application on the district behalf as well as applications to adjust immigrants status of the employees. goothis maybe further delegatedo the chief human-resources officer. the delegate will bee reported out of board meeting, and be it further resolved as the officer will provide a comprehensive to the board of education on the district hiring practices. starting with a report and continuing to subsequent reports the will include the following. the number of the stockholders,

the number of requests and renewal and extensions. goothe number of visas approvedd how much they will be employed by the district. it will protect privacy rights. the officer will provide a similar report for district employees, requesting another visa restrictions endorsed by the district, and further be resolved that the needs of students are the utmost priority to the district. ensuring quality is paramount to this goal. the district must ensure that competent employees are retained.

other legal requirements to advocate vacancies are held by an employee or requirements to host an employment-based the so, they show as qualifications equal to or comparable surrender -- comparable to the incumbent employees greater qualifications that exceed those containment in the job description may be listed as desirable but not required. be it further resolved but the district will retain all costs for immigrant applications to be for any -- to the full extent of the law.

experience to record we have services for immigrants -- 40 years of experience. we have services for immigrants and another part is the parent leadership program that advocates equity, i am here to support the resolution. what i actually do is the immigration service's, so i know the vulnerability of the immigration system. it is complicated and hard to navigate, so i think it is important to have a policy that clearly defines what they will need to go through in the future. this gives them the

understanding that they know what to expect down the road. finally, this gives our students the educational quality they really need, so we believe this change and clarification in the process is going to really help future employees. >> hello, board of education and members. i have three kids. ghraib i am a new immigrant and a non-english speaking parents. -- >> i am a new immigrants and

relies on yellow school buses, and given that the majority are from hunters point, it is critical that they continue to provide school buses. we work hard to close achievement gaps for african american and socially disadvantaged students. was informed by the deputy superintendent, we are in contact with the educational policy analyst to provide collaborative input into the proposed school bus routes. we respect the district is forced to make difficult choices and appreciate that we can work together for creative solutions to ensure diversity, access, and expertise for all san francisco family'ies.

>> this is charles peacock and nicklaus. they are speaking in place of chantal. >> my name is charles peacock. i am in fifth grade, and i want to tell you there are alwaybulls that keeps picking on my brother, and he does not feel safe, so he says the school bus is more safe, and he loves it there, because he can sleep, and the bus drivers to wake him up by the end of this stopped. the muni drivers do not wake him. thank you.

support transportation to higher performing schools. we cannot expect parents to enter into some sort of amazing grace. this is reality. get your kindergartner to school. they have low expulsion rates. they have a librarian. they have an eighth grade trip to china. you have got it. i really appreciate school board has this issue on their plate.

not cut bus service because my dad will be late for work, and my mom will have to quit her job to take him to work every day. i am learning chinese. i do not care about the budget cuts. all i know is the district is thinking about not letting buses go to bayview and hunters point. [applause] >> about was my daughter. -- that was my daughter. let me say that she is my fourth child that has come throwugh. i have relatives as well as friends coming through the i

told about it, and they will be attending. migrate these will be in kindergarten, and the opportunity they have to bridge the cut between the communities to learn cantonese and mandarin. as working parents, my husband will be late for work to drop her off, and i also would not be able to have a job because i would have to bring her back to bayview when the bus service has been there for us for the last 12 or 13 years. i also feel it is safe for my children to ride the bus, because there's a lot of crime, and i feel safe.

it takes a community to raise children, and i believe the bus service is part of a community, so please do not cut services. thank you. [applause] >> hello, i am a parent of two students, a sixth grader and a kindergartner. having them a tan gives them an opportunity to learn additional languages -- having them attend gives them an opportunity to learn additional languages. there are schools, but they are low performing, and the opportunity they have challenges them academically. my daughter has used the bus for six years, and my children

depend on the bus service, so if i can get to school on time and work. >> i am sorry. i do not have any more cards. >> you have my name. there is one more supporter, and his name should be on that card as well. reverend jones. it is written on the left top corner of the page where we submitted. thank you, and good evening. good i am a parent as well as president of the school. we have been there 13 years. we are alarmed there is a

proposal to eliminate buses, being that the largest number of african-american population, out of a view, and richard -- come out of bayview, and about a week ago we were crunching numbers. they verbayview has the numbersf them, seven-one, so we have quite an impact on the community in terms of black population moving into an adjacent schools, so we are asking you to give us an idea of how you came up with those numbers and to reverse the decision. give i will close with this.

as we move forward, what matters is how well we educate our children, and when there is a call for all hands on deck, all communities need to be present, and they can only be present if they have equal access. i thank you so much for your time and hope and pray you make the right decision. god bless you. >> to the rest of the commissioners and the deputy superintendent. my name is reverend jones. i am the passetor of the church, and i am here to recommend the buses to be kept, because 9% of

the students did go there are bused from bayview. they have 550 students enrolled right now, so that would bee 50 slots but would be lost, and thanks to the effort to close the gap in educational disparity between african-american and hispanic students compared to the other ethnic groups, this would go against everything he had built up over the last five years that he has been our superintendent, and i would recommend they reconsider this issue.

>> the you have something to say? >> we want to thank the parents. there has been ongoing discussions around this particular issue. our special assistant to the superintendent met today with the principle and also one of the parents, and what we can report is this is an ongoing conversation. we are working very hard to minimize impact on students, and we do not anticipate having any services from hunters'. for the school year -- from hunters point for the school

year. we will have something in writing by this friday. we want to thank you for coming out this evening. >> my name is eric heaters. gooare have worked there for 12 years and served on the council for several years. i have a letter detailing the concerns of several staff members and a vote to retain her. we are submitting circumstances. our schools help us through last spring. they assured us we would have an interview process last year. they were support until we started inquiring about the process.

our request for meetings and help have been ignored. our requests have gone unanswered. the district of not notified about whether or not we are going to have an interview process. the signatures recommend almost half are concerned staff. some of our co-workers supported but felt uncomfortable signing. we are asking that you support. we are looking forward to getting your advice. thank you for your time. >> i am here to ask that they have the right to interview. i am a former parent, and my question about the mission of the school. the district let us know they had an interim principal for our school.

the district stated they would have an opportunity to interview other candidates as well as or interim principal. they showed and up with a human resources representative to let us know we have five days. it was very rushed. i feel it is my eighth duty -- it is my duty to represent my community. i have many families leaving the school next year, and i have parents who have invited -- confided they are afraid to speak up. i believe our leadership is lacking accountability for the community and the children we serve.
