the resources provided to them that they need to have a fulfilled -- you know, a summer that is going to provide them with, you know, some recreation. supervisorlaxities see why it ao provides work force and development and career exposure year round, but we are expanding our summer job opportunities for young people but will provide approximately 1500 summer jobs for young people commo, and i tk most people know about the largest program as well as the job fair placed with in city government and a partnership we
5:31 pm
have this rec and park department. the mayor on failed s summer jobs plus, and this came after -- the mayor unveiled summer jobs plus, and this was to hire more young people, to give them an experience during the summer, and they heard this call and work with several folks in the white house to initiate this new initiative, and we are calling for 5000 new summer jobs, and it is a partnership with our private sector. good other year round programs will continue.
5:32 pm
this includes the police department, muni, and the probation departments. in terms of the question of equality and how do we know we are providing high quality, and this is the convening of she's stakeholders as well us departments to share resources but also how to deliver summer programming that has different components and would be able to support learning during the summer, and pc y -- >> could i just follow up with
5:33 pm
that? there is a lot of conversation about how to run good quality programs, but what metrics you use? >> i have worked with several state leaders on developing an assessment tool to determine quality after-school programs. we are taking that to help us evaluate quality summer school programs. this is the first year we will be doing it, so we have done after-school programs, and now we are going to move toward summer programming. hopefully next year we will be able to share some of fat. -- some of that.
5:34 pm
this is national awareness day for the importance of summer learning. it is in the middle of learning theory. it is similar to what we do after school. we will provide upwards of 3000 meals per day. we are using a wonderful vendor, and they are happy with results we have provided, and we are have been -- happy this year. i know supervisor campos asked about bringing in city college.
5:35 pm
through the foundation ground in partnership with the school district as well as city college, we have and initiatives we want to double post secondary graduation rates, and city college has been joined to try to develop better policies and better programming. >> we have a question. >> this does not include all the summer programming? >> that is correct. good >> it looks like we have a lot of options. i have two more slides, and i am
5:36 pm
done. approximately three years ago we created a program where we partner with 15 local attractions throughout the city and ask some to donate, and they can use those passes to take the family to different attractions. that includes the zoo, the aquarium of the day, so it is a wonderful way for families who do not have the means to pay the admission fee, and while you are producing the books to be able
5:37 pm
to check out of semi pass for yourself, and that concludes my presentation. we are looking forward to a very exciting summer. i will talk to my peers about including more data from the rec and park department. we are also working for the housing authority, so we can share that information. >> we can wait until it is done. >> commissioner, any questions? i don't want to lose a quorum, so why don't we open it up to public comment, so if there is any member who wishes to speak, please come forward, and thank you to the district staff for
5:38 pm
the presentation. >> i would like to reply to the school district. i am especially interested in special end. the students represent a wide range of abilities and disabilities, and for many of them, extended services are very important. we have to come across an internal memo that indicates because of budget concerns the special education department wants to limit the number of special ed students who do go to summer school, and it is a budgetary matter, and they are requiring that every recommendation for summer school be reviewed by one of the
5:39 pm
supervisors, and the union is concerned this is going to have a chilling affect on the ability to recommend this. i have a hard time reviewing this, but i think it says the test is whether not been in school will cause a gap in their learning, and i think that is something we all ought to understand, the special education students to lose a lot of learning they have been able to accomplish over the summer, and rather than looking askance at any recommendation, we should be encouraging teams to recommend expanded your services for students, and this is something we should support, so the union wants to make you aware of this position.
5:40 pm
good >> of some point we can hear from the school district. is there any other member of the public who would like to speak on this item? if so, please come forward. >> regarding the program, we are going to have 150 spots open, and everybody is including some of my parents, and most of the summer programs they cannot afford, so i would like maybe to consider at those programs have more spaces open. the parents are willing to make some donations and
5:41 pm
contributions, because they already have a recommendation. i know president chiu was talking about measuring the success of the summer program, and there is a great assessments for keeping meetings. two things that i would like to recommend that i know have to work is to respond spaces of summer programs at the school, and the second is to use the
5:42 pm
academic reading and the elementary school. >> thank you, next speaker. >> they came here very agitated because they knew there would not be some school last summer, and this is a critical component, although it is not the only thing, and we came here, and you listen to us, and the mayor made the announcement he would fund summer school, and you have heard reports owes the progress, yet i want to make sure we stay focused. summer credit recovery is not always the best option. it is part of of the practice --
5:43 pm
of best practice that make sure students have the maximum amount of kravis but there are a lot of other best practices. we are advocating a view to attend the fact that this is a good option when our teachers are providing high-quality education to our students. that is not the only thing that makes a good system. saturday's school is also a very affective tool to offer credit recovery. so is using the excel funds,
5:44 pm
small class size, after school, a very affective away to utilize current resources to make sure we have quality teachers being able to deliver the course, and the reality of his point is we are not meeting the full metine. it is not possible with the resources currently on the table, so you do not escape the reality there needs to be a discussion about the absolute need of resources. we are not asking you to run from peter and paul. we are asking you to look of the fact that certain schools in this district, certain populations are able to access it, whether they have the means or abundant resources to access
5:45 pm
being on track, whereas other communities do not have that access. we have to pay attention to that. we have to look at fast -- and that is what is happening. >> seeing no more public speakers, public speaking is close. just one more thing on special education kids. is there a new change from what they are doing? i am wondering if you have any comment on that. >> i know the special education department has revised so when they have students may have questions to consider during your -- to consider. and this threat of teenagers who anticipate -- directs teenagers
5:46 pm
who anticipate summer learning loss, and it really relies on knowledge of each individual student to anticipate what happens if a child is not able to participate. it is more specific, but it really needs the decision about recommending extended year for each special ed students to the teenager himself. i do know this is specifically a teenager position to recommend. >> i know that legally the district has to meet certain obligations, and even if you do not necessarily think it is appropriate, you cannot necessarily discourage that. >> it is always driven by the
5:47 pm
teen decision triggered an -- decision. >> mine is minor. >> i was going to suggest we could get some numbers on students who participated in summer learning last year. now i think we can also check with special education director. >> i support this in your questioning, but mine superficially relates to the san francisco family task issue, and i am a little concerned about out reach, because i think the digital divide still exist, and
5:48 pm
there are people who would find out what options are there for them and would want to take the advantage of some of these places, and it would be good at some point if some of the family tax and would include a muni pass, so it might be worth it to see if there is funding available, because we are talking about hufamilies who taf this programming, but transportation might be something -- it is certainly worth looking at. i think commissioner maufus and others would -- >> i appreciate you mentioning them unique component, region th
5:49 pm
-- mentioning the muni compone nt. as i understood, i think it is a great place, because i would much rather see those food programs give passes out, so that insurers more children will have access, which means more family members will see it because you are talking about a kid getting from the library. if many more students got it in the lunch program, that would speak to what we are looking for
5:50 pm
with a free lunch programs throughout the city and better opportunities for the adult family members. >> thank you. i will make sure the director gets the message. any other comments? i am wondering if we should revisit this down the road, so if we can have a motion so we can bring it back. the matter will be continued without objection. i want to thank all the members of the public, the teachers, the staff, and of course my colleagues, and we look forward to our next meeting, and we look forward to the secretary of clerk. the meeting is adjourned.
