>> i live and work in district 6 and i have some specific feedback tonight about what you have done in the current plan to district 6. there has been a lot of public feedback from folks who live in the tenderloin who want the district building to remain at post street. we are talking about a lot of people. what the task force has tried to do is to compromise and to try to keep some of these blocks with post street as the northern boundary. we appreciate that. however you failed to go one extra block west and you should -- because there are some important to underline properties that are currently being restricted in the district 3 under this plan. i am speaking about the lee roy presidents which is and sro. at the first meeting you had,

one of the first speakers was a tenant who lives there and has done organizing work on behalf of district 6 and does not appreciate the idea of being moved into district 3. he is at the district 6 budget town hall meeting over at tenderloin elementary. i would ask the task force make some revisions on the jury post line if it is not possible to take -- make post of boundary, to push it one block west so that we get of these the block on post between leavenworth and hide -- hyde. i see that we are tr to keep moe of the mission than anticipated. if you only can tweak it a couple more blocks further south, you'd be able to keep some of the largest sro is in san francisco. i am talking about the mission hotel at 520 south van ness on

south van ness between 16th and 17th and between south van ness and mission. and the all-star at 2791 16th st. which is at 16th and folsom. vice-chair lam: the time is up. thank you. the speaker. >> i do want to thank you, you have done a marvelous job. i'm here to talk about one specific census block. since bought 3001 to confirm it has no population so it is possible. i want to spend my time is telling you the story of the neighborhood and how hard we of worked. i am in that area. i was starting to speak with uc- berkeley a couple of years ago tried to convince someone it would be a good idea to take

walls that were tagged in part on them. after getting a letter signed and -- uc-berkeley said ok. we started painting in 2010 and we continue to this day. over 30 artists have worked free. it is a community driven projects. the time, talent and energy of the artists who have grown up in the lower heat. and in many cases grown famous. 55 laguna is on haight street. it is the main artery for the lower and upper hate. the majority who have been fighting for the community have been from district 5. vice-chair lam: i am sorry. >> the task force is splitting the main thoroughfare. we fought this for gary -- kir

geary. it could be this area was ceded to the five. even the district 5 supervisor is challenged to spend time here. given that the district 8 supervisor does not spend time or energy in the lower heat and the laguna is located in the lower heat, 55 a good and should be in district 5. there is splitting the census block and i urge you to consider that if that is the only thing. otherwise keep 55 in district 5. vice-chair lam: thank you. >> i am a lower haight president and i would like to address that area. in addition, our community is made of merchants and neighbors. we are one of the unique neighborhood associations that

comprise both. part of our merchant district is on fillmore street. it primarily is on haight street but it goes south on fillmore down to herman. again, for that reason, i would request that the border be moved south from where it is now which is splitting the area on haight street and push it down to herman. and include 55 lead and a. thank you. vice-chair lam: thank you, next speaker. >> hello, folks. i am not going to be here to remind you of the connections between potrero hill and the rest of district 10. i believe you have studied that early over the past eight, nine, 10 months. i amharic -- i am here to read a letter. from the former executive said

-- director. i am a resident of 627 woolsey street. we have lived here for six years. in the fall, she will attend elementary school. my neighbor's party -- priority is to [inaudible] to keep us whole and balance out the community interests it makes the most sense to be in d9. do not be fooled by the real- estate offices. their interest is to increase political power and access for real estate interests and they have used the good name and effort of my neighbors to support this narrow self- interest. we are a multi-ethnic

neighborhood and we worked every day to build unity between us. i support the city wide community unity map which has gone through an inclusive process and has prioritize the everyday san franciscans and has worked hard to build unity across a diverse set of interests. i have only one copy. i can forward that to you. >> good evening. i am a 27-year resident of district 5. i want to commend the commission for its work. this has been a much better process than 10 years ago. the politically driven drama played process. this has been relatively drama- free and very fair. i wanted to speak on a couple of areas. i want to speak in support of

the current map that keeps the north of geary connected to the fillmore. these areas have historical ties and also current ties and those blocks north of gargeary e more in common with the fillmore. i would urge you to not remove those. i also think -- the decision to keep hayes valley together corrects the mistake made ten years ago by splitting that in half. thank you. vice-chair lam: thank you, next speaker. >> i live on gamber street.

we ware in that bit of district 9 going up toward mclaren park but district 9 does not include mcclaren. to have a voice, a supervisor to go to with concerns about the park, i feel it is important we be in a district that includes the park. and right now, that is district 10. i think it is a primary -- of prairie importance the portal be together as one neighborhood. and then secondly, i really want to be in a district that includes mcclaren park. a lot of us in the neighborhood and the neighborhood surrounding the park are working on try to take care of the park an advocate for the park and protect the park. thank you.

>> i live on gambier street. this is the third time i have appeared before you. i was at the two previous meetings. i really have a couple of simple messages. one is the portola is a unified neighborhood. we want it kept together. for me i consider myself part of the area because our neighborhood extends to about the top of the hill before you go around avignon. you are facing down toward mission. that is where you would be in the excelsior. i want to see our neighborhood together. secondly, i do not see how we could possibly fit with the-9. is the mission. colonel heights and so on.

we have a vast freeway and -- on allegany and big rally between us. i am active with a group and my concern also is we have a supervisor who really does care and really does know about mclaren park, its problems, and its needs. our neighborhood would be most comfortable in d-tenn. -- taen. keep the portola together. >> i want to commend you on your valor in taking on one of san francisco's impossible tasks. i live at 79 pierce street.

i have been a resident for 25 and if a resident of the lower pay. i am somewhat, torn it i thought it was a lot of logic to the earlier proposal that had all the hate included in district 5 by extending the border south to this avenue. that said, i think the most important issue even if that does not come to pass is to keep the core of the haight whole. to that extent, i support the comments made earlier about ensuring that the 55 live in a block become part -- be part of district 5. keeping the integrity of the lower heat as essential. in the time i have lived there,

when i first lived in the area, this was a strong neighborhood but there was not much of a real neighborhood around the haight. the lower haight has emerged and at this point, it is one of the most exciting -- developing communities in san francisco. it is essential that the redistricting reflect that by making it the lower hate integral -- lower haight enter roll. -- integral. thank you. vice-chair lam: thank you, next speaker. >> i am here to speak about the

dividing line. i spoke with you at the irish cultural center not long ago. the rumors continue to continue. continue to exist that there are people that would like to move the district 7 boundaries over to bas fourth street from the proposed line at condo. i would like to reiterate that i feel the boundary is well preserved. if the borderline were to be moved over to buzz words, it would do very strange things. -- to bosworth, it would do strange things. all these things have been associated with the glen park area which has been in district

8 for quite awhile. the second idea is to move that into district 7 because it contains the sunny side conservatory. i would like to state that the people in glen park and the village have been supportive of the sunnyside conservatory. they have -- allow us to put a lot of posters in their stores. several of the merchants [inaudible] -- the glen park market has provided us with food and coffee for our various fund raisers and public events. i really feel that this -- the line should stand. thank you. vice-chair lam: thank you, next speaker.

>> thank you. the end is in sight. do you remember your lives? i think you had some. representing the d-five action group and talking about the reunification of the lower heat briefly. as you can see it used to go down to the [unintelligible] and then it got moved up. all this area belongs in d-5.

if you -- as the hayes valley association has said, as the lower haight has said, this makes sense. it unifies the neighborhood. it can put the upper block in the haight. that would leave this half out. thank you. >> evening. i am the president of the diamond heights community association. i want to thank you for your process and let you know that our association has been following your work since the beginning. we were very happy that david who came to our association

meeting in october and explain the process. in december we submitted a letter asking to be a community of interest. and that is to reinstate today why i am here. we really hope he will keep diamond heights -- you will keep diamond heights in district 8. someone thinks that diamond heights blvd. would be a great western boundary. if that would happen, that would cut our diamond heights community down the middle and we would have to have two supervisors and it would disrupt the diamond heights community association efforts that we have held together since the early 1960's. diamond heights was planned by the redevelopment agency as a model community. all that development of there is a defined community. we feel we are a distinct community and we really hope that you will continued to

retain all of diamond heights in district 8. i do have a letter with our boundaries and this is our third letter to your commission. thank you for your work. >> i am not read specialist. we serve district 10 residents, particularly in the bayview hunters point and potrero hill. i am here to encourage this task force to keep the portola intacrt. -- intact. que>> i am the program manager.

currently the district is located in district 10. it appears district 10 gets the kind of attention that is detrimental to community growth and sustainability. this appears to be another instance of dividing a community. the political strength. and it's socio-economic minority base. again, redistricting is supposed to be based on population. considering the population growth, there are other areas in the city to be considered.

i invite you to please at some point in time to take a walk in the beautiful district. it is really quite something. thank you. vice-chair lam: thank you, next speaker. >> i am the jacket -- executive director of the [unintelligible] office here. that includes voter education, voter registration and get-out- the-vote efforts. i focus on the bayview hunters point, potrero hill, and visitation valley communities all of which border this community. i will work in d-tenn everyday -- d-10 every day. this is a community that should

remain in district 10. this is one of the most neglected and often overlooked areas of san francisco where there is a sense of mistrust and skepticism that is very high with our residents. please do not delete the voting powers. thank you and i appreciate the work that you have put in. >> good evening. i was born in district can and live and work in district 10. our district has become a great end of first -- great and diverse district. it is obviously -- obvious we are of great district. please keep this altogether. thank you. >> that afternoon. i am with the san francisco

information clearing house that have been working on the community unity map that was distributed to you and recently updated last week. to make a couple of comments reflecting some of the speakers we have heard before. one of the things we tried to promote with the community unity map was in district 5, a solution that kept 55 lacuna in the lower heat and hayes valley, we wanted to economic -- echo those solutions. by making the border be herman street, it seemed to work for us. we feel like that is a good solution that could be followed. one of the things that we kept hearing, at our various community meetings is the importance of keeping the southeast waterfront together. the previous speaker spoke about keeping potrero and portola

together. you cannot put them in d10 the conversations were about the university -- all the developments that happens in the way that the supervisor currently has a lot of power about that. the third thing that we have heard is the importance of keeping portlola together. one of the things we heard is we have to keep it together, what are the ways we can do that. we're looking at the various ways of skinning that cat. the way to put that is by putting this in d9. within district 9, you would have the -- a supervisor that has three separate neighborhoods. under district 10 there is a supervisor that has visitation

valley, bayview hunters point, potrero, a patch, we feel like that is a more equitable way to skin the cat. >> before supervisor avalos gives his testimony, please forgive me that i made you wait. >> thank you. i want to thank you for your great work in this. as i said before i am not always -- i want to thank you for that effort. i have been talking with community members over the course of the past few months at looking at key principles of holding this effort together. one is to keep as intact the current boundaries of our districts that we're not making wholesale changes across the city.

the other is looking at how we can make our neighborhoods as whole as they can be. the maps that you have currently do that kind of work. i think it makes sense that this area stays whole. whether it is in district 10 or 9, you have made a big determination by putting most of the area in district 9. if you were moving into district 10, that could mean that you have to remove the potrero neighborhood from district 10 down to district 6. that would break with some of the principles you have been working with. that would move major boundaries of our district and that would prevent us from achieving that principle. i like the current configuration in district 9. the district 9 supervisor has that in mind as well as the community unity map has that in mind as well. when it comes to district 11, i am concerned we need to make sure that we're keeping a list

-- district 11 hold. right now we have the current map. it makes sense to have the boundary at holloway. it is more african american north. that boundary makes sense. we're also losing ocean avenue as part of the corridor in district 11. thank you for your time. >> thank you. >> good evening. members of the public as well as commissioners. it is nice to see a. i am malia cohen. i am a representative of district 10. i come to support the voice of many of the neighbors you have heard here about keeping the

portola whole. i would like to see it in 10 and i would welcome them to be a continued part of the community. one of the things you have heard most is the geographical barriers that keep district 10 and district nine separate. there will be difficult decisions to be made and i would leave that to you. i would encourage you to listen closely and critically to the members of the people that live here in the community. when you talk about the future of what san francisco -- especially the sanford -- the central and southern parts of the waterfront, there is economic development. we will be discussing district 10 again.

also earlier one of the speaker spoke about the mclaren park and it is a very important part to me. i spent time going there as a child. we have an important bond measure that will be coming up as well. there's a lot of money and resources that will be allocated in many of the members -- a large part is in district 10 and you heard a large number of members in the committee asking that portola remain in district 10. thank you. vice-chair lam: thank you, next speaker. >> good evening. i am the president of the haight-ashbury neighborhood council. you have heard
