being conferred to san francisco, i know that is something i have brought up and that members of the public were going to volunteer organizations. it would be great if those contributions made it to the nonprofits were struggling. that is where my hesitation lies in the legislation. that being said, the areas where the improvements for the made a difference, the fact that we do not have additive discounts is important. i appreciate and absolutely think it is important that we have not had -- edged out local businesses. i appreciate the language that the supervisor spoke of in previous meetings, making sure it is not a subsidiary

organization, especially given help they came into play here. protecting regional employers, having a discount of this sort edge out the regional partners, i appreciate that work with regards to the expiration, which gives us a real good checkpoint to look and see if the program is working based on changing definitions. i really do appreciate those movements. because of those reasons, i will be supportive of the legislation. thank you for making those changes. i know we have seen a motion to send the item forward, but before we do that, supervisor avalos?

supervisor avalos: i wanted to thank the supervisors for his work in the committee. we are early in the process of corporations grafting or brains around this ordinance. i appreciate that. supervisor chiu: colleagues, i very much appreciate your support in this process. the legislation that we are looking at today looks very different from the legislation last year. i want to take a moment in thank the budget analyst. mr. rose, your office made a lot of suggestions that we inc.,

including having them be responsible for many of the regulatory issues around this. certainly the chairman's suggestion around the most efficient way being open to possibilities in the future of doing this even better. one issue that we came up with, i know that this was whether we were conferring specific benefits in san francisco and not one that we would be able to leave with. that being said, i think that stating that a non-san francisco benefit corporation or non- regional verses a regional company, that would be

reasonable proxy to consider the impact of local businesses here in the bay area. i certainly, with reviews of this legislation every six months, but hopefully over the next few years we will have a good picture of whether it has the intended effect. because it was raised by the first speaker in public comment, it was important in this legislation will not impact and we should be able to do more to think about how local business enterprises can flourish. they will not receive a discount if it would cause them to lose a particular bit. i am very committed to working with the community. i know that the supervisor is looking at this to figure out
