development center in the talent -- tenderloin. our youth is extremely high risk. last summer we had over 200 applications and we can only serve a fraction of that. it is very unfortunate. i am asking that we get more support from the city government. thank you very much. >> hello, supervisors. in the employment coordinator at the japanese community youth council. i wanted to bring a personal story i had encounters. -- encountered. what resonated with me was that their parents were unemployed in their having a difficult time finding a job. that their wage could not contribute to a family household.

as you know, in this economy it is typical for many individuals to find jobs. this program will be pivotal in helping the communities in the bay area. i have been working on this video for them and what i really was amazed with was 40% of the intern's share their family income. $35,000. barely enough to survive in the city. i applaud your efforts. thank you. >> we are fortunate in this city, thanks to the supervisor, who has formed the use commission. some of them sit behind me. the use commission should think

outside the box. you supervisors should know that you have a population of about 811,000. for every 28 constituents, we have a budget of 9.6 billion. i know that some are trying to pay attention to me in a convoluted manic, and others are not, that is ok. these are some pictures in my will follow up with an article that can expose those who are doing what they are supposed to do and those who do not want to do what they are supposed to do. we have to pay attention to our youth. if we do not pay attention to our youth, some of them are begging for money.

meeting, the chairman and supervisor had asked for me to occlude a couple of additional amendments to accomplish a couple of things. the first was to expand the category of protected businesses. they wanted me to include regional businesses, defined as areas that have their principal place of business i am one of the eight surrounding counties. that is something that we have been hooted. the second thing the supervisor had asked for was to include an expiration date for this legislation to be three years from the effective date. the operative date would be 90 days after the ordinance. we have circulated the amendments of -- over the last few days. i would like to ask for your support and hopefully we might be able to put this legislation through.

well. i understand the supervisor wants to initiate this legislation. as a constituent, i want to know the role that the human rights commission is going to fly. i see, from talking to over 50 lbe's, something is not working at the human rights commission. many of the combined processors are stressed. i do not know if we need to address the health department to do something about it, but my concern is that if we have the big operation and they are suffering today, who is going to do the compliance?

all i am asking is whether quantity to be sold. if things do not work out, there was the belief that there needed to be a sunset cloud, which i do not see. thank you very much. supervisor chu: thank you. next speaker? >> thank you. i appreciate the opportunity to be here speaking in support of this desolation. i would like to stress the reason that my company changed was to legally protect our commitment and 10% of our gross profits being tent -- being donated to charity. a huge part of being a

california benefit organization means giving back to the community. another reason for this legislation is to make sure that there is adequate protection for nonprofit lbe's who are worthy recipients around these contracts. this legislation is in alignment with the commitments to the business and a strong statement of the types of businesses in san francisco that they want to recruit and do business with. lastly, encouraging more businesses to consider the type of impact they have had as a corporation in giving back to our community and shelve -- shareholders. thank you.

director of community development at b lab. we have a few employees that were here earlier but had to leave because of time constraints. small businesses, primarily minority-owned, i have made contact with theresa sparks and want to make sure that it is known that this is a dual effort to evaluate impact and make it clear that this is -- i do a lot between the organization. especially with the private sector. it would be a great opportunity to see how there is a line in.

supervisor chu: we have a motion to move it forward as amendment -- as amended. speaking to my vote on it, regarding public comments made earlier to benefit corporations in the public call for private companies to help the board with our summary of the and jobs programs, i hope that the folks in here -- who are year today will go back to the corporations and find out his list interested in participating. i want to reiterate that i completely agree with the speaker in the hope that happens. in one area and other public speaker spoke to it. how benefiting corporations would be certified. understanding better than

difference, the fact that we do not have additive discounts is important. i appreciate and absolutely think it is important that we have not had -- edged out local businesses. i appreciate the language that the supervisor spoke of in previous meetings, making sure it is not a subsidiary organization, especially given help they came into play here. protecting regional employers, having a discount of this sort edge out the regional partners, i appreciate that work with regards to the expiration, which gives us a real good checkpoint

to look and see if the program is working based on changing definitions. i really do appreciate those movements. because of those reasons, i will be supportive of the legislation. thank you for making those changes. i know we have seen a motion to send the item forward, but before we do that, supervisor avalos? supervisor avalos: i wanted to thank the supervisors for his work in the committee. we are early in the process of corporations grafting or brains around this ordinance.

i appreciate that. supervisor chiu: colleagues, i very much appreciate your support in this process. the legislation that we are looking at today looks very different from the legislation last year. i want to take a moment in thank the budget analyst. mr. rose, your office made a lot of suggestions that we inc., including having them be responsible for many of the regulatory issues around this. certainly the chairman's suggestion around the most efficient way being open to possibilities in the future of doing this even better. one issue that we came up with, i know that this was whether we

were conferring specific benefits in san francisco and not one that we would be able to leave with. that being said, i think that stating that a non-san francisco benefit corporation or non- regional verses a regional company, that would be reasonable proxy to consider the impact of local businesses here in the bay area. i certainly, with reviews of this legislation every six months, but hopefully over the next few years we will have a good picture of whether it has the intended effect. because it was raised by the first speaker in public comment, it was important in this

legislation will not impact and we should be able to do more to think about how local business enterprises can flourish. they will not receive a discount if it would cause them to lose a particular bit. i am very committed to working with the community. i know that the supervisor is looking at this to figure out what we can do to streamline our process and making sure we can get what we want from disadvantaged communities in order to be competitive in the initial process, of which is a long-term perspective. with that, colleagues, i very much appreciate your support. supervisor kim: i wanted to

today we are at recology. they are celebrate 20 years of one of the most incredibly unique artist residency programs. we are here to learn more from one of the resident artists. welcome to the show, deborah. tell us how this program began 20 years ago. >> the program began 20 years ago. our founder was an environmentalist and an activist and an artist in the 1970's. she started these street sweeping campaigns in the city. she started with kids. they had an exhibition at city hall. city officials heard about her efforts and they invited her to this facility. we thought it would coincide with our efforts to get folks to recycle, it is a great educational tool. since
