to the computer from about would be great. i am going to give a quick background on where the recommendation came from. for the charter of language, it talks about juvenile justice. the commission has been involved if not in the police department itself but in relations more broadly, but for the last eight years they have worked closely with the police department, and probably the most concrete products was the revisions that happened most recently. the screen shot at the bottom left-hand side is a memo from 2004 the police commissioner who -- the youth commission addressed to the police commission. i have that documented. there are others like it as well.

more times often than not people respond to the tone of voice rather than the message. we recommend training that includes adolescent development. these will include communication skills that will allow officers to defuse situations, which will allow them to detain youth at juvenile detention facilities. their 84% sign --84% of youth complete the program. lastly, we hope this training will address of a lesson mental- health, and -- adolescent mental health. thank you to all stations,

nationwide. good >> good evening. i am to you commissioner for district 5 richard -- i am the youth commissioner for district 5. we observed public comment, and we know you have come in contact with local law enforcement, and while some shared positive experiences, many shared experiences in which they felt powerless and repressed. that being said, we also know youth can contribute to escalating situation, and this is why it is imperative they know their rights, so in order to prevent negative reactions, we strongly recommend widespread distribution of sfpd know your rights pamphlets. we recommend these be distributed to all middle school

and high-school students of the beginning of each school year and in community-based organizations by coordinating with the department of children and families and also at every district station. we also recommend sfpd creates another it gets better video with the general or at risk audience, and this may be as simple as having officers sharing stories about ceronthein youth, and this video is really groundbreaking. i feel like it could share with better reactions for police officers. rex good evening, hon. members of the police commission. i am grateful to be in your presence again. i stand here to express my

recommendations for the proposed school that include school resource officers. when i was a student at this middle school we had a school resource office whose presence i appreciated. the officer would interact daily, enforce policies, and was a positive individual overall. we would chat about anything and everything. at one point before my ordeals, i dreamt about coming a cop. some have had negative encounters with police. while we did not hear a lot about on campus problems, we think standardizing the relationships between district stations and schools are essential. an updated mou should be completed with police that

includes how to positively interact during after-school hours and possibly security so both parties feel secure as to what their job is. >> we have already heard how you are going to help us out. >> what is the timeline for implementing regulations, and thank you for your time. >> the one to give a timeline on how long before we get the training -- do you want to give a timeline before we give training? apraxias. -- >> yes, we want you to be recorded. >> our time line is we want to

have the class we are proposing start with a brand new classes, so we are going to have of brand new basic recruit class start on june 25, so we want to roll this out going into the massive hiring stage. we want the training imbedded in the academy so we make sure we have time for that training, and i imagine we will use the basic class as our guinea pig class. we will work withi them and to scenarios. this is how i envisioned it. i want to work not only with a brand new recruits class but to get things rolling, to have the captain empower certain officers on their beats, to have officers of the academy

learning all of the new engaging youth we have in mind. i looked it up online. there is a u.s. ambassador or -- a youth ambassador program. it is my understanding we would earn the trust of youth. i was lucky enough to sit next to these fine gentleman, and we are going to start working together, because i want to have youhth from different communities, and we can make sure we can work together. that is where i stand. >> we can houshave a draft implemented within six months. as far as pamphlets, they can be

accomplishments will be many. a couple of things jumped out on your report. one is you alluded to funding. and you are aware of perhaps some foundations or grants or sources of funding. the department has really jumped on your recommendations and the implementation of them. as you know, the city in general, the department also is very strapped for funds. and so notwithstanding the expediency, we are moving ahead with this. if we can. we can remember to build into that, tapping any of those funding sources because it would allow the programs to grow at even a faster rate. i wanted to know that and thought -- i was impressed that was included in your recommendations that you had

knowledge of sources of funding for some of these programs. the other thing that occurred to me and i see mr. johnson is here with us tonight, is we have remarkable retired officers that might be a pool for -- of resources in terms of working in different components of the programs that come appear. with youth and perhaps there could be some coordination with the poa as well. thank you. commissioner slaughter: thank you for your time and forethoughtful this. i want to think the chief again for demonstrating his leadership on what i see it is basically at community policing issue. this is another step in increasing trust between the

department and the people it serves. that is what we have known is critical to the success of a effective policing. this is a continuation of that. it does not work without the leadership at the top and thank you for that, chief suhr. i was struck at our joint meeting, we have all been through some difficult meetings where the department can beat up at and it was not that. it was a balance set of public comment which i was pleased to see and a tremendous account of positive public comment from kids. i thought that was great. we can always do better as a department. i think accepting the recommendations the use commission has made and the department will implement is an effort to do better. you always want to do better. the second thing i want to say is we have been doing better. the department has been getting

better year after year and the best actual evidence of that as director hicks can attest to is the number of complaints made that the occ has declining and declining. that has not taken into account sustained complaints. this is individuals in our community who are dissatisfied with their interactions with the police, represented by the number of complaints made has been decreasing year after year for the past several years. that demonstrates a real progress made by the department and community policing efforts and the progress made by the officers in their interactions with all members of the community, youth included. thank you to the youth commission and thank you for showing leadership on the most important way to demonstrate effective policing. president mazzucco: thank you. >> are we on for april 22?
