update, as we move forward, some of the things where we are talking to tenants in leadership, there would be no more sub-leasing moving forward. right now there are several entities that sub-lease within the building. we have spoken a lot with members of the faculty commission about the need to make sure that there is accountability with the tenants that come into the building with the southeast commission. we have been working with our real-estate team to talk about structuring leases that are tied to programming outcomes and are there triggers? so that if they say their bill be training around certain things, what are the mechanisms for accountability so that they have to come back each year to say that this is what we are doing to meet our lease requirements? we have been working very

closely with the waste water team. their resources will have been happening on going. and they are continuing to do that. talking about the long-term improvements for the space, there is a lock step commitment to making this place shine. since january, s.f. puc has taken over custodial and security for the building. as the building owners, the critique that we were getting from them is that the building was not clean and security was not happening at that level low expectations. those things have been taken on and i think we have gotten good feedback over the last several months on people being able to see marked improvements. the last thing we were working on was, in conversation with some of the local foundations to

see basically what happens with this plan, if it ends up being the type of tenants we are talking about, could one of the foundation's facilitate an ongoing table that tenants could sit at to talk about building energy amongst each other, more impact that they could have together, because they have a lot of relationship together, but the vision that is being built is that all is greater than the parts. with the help facilitate that type of ongoing set up for success? so, that is the presentation. i did it under the buzzer, which is great. i think that will turn it back over to the commissioner. >> thank you very much. commissioners, any questions?

something. do you mind? can i remind you all of something? i'd like to remind this audience that i think that most of the people in here do not really know why this building is here or how it even got here. every time i looked up, they want to change it into something else. this building is here simply because the white people in the sunset district and cortlandt did not vote for any of the sewage pump stations in their community and they said put it out in lewis' point, with the black people. they mitigated in said we would give you a community facility. anything that you want to put in this building, if it has nothing to do with this community, it should not be out here. you do not want them in the

building? all the white people around here running back -- we have got to stay someplace as well. this ain't nothing but madness. we want this building to stay just like it was. that is said. that white woman in all the rest of them, all of a sudden would not show us what was good for us. we do not want them out here if it has nothing to do with -- and then the black children are sitting over there. whatever is on the wall mind, you got to stop it. we are going to organize and starts the madness. we want you to leave this building alone. because the water department wanted to do this because they wanted to put this sewage treatment plant out here and no place else. this ain't nothing but madness. >> thank you.

>> the city college of san francisco, we are and have been for a number of years a tenant at this facility. what our obligation is is to ensure that we continue to offer the educational programs that will be beneficial to the community. working with the pc and other stakeholders, we are very satisfied that we will be able to continue to offer a full

level of educational programs. as a matter of fact, the child development program is going to be developed here in place of one that we had to close down not too far from here. we will have a program that will provide child care for the community as well as training for individuals who are interested in going into that line of career. whether or not we are successful or not depends upon the cooperation of the community and the commission and everyone else that is present here today. we believe that you take a close look at what we have been doing together with the puc and there has been a marked improvement in every aspect of service. this is not just talking about custodial or policing but also

in terms of the number of students who are coming into the facility, the number of students that are utilizing the one-stop concept where they can get counseling, financial aid, and a variety of other support services in one place. many people have talked to me about this. i don't know if mr. jackson is here but i had a lot of conversations with miss jackson in terms of putting this together. she has been very insistent that we will do the right thing and she has come to our board meetings and has insisted that we will have an administrator here both times in short order. pretty much as you go through the programs, you will notice that the city college of san francisco has not modified its footprint of the college. we are at different locations. we are the same as we have always been and our focus is to

continue to make this an educational facility of the same quality that we have in the mission, chinatown, north beach, at our main campus. [applause] i have to be honest with you, our performance leading up to this over the past seven or 8 years has been more in some respects quite disappointing. quite disappointing. no argument about it. you have to give the devil his or her to. if there is change, and we believe we have made significant change, we want credit for the change that we have committed here. our board of trustees and myself have committed extra resources for this facility and when we were taking those away from other areas of the city.

>> thank you, chancellor. >> i think we have to time you add three minutes to be fair to the other people that we will be speaking to. >> here is a man to my right, he spends every day in a facility now. he is not an absentee coordinator or administrator. his face is known to the people here, he has done an outstanding job since he has taken over and he has been the man on the spot. >> thank you very much. good evening, commissioners. i was asked to tell you about some of the things that we have

done here at the campus. first of all, i want to ensure everyone at city college's 100% committed. we are committed to providing classes and services for the southeast campus. we are moving forward with this schedule. we have 669 credit students that are enrolled. we are retaining students also. since the fall of 2011, we have offered additional classes in math, english, psychology, english as a second language, it administration of justice, a child development. we have also added dd program.

=-- a ged program. we have brought back the selling class. i would like to say thank you to the puc. they have purchased all new sewing equipment for that class. we were able to keep our capital leases. we have been provided with a custodial program here in the building. we are in continuation of conversation with the puc in regards to the renovation of the building. city college i believe we have reformed our relationship with the community and community leaders. we are working very closely with community-based

organizations. city college, we believe, that we should have a solid relationship with the community , and with government entities. city college also has a one-stop service center that is working extremely well. a student can come into our service center and they can see someone from enrollment, financial aid. we have to do counseling and we just began the program. i want to say thank you to the chancellor because he oversees this program and implemented it. our students are really grateful and i'm grateful because they don't have to go to the different campus to be serviced.

this is a big thank-you to our government they have done a phenomenal job. they're working with our students and they are planning advance. we had our first in march and they have gathered 300 signatures in relation to the restricted parking during our class time. our goal for the faculty, staff, students is to have a full- service community college here at southeast campus. >> also from city college, chris

jackson. >> can you hear me? in the original mitigation agreement, this has been a history lesson for me. this building was charged to be an educational facility and myself and the rest of the board trusties, i cannot say this, we have not always been great tenants or partners. we have made the attempt and we have tried to continue to work with the pc. we have had some tough meetings and not been in agreement with this facility. we truly believe that this needs to be a community and educational facility to really

empower this community. 8 at of 10 black boys will drop out before they get their diploma. city college's the only educational safety net that this community does have and i feel that strongly. over the past four years, we have been capped over $20 million from our city college budget. even though we have been cut, there have been great advocates in our chancellor. we have been pushing to put more resources even when we took from ocean campus and even as we took from other places. we have put more and more into this community facility. from represent a board of trustees, we are going to make

the investment into this facility so that it is a top- notch educational facility just as good as mission campus, just as good as chinatown campus and ocean campus and we believe that everyone in every part of this city, they all should have access to high-quality affordable education and that is what we are here for today. we have been talking with the tenants and have talked with the community folks and they have talked about wanting nursing classes, and administration of justice, basic skills in math. these are all things that actually in power us. i don't want my folks on welfare. i do not want them in program after program after program, i want them to get the education. we see the city college as a key partner in providing folks from

adults had to overcome is priceless. we have worked on criminal records, housing, basically getting them programs that we don't have the skill set to do. we have no problems partnering up with other agencies. that is the most important thing in order to heal this community, we have to work with other agencies. we hope you enjoy the video. that is all i have to say. >> i am a product of their reentry program, with the deputy chief, and i have been in the program as a training for security for three years going on for. we do security for movie stars,

international from india. also, with the program i can go to the station everywhere. there 30 different swat teams. this is what the deputy chief and chief priestly bring to the reentry program. i also have a regular job with the citicorp's as a supervisor for 18-24-year-old and salary, benefits. i am now working on my real estate license. thank you.
