but this is really ridiculous. think about, 20-28 families, twice a day, five days a week. the first time is between 7:39 in the morning.
9:31 pm
this is as much traffic in one day as the proposed establishment. >> i am an owner of the good life grocery and i wanted to make a few brief points. the good life is faced with the ever decreasing population that seems to be driven to bigger stores and this city seems intent to carve out retail commercial spaces in new locations for these large corporations. this does nothing to help small neighborhood districts but this is a unique opportunity to help 20 of st. return to better days. the good life grocery has played by the rules and they will be

helped if the zoning commission place by its own rules. -- if the planning commission plays by its own rules. we should swallow hard and let it die because that is what is doing. losing precious retail space in a small commercial corridor is a huge to every small business out there that rents. the partnership between landlord and commercial tenant is a hard one. they have to invest in each other. this has 20 employees, the streets have those many to. the prime retail commercial, much-needed revenue for the city, and a reason to be for the folks in the shop. please don't forward this for

lived here for 30 years in petro. i do not take these lightly. i do take them judiciously. i see some smiles because i have been here for other dr's. the reality of this spot is that it is kind of right in the middle of the neighborhood commercial space. i sit on the citizens advisory committee, -- of the things we have looked at are the odds and ends in the commercial districts. we wanted to use make sure they could work out and unified. so, i am well aware of what it

takes to have a vibrant neighborhood commercials. the idea of going to a shopping center, you can get everything that you need to there. i am keenly aware of the need for child care and so forth. i have worked on three separate projects, both helping with getting financing and so forth.
9:36 pm
i have worked on persuading the city to include day care in petro which is a huge apartment complex on third street. >> are there any other speakers?

>> a minimum of 50 people per day would utilize the services. this would increase the vitality and commercial corridor. no restaurants can guarantee this.

there are four that have not responded to us. this gives us the majority of 56% of the neighboring business. since the birth of our son, we have been passionate about child care. this was one of was difficult and painful experiences we have had. we're working closely with the state's largest board. -- the state licensing board. we have an e-mail from the commission and i can sing you a copy. he will license us once we get

our change of use fee. the state will allow six children to play in our outside area. we have spent a lot of time designing the entire space and back area and we have put in all safety measures including updating the windows with the tempered glass we are signed off on that. the backyard has been updated. here is a picture of it. we have state of the art flooring. they have a pretty area to play. as any parent knows, there is any movement throughout the day. the small student teacher ratio is every parent's desire. there is wonderful local parks located one block away, straight

please consider this in the review. this is simply a stall tactic. they have dismissed this and -- please dismiss this and allow us to open up. >> good afternoon, ladies and gentlemen. i own a design firm, engineering and design firm and i have come to this group and got involved because i have been dealing with the notices of violation and to clean up the permit history. at the time i came and, of which was 11-1-eleven, we applied for the change of view. we were told that we did not have to do a 312 notification,
9:46 pm
we were just told that we needed to address these which we went through the process and permits and issuing towards the mov. there was already birgit -- building permits and job cards in place and these permits, etc.. i have copies of those of anyone requesting them. similarly, on 12-28, 2011, a complaint was filed stating that we were to work outside the scope of our permit. we spoke to the apartment building inspection and that was debated. that is the front page of the group of papers i have here in

front of me. kimberly contacted planning to follow up on the change of use application. we were told at that time that we needed to do a 311-312 edification. up to that point, planning told me all i needed to do was to address the -- lin they immediately went about getting the paperwork processed and sent it out. they sent it out with all the permits and started our process. we had a neighborhood meeting. at that meeting, it was the proposal of a change of use and what that would be about was met with the opposition that they did not want, a child care facility, and did not even hear the option. they said there was nothing that could be offered to them as an elderly group of people were the

9:49 pm
that the city is rapidly losing families at an alarming rate and that is a death knell for any thriving metropolis. if your in this situation, the proposed establishment of a child care facility in this area really is one of the rare situations where you have a win win. it addresses a response of the city's need to foster and promote a family friendly environment and it does it in a way that increases revenue and in fuses the local neighborhood with commerce. twice a day, without fail, 20 families will come in and out of this neighborhood. it is unrealistic to think that these families will not drop off of their kids, pick up some milk, come early, browse the shops, grab a meal. that is what people do. that is what commerce is. it is equally unrealistic to think that a deli positively
9:50 pm
influences a grocery store. almost all businesses will benefit from this influx of families parent of the possibilities of cross colonization of commerce are unlimited. the unfortunate thing here, while everyone has a right to bring their petition, this petition has an unfortunate vendetta. you are entitled to your own position but not your facts. when i read these e-mails in support of this position claiming that the backyard is concrete, that is not true. $8,000 was invested to make this a proper area for children. the proposition that the children have to cross the street to get to the park is not
9:51 pm
true. the proposition that they cannot get a state license is not true. the state has said that they are ready to go we have heard from this podium twice that this was the anchor tenant and there is some responsibility at and there are some possibilities out there that this is a safety hazard. there is no safety hazard. these are title 24 complied windows. people want a deli that was there so that back in 2006, it is not their very more. please do the right thing here and make this a good cross colonization and let's open up the 20 street corridor to a multitude of different people so that all of them can thrive. thank you. >> are there any other speakers in support? if not, then the d.r. request --

ok. >> hello. i am a teacher and assistant director for the child care and family center. the director and i are looking forward to contributing to the petro hill community and we had a lot of usable space. we have that debate passion for preschool and we have over 20 years of experience in the field. we know that the families' brought us there and they tell us that there is not enough convenient locations like the centers nearby. the families want to stay in the area and keep their business there. a lot of our families will be walking. there will be people that live
9:53 pm
there that on top of that even they say that they will probably end up stopping. a survey done by preschool for all shows that over a third of families would prefer child care within walking distance. they want to have child care in their neighborhood and they don't want to increase their commute t. this increases stress for the parent and child and decreases performance. for such reason, the child care, planning, and advisory council calls for a greater placement of child care centers in the areas where children live. from multiple recent studies, and by such associations as the children's defense fund that you see here, local investment in child care, as well as the s

fcpac, child care affects the local communities more than any other group. >> any other speakers in support of the project? ok, do you have a rebuttal? >> i am a parent in the neighborhood. i don't have the 30-years experience at a lot of these families do. i have actually just met a lot of these foundational members of our neighborhood today as we have been outside standing in the hall and i have never loved at the truro more than today. i just discovered that i live on the same street as the owner of good life which makes me feel like i am a celebrity. we love it here. i am a mother of the token to plot kids that will hopefully be attending this school.
9:55 pm
since we have been here a year and it was not here during my daughter's first year of life, we will not be able to get into a preschool. we have applied to 12 different schools now. i was not here while i was pregnant so i will have to wait or home school or put my child in school as a late 04-year-old. my daughter will be able to play in the community. to me, this was the best thing that can happen on my street. i am sad to hear that these foundational members that i look up to end his businesses that i loved are opposed to it. i want this to be a great place to be. i will be brief. i am supported the school

because i know that my friends and peers, we need a place to go and these other great preschools, but at 3 this will not happen. for us, this will mean school are no school. thanks for listening. >> good evening. my husband and i are a seven- year residence of petro hill. we pride to four neighborhood preschools, not including little league and the are waitlist to . one is expanding his base and they only ended up with five in our age group and we had over 200 applicants.
9:57 pm
you might say that it is just preschool but it is pretty dire. it means that we might consider moving north and that is something that i never thought i would have to do. we feel very strongly that we should be able to block our child to a neighborhood school. i feel that especially for part- time, that i did not want to be spending my day driving all over the city, came to part, paying four dollars for a coffee and then picking them back up and coming all the way back. i thought we would have more luck in the neighborhood and it is frustrating. i did not want to believe that it is not kid friendly. i find that when people say that the city is not hit friendly. i love our parks and i love our community. anecdotally, we belong to a small preschool co-op and we
9:58 pm
meet once a week at the library that we love. there has not been a single time where we have not gone to good life afterward to pick something up and that would continue if little league is able to open. that seems like a very compatible use. i'm not sure if they don't need a gallon of milk or a bottle of wine from the james lick her on the way home and we would continue to do that. a lot of the other parents in the neighborhood would be walking and are ready to support a good life all the time and that is having us have to move to berlin or the peninsula or at -- or whatever the alternative seems to be. >> any additional speakers? >> my wife and i have 82-year-

old son. we did not live on petrero hill. the shortage of effective child care is not limited to this area. on average, two to three times more applicants were there compared to spaces available. we were at a park, another family that new naomi and matt from their previous employer and we heard great things about it, so we decided to check it out. we looked at the school as it was under construction, it was simply a clean slate. over the course of several weeks, we continue to meet with matt and naomi. it became our first choice before we even heard from the other schools we were applying to. the reason is the approach
