of letters that follows four -- for 1-c. the proposed initiation, and 1-c is chavez street to campos. with that -- and i will turn on your microphone. >> thank you, linda. >> good morning, commissioners. i am planning department staff. i join you today from the mayor's office, the department of public health. we're here to give you an overview of the developments project. it is for the developer cpmc and of -- development of cpmc.

as a reminder come cpmc, currently operates a four- hospital system. to comply with laws regarding care hospitals, cpmc plans to modernize its facilities through a citywide plan of care. as part of its plan, cpmc will construct five new buildings. at st. luke's campus, the plan is to construct a new five- story hospital. the siting of the new hospital

allows the old hospital to remain in construction. it will connect streets in recognition of portions of san jose avenue. after the hospital is demolished, cpmc will construct the 5 new--- a new-storey hospi. at the west side of van ness, cpmc proposes to construction of a new hospital. across the street on the east side of van ness, we propose the

construction of a new 230-room office building. was the hospital construction is complete -- once the hospital construction is complete, cpmc will transfer to the new cathedral hospital. at the bayview campus, a portion of the service -- surface parking lot, who proposed the construction of a new medical office building, also referred to as the neuroscience institute. although this project was originally proposed in 2007, it was overturned by the board of supervisors. the project is now being evaluated and will be up for approval at the same time as cpmc's other near-term project. there have been no substantial changes. land use approval. there have been no land-use approvals. in broad strokes, they include an eir that will include all

campuses. there will be more dates in detail in the next slide. it also includes map amendments, a general plan referrals, conditional use authorizations at the st. louis cathedral, and several other approvals letter not directly under the purview of the planning commission. the action before the commission today is to initiate the general plan amendment. as noted in the staff report, the planning commission by law is the only body that can issue these amendments. this is a correction from the date listed in your packet. while you are not being asked to

take action on the general plan amendments themselves today, i will provide a quick overview as to their purpose. the specific general plan amendments are as follows. at the scene looks campus, there are two general plan amendments. the map would be amended to increase the height of the hospital. at the cathedral hill campus, there are five amendments. the first is to protect the the van ness area plan. to provide a higher density medical center. the second is map one of the van ness area plan. the project will be to designate these sites for the medical center and increase the global square-foot area ratio for the hospital at these sites. third is a map two of the van

ness area plan. the fourth is a map four of the urban design area. lastly, met five of the urban design element. this will be designed to permit those dimensions of the hospital and m.o.d. site. initiation of these amendments is not a formal recommendation of the project. rather it allows the planning department to provide notice for public hearing. the planning department recommends you initiate the hearings before you today. with that, i will turn it back to ken rich. thank you. >> good morning, commissioners.

it has been a long road and we are happy to be with you today. staff, as you know, spent a large amount of time working on this project. really the last several years. the really intensively for the last year. i wanted to spend a moment telling you why this is an important project. there is a state mandate to make sure hospitals are seismically safe. we have a particular interest in making sure we have up to date emergency facilities that will still be operational after an earthquake or disaster. second, cpmc's facilities constitute one-third of san francisco's hospital beds. legally with the project as proposed, with a large regional medical center at the cathedral hill and smaller community hospitals at st. luke's, will help the health-care needs of san franciscans. third, this will be the largest

construction project the city will see in the immediate future, generating 1500 or so other construction jobs. this was recognized in the last economic strategy document for the city. in recognition of the importance of this project, working on this development agreement, as well as on the cpmc project in general has been a major staff effort with all of the agency's you see on the sly. let's get to the development agreement itself. you have the summary agreement and the entire agreement in front of you. the mayor has been clear from the start that the project only makes sense for the city if it comes with certain commitments from cpmc toward a set of public benefits. very broadly, these include a

commitment to st. luke's, a commitment to support for affordable housing. the dea is a contract, the purpose of which is to codify these commitments. ones adopted by the board and assigned by the mayor, these can only be modified by board action. before getting to the specific obligations for committing benefits, i want to go through some of the heat general terms. as you know, -- some of the heat -- some of the key general terms. it is effective 30 days after

the mayor assigns the ordinance and has a basic term of 10 years. as you will see in a few minutes, under the development agreement, cpmc may not open the new cathedral hill hospital until it opens the new st. luke's hospital. the obligation to build a new openness it looks begins once cpmc begins construction on cathedral hill. the other obligations -- and there are many -- are triggered once legal challenges or resolve or when cpmc begins building. vesting of cpmc development rights is a major focus of the city. most of the obligations are obligations cpmc of. -- most of the obligations are obligations of cpmc. approval for the five-year term

projects are bested by the d.a.. impact and application fees for these projects are frozen. long-term projects, which are those other projects identified in the long-range development plan, but not the five we describe today. these to not have approval invested by the daa.. however, the city may not create new categories of impact fees. new categories would not. the d.a., together with a separate vacation ordinance and transfer agreement also affects the street portion that has been closed for many years, ands
