money, it is a small venue. unless, of course, something really did happen. for me, i would like to not let anything happen at the beginning. we should always be more proactive. if they went to the training that they were required to, i don't have a problem with making it an option like they would propose. >> just to clarify, we are going to leave it off for now. and you're going to come back here and condition you to have had guns. you understand that? >> there have been incidents -- the only reason you're not aware of them is because it is not a licensed venue.
1:01 pm
my approach to this was with that in mind. i understand your approach is a little different, but i have an agreement to what you are proposing. >> let's see if anybody from the public would like to comment on this application. can we get a motion from the commission? we cannot get a commotion from the -- thank you. that the permit be approved with the caveat that officer buckner reports back if there needs to be an amendment at a later date. >> second. >> if you want to make that more clear. i would like to make a motion to grant the permit tracking #2 and 3 with a recommendation from the police in the future that we would have this back again.
1:02 pm
>> not completely to, just of the bond as security. they should have to have a license guard card. >> call the roll. [roll call] [unanimous] >> item d, trujillo, justin. >> this is an application for tempest bar, located down town near the intersection of natoma. the restaurant is adjacent to primarily industrial and office spaces. and the purpose of the permit would be to host live bands.
1:03 pm
i believe mr. trujillo is here. >> on that note, we had a relatively smooth situation in that my team and the recently acquired the bar approximately a year ago and we were under the impression that the entertainment permit was part of that sale. >> a lot of that going around. >> we were notified that was not the case. we worked as quickly and efficiently as we could to cooperate with the commission. for a few reasons, to hopefully help rejuvenate the neighborhood, increased the foot traffic and bring live music. and as well as hopefully increasing the safety of the neighborhood.
1:04 pm
the helped manage the security, so we can continue this as a safely, efficiently, and hopefully not only of the bar and restaurant. >> any questions? >> neighborhood context, during performance hours, there are no open businesses are residential units. i would just suggest that it would be very important for you to make -- i know you have been there. this is a great chance for you to make even better friends with the community and community organizations. our biggest battle is between residential and neighborhood groups verses the clubs.
1:05 pm
i will suggest that if you possibly want to do that, just for yourselves and for the future of your business, van -- >> absolutely. they were definitely on board with us. they did not ever received a contact at the san francisco planning department, although we did not receive word back from them either. >> there are just a couple of associations and the tenderloin and -- this is south of market? you have the community center there, the united players, you have that -- i am trying to think. there are several organizations that work with seniors and youth.
1:06 pm
i know that mark also filled out there. that application they found very useful to be more in touch with the community and the people that are helping those communities in that area. i am sure april in jane kim's office would be happy to help you. >> hot of curiosity, you said you were going to do live music. what type? >> is an eclectic blend of music. most recently before we stopped the music program, a variety of cover bands, classic rock cover bands, live jazz musicians, of your original bands as well. as well as the local neighborhood, trying to help out people and the neighborhood, and
1:07 pm
never brought any large names to the venue. the classic cover bands seem to be filled proof. people are out trying to look for a good time. >> '60s music? >> as long as it is good, i don't mind. >> be you know what type of entertainment the other clubs are doing? >> not a lot in a few blocks. the closest of the top of my head would be the confusion lunch. it is an upscale nightclub with maybe 1015 full sum. there aren't very many other bars. they don't have any live entertainment venues. monarch is actually a new edition. not so much live bands, but
1:08 pm
deejays and what not. not to many of the things like this in the neighborhood. >> tempest is unique in that there are not really anything else behind -- a around it. you have to know where it is to find it. >> anybody from the public wish to comment on this application? you have to come up and speak. >> my new friend. >> thank you, commissioners. i used to go there, and it is in a weird spot. there were some loud vans in the air. i don't know of anybody they complained. i don't know if they ever got in trouble, but the community does that they have vans.
1:09 pm
i don't know any other places that have live bands around there. i think the monarch has live deejays, mostly. i really hot support this because live bands is a contain. >> any other members of the public? you have a motion? >> i moved to approve. [roll call] >> good luck. and item e. leon, allen. l2 karaoke, 1504 b, fillmore. welcome. >> this is the second time that this will be before the
1:10 pm
commission, the first came out in may of 2011. we continued its because planning required notification. it has been as extensive outreach as possible by the applicant. they completed it without complaint or incident. the are back for a permit to do karaoke in aerospace. >> thank you. >> what we did, it was safety. we updated fire and safety also. planning, building, and electrical.
1:11 pm
again, secondary with safety. electrical and fired twice in the past. we connected with the neighborhood. we are on fillmore street. [unintelligible] we had no problem with that. like the, all the labor welcome us. -- like i said, all the neighbors welcomed us. >> anything from the police? >> what's the cross street? that's right, you said that. >> i think there was one from
1:12 pm
way back. >> we weren't there, way back. >> much longer, it was so long to come here. for disappointment. >> i have a question regarding security. >> we do have security. king security. they do putdowns end of five security cameras and the place -- and have five security cameras in the place. they have that safeway, panda express, and popeye's.
1:13 pm
we are pretty much covered on security. we have five central guards with a full modenitor and arresting power. >> any questions from the commission? anyone from the public wish to comment? karaoke is not yiouour venue bak here. [laughter] all right. the item is with the commission. >> you have one copy of the conditions of their. -- up there. >> john gallagher. >> he was still -- >> he was still here, i got you. speaking back. ok. well i motion to approve it.
1:14 pm
>> ok. >> second. >> all right. a motion and a second. >> any particular conditions? >> have you read the police conditions? are you ok with those? >> yes. >> he's ok with them, so we can make a motion. >> automatic. >> i would like to move to approve the permanent with the conditions offered here by the police. >> i second. >> [roll call vote] >> thank you and good luck. ok, final item. new business request for a future agenda items.
1:15 pm
anybody? the eye once, twice, and none of business? i am happy to announce that that concludes the march 27 meeting of the entertainment commission. yes? >> i was just going to say -- >> if it is not on here, we can't deal with it. comments and questions? >> i wanted to make comments on commissioner perez and commissioner lee and i attended the broadway meeting yesterday. there is a large group of people that are really trying to get together and find ways to help change the dialogue there. i thought it was a really successful meeting.
1:16 pm
we even heard something about extended hours and to stagger the closing with the police. we will see how that goes. i wanted to make people aware at the annual fundraiser which is the twenty first manhattat beat. we will be on a ringco thequettes -- honoring the coquettes a several other people in the city. i hope that those listening on tv will attend our party. there is a meeting in the richmond that the public library at 6:00. it is about entertainment and
1:17 pm
what not out in the richmond area. >> your turn. >> c-mac's security guard training went well. they had 27 students from a lot of clubs around the city. i think it is a good start. i think c-mac will do another training in maybe six months. that looks like there is interest. >> commissioner lee, a quick question. they did the power to arrest. does c-mac intend to do the additional 40 hours? >> they have been informed that they have to do the continuing education.
1:18 pm
there is continuing education on the other 32 hours. >> some people ask me that question and i didn't have an answer. >> they can do that on their own time. the information was sent to us. all the forms and everything, those are the next steps. >> anybody else? seeing none, that concludes the tuesday, march 27 meeting of the entertainment commission for the city and county of san francisco. thank you for coming. thank you for coming.
