as well. i want to recognize officer fitzpatrick. i work for renaissance, we are housed dryden this building. i work with youth from all the district areas. the kids come to our agency looking for housing and for education. we have good kids in bayview. i have witnessed officers do things to these kids that, because of my relationship, i handle the directly to the officer and they talk and work it out. we have to be serious.

there are good and bad people everywhere. and what we want is to continue to have good cops. actually before my superior agency that i worked at, she just finished a program called and the adult police academy. the program was amazing, teaching exactly what you were talking about. i think if we do something like that here, they react in a certain way. if we can get something like that here, it would be great. if the chief would be open to it, it would be listening campaign where we can organize a group of seven or 10 people sitting down to be civilized to you can hear some of their life

experiences, and we can work to weed those out. i commend these officers on duty every day. i don't have to work in danger, and they do. one day i will have seen the officers twisting a young man's hand. he just jumped off the platform and he was playing with his friend. he puasked for proof fof payment, the youngster had it, and he continued to twist their arm. you have more youngsters being alienated instead of becoming closer and building relationships with officers.

i think that they deserve a big hand. [applause] over 20 years ago when i was asked to convene neighbors, would you believe 50% or more victims of crime? however, there has been a dramatic decrease in crime thanks to the hard-working san francisco police officers and the leaderships of the captain and the chief. i am impressed that they have provided us with this information here. the highest percentage in the district, i like to suggest that there be more efforts to inform and educate. i suggest having officers to talk of tv and radio of the

this room. you will hear me speak chinglish. we are near the bayview police station. i am a social worker, i have lived in the bay view area and the volunteer their. i always work with you. i worked with commissioner chan for five years. i understand a lot of crime can happen here. but understand that we have a lot of killing and stealing and drug-dealing. it is because we don't have an of resources for people to do

recreation, sports, and more. we have a lot of liquor stores and non-food activity stuff. and a lot of asian people. 36% asian people. a majority are chinese speaking. a reporter to the police how much they can protect me. and try to arrange a students how to educate them. you are working with the community together. we have 36% asian people.

one of them i talked to, he was born chinese. that means they speak broken chinese. can you commissioners' work with police and have something in the evening? [unintelligible] they work, many of them below minimum wage. as a social worker, a volunteer in the community. i work and volunteer in this community for a long time. i appreciate that many of the police put their lives out there.

i know it is not easy. i will not be police myself. i am sorry. i salute all you people here. i appreciate anything you do, the best you can. i won the commissioners to hire more people, hire bilingual people. so they can explain to the community that police are not bad people. not just for giving you tickets. we opened a community center, and people who report through these complexes. who wants to come out? he can translate?

best to do everything and professional but to address crime, there are intrinsic deficiencies in the system whether it is the justice system or the prosecution system. and there is the ability of people to get out and get back on the streets. or if they are unable to address the fundamental rule. i wanted to put it out there to the commissioners and elected officials that there are ways in which we can address in a systemic way. i feel that at some point in time, we need to say that this isn't really working. there are some intrinsic beat down issues that we want to create. for that, if the police

commission means to work with the department of public works, the department of the environment, the small business commission, and the members of the community to create programs. a big there is opportunity for social innovation. i will leave there are innovations we can bring. yes, i had a laptop stolen from me and i went running after. it is a personal story and the recognize that there are challenges, such as the number one thing, lever's the resources you can. i would like you to partner with other agencies. i share with the people in the community that the police

officers, because of the concerns that they have, i tell my friends that they are peace officers. they are maintaining peace. policing is just trying to get to that piece. if you see them as a problem, -- it is a different story the the community members see the police officer in a different light. i'm just sharing with you guys how we're going about changing the story and what they are trying to do. the last saying is that we are creating innovative solutions and the community. i would love for you to give people like us ideas in terms of how we can create whole.

>> be evening, commissioners. my purpose for coming tonight was just to share with you my unsolved murder case. hoping that there be more community here at the bayview meeting tonight and unfortunately we have a low turnout, i see. i did see some fliers at the table that you can take to the community. i am visiting tonight and just to keep the word out. my son was shot and killed on january 7 of 2007 under the underpass of thirteenth and folsom here in san francisco. by to perpetrators, it is still in unsolved murder case with the

reward of $250,000. if you can please pick up fliers can't take it back to your community, your neighborhood store, where ever you were, of miki visas alive so that i can get justice for my case. the evening, supervisors and commissioners. in-house i am living in this district for over 25 years. i am afraid to come out in the evening and i don't want to go out by myself.

right now, the neighborhood development has changed and it is getting better and better. the last couple years, i attended a safety meeting. i got the education, and i saw it is a very good education for the case, the teenagers, it gives them a chance. i want to thank the chief and the development of a youth program so that kids have a place to go and stay, and let them have a better chance to let our neighborhood get more safety.

through a transition period i am on the 4800 corridor, and we have a lot of issues the deep- rooted from the only blighted buildings, but social issues have been going on for a very long time and the community that has been underserved for quite some time. i'd think there is progress being made. they are looking at this in other ways. we have an abundance of liquor stores that are the type of liquor stores that prey on the impoverished community. and bring with it, of course, the blake and the social issues that come with that, unfortunately. having spoken my mind on that, i

want take this moment, as much as i have complained to many of his officers and as many e- mail's as i have sent out, i have to tell you that the captain and his team do an amazing job. i have never seen a more professional group of people. they don't tell me to go -- is beyond me. they are a remarkable group of people. they are listening to us, they are going out to the community. they are reaching out and getting feedback for all of us. we do appreciate the captain, and the thank all of you for helping us.

>> i am a resident, since 1948, of hunter's point. of like to say this to the one who spoke about the number of asians on the police department. a lot of people don't realize this, but in the '60s and early '70s when people were coming here to san francisco, a lot of asians were being arrested because no one could speak their language. we came to the police commission and asked if that time that they lower the height limit in order for asians to be able to join the police force. we felt that if they could fight the fires in their country,

police and their country, they can do the same in san francisco. that is when this body changed the rules in order for asians to be hired. it is up to the community, when they go on about recruitment, it is up to the community to inform people and their area. go down because we don't have asians anymore. they no longer exists. this is a time where they can get into the police force. i just had this is because of the fact the don't want you to feel that you are to blame because of during that time, we had only two black police officers and one latino officer. there has been a big change

instead of the young people cleaning the streets and removing graffiti from the buildings, of like to see a mandate, because we have mandated tiring where you can put together a resolution. of what you think about it. put a resolution together. any of these young people being arrested, as some of them cleaning streets, most of these young people did not have the education. if you would make sure that it would be mandated to come to this topic to get their ged, and education and training here, i am tired of the revolving door that goes in and out. this is one way we can stop a lot of these young people if they're educated, because most of them went to this thing that i went to.

benjamin franklin came after girls high. i was in special education, that means low education for blacks and latinos. if we mandate that they come to this college to get their ged, we won't have to worry about a lot of the young people going through what they are going through right now. the d a agreed, but i would have to come to you in order to discuss it with you so you can put that resolution together in order for the community board to make sure that this can occur. i know you can't do it tonight, but this is what i have been talking about for two months.
