doyle drive is suppressd and you have a cover that connects the cemetery to this project. it's historic on the statewide and national basis, but you could rush the project or put thought and time to create something of lasting public benefit. >> we really want this, for everyone to feel like it's a win situation. whether you are a neighbor that lives nearby or a commuter or user of the park. that everyone will experience a much better situation than they currently have. >> the human interest to me is how people could work out so many challenging differences to come to a design that we believe will give us a jewel.
