in the time i have lived there, when i first lived in the area, this was a strong neighborhood but there was not much of a real neighborhood around the haight. the lower haight has emerged and at this point, it is one of the most exciting -- developing communities in san francisco. it is essential that the redistricting reflect that by making it the lower hate integral -- lower haight enter roll. -- integral. thank you. vice-chair lam: thank you, next speaker.

>> i am here to speak about the dividing line. i spoke with you at the irish cultural center not long ago. the rumors continue to continue. continue to exist that there are people that would like to move the district 7 boundaries over to bas fourth street from the proposed line at condo. i would like to reiterate that i feel the boundary is well preserved. if the borderline were to be moved over to buzz words, it would do very strange things. -- to bosworth, it would do strange things. all these things have been associated with the glen park

area which has been in district 8 for quite awhile. the second idea is to move that into district 7 because it contains the sunny side conservatory. i would like to state that the people in glen park and the village have been supportive of the sunnyside conservatory. they have -- allow us to put a lot of posters in their stores. several of the merchants [inaudible] -- the glen park market has provided us with food and coffee for our various fund raisers and public events. i really feel that this -- the line should stand. thank you. vice-chair lam: thank you, next

who came to our association meeting in october and explain the process. in december we submitted a letter asking to be a community of interest. and that is to reinstate today why i am here. we really hope he will keep diamond heights -- you will keep diamond heights in district 8. someone thinks that diamond heights blvd. would be a great western boundary. if that would happen, that would cut our diamond heights community down the middle and we would have to have two supervisors and it would disrupt the diamond heights community association efforts that we have held together since the early 1960's. diamond heights was planned by the redevelopment agency as a model community. all that development of there is a defined community. we feel we are a distinct

community and we really hope that you will continued to retain all of diamond heights in district 8. i do have a letter with our boundaries and this is our third letter to your commission. thank you for your work. >> i am not read specialist. we serve district 10 residents, particularly in the bayview hunters point and potrero hill. i am here to encourage this task force to keep the portola intacrt. -- intact.

que>> i am the program manager. currently the district is located in district 10. it appears district 10 gets the kind of attention that is detrimental to community growth and sustainability. this appears to be another instance of dividing a community. the political strength. and it's socio-economic minority base. again, redistricting is supposed to be based on population. considering the population growth, there are other areas in the city to be considered.

this is a community that should remain in district 10. this is one of the most neglected and often overlooked areas of san francisco where there is a sense of mistrust and skepticism that is very high with our residents. please do not delete the voting powers. thank you and i appreciate the work that you have put in. >> good evening. i was born in district can and live and work in district 10. our district has become a great end of first -- great and diverse district. it is obviously -- obvious we are of great district. please keep this altogether. thank you.

>> that afternoon. i am with the san francisco information clearing house that have been working on the community unity map that was distributed to you and recently updated last week. to make a couple of comments reflecting some of the speakers we have heard before. one of the things we tried to promote with the community unity map was in district 5, a solution that kept 55 lacuna in the lower heat and hayes valley, we wanted to economic -- echo those solutions. by making the border be herman street, it seemed to work for us. we feel like that is a good solution that could be followed. one of the things that we kept hearing, at our various community meetings is the importance of keeping the southeast waterfront together. the previous speaker spoke about keeping potrero and portola

together. you cannot put them in d10 the conversations were about the university -- all the developments that happens in the way that the supervisor currently has a lot of power about that. the third thing that we have heard is the importance of keeping portlola together. one of the things we heard is we have to keep it together, what are the ways we can do that. we're looking at the various ways of skinning that cat. the way to put that is by putting this in d9. within district 9, you would have the -- a supervisor that has three separate neighborhoods.

under district 10 there is a supervisor that has visitation valley, bayview hunters point, potrero, a patch, we feel like that is a more equitable way to skin the cat. >> before supervisor avalos gives his testimony, please forgive me that i made you wait. >> thank you. i want to thank you for your great work in this. as i said before i am not always -- i want to thank you for that effort. i have been talking with community members over the course of the past few months at looking at key principles of holding this effort together. one is to keep as intact the current boundaries of our districts that we're not making wholesale changes across the

city. the other is looking at how we can make our neighborhoods as whole as they can be. the maps that you have currently do that kind of work. i think it makes sense that this area stays whole. whether it is in district 10 or 9, you have made a big determination by putting most of the area in district 9. if you were moving into district 10, that could mean that you have to remove the potrero neighborhood from district 10 down to district 6. that would break with some of the principles you have been working with. that would move major boundaries of our district and that would prevent us from achieving that principle. i like the current configuration in district 9. the district 9 supervisor has that in mind as well as the community unity map has that in mind as well. when it comes to district 11, i

am concerned we need to make sure that we're keeping a list -- district 11 hold. right now we have the current map. it makes sense to have the boundary at holloway. it is more african american north. that boundary makes sense. we're also losing ocean avenue as part of the corridor in district 11. thank you for your time. >> thank you. >> good evening. members of the public as well as commissioners. it is nice to see a. i am malia cohen. i am a representative of district 10. i come to support the voice of many of the neighbors you have

heard here about keeping the portola whole. i would like to see it in 10 and i would welcome them to be a continued part of the community. one of the things you have heard most is the geographical barriers that keep district 10 and district nine separate. there will be difficult decisions to be made and i would leave that to you. i would encourage you to listen closely and critically to the members of the people that live here in the community. when you talk about the future of what san francisco -- especially the sanford -- the central and southern parts of the waterfront, there is economic development. we will be discussing district 10 again.

also earlier one of the speaker spoke about the mclaren park and it is a very important part to me. i spent time going there as a child. we have an important bond measure that will be coming up as well. there's a lot of money and resources that will be allocated in many of the members -- a large part is in district 10 and you heard a large number of members in the committee asking that portola remain in district 10. thank you. vice-chair lam: thank you, next speaker. >> good evening. i am the president of the

haight-ashbury neighborhood council. you have heard from me before. i do not think i have anything you have not heard before. if i cannot say well i can at least say it often. thank you for your work. you have been one of the most responsive city bodies even if you can not respond directly to public comment. i am here to support the community in a team out. and again -- this keeps getting closer. also i want to support keeping all or part of 55 laguna in district 5 for the reasons you have heard. keeping the heat together -- haight together and keeping it

with your organizations that did the most work in planning the -- lower haaight. would like to see more of the eastern part of golden gate park in district 5. thank you. vice-chair lam: thank you, next speaker. >> good evening. i am a native san franciscan. basically a native of district 5. i speak to you tonight in the context of the community unity map. i want to talk about district 5. i want to raise two points. both of which were raised at the ivers cultural center but i want to repeat them. there has been some concern in the inner sunset which has historically worked closely with

folks in the haight in dealing with golden gate park and in dealing with the university of california medical center because it impacts our lives on a regular basis. it was suggested the university of california had asked to be put into one district. dennis santinori had double checked and found the administration does not want the university placed in one district, district 7. i do not know where that came from. he has double checked and he will be writing the tube. we would prefer that it remained in split and that is what the university wants to be, in multiple districts. in any case if you were to put it in one, put it in five. the second issue is that in the course of attempting to satisfy

the demands for folks in the northern area, japantown and the african american area in central, in the southern section in the lower haight, i would ask that you not move the inner sunset, district for any further into the inner sunset and leave it where you have got it at 15th avenue. thank you. vice-chair lam: thank you, next speaker. >> good evening. when i speak, could i please have the picture on the screen? i am from san francisco state university and a half 11 reasons why this of state should stay in district 11.

more than-[unintelligible] services are offered to the district 11. there is 15,000 hours of service offered to people who live in that district. that is $150,000 in community service offered to district 11. there is also sf state offers free workshops to the neighborhood of district 11. it is found the district 11 is diverse, thanks to students who will be -- live outside campus, most of them live in district 11. also, as of state generates 989,000 -- $9 million in the bay

area economy. most of it goes to the neighborhood around it which is in district 11. $7,000 [unintelligible] generated $239,000 for the district. also there is many tutors for my school that teaches thousands of students that go to district 11 high-school kid-8. vice-chair lam: thank you, next speaker. >> i have been a resident of district 5 for every 20 years and at the san francisco tenants in it.
