we have gavel-to-gavel coverage of our meetings now available on the web. if you want to know what the tenor of the discussion was, who said what, you can get it from the web in a way you can never get it from the minutes anyway. what we have tried to do is to get the important pieces into the minutes. i would encourage the public and the commission as to get used to this format, this is a work in progress and it can be a change. i think this captures this.

well. any other commission business? reported the general manager. >> good afternoon, commissioners. a couple of items. first, i would like to report that the charities campaign is over full for this year and the sfpuc was first place in terms of contributions. we are in the top departments of our city. we had 12% of the entire city and county of san francisco. and the last week, we have had some issues with our north shore force maine. requested afternoon, commissioners.

welcome to the southeast sector. last tuesday, our operations staff was out on the embarcadero. they notice that there was some water on the deck of the street. we found out that it was our first main from the north shore pump station. this station pumps everything from the marina green all the way down to market street. this is very similar to the flat roof. we don't know where it has started. we have sent in diverse in the and they have gone in as far as 1,500 feet to take a look at the leaks we have.

we have radar technology to look at this surrounding area to see if there are other sinkholes underneath. we are going to have to do a bit up on the embarcadero. this is a challenging progress -- project for us. there was some kind was in the way for some other utilities. we were coming before the commission for april 10th to move that contract forward. it looks like we will have to speed that process up until we have declared an emergency for the current work and we might have to do another one to get this replaced. we will be going in and shooting a ball inside of the line to get a closer look and see if there is any possibility that we can be less disruptive to citizens.

we are exploring all options. however, i'm afraid that if those efforts fail, we will have to do a dig up and it will be a relatively expensive fix at this point and time. i will take on any questions. after we wrote it, we will come back and use it. unfortunately, we never got to that piece. i will take any questions. >> thank you. >> commissioners, a brief update on the water system improvement program. >> good afternoon. the general manager for infrastructure. i am here to give you a quick update. this last couple of weeks, we

received three awards. first was a major project in the year from the construction management association of america and that was the tesla treatment facility that won that award. the second was the outstanding award for the association of environmental professionals and that was for a new tunnel and the ground water management program. the third award that we received was the partnering project of the year award and that was a university reservoir. a lot of recognition is coming from these projects. we are putting these projects forward to become recognized. the only thing that she wanted me to report was that we have been getting great progress on the tunnel. in fact, the planned progress production rate has doubled so

we are moving twice as fast on the tunnel. the other that she wanted me to present to you was that the pipeline in the east bay is expected to be completed in april and pipeline number five is now almost 90% complete. we are really moving forward and still the biggest challenges remain. with that, that concludes my presentation. >> thank you. >> are there any questions? >> in the last items, is there an update on the source system improvement program and a forward look at the neck steps? >> thank you, commissioners.

i will give you an update on the activities that have been ongoing. this is in the general managers report. i will be giving you an update of our urban water front assessment, the valuation of the program and a few that will bring us in front of the commission. we have some future workshops that will be slated for this summer. we are very busy with the urban watershed work. we are looking at the challenges and opportunities. we have been debriefing staff to obtain specific information about each of the 8 watersheds. we are calculating all of our calls and complaints where flooding has happened

historically. this is based on how much runoff occurs from those. the information is from a geographic basis and we will dig deeper as we move forward. what we want to do is to determine the baseline position. how much storm water runs off, how much of a problem it is to control things in the future. we are attending sunday streets and we have about 20 meetings under our belt. we will continue that. this rather complicated schematic shows you the process we're going through and right now we are in the first six months of work and really the foundation that we have for this effort are the indorse levels of service that the commission put forward to diet this program. it says, watershed characteristics. that is where we're looking at

the hydrology and talking about the social, environmental, and economic interests. general public education will occur throughout this process but where it will be moving to is any project we move forward with for the watershed has to meet the interest level of service. in order to manage expectations, this has to be put forward said that we know that we are doing storm water control projects. these improved flood control and management, reduced the charges, that kind of thing. once alternatives have been developed, they have to meet those levels of service and then we can increase the screen that will look at social, environmental, and economic issues. in the end, lee will look at the alternatives that go into the recommended plan. we will utilize our citizens advisory committee. we may have some assistance with

some high level advice. this is the effort that we are working on and our program management consultant is working very actively on this said that we can meet a tight deadline to get back to you in june and lay out the scope, the schedule, and the cash flows and have a dialogue with you as to what this program will be. right now, they are validating. this is confirming our level of service and this may be something that we have to do. some of those may be refined as we get into this. what we need to do is to identify these projects.

the timing, the cost, and the schedule, and then we work with finance to be able to determine cash flows and rate in packs. i imagine that we will have a lot of these. we can knock this out. this is a rather rigorous process. it requires us to do a lot of modeling. we have a very robust system out there. this is working very well, it has to work very well. we are looking at reductions to see how we could improve progress on either side of the city. we're looking at treatment options, different technologies, and trying to take this to a level where it will be fairly robust. the validation outcomes will be the service, the recommended list of projects, the schedule of cost, and the sequencing.

some of these may break into pieces because the condition of things this is so dire that some things may need to be pulled up front and addressed immediately. storm water control and kennedy communications planned. -- community communications plans. we to have future workshops, as i mentioned. what i really need to know from the commission this evening and receive your guidance and counsel is how we want to do this. last time it was ready the commission hours. we will have myself and a number of speakers on this. do we want to have a session

just focus on this? we could focus in on wastewaters staff and maybe even too long recessions and really try to wrap this up. the objective is to wrap up the program and to know what the program is, finalize cash flows, and to submit this down by the end of july. >> we have a comment on the question that you proposed to us. one of the reasons for the timer is to try to make our meetings more efficient said that we will have more time within a regularly scheduled meeting to deal with larger and more complex questions. i would hope as we get close to this and we will be able to tell whether we can do that.

my hope would be that we can do structure. that said, there are going to be some very complicated decisions that we have to make. the key things i am looking forward to on that is part of the validation, that there will be a rigorous alternatives analysis and value engineering process so that given that we want to get from here to there, we can get the most direct and most cost-effective way of accomplishing that and there would be materials that help us understand that. am i correct that this might be the first rollout of the triple bottom-line decision making

we can have the ability to analyze what these are based on available trade and to match people up. >> this is the first anniversary of the local hire ordinance and for the --, this applies with mandatory hiring. that is one aspect of it. the other thing we are focusing on is breaking project down to smaller contracts with local businesses so that they can bid on these projects. not only construction but professional service opportunities. the thinking is that local businesses hire local people. we are looking at that as well. we're working with different community groups in identifying

what opportunities there are and did the other thing we are working on is the construction assistance center to focus on small businesses and businesses in different communities and making sure that they can get plugged in. we are doing every means possible to try to be inclusive of businesses and residents of san francisco. >> would it be safe to say that we can expect that you will be reporting back to us regularly and updating us on what kind of progress you are making on the jobs front? >> yes. that is what will be happening. the next couple of meetings, you will see me a lot and i imagine that we will establish a reporting schedule when the program launches.

the value engineering, typically we hit that when we are at about 35% design. we will be bringing in a risk analysis completed prior to the summer. the typical bottom line would be when we have refined alternatives, we have come up with alternatives that meet the needs of the project, then we would utilize the triple bottom line to get a relative comparison of social, environmental, economic. it could be things like jobs, like local jobs. whatever the values of the various committees and us being. this is lower than where we are. we are at a bit higher level at this point but we will be incorporating risk assessment and that will show how the projects are sequenced. >> part of that is to help us understand what the decisions

and tauruses are between here and in answer. maybe have something that is fully baked and cast in stone that we need to understand how the choices are being made. >> i think that is true. the whole discussion is to talk about what do you think fits in the 10-year or 20-year program. what are you willing to give up? you might have ranges of cost of the certain things, you could have a full value engineering process. >> it would be great to get feedback and i would be thrilled to do it which ever way we can do it at the meetings that are rescheduled since those time slots that are for you. we could have a special meeting or have a focus and longer workshops.

is hard for me to make a difference in the community. we are figuring out what this was and was not. i was not terribly happy with it. we were a little bit inundated by lots of information and not really talking about what i thought citizens would be talking about. i was ready to depart and conclude my public service. there was a need for the outgoing chair to be replaced. i considered doing it and i cannot think of a good excuse not to. rather than getting out, i got deeper in. in agreeing to take on the role, the big thing that became

apparent is one of the things we were supposed to do on an annual basis is to meet 8 times and we did not do that last year. one of the problems was the 17 seats that are in the citizens advisory committee had vacancies. we had three fecit rainout and one that would like to retire. so, -- agreed to take the job, my goal was to put bodies in these vacancies. january, we had one of our newest members from district 4 join us. then we had a member from district 8 join us. the three vacancies that we have left, if anyone knows anyone, certainly let me know. still in those seats helps us to make a quorum and to help make

our meetings. the mayor has the environmental see -- the environmental seat. so far, we have not had a fit for a variety of reasons. the board of supervisors has a small business appointee that is vacant. we have sent a few people forward and we would like to get that seat filled, if anyone could help with that, we would be grateful. what we have done in addition to filling the seats, we have not produced any recommendations in the first two months of my being chair. what we have done is to streamline what we're doing. we are trying to alour efforts e commission's advanced calendar.

what we're doing with that is that we have our liaison and every month her goal is to report on the calendar that you have as part of your agenda. some of the things that are coming up in the future so that we can weigh in on a timely basis. there was a little bit of a misfire with some land use, may be in the january-february commission meeting where one of the members felt that we were not giving the input that we should be giving. we would like to rectify that going forward by having some advance planning. the other measure we have taken is that mr. harrington was gracious enough to come out to our meeting and line up some of the things that were important from his perspective that we might be able to comment on so that we have meaningful input in
